International awards, film festivals and the development of Kazakhstani cinema: results of 2024 06.01.2025
The Ministry of Culture and Information presents the results of the film industry for 2024.
This year, 15 domestic films were released in wide release: "Alma and Man", "The Place Where the Wind Stopped", "Almaty, I Love You", "Life After", "The Final Judgment", "Zhambyl. New Era", "Baurina Salu", "Operation "Nabat", "Shulamah", "Rhinoceros" ("Steppe Wolf"), "Brothers", "Soldier of Love" ("Stop, Night"), "Divorce", "Mama, I'm Alive!", "Kazhimukan". All of these films were shot at the expense of state funds.
Seven films received 34 awards at the international level, and the film "Baurina Salu" was nominated for an Oscar.
Days of Kazakh cinema were held in Azerbaijan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. These measures contributed to the active promotion of Kazakhstani cinema.
One of the most important events in the cultural life of our country is the XVII International Eurasia Film Festival. This event was attended by many guests, including famous figures in the field of art and cinema.
Work continues to preserve the heritage of the Kazakhfilm film studio. 11 films stored in the State Film Fund of the Russian Federation and included in the golden fund of Kazakhstani cinema are being digitized. Meanwhile, 7 films shot at the Kazakhfilm film studio during the Soviet Union are being restored.
Within the framework of international cooperation, the shooting of the film “Pobediteley vidno na starte” has begun. This project is a joint production of Kazakhstan, France, the Netherlands and Lithuania. Kazakhstan also participated in the Cannes Film Festival's Marché du Film.
This year, the Hollywood blockbuster "Puzzle 2" ("Gololomka 2"), the animated films "Despicable Me 4" and "Moana 2" were shown in Kazakh.
Amendments to the current legislation on easing the requirements for dubbing foreign films into Kazakh have been developed and submitted to Parliament. The Ministry plans to continue working to increase the share of films in the state language.
Currently, the Senate is considering amendments to the Law "On Cinematography". These amendments include issues of state support for "Kazakhfilm".

The musical drama "Gauhartas" was staged for the 250th time at the Musical Theater for Young Spectators in the capital 06.01.2025

Campaign to submit data to the "NGO Database" 06.01.2025
The Ministry of Culture and Information of the Republic of Kazakhstan reminds that from January 1, 2025, the next deadline for submitting information on the activities of non-governmental organizations to the "NGO Database" for the past 2024 has begun.
In accordance with paragraph 5 of Article 41 of the Law of the Republic of Kazakhstan "On Non-Profit Organizations", information is submitted annually by March 31.
Inclusion in the "NGO Database" ensures the transparency of the activities of domestic and foreign NGOs in Kazakhstan, and also allows citizens, various organizations (donors) and state bodies to get acquainted with interesting and successful projects of non-governmental organizations.
Providing information to the "NGO Database" is a mandatory condition for implementing social programs and (or) social projects within the framework of state social orders and state grants, as well as for participating in competitions for receiving prizes for NGOs.
Information Non-governmental organizations must submit information on their activities and is presented in accordance with the Rules for the formation of a database on (Order of the Minister of Information and Social Development of the Republic of Kazakhstan dated September 21, 2022 No. 402. The effectiveness of the work of the Kazakh Red Cross in 2024 06.01.2025
Due to global climate change, high temperatures and heavy precipitation in all high-altitude zones of the mountainous regions of Kazakhstan have led to mudslides, landslides and avalanches. During the avalanche danger period, on the recommendation of Kazselezashchita specialists, 207 avalanches were registered in closed or remote areas, the total mass of snow was 1.1 million m3, which is 17 cases more than in 2023. 127 preventive measures were carried out, as a result of which more than 225 thousand m3 of snow mass were independently dumped. Frequent rains and high temperatures in the summer months led to an intense flow of water from glaciers in mountainous areas, excessive inflow of water into glacial lakes, as well as high water losses in mountain riverbeds. Many glaciers in the central and peripheral regions of the Trans–Ili Alatau were in a very weakened state - deep explosions formed in the lower parts of the glaciers, especially along the water surface of lakes, caves and depressions. The fall of ice masses in the last parts of the glaciers into the basins of the lake caused small waves in the glacial lakes. That is, active thermokarst and thermoerosion processes were observed in mountainous areas. Observers of the hydraulic posts and specialists constantly monitored the situation on glacial-glacial complexes and riverbeds. Aerial and ground surveys, reconnaissance work using quadrocopters were carried out, and orthophotographs were taken. In order to reduce the level of 15 dangerous glacial lakes in Almaty, Almaty and Zhetysu regions to safe levels, preventive work has been carried out.The work carried out on glacial lakes has significantly reduced the risk of mudflows and prevented the formation of mudflows. Results of the "Brave Rescuer" children's competition 06.01.2025
