In order to ensure the legal rights of persons with disabilities and create an accessible environment for them, 813 social infrastructure facilities have been fully adapted in the Pavlodar region.Currently, the National Plan to Ensure the Rights and Improve the Quality of Life of Persons with Disabilities in the Republic of Kazakhstan until 2025, the Roadmap of the Amanat Party for 2023-2027 and the Halykpen Birge project, developed on behalf of the Head of State, are being implemented.The Roadmap of the Amanat party in the period from 2023 to 2027 provides for the adaptation of more than 40 thousand objects included in the Interactive Accessibility Map (hereinafter referred to as the Map). 20% of the facilities are subject to adaptation annually.Thus, in 2023 – 20% of the objects on the Map, in 2024 – 40%, in 2025 – 60%, in 2026 – 80%, in 2027 – 100%. In addition, this year, within the framework of state control, the Department of the Committee for Regulation and Control in the Field of Social Protection of the Population in the Pavlodar region conducted 46 inspections of social infrastructure facilities in the fields of public administration, health, social protection, culture, private entrepreneurship, trade, etc. Of these: 33 – as part of preventive control, 13 – unscheduled inspections.As a result of the inspections, 44 orders were issued to eliminate the identified violations, 10 administrative fines were imposed in excess of2.3 million tenge.It should be emphasized that during preventive control, the owners of facilities are given only instructions on their elimination without bringing them to administrative responsibility upon initial detection of violations. It has been explored for the domestic drinking water supply of the city of Almaty. The volume of groundwater in categories "A+B+C1" was approved in the amount of 989.28 thousand cubic meters per day. 4. MERKENSKOYE FIELDIt is located on the northern slope of the Kyrgyz ridge between the villages of Merke and Novoskresenskoye. Groundwater reserves have been approved in categories "A+B+C1" in the amount of 770 thousand cubic meters per day. 5. Kazakhstan exports 8-9 million tons of grain annually, of which 6.5-7.5 million tons are wheat. The export geography covers more than 40 countries.The traditional markets are the countries of Central Asia, Afghanistan, China, Turkey, Iran, Italy, and Tunisia. As of the end of November this year, 6.3 million tons of grain were exported. The export of the new crop amounted to 2.37 million tons, which is 52% more than in the same period of 2023.Deliveries to Uzbekistan increased by 42% and amounted to 944 thousand tons, last year this figure was 665 thousand tons, deliveries to Tajikistan increased by 49% from 254 thousand tons in 2023 to 377 thousand tons this year. There is also an increase in exports to China by 17% from 304 thousand tons last year to 355 thousand tons this year, supplies to Afghanistan increased by 71% from 67 thousand tons last year to 115 thousand tons this year, supplies to Iran increased 30 times from 10 thousand tons to 299 thousand tons.It is predicted that this year the export potential will reach 12 million tons. The main markets will be the countries of Central Asia, China, Afghanistan, Italy and others. On December 5, 2024, Zhasyl Damu JSC hosted a seminar on the main issues and provisions of national climate reporting in the format of the national report of the Republic of Kazakhstan on the inventory of anthropogenic emissions from sources and sinks of greenhouse gases not regulated by the Montreal Protocol 1990-2022.In the modern era, the problem of climate change is becoming a global crisis. Resolving the issue is becoming an indispensable part of the strategy for achieving the Sustainable Development Goals, the main focus of which is aimed at improving human well-being and the security of our planet.According to the results of the UN report on achieving the Sustainable Development Goals in 2023, Kazakhstan took 66th place among 166 countries, scoring 71.6 points out of 100. This marks an improvement over the previous year (2022 – 71.1 points).In addition, the Biannual Transparency Report developed by Zhasyl Damu JSC turned out to be the best. The preparation of information on the national inventory of greenhouse gases is carried out by JSC Zhasyl Damu, which is the operator of the carbon trading system of the Republic of Kazakhstan.For reference: Emissions that contribute to the effects of greenhouse gases are ozone with a water vapor content of 36-72, carbon dioxide 9-26, methane 4-9 and percent 3-7. Topical issues of the oil and gas industry with subsoil users were discussed in Almaty 06.12.2024
