On January 24, 2025, the akim of Kostanay region Kumar Aksakalov paid