Combining the efforts of the state and society 15.12.2024
One of the main tasks of our state, along with the development of the economy and improving the standard of living of citizens, is the fight against corruption. This social evil not only causes great harm to the constitutional rights and freedoms of people, but also hinders the socio-economic development of the country, posing a serious threat to national security. That is why President Kassym-Jomart Tokayev considers the principled fight against corruption in all its manifestations a priority for the further development of the state.Today, Kazakhstan's anti-corruption policy is constantly being improved based on the demands of society, taking into account domestic practice and best practices of foreign countries. A new consistent and integrated approach to this work is reflected in the main strategic document on combating corruption — the Concept of Anti-Corruption Policy for 2022-2026.To implement this concept, the state bodies of our region are working proactively, eliminating the systemic prerequisites for corruption, taking measures to radically change public consciousness. All this should make it possible to solve the main task facing the state apparatus — to ensure the well-being and quality of life of our citizens.Meetings of the interdepartmental Commission on anti-corruption issues are held quarterly under my chairmanship. For example, in October last year, at a meeting of the Commission, together with the Chairman of the Anti-Corruption Service, Askhat Zhumagali, a joint decision was made to implement a pilot project on unified digital accounting in educational institutions. The main task of the pilot is to eliminate corruption risks in the planning and disbursement of budget funds.Given that the region is agricultural, a pilot project "Digital Tenge" is also being implemented in socially significant areas of acquisition of agricultural machinery, targeted use of SEC funds. It is associated with the coloring of money allocated to business entities within the framework of lending to the rural population of "Auyl Amanaty". "Coloring money" ensures the real purchase of animals, the individual numbers of which are recorded in the information system, excluding the misuse of borrowed funds. The second project is tracking the funds allocated by the Ministry of Agriculture for investment subsidies to entrepreneurs. The digital tenge ensures transparency in the distribution of subsidies in accordance with the actual value of the leased item, eliminates the risks of spending money during the period when they are in the accounts of financial organizations. The implementation of the Digital Tenge pilot is planned by the end of this year. The meetings of the Interdepartmental Commission on Combating Corruption under the Akimat of the region regularly consider topical issues related to the problems of the region included in the map of corruption risks, including in the field of land legislation, public procurement, and protection of the rights of entrepreneurs. As a result of the meetings, 45 recommendations were developed with specific deadlines for their implementation.Among the issues discussed this year are problems in the most sensitive areas - in education, sports, healthcare, road construction and repair, subsidizing agricultural entities, and stabilizing food prices. Issues of compensation for flood victims, support for "long-term construction", business protection, public procurement and budget spending, anti-corruption measures in government agencies and the quasi-public sector were also discussed. Now, as part of the project approach, regional administrations and akimats of districts and cities of the region are implementing basic direction No. 4 "Prevention and combating corruption". More than 90 civil servants are involved in this work. The direction includes several blocks of projects, one of which is an internal analysis of corruption risks. In total, according to the results of this year, M&E and quasi-public sector organizations independently identified about 257 corruption risks. This figure indicates that with the introduction of project management, government agencies have stepped up preventive work and are interested in identifying and then eliminating gaps and violations in their activities. For example, as part of an internal risk analysis, a violation of the law on public procurement by the head of the akim's office of one of the districts was established. According to the results of the audit, the fact was confirmed, as a result, the official was dismissed from his post. The implementation of the recommendations made on the shortcomings identified during internal analyses in various areas of public administration is under the control of the Akimat of the region. In general, I would like to note that the region has achieved good indicators in the basic direction. Thanks to the project approach, it is possible to personalize the responsibility of managers, streamline anti-corruption measures and combine the efforts of government agencies in preventing corruption. The Institute of Ethics Commissioners, which provides extensive explanatory work, makes a significant contribution to the development and strengthening of an anti-corruption culture among civil servants. Over the current year, 345 explanatory events aimed at compliance with anti-corruption restrictions have been conducted.Constructive interaction not only between government agencies, but also all sectors of society plays an important role in the effective fight against corruption. The Head of State in his Message notes that "political and economic reforms alone are not enough to build a Just Kazakhstan. First of all, a change in public consciousness and aspirations of citizens is required, without this all other work will be in vain."Since August last year, the project "Anti-Corruption Volunteering" has been implemented in our region, in which more than 120 residents of Akmola who are not indifferent to the problems of corruption take part.Citizens and organizations of the region monitor social facilities, study public procurement, provide free legal assistance, and help improve the anti-corruption culture of society. The active civil position of anti-corruption volunteers is bearing fruit - government agencies respond to the identified comments, eliminating them and bringing the perpetrators to justice, the population receives qualified legal assistance, and more and more citizens are involved in combating corruption.Anti-corruption measures in all regions of the region are also implemented through state social orders. In particular, contests on anti-corruption topics have been held this year, video clips have been developed, and printed information products explaining anti-corruption legislation have been distributed.Special attention in the region is paid to strengthening the anti-corruption immunity of young people. After all, the education of the younger generation, whose principles of life do not allow corruption, plays a fundamental role in the formation of zero tolerance for any offenses.I would like to emphasize once again that without the direct participation of government agencies, organizations, business representatives, the media and the public, there will be no proper effect from the anti-corruption measures carried out in the region. There is a huge front of work ahead, which must be implemented through the joint efforts of the state and society.Source : https://www.gov.kz/memleket/entities/aqmola/press/news/details/902397