The Republican Educational and Methodological Center for Additional Education of the Ministry of Emergency Situations and the Ministry of Education organized the republican children's distance drawing contest "brave rescuer". The competition was attended by 159 talented children aged 8 to 14 from different regions, who submitted their works. 31 winners and prize-winners from all over Kazakhstan received diplomas, memorable gifts and an invitation to visit fire and rescue units. The purpose of the competition was to increase interest in the rescue profession, focus on safety and emergency prevention issues, and unleash the creative potential of the participants. The drawings were presented on the topics of rescuers working, safety at home and in nature, assistance in emergency situations. 31 winners and prize-winners from all over Kazakhstan received diplomas, memorable gifts and an invitation to visit the rescuers. "BATYR TEAM" sports club: a symbol of the strength and patriotism of Kazakhstan 06.01.2025
At the initiative of the Minister of Emergency Situations of the Republic of Kazakhstan, Major General Chingiz Arinov, the sports club "BATYR TEAM" was established. Today, there are 8 adult and 2 children's clubs "BATYR TEAM" in the cities of Astana, Almaty, Atyrau, Shymkent, Kokshetau, Kostanay, Ust-Kamenogorsk and the West Kazakhstan region, the main head office is located in Astana. These clubs have become important centers of physical education and health, where everyone can develop their sports skills and participate in training, as well as educate young people in the spirit of patriotism and courage. In the future, the Ministry of Emergency Situations plans to expand the network of sports clubs and create such centers in each region of the republic. The initiative will not only improve the physical fitness of employees, but also allow young people to engage in sports.

Material and technical equipment and modernization of rescue units of the Ministry of Emergency Situations 06.01.2025
On the instructions of the Head of State, a large-scale modernization of the technical base of the Ministry of Emergency Situations is being carried out. Particular attention is paid to equipping rescue units with modern equipment, helicopters and airplanes, and providing them with uniforms to increase their efficiency.
The leadership of the Ministry of Emergency Situations adheres to the direction of sustainable development of material and technical support to increase the efficiency of the work of territorial units. The fleet of the Ministry of Emergency Situations is being actively replenished with special equipment to save lives, respond to emergency situations and eliminate them.
The Ministry of Emergency Situations is working on the purchase of modern models of world brands of rescue equipment for the needs of territorial units. The development of the material and technical base demonstrates the priority of state policy in the field of ensuring public safety and minimizing the consequences of emergency situations.
This year, more than 700 fire and rescue equipment, 4 aircraft, and about 19,000 pieces of equipment (at the expense of the republican and local budgets) were purchased for the departments of the ministry.
A pilot project to improve the uniforms of rescuers was launched in Kostanay region, which has shown exceptional results in everyday and service use.
Based on the completed construction of a new unique fire station of the Ministry of Emergency Situations, a unified style for the design of fire stations was developed in Astana. In order to ensure the safe operation of fire department buildings, as well as to improve the working conditions of personnel, major and current repairs are being carried out in fire stations and dormitories in all regions of the country. In addition, in accordance with the draft projects, the appearance of fire departments is brought to a single color scheme.
Territorial bodies will be gradually equipped with unmanned aircraft, which will allow them to determine the extent of the disaster during large fires, as well as provide significant assistance in search and rescue operations on the ground.
In order to ensure readiness for firefighting, fire departments will be equipped with modern equipment and equipment, including innovative solutions. In general, the ministry pursues a policy of equipping fire departments only with high-quality equipment, tools and equipment of the latest generation, including multifunctional and unified types. Fire departments will be greatly assisted by tank trucks, which will allow them to solve the tasks of extinguishing fires in multi-storey buildings.
