Remote medical consultations have become available at the Kostanay Regional Hospital 13.02.2025
A new service has been introduced in the Kostanay Regional Hospital — remote medical consultations. This is a significant innovation that allows residents of remote settlements to receive qualified medical care without leaving their district. The service was launched at the end of 2024 and already in January 2025, specialists of the regional hospital conducted 13 online consultations. Most often, patients consulted a urologist and a neurologist, but all specialists in the therapeutic and surgical fields have the opportunity to receive a consultation. It is important to note that this year, scarce specialists — a hematologist and an allergist — arrived at the hospital, which expands the possibilities of medical care. How does an online consultation work?Remote consultations are conducted only for patients who have already had an initial offline appointment. The doctor prescribes examinations that the patient undergoes at his district clinic, and then transmits the results — tests, images — in electronic format. Based on them, the specialist conducts an online consultation, most often via the WhatsApp messenger.– This is especially convenient for elderly patients and those who do not have the opportunity to travel to the regional center often, – notes the head of the outpatient clinic Saule Mendykulova.Saving time and moneyRural residents have already appreciated the benefits of the new service. For example, Svetlana Klein, a resident of the Fyodorovsky district, notes that remote consultation significantly simplifies the process of receiving medical care:– For us, every trip to Kostanay means additional expenses and physical exertion, especially for the elderly. Now you can simply send the results of examinations and receive doctor's recommendations online, – Svetlana shares.Additional medical servicesThe regional hospital is also expanding the range of available medical examinations. Now patients are offered comprehensive diagnostic programs Check-up in cardiology, neurology, endocrinology, urology. All examinations are carried out within one day, and the patient receives the results and recommendations immediately. In addition, a minor surgery service is planned to be launched in the near future, which will allow a number of medical issues to be resolved on an outpatient basis, without the need for a long hospital stay. For detailed information on remote consultations, diagnostic services and appointments, please contact the registry of the Kostanay Regional Hospital or the unified patient support service.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/937668

From bureaucracy to convenience: how digitalization improves government services 12.02.2025
"A key focus for the Government is the relationship with its citizens, particularly in terms of delivering essential services to them. With the help of digital technologies, we intend to make the daily life of citizens as easy as possible and achieve equal opportunities for everyone," said President of the Republic of Kazakhstan Kassym-Jomart Tokayev.During 2024, Kazakhstan realized substantial outcomes in carrying out the guidance provided by its leader. Foundations for digital transformation were laid with regulatory and methodological strategies, a pool of experts was assembled, and significant reforms commenced in various fields. One of the key tools for digital transformation was business process reengineering. Following the review of over 1,200 governmental procedures across 23 agencies, 468 business workflows were enhanced, leading to an average reduction in execution time of 45%.By reengineering 98 processes in the Ministry of Agriculture, service delivery time was reduced by 55%. In the Ministry of Internal Affairs and the Ministry of National Economy, this figure was 55% and 85%, respectively. The key achievement of the year was the increase in the level of digitalization of public services. According to the UN, Kazakhstan entered the top 10 countries in the online services index and took 24th place among 193 countries in terms of digitalization. Today, more than 93% of the population has access to electronic services through the eGov portal. 90.8% of public services are available via smartphones. The introduction of biometric identification and QR signatures has simplified the process of receiving electronic services - in a year, the people of Kazakhstan signed more than 23 million documents using QR codes. The goal of digital transformation in Kazakhstan is to make public services more convenient, accessible, and efficient. Here are just a few examples of digital solutions that have already brought tangible benefits to residents:- The digital military ID has completely replaced paper documents.- The voucher financing system has made the process of enrolling in kindergarten online transparent.- The introduction of the “Europrotocol” made it possible to register road accidents without the involvement of the police, reducing the time for receiving insurance payments from 40 to 5 days.- Automation of enforcement proceedings eliminated the participation of private bailiffs, reducing the financial burden on citizens.- Digitalization has simplified admission to kindergartens, schools, universities and dormitories, and also optimized processes in healthcare, social protection and registration services.By the year 2025, there are intentions to shorten the duration of 44 public services, shift 20 public services to a more proactive approach, and revamp 35 public services entirely. Millions of people in Kazakhstan are already experiencing the concrete benefits of digital transformation. Every initiative focuses on enhancing the ease of use, clarity, and availability of government services. Increasing the level of digitalization improves access to education, healthcare and social services, making them more convenient and fairer. A variety of public services are currently offered online, allowing users to avoid lines and paperwork.Source : https://www.gov.kz/memleket/entities/kyzylorda/press/news/details/934672

This year, the construction of a rail welding plant worth 21.4 billion tenge will begin. A land plot of 3.5 hectares has been allocated for the plant of "PZTM LTD" LLP. Another strategically important project is the creation of the "Aktobe" special economic zone in the area of the Aliya Moldagulova International Airport. We plan to locate modern industrial enterprises on an area of 858 hectares. The completion of construction is scheduled for 2026. The implementation of this project will significantly increase the investment attractiveness of our city and create new jobs,” said Azamat Beket. The city akim also said that it is planned to reconstruct the A. Pushkin park in the regional center at the expense of sponsorship funds and build the “Altyn Besik” glamping in the Kirpishti microdistrict. A draft project for the improvement of the area near the bus station is being developed. This year, it is planned to complete the construction of the alley along Tauyelsizdik Avenue and the “Konys” park.Listening to the report of the city akim, the head of the region Askhat Shakharov instructed to ensure timely and effective use of budget funds, minimizing the risks of underspending, without delaying the implementation of projects.“In the future, it is important for our city to implement all planned projects as efficiently and on time as possible. Only in this way can we create favorable conditions for our residents and contribute to the development of the regional center,” - noted Askhat Shakharov. The regional akim also undertook to resolve the issue of problematic facilities. Today, there are 20 unfinished projects in the field of road construction in Aktobe. Of these, court proceedings are underway on 13 projects, and amendments are being made to the design and estimate documentation for 7 projects.“I have repeatedly emphasized the need to take strict measures against unscrupulous contracting organizations, up to and including termination of contracts. In the future, organizations should not be allowed to adjust their cost estimates. We are obliged to require contractors to carefully and accurately calculate all costs during the planning stage in order to avoid violations and shortcomings in the process of project implementation,” the head of the region instructed to strengthen control over the fulfillment of contractual obligations and increase the responsibility of contractors. The regional akim also drew attention to the problem of large-scale garbage disposal in the city and the appearance of spontaneous garbage dumps around settlements.“We have resolved the issue of garbage disposal. Companies are restoring work and purchasing new equipment. The problem is related to the accumulation of large amounts of garbage that residents themselves must remove, which cannot be dumped around landfills or residential areas. Millions of tenge are spent annually from the city budget on the elimination of spontaneous garbage. If residents continue to create landfills, we will be forced to raise tariffs. Improving the city is an important task. The “Clean Kazakhstan” campaign should not be a one-time event, but a permanent one. Order in the city must be maintained constantly. This is a national task, and each of us must take care of our common home. Cleanliness is important not only for guests and investors, but also for residents in general. A clean and beautiful city should become a way of life,” the akim said.Askhat Shakharov also touched upon the issue of flooding of city streets. To address these important issues, he instructed the city akim to accelerate construction and installation work on sewer projects by September of this year. He also noted the need to conduct regular monitoring of unauthorized landfills and take urgent measures to eliminate them, together with the Department of Ecology. "The work must be specific, coordinated, and systematic. The city must develop, and its results must be seen and felt by residents!", the akim concluded the meeting.Source : https://www.gov.kz/memleket/entities/aktobe/press/news/details/931290