Results of the year: Industrial modernization and support of domestic producers as the basis for sustainable economic growth 15.12.2024
Editorial office of the Primeminister website.kz continues a series of publications on the results of Kazakhstan's development in 2024. In his Message to the people of the country "Fair Kazakhstan: law and order, economic growth, public optimism", the Head of State instructed to strengthen measures for the full disclosure of industrial potential. Kassym-Jomart Tokayev noted a list of 17 major projects with a special focus on the development of high-value conversion. An important point is the maximum use of domestic raw materials and components, as well as the development of related industries around large enterprises. The projects were selected within the framework of the program for economic diversification and stimulating the competitiveness of the manufacturing industry. They cover key areas such as metallurgy, chemistry, petrochemistry, automotive, tourism, agriculture and the food industry. One of the priority areas is the automotive industry, where positive results have already been achieved. For further growth, it is important to maintain the current pace and consistently increase the level of localization of production. In the long term, state support for the automotive industry should lead to the creation of a full-fledged cluster.Another urgent task remains the development of the petrochemical industry. Currently, major projects for the production of polypropylene and polyethylene are being implemented. New promising projects are being developed, such as the production of butadiene, carbamide and terephthalic acid. It is important that all these initiatives are focused on creating new growth points in the regions of the country. The implementation of the planned projects will create more than 25 thousand jobs. The expected economic effect includes an increase in exports by 6 trillion tenge and a decrease in dependence on imports by 1.5 trillion tenge. All projects are aimed at stimulating the development of high-performance and innovative industries, as well as export and import substitution, which will be an important step towards sustainable economic growth. In 2024, it is planned to introduce 180 investment projects worth almost 1.3 trillion tenge, 164 of which are in the manufacturing sector. According to the number of objects within the framework of the Unified Industrialization Map, Karaganda, Kyzylorda and Zhambyl regions are leading today, Atyrau, Karaganda and West Kazakhstan regions are in the lead in terms of investment volumes.Manufacturing industry: key indicatorsAccording to statistics, the manufacturing industry exceeded the raw materials sector in terms of volume, 48% versus 45%. The main growth in it is observed in several sectors at once:Mechanical engineering: An increase of 6.9%, which was facilitated by an increase in the production of computer equipment, electrical appliances, agricultural and railway equipment.ferrous metallurgy: The growth was 10.8%. This is the result of an increase in the production of ferroalloys, steel, flat rolled products and cast iron.Non-ferrous metallurgy: Production increased by 4.8%, due to increased production of copper, zinc, lead and aluminum.chemical industry: An increase of 8.4% was recorded, a significant contribution was made by an increase in the production of polypropylene and sodium bichromate. The aggregate indicator of the manufacturing industry for the reporting period showed positive dynamics, amounting to almost 5%. Thus, there is a consistent implementation of the instructions of the Head of State to strengthen the industrial framework of the country through the development of the manufacturing sector of the economy. In addition, in order to further its growth, it was decided to provide the industry with the necessary raw materials at adequate prices. This made it possible to significantly increase the processing of aluminum and copper. This was also reflected in the growth of production of cable, aluminum wire, etc.To reduce commodity exports, work is actively underway to implement major projects in the manufacturing industry. For example, it is planned to produce hot-briquetted iron for iron ore in Kostanay region (JSC SSGPO) and a metallurgical cluster in Pavlodar region (Mineral Product International LLP, products: ferroalloys, HBI and steel). For copper ore, it is planned to build a copper smelter in the Abai region (KAZ Minerals Smelting LLP KAZ Minerals Smelting/NFC), as well as processing raw materials from the Aidarly and Koksai deposits on the basis of Kazakhmys enterprises (Zhezkazgan and Balkhash copper smelters).Prospects for the development of the geological industryKazakhstan is actively expanding cooperation with foreign partners to explore promising areas and attract investments in the geological industry. Today, the mineral resource base includes 987 deposits of solid minerals and the dynamics of their exploration remains positive. According to the results of geological exploration in 2024, 17 deposits containing mineral reserves and resources were put on state registration:gold – reserves of 107.5 tons, resources of 337.04 tons, silver – reserves 1904.5 tons, resources 172087.2 tons, copper – reserves of 4916.7 thousand tons, resources of 7796.9 thousand tons, zinc – reserves of 2549.6 thousand tons, resources of 338.9 thousand tons, iron ores – reserves of 128 million tons, resources of 162 million tons, lead – reserves of 1319.5 thousand tons, resources of 64.1 thousand tons, tungsten – reserves of 409.9 thousand tons, resources of 743 thousand tons, chrome resources 464.1 thousand tons, molybdenum – reserves of 14 tons, resources of 39 tons, manganese – reserves of 794 thousand tons, resources