On September 13, 2025, the town of Kunszentmiklós - the heart of Hungary’s Kiskunság region - offered its residents and guests a unique celebration. The city hosted the 30th anniversary of its traditional mutton kuirdak cooking festival. The festival’s highlight was Kipchak-style kuirdak, whose taste and preparation are strikingly similar to the Kazakh national dish. Notably, the tradition of using a sheep’s head in the meal is a phenomenon preserved in Europe only among the Hungarian people, reminding both nations of their shared historical roots. For the first time, the Embassy of Kazakhstan in Hungary took part in the competition and won a prize. The national dishes presented by the Embassy, along with its hospitality, won warm appreciation from festival guests.More than 100 participants and nearly 15,000 residents attended the festive event, turning the city into a large family table for a day. During the award ceremony, Mayor Árpád Lesi emphasized that the participation of the Kazakh Embassy enhanced the prestige of the festival and gave it an international dimension. He noted that many residents of Kunszentmiklós are descendants of the Kipchaks and have always held Kazakhstan in special respect. The festival also featured the promotion of Kazakhstan’s new tourism opportunities. The Embassy showcased the BornBold brand and promoted Scat Airlines’ newly launched direct flight between Shymkent and Budapest. Booklets about tourist services in Shymkent were distributed, presenting new facets of Kazakhstan to Hungarian friends. Thus, the anniversary festival in Kunszentmiklós not only united taste and tradition but also became another vivid example of Kazakh–Hungarian friendship.Source : https://www.gov.kz/memleket/entities/mfa-budapest/press/news/details/1068319?lang=kk

How the new Tax Code simplifies the life of SMEs 15.09.2025
A new Tax Code will come into force in Kazakhstan in January 2026. To clarify the provisions of the law, the Ministry of Finance, together with the State Revenue Committee, is conducting information events throughout the country. As part of this project, a seminar was held in Atyrau, the purpose of which was to inform taxpayers about innovations and changes in the field of business taxation, which will allow entrepreneurs to better prepare for work in the new conditions of tax regulation.Atyrau region plays an important role in the economy of Kazakhstan, thanks to the development of the oil and gas industry, transport infrastructure and processing industries. The largest oil fields in Kazakhstan, Tengiz and Kashagan, are located here. To work effectively, mining companies rely heavily on small and medium-sized businesses that supply equipment, services, and perform contract work. That is why the seminar paid special attention to the issues of SME taxation.According to the new Tax Code, a simplified special tax regime (SSR) is being introduced based on the declaration. The SNR is intended for SMEs with incomes of up to 600,000 MCI (about 2.4 billion tenge) and is aimed at reducing the administrative burden: reporting is simplified, and access to the regime becomes possible without mandatory registration as an individual entrepreneur. In addition, the threshold for mandatory VAT registration has been lowered to 10,000 MCI (approximately 40 million tenge), which expands the range of taxpayers. The reform also provides for a 30% reduction in reporting and a 20% reduction in taxes. The new Tax Code provides for a more flexible and lenient procedure for collecting debts from entrepreneurs. If the amount of debt is insignificant, the company's accounts will no longer be automatically blocked, which allows the business to continue its activities without the risk of stopping operations. Instead of harsh measures, a step-by-step recovery mechanism is being introduced, where warnings and notifications are applied first, and more stringent tools are applied only in case of systematic violations. This approach reduces the pressure on small and medium-sized businesses and creates conditions for more stable operation of enterprises. The tax reform not only updates the tax system, but also makes it more fair and business-oriented. The next seminar will be held on September 17 in Taldykorgan.Source : https://www.gov.kz/memleket/entities/minfin/press/news/details/1068301?lang=kk

WE CAN SAY THAT KAZAKHSTAN HAS STARTED A NEW ERA OF DEVELOPMENT 15.09.2025
