Today, the Akim of Kostanay region Kumar Aksakalov took part in a session of the regional maslikhat, where the results of the current year were summed up and key plans for 2025 were announced.Growth of the budget and own revenuesNext year, the volume of the regional budget will reach 606.1 billion tenge, which is 6.2% more than in the current year and 16.3% higher than the 2023 level. The region's own revenues also increased by 7% and amounted to 179.7 billion tenge. "We are not stopping there and plan to further increase the budget during the year," said Kumar Aksakalov.Social focus of the budget210 billion tenge are allocated for education in 2025 - this is 35% of the entire regional budget. Financing in this area has increased by 20% over the past two years. Next year, the construction of schools and kindergartens will continue, and 5.7 billion tenge will be allocated to provide free meals to students in grades 1–4.110 billion tenge has been allocated for healthcare. In 2024, the construction of 25 medical facilities will be completed, and next year, a clinic in the Kostanay district will be completed. An additional 4 billion tenge will be spent on purchasing medical equipment for district hospitals and clinics.Sports support and housing construction20 billion tenge have been allocated for the development of physical education and sports, which is 47% more than in 2023. Within the framework of the housing construction program, 22 billion tenge are provided, which will allow the completion of 12 multi-story and 124 individual residential buildings in the Kunai microdistrict, as well as 5 houses in the Bereke microdistrict. In Tobyl, it is planned to complete 10 houses and begin construction of another 30.Road construction and water supply93 billion tenge have been allocated for the repair of local and national roads next year, which is 1.7 times more than in the current year. Today, the Akim of Kostanay region Kumar Aksakalov took part in the opening of the milling complex of TOO "Aruana-2010". And we see a positive trend in this. In the long term, it is planned to transfer at least 40% of schools to single-shift education by the end of 2027, which will amount to about 95 schools. This will make it possible to organize extracurricular activities, as the transition to single-shift education will help relieve the burden on children that arises in a two-shift regime," said Yerbolat Dosayev.The head of the megacity noted that at the beginning of the school year, city schools face a shortage of student places, which is about 30 thousand. A SCIENTIFIC PROJECT ON THE MODIFICATION OF PETROLEUM BITUMEN HAS BEEN LAUNCHED AT YESSENOV UNIVERSITYA research group of faculty members from the Faculties of Engineering and Science and Technology, as well as researchers from the Research Institute and manufacturing organizations, is implementing the scientific project "Modification of petroleum bitumen with rubber and technical waste" planned for 2023-2025.According to the project leader, Ph.D., Associate Professor Anar Akkenzheeva, the project is aimed at studying and developing a technology for modifying oil-road bitumen with rubber waste to improve the physico-chemical characteristics of road bitumen and for waste recycling and disposal."A devulcanized rubber crumb was obtained for use in bitumen modification, the composition and structure of simple and devulcanized rubber crumb were studied. The time and temperature of the bitumen modification process and the optimal amount of rubber crumbs were determined. The structure of samples of rubber-bitumen binders has been studied," the scientist said.The research team notes that in Mangystau, one of the main tasks of the region is to solve an environmental problem such as pollution of specially protected areas and territories with rubber waste.Young scientists, undergraduates of the educational program "Chemical Technology of organic substances" are involved in the implementation of the scientific project. On Independence Day, 34 families from the Shet district were given the keys to new apartments.In the village of Aksu-Ayuli, 26 people received housing. They were given 3- and 4-room apartments. In the village of Akzhal, square meters were allocated to eight families in two new townhouses.The keys were handed over to the newcomers by the akim of the Shetsky district, Mukhit Mukhtarov. He congratulated the residents on the long-awaited event and wished them happiness and comfort in their new homes."The housing was built specifically for the waiting list. The houses are finished. All apartments are rented, with the right to buy," the akimat of the district noted.The area around the new houses is paved.