For example, the fleet of the territorial departments of the Ministry of Emergency Situations was replenished this year with such types of fire equipment as the AT-5-40 fire tanker based on the KAMAZ, the AT-3-40 fire tanker based on the KAMAZ, the AL-32 fire truck based on the KAMAZ, the 55-meter fire truck with an attachment "MAGIRUS", an emergency rescue vehicle on the "Toyota Hilux" chassis, emergency cars on the "Skoda Kodiaq" chassis, and a tanker based on the "Hyundai Pavise".
In addition, emergency and rescue equipment such as the six-wheeled Trackol-39294 ground vehicle, the four-wheeled Baikal ground vehicle, the modern Marlin 830 boat, emergency and rescue and canine vehicles based on the Toyota Hilux, the Frontier 1000 snowmobiles, and the DJI matrix 350 unmanned aerial vehicles were purchased for the emergency services.
Modern multifunctional helicopters Mi-8 AMT and Airbus Helicopters H-145 were purchased for the aviation of the Ministry of Emergency Situations, which are designed to solve a wide range of tasks: transporting passengers and cargo, transporting oversized cargo with external suspension, conducting search and rescue operations, and evacuating victims.
The fleet of military units of the Ministry of Emergency Situations has been updated with the modern "Alan-2" complex, a vehicle for radiological-chemical-biological reconnaissance. The complex is designed for effective reconnaissance and control of radiological, chemical and biological threats. "Alan-2" significantly expands the capabilities of the units in the field of identifying and eliminating potential dangerous factors, increasing the safety and speed of operations of the Ministry of Emergency Situations forces and means. Today, "Alan-2" is a technique that meets modern world requirements and has no analogues in the CIS countries.
Updating the fleet and equipping it with modern equipment will improve the work of rescue services, ensuring a more rapid response to natural disasters, man-made incidents and other emergencies.

Conclusion of the Ministry of Emergency Situations: modernization and new initiatives 06.01.2025
2024 was an important year for the Ministry of Emergency Situations of Kazakhstan, taking into account the implementation of a number of new projects, reforms and initiatives aimed at increasing the efficiency of the service, improving the safety of citizens and ensuring a prompt response to emergency situations. Since the beginning of the year, the rescue units of the Ministry of Emergency Situations of Kazakhstan have made more than 83 thousand fire and emergency rescue operations. During these operations, more than 14 thousand people were rescued, more than 67 thousand people were evacuated, and more than 5 thousand victims were provided with emergency medical assistance. During the flood period, more than 120 thousand people, including 45 thousand children, were rescued and evacuated. 2024 was a year of significant reforms and innovations for the Ministry of Emergency Situations of Kazakhstan. The introduction of new technologies, the revision of organizational structures and the improvement of infrastructure allowed to increase the efficiency of the work of the Ministry of Emergency Situations, as well as to ensure a higher level of safety for the population. One of the main steps taken this year was a significant change in the organizational and staff structure of the Ministry of Emergency Situations. The departments were centralized and the number of management personnel was significantly reduced. These measures allowed to strengthen the main services, as well as regional departments, the number of which was reduced from 87 to 28. A new position of Vice Minister of Emergency Situations was introduced, which will deal with digitalization and innovations in the field of emergency situations. This will focus on the introduction of modern technologies to increase the efficiency and effectiveness of the work of civil protection bodies. These changes were agreed with the Head of State and are aimed at increasing the efficiency and effectiveness of the work of the Ministry of Emergency Situations. In 2024, the system of prevention and elimination of emergencies was significantly modernized. An Emergency Prevention Committee was created, which will monitor the preparedness of state bodies and akimats for possible emergencies. This committee regularly checks the readiness of all relevant structures. The modernization also affected the operational headquarters of the command center. The center is now fully integrated with state information systems that allow real-time monitoring of natural and man-made emergencies. The introduction of high-tech equipment allows for effective forecasting of situations and prompt response to emerging threats. Given that 90% of all emergencies in Kazakhstan are fires, significant work was carried out in 2024 to minimize their consequences. Changes were made to the system for early detection of fire outbreaks in the forest areas of Karaganda, Akmola, Kostanay, Pavlodar and Abay regions, which allowed for a significant reduction in the area of forest fires. In particular, the number of forest-steppe fires decreased by 2.6 times compared to last year. Special attention is paid to prevention among the population. The use of paper propaganda materials has been switched to digital information carriers, such as QR codes and LED screens. This has increased the effectiveness of fire safety awareness and warning of citizens. Since the beginning of this year, the