In his regular Address, the Head of State touched upon very topical issues related to the political modernization and economic development of the country, as well as the future of Kazakhstan. The historic initiative of our President to transform Kazakhstan into a fully digital state is an important strategy that will determine the future of the country. It is known that in recent years, on the initiative of President Kassym-Jomart Tokayev, large-scale political reforms have been carried out in Kazakhstan. The Head of State is the initiator of parliamentary reform in order to further improve the political system of the country. Of course, this important decision regarding the future of the country will be made by our people through a referendum. In my opinion, a unicameral Parliament is very appropriate for a unified, unitary state like Kazakhstan. This will pave the way for improving the domestic legislative system, increasing the political weight and influence of deputies. The role of a unicameral Parliament in forming the Government and monitoring its work will increase. And the formation of its composition through a party system will allow for increased political competition and pluralism. In short, Kazakhstan is on the verge of entering a new stage of democratic development. In addition, as a deputy of the Shymkent city maslikhat, I paid special attention to the issues of attracting investment to the regions in the Address. Kassym-Jomart Kemelovich emphasized that attracting investment is the responsibility of not only central executive bodies, but also local authorities, and said that akims should be directly responsible for the investment climate in the region. In this regard, I would like to note that there are some positive results of work on improving the investment climate in Shymkent. Specifically, in January-June this year, 359.9 billion tenge of investments were attracted to the city's economy. This figure increased by 31 percent compared to the corresponding period last year. However, it is clear that we cannot be complacent about the achievements made. In particular, I believe that the President's instructions on improving the efficiency of management of special economic zones are very appropriate. Talgat BALTABAEV, Deputy of Shymkent city maslikhat
ARTIFICIAL INTELLIGENCE – A TOOL OF THE NEW ERA 15.09.2025
In his Address to the Nation, the President of the Republic of Kazakhstan highlighted the impact of artificial intelligence technology on the country's development. The Head of State said that Kazakhstan should not lag behind global trends in this direction and widely introduce new technologies into everyday life and the economy. He noted that artificial intelligence will find wide application not only in the fields of production and education, but also in public administration, agriculture, and social services. According to the President, this technology will save time, effectively use human resources, and improve the quality of decision-making. As the Head of State noted, the greatest benefit of artificial intelligence is seen in the field of healthcare. Currently, artificial intelligence is widely used in the world to automatically analyze the results of X-rays, CT scans, and MRI scans, and to detect diseases early. This method not only supports the work of doctors, but also allows you to save the patient's life. Artificial intelligence can also help doctors use their time more efficiently. By automating tasks like paperwork and data entry, doctors can focus more on the patient. Artificial intelligence is also a great opportunity for medicine in remote villages. When a doctor in a simple clinic encounters a difficult situation, he can make the right decision with the help of artificial intelligence. This is a concrete step towards reducing the gap between the quality of medical services in rural and urban areas. The initiative outlined by the President in his Address is an important task that will give a new impetus to the healthcare system. Artificial intelligence will not replace a doctor, but it can become a reliable assistant to him. The combination of a qualified specialist and new technology will undoubtedly ensure affordable and high-quality medical services for Kazakhstanis. Bakytzhan POZILOV Deputy of Shymkent city maslikhat
LAWS SHOULD NOT HINDER BUSINESS DEVELOPMENT 15.09.2025
In the traditional Address of the Head of State, a number of issues were raised and additional tasks were given. I would like to focus on two of them. "Currently, there are 21 codes and more than 300 laws in our country. Too many amendments have been made to them. Some norms contradict each other. Ultimately, all this hinders the development of business. It is necessary to check and study all the legislation. Artificial intelligence technology will allow this to be implemented quickly and effectively," said K. Tokayev in his Address today. There are more than two million small businesses in our country, but only about six percent of them produce products. It is no secret that this is an insignificant indicator. Therefore, "A Center for Regulation through Intelligence will be created under the Agency for Strategic Planning and Reforms. This center will be engaged in streamlining legislation, developing clear and effective proposals. It is necessary not to complicate the law. Instead, it is necessary to adapt it to the needs of entrepreneurs and strengthen the personal responsibility of ministers and akims for concrete results. I have also received information that state bodies, instead of warning business representatives, still make too strict administrative decisions. Such a tragedy cannot be allowed," said the Head of State. Zaure Oralbayeva, social activist, journalist