of 1137.3 thousand tons. Also this year, 6 hydrocarbon deposits were put on the state register for the first time:gas – 1776.5 million m3.As part of the implementation of the instruction of the Head of State, announced in the Address to the People of Kazakhstan in 2023, work is being carried out aimed at achieving coverage of the geological and geophysical study of the territory of Kazakhstan up to 2.2 million square kilometers by the end of 2026. The total amount of financing for 3 years is more than 20 billion tenge. At the same time, there are results on geological exploration of areas, geological and mineragenic mapping and deep geological mapping. According to the results of these works, 60 promising sites with forecast resources for precious, non-ferrous and ferrous metals have been identified. These sites are planned to be transferred to subsurface use for further study under the exploration license. As part of the state geological survey of the subsurface, aimed at the development of the rare earth metals industry, prospecting works are continuing at 12 sites. To date, there is already data on the prospects of the Kuirektykol site, whose reserves are estimated at about 800 thousand tons, and the projected resources are 935.4 thousand tons of rare earth metals, including cerium and lanthanides. In addition, in order to attract investments in the industry and increase the potential of REM, work is underway to declassify data on the balance reserves of REM, with the exception of osmium and rhenium. There are significant prospects for the discovery of new hydrocarbon deposits in Kazakhstan.#Geology #Investments #Mechanical Engineering #Oil and gas industry #Manufacturing industry #Presidential Order #Industry Source : https://www.gov.kz/memleket/entities/aqmola/press/news/details/902405

The Ministry of Emergency Situations in digital format: new opportunities for emergency prevention 14.12.2024
The Ministry of Emergency Situations continues to work on the introduction of digital and innovative technologies to increase efficiency in the emergency prevention and response system. An important step in this direction was the introduction of a modernized situation room for the operational headquarters of the Command Center, which became a key element for coordinating all actions to prevent and eliminate emergencies. Digital services with tools for forecasting, modeling and analyzing possible man-made and natural disasters, as well as assessing their consequences, are concentrated here. The basis of the digital services of the Ministry of Emergency Situations is the GIS Emergency Geographic Information System, which includes subsystems for monitoring and forecasting various emergencies, such as fires, technological accidents, meteorological disasters and oil spills. The system also uses digital safety data sheets of regions and interactive maps displaying an atlas of natural and man-made emergencies on the territory of the Republic of Kazakhstan, including historical data. An important component of the system is the monitoring of the mudflow situation. For this purpose, during the mudflow period, PTZ cameras are used on the Turgen Lakes and the Talgar River dam, as well as an automated monitoring system for moraine lakes using sensors and automated UAVs. In the field of fire safety, video surveillance systems have been introduced, such as Sergek cameras, as well as cameras for detecting fires in forestry. At the moment, the GLPR systems "Ertis Ormany", "Burabai", "Semey Ormany", RGPP "Medeo" and other facilities throughout the country are connected. To respond to earthquakes, access to the GeoRAPTOR system is configured, which uses physical sensors in Almaty and surrounding areas to monitor seismic activity. To promptly alert the population, the Ministry of Emergency Situations is actively developing a domestic hardware and software package that will allow you to control siren-speech installations throughout the country. Work is underway to create a mobile application that will allow you to determine the user's location, provide instructions on how to act in emergency situations, as well as provide feedback for people with disabilities. An important step in modernization is the construction of a unified radio network for operational interaction of the Ministry of Emergency Situations with other government agencies such as the Ministry of Internal Affairs, NG, KUIS, as well as with forestry and Qarmet organizations. In addition, as part of digitalization, work continues on the digitization of safety data sheets. The subsystem "Digital Safety Data Sheet" has already been presented, as well as an "Interactive map", which will greatly facilitate the work of territorial divisions on updating data and their use in daily activities. Currently, more than 20 thousand personal files of EMERCOM employees have been digitized, which is the basis for further automation of personnel work. The information system also provides automated reporting, which helps to improve the efficiency of work with personnel, reduce bureaucracy and reduce the burden on the personnel service. The Ministry of Emergency Situations continues to work on the integration of digital technologies, which will significantly increase the efficiency, effectiveness and accuracy of emergency actions, as well as improve the interaction of all involved structures and bodies.Source : https://www.gov.kz/memleket/entities/emer/press/news/details/903154

The republican seminar dedicated to the Auyl Amanaty program started in Kyzylorda 14.12.2024
The Auyl Amanaty program, initiated on behalf of the President of the country, has gained wide popularity among the population. Among the successful ones in this regard are the West Kazakhstan, East Kazakhstan, Karaganda and Mangystau regions, where memoranda with large enterprises have been concluded. This made it possible to provide support to local producers and create conditions for the sale of agricultural products."Next year, the Ministry of Agriculture will allocate 50 billion tenge, in 2026 the same amount will be provided. These funds will be allocated to the regions, taking into account the fulfillment of clear requirements: projects must have a specific scheme for the production and marketing of products, the issuance/return and monitoring of microcredits is provided through the digital platform of the Ministry of Agriculture. At the same time, in 2025, the right was granted to use 20% of the allocated funds for leasing agricultural machinery, 20% for processing agricultural products and 60% for other areas," Tamara Duisenova said.Source : https://www.gov.kz/memleket/entities/moa/press/news/details/902369
