On mopeds - only by the rules: new requirements for their drivers will come into force from April 5 01.02.2025
From April 5, 2025, amendments to the legislation of the Republic of Kazakhstan will come into force, equating mopeds to motor vehicles. ASTAN DOCTOR SAVED A LIFE ON BOARD A PLANE 01.02.2025
On January 24, 2025, on the Astana-Moscow flight, an 85-year-old passenger suddenly collapsed and needed emergency medical care. The coordinated actions of Karlygash Bakirova, a graduate of Astana Medical University and an otoneurologist at the National Institute of Internal Medicine of the Republic of Kazakhstan, saved the elderly man's life.During the flight with his grandson, Viktor Karpin felt a sharp deterioration in his condition. Flight attendants noticed the passenger's condition and called a medical worker via communication. Karlygash Bakirova immediately began to provide assistance.The patient suffered from hypertension, but during the examination by the doctor it was found that his blood pressure had dropped to 50/30 mm Hg and there was no pulse. The situation required urgent action. Karlygash Bakirova performed resuscitation measures, including cardiopulmonary resuscitation (CPR), which allowed the patient's condition to temporarily stabilize. The doctor demanded an emergency landing, and the crew decided to land at the nearby Ufa airport. After landing, Viktor Alekseevich was handed over to doctors, and later his condition stabilized. Karlygash Bakirova did not lose touch with the passenger's grandson, who confirmed the positive dynamics and qualifications of the doctors.It is worth recalling that this is the second case in a month when a graduate of the Astana Medical University saved a life in an emergency on board an aircraft. The 18-year-old young man was driving a moped that collided with a car. Despite the efforts of doctors, his condition remained critical. A few days later, on July 23, Maxim's irreversible brain death was confirmed.The day after the declaration of brain death, Maxim's relatives were interviewed and they decided to donate.This event is not only a way to express gratitude and recognition to Maxim and his family, but also an important step in promoting posthumous organ donation in Kazakhstan.Today, Kazakhstan has all the modern infrastructure for conducting high-tech organ transplantation operations. Currently, 7 transplant centers operate in the country, 40 donor hospitals, and 4 immunological typing laboratories have been organized. During the meeting, Prime Minister Olzhas Bektenov reported to the Head of State on the main results of the Government's work in 2024.The Prime Minister informed the President about the growth rate of the Kazakh economy. Last year, this indicator amounted to 4.8%. High momentum was achieved in agriculture - 13.7%, in construction - 13.1%, in trade - 9.1%, in transport - 8.5%. The volume of the manufacturing industry increased by 5.9%. At the same time, the most rapid growth in the last 10 years was recorded in the agricultural sector and the manufacturing sector.In addition, oil production decreased by 2.4 million tons, which had a negative impact on the growth rate of GDP. This was largely due to the country's commitments within OPEC+ and major overhauls at large fields.Behind the statistical indicators of economic growth by sector, there are real results. For example, 29 large factories have been built in Kazakhstan, including cast iron in the Kostanay region; tungsten and thermal insulation materials in the Almaty region, precious metals processing in Shymkent; cathode copper, automobile tires and household appliances in the Karaganda region, and other enterprises. The launch of modern production in the city of Saran allowed it to move out of the category of mono-cities.Agricultural producers harvested more than 26 million tons of grain and more than 3 million tons of oilseeds in 2024. 4 million tons of grain were exported. In general, last year the volume of cargo transportation increased by 10% and reached about 1 billion tons.Special attention was paid to the housing and communal services sector. Last year, more than 300 thousand additional people were provided with gas, and more than 200 thousand people were connected to the central water system. 542 kilometers of heating networks and 55 heat sources were modernized, and 6.5 thousand kilometers of engineering networks were repaired. Additional sources of electricity generation with a total capacity of more than 700 MW were put into operation.The Investment Headquarters quickly resolved pending issues on 115 projects worth a total of $50 billion. Despite bureaucratic problems, decisions are being made that will allow the timely launch of projects necessary for our country. The Investment Headquarters is developing legislative amendments based on specific cases to improve the business climate. On straight sections of the road, the increase in this indicator will be recorded by automatic registration systems. They are currently installed on 13 highways of the republic in a test mode. In the Saran reservoir in the Abay district, measures were taken to prevent fish mortality: holes were drilled, reed mats were laid, and water was aerated using pumps to provide oxygen to the reservoir. More than 20 people participated in the work, as well as five units of equipment.In winter, insufficient oxygen and light enter the water from a thick layer of ice and snow, so the risk of fish mortality is high. To prevent this, specialists from the Nura-Sarysu Interregional Basin Fisheries Inspectorate, together with the Karaganda region's Department of Natural Resources and Nature Management, are constantly carrying out fish rescue operations.Measures to prevent fish mortality will continue in other reservoirs of the region until the end of March.There are a total of 179 local and two republican reservoirs in the Karaganda region. Of these, 104 reservoirs are assigned to nature users, who independently carry out preventive work.