On December 5, 2024, a round table was held in Almaty with the participation of representatives of the Ministry of Energy of the Republic of Kazakhstan, the leadership of the PetroMining Association and 60 subsoil user companies.The meeting discussed problematic issues of the oil and gas industry, including the digitalization of some of the Ministry's business processes and the implementation of the Presidential Decree "On measures to liberalize the economy."At the moment, the Ministry is working on amendments to the orders of the Minister of Energy of the Republic of Kazakhstan "On Approval of the Rules for the formation of an oil supply schedule" No. 191 dated May 17, 2018 and "On Approval of the Rules for the formation of an oil transportation schedule through main oil pipelines" No. 276 dated April 8, 2015.The changes and additions relate to the digital platform being developed according to the oil supply schedule.The goal is to create a single digital space for effective planning of oil supplies, as well as to simplify the submission and approval of applications and increase the efficiency of interaction between all participants.Thus, the project being developed will make it possible to digitize the Ministry's function of forming an oil supply schedule, and increase the transparency and transparency of this function.Subsoil users actively raised issues of overflows and "gray" exports of fuels and lubricants to neighboring countries. It is known that due to the serious disparity in prices of Kazakhstani fuels and lubricants in neighboring countries from 17 to 170% and, consequently, overflows and "gray" exports, stocks of "national" AI-92 gasoline and diesel fuel are significantly decreasing (according to various estimates from 10 to 45 thousand tons/month).The organizers and participants summed up the results of the meeting, noting the constructiveness of the "live" dialogue and agreed on further joint cooperation on issues of the oil and gas industry.Source : https://www.gov.kz/memleket/entities/energo/press/news/details/897452

On December 5, 2024, the 57th meeting of the Joint Ministerial Monitoring Committee and the 38th Ministerial Meeting of the OPEC+ countries were held.Vice Minister of Energy Alibek Zhamauov took part from Kazakhstan.The meeting participants reaffirmed their commitment to the fundamentals of the Agreement and agreed to extend the overall level of oil production for OPEC and non-OPEC member countries, in accordance with the decisions taken at the 35th OPEC+ Ministerial meeting until December 31, 2026.The participating countries confirmed the crucial importance of full compliance with obligations and compensation for overfulfilled volumes.8 countries (Saudi Arabia, Russia, Iraq, the United Arab Emirates, Kuwait, Kazakhstan, Algeria and Oman), which previously announced additional voluntary reductions in April 2023 and November 2023, held a separate meeting on the sidelines of the 38th ministerial meeting of OPEC+ countries. The meeting was held in order to strengthen the precautionary measures of the OPEC+ countries aimed at maintaining stability and balance in the oil markets.The aforementioned countries have decided to extend additional voluntary reductions of 1.65 million barrels per day, which were announced in April 2023, until the end of December 2026. Moreover, these countries will extend their additional voluntary reductions of 2.2 million barrels per day, which were announced in November 2023, until the end of March 2025, then these voluntary reductions of 2.2 million barrels per day will be gradually canceled on a monthly basis until the end of September 2026 to maintain market stability. More than 179 thousand the first time people with disabilities used invataxi services through aggregators in 2024 06.12.2024
As part of the pilot project on the use of taxi aggregators in the provision of invataxi services for people with special needs, initiated by the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (hereinafter – MTSZN) last year, as of December 1, 2024, 179.6 thousand people received this service in Astana and Almaty.Recall that by the end of 2023, people with disabilities used invataxi services 53.9 thousand times.As previously reported, the Ministry of Health, together with the akimats, decided to change the mechanism for providing invataxi services in order to improve its quality and speed of delivery, since there are a number of conditions according to current standards. For example, citizens need to make an appointment by phone the day before receiving the service, which forces them to plan their trips in advance, wait for the delivery of invataxi, there is a shortage of vehicles to provide invataxi services, etc.To simplify the conditions, a pilot project was initiated to involve taxi aggregators in the provision of this service, who received a corresponding request for participation.An important condition was the absence of interest on the payment of trips, which are usually deducted in favor of aggregator platforms. Yandex has expressed a desire to participate in the pilot project free of charge.As part of the pilot, citizens can book trips in passenger cars as part of invataxi through the Yandex Go mobile application. This allows you to quickly select a car for the recipient of the service, track the status of the order online and monitor the trips made. The accessibility screen has been launched in this application so that people with disabilities can warn the driver about special wishes on the trip.