Ministry of Emergency Situations has trained about 16 thousand people of various categories on the basis of the National Scientific Research, Training and Education Center for Civil Protection, as well as the Emergency Situations Departments. More than 90 thousand training and exercises have been held in the regions of the country, covering 5,972,930 citizens. Thanks to the seismic exercises held every quarter, it was possible to cover the maximum number of people. The weak infrastructure of fire departments remains one of the serious problems, which affects the efficiency of rescue operations. In 2024, a unique project for the construction of fire depots from prefabricated structures was introduced for the first time. This significantly reduced costs and shortened the construction period. The first facility was implemented in Astana, where a fire station with a service dormitory was built in just 3.5 months. In addition, this year, 10 modern fire departments were opened in such large cities of the country as Astana, Almaty, Aktobe, Shymkent, as well as in the villages of Narynkol, Korday, Miyaly and Orangai. This allowed to increase the speed and quality of emergency response in cities and villages. Also, a new fast-moving water rescue station was opened on the banks of the Ural River in Atyrau, on the territory of which a dormitory for rescuers was built. New special-purpose units of the Ministry of Emergency Situations "Aibat" were created to solve the tasks of protecting humanitarian cargo and participating in anti-terrorist operations. These units will provide security and support in emergency situations both within the country and abroad. In 2024, the Ministry of Emergency Situations is actively introducing new technologies to increase the efficiency of its work. One of such projects is the deployment of a geo-information system for emergencies using interactive maps, the ability to predict the development of emergencies and select evacuation points. A republican operational digital radio communication system has also been introduced, which combines departmental networks of the Ministry of Emergency Situations and the Ministry of Internal Affairs, ensuring priority coverage and reducing costs. A system for determining swimming boundaries and early detection of drowning people has been introduced to monitor the situation in water bodies such as Astana, Almaty and Pavlodar. This year, loudspeakers and unmanned aerial vehicles with night vision capabilities were used to increase safety. Special attention was paid to seismic safety issues. A large-scale information campaign was conducted in Almaty to prepare the population and services for an earthquake, and action plans and algorithms were revised. A comprehensive plan for the development of the seismological sector for 2024-2028 was approved, which includes 52 measures aimed at improving seismic safety. In 2024, the ministry's southern operational base "Alatau" was created, on the basis of which a tent camp for victims will be located in the event of a devastating earthquake. The only higher education institution in the country that trains future rescuers is the Malik Gabdullin Academy of Civil Protection. 100 cadets, 5 cadets from Kyrgyzstan and 28 master's students were admitted to distance learning, and 9 master's students were admitted to full-time study. We would like to note that distance learning has been organized for master's degree programs since this year. 20 people were sent to study at departmental educational institutions of the Ministry of Emergency Situations of Belarus and Russia. 137 cadets graduated from full-time faculties. 20 cadets graduated from foreign higher education institutions. 3,709 employees of civil protection bodies and other organizations were trained under the educational programs of initial training, retraining and advanced training. In order to implement the concept of legal policy of the Republic of Kazakhstan, a number of amendments and additions were made to the Law of April 11, 2014 "On Civil Protection" in 2024. The Ministry of Emergency Situations initiated legislative amendments to improve the norms in the field of civil protection by developing the draft Law "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Civil Protection Issues" for the first time to the law that had been in force for decades.The draft law is under consideration in the Mazhilis of the Parliament of the Republic of Kazakhstan, 17 meetings of working groups have been held. The draft law proposes to implement proposals aimed at improving the legislation in the field of civil protection on the social situation of civil protection employees, fire and industrial safety, state material reserve, prevention and liquidation of emergencies and other issues. International events in the field of civil protection were organized in the country. A meeting of the Joint Board of Emergency Situations of Belarus, Kazakhstan and Russia was held in Almaty. At the base training ground "Rock City-Astana" located in the Tamgaly-Tas Gorge of Almaty region, a joint special-tactical training exercise "Skala-2024" was held in Almaty region with the participation of rescue units of the authorized bodies of the CSTO member states in the field of prevention and liquidation of emergencies - the Republic of Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and the Russian Federation. The fifteenth meeting of the Coordination Council for Emergency Situations of the member states of the Collective Security Treaty Organization was held.