No. I put it to a vote. Who is for the proposed regulations? Against? Abstained? No. The proposed regulations were adopted unanimously. We proceed to consider the agenda item:The floor is given to the head of the department of culture, language development, physical education and sports of the city of Kurchatov, Abay region, Suleimenova Altynai AmangeldyevnaWHO WAS HEARD:Suleimenova A.A., head of the department of culture, language development, physical education and sports of the city of Kurchatov, Abay regionCurrently, onomastics, as one of the leading areas of state policy, is acquiring not only scientific, practical and cultural-historical, but also important socio-political significance. With the acquisition of Independence, issues of onomastics in the Republic of Kazakhstan have acquired special significance. The names of cities, countries, capitals, regions, districts, reservoirs and other objects carry multifaceted information, including information about the history, language and geography of the state.Work in the field of onomastics is of great national importance, which was once again confirmed in the speech of the President of the Republic of Kazakhstan Kassym-Jomart Kemelevich Tokayev at the IV meeting of the National Kurultai. One of the important decisions of the National Kurultai was the centralization of onomastic work within the framework of the Republican Onomastic Commission, whose tasks will be the revival of original names, the approval of new ones - while preserving and increasing the spiritual heritage that toponyms carry. The issues of renaming settlements, streets and other objects give rise to history and patriotism. In order to streamline onomastic names and modernize historical names, the President of the Republic of Kazakhstan instructed akimats of all levels to replace outdated, duplicate and ideologically irrelevant names of streets and other objects.Kazakhstan has been an independent state with its own unique history and traditions for more than 30 years. Therefore, renaming streets whose names have lost their semantic meaning is a necessary step. The younger generation should be brought up in the spirit of patriotism and respect for national history. There are 18 streets and 1 square in the city of Kurchatov. According to the approved and agreed upon Roadmap by the Ministry of Culture and Information of the Republic of Kazakhstan and the Presidential Administration in 2024, two streets are included in the Roadmap for renaming administrative-territorial units for 2024. In the city of Kurchatov, it is necessary to rename 2 streets in 2025: Pobeda and Stepnaya. The country has a step-by-step procedure for renaming streets, approved by law. Today's public hearings are one of the stages of implementing this procedure.During the reporting period, the initiative group on onomastics of the city of Kurchatov carried out certain work, explanatory work was organized among residents living on these streets.Pobeda Street is located in the eastern part of the city. There are three residential buildings and a monument to the Liberator of Victory, erected in 1985 in honor of the veterans of the Great Patriotic War. We suggest the name - Zhenis Street. This name does not change the meaning and translation of the word Victory. This traditional and historical name symbolizes the heroism and feat of the people, perpetuates the memory of the defenders of the Fatherland and plays an important role in patriotic education.Stepnaya Street is located in the south-eastern part of the city, there are 16 residential buildings on it. The proposed new name is Bulak Street. This word has a deep symbolic meaning for the Kazakh people, personifying purity, life and connection with nature. Such a name emphasizes spiritual and cultural values and will become a significant reminder for future generations. Thus, the proposed new names are neutral, traditional and will remain relevant for many years. The question arises about possible financial costs when renaming streets. I would like to emphasize: no expenses will be required for city residents. No replacement of title documents for real estate is required. The appropriate changes will be made to the Unified State Address Register, and when applying to the Public Service Center, certificates will be issued indicating the old and new name of the street. If necessary, the Department of Construction, Architecture and Urban Development will provide supporting certificates on address clarification free of charge. Legal entities may incur expenses only in the event of a change in the seal or license: seal replacement - 6,000 tenge, license adjustment - 9,000 tenge (there are no legal entities or enterprises on the above-mentioned streets). There will be no financial costs for individuals.Vityuk V.A., chairman of the joint meetingAny questions for Altynai Amangeldyevna? No questions.Vityuk V.A., chairman of the joint meetingAnyone else wishing to speak?Bogatyreva N., resident of Pobeda streetAs a resident of Pobeda street, I support the decision to rename Pobeda street to Zhenis. This name does not change the meaning and is simply a translation of the word "Victory" into the state language and will retain its historical value. Tribute to the state language will also be paid.Vityuk V.A., chairman of the joint meetingAnyone else wishing to speak?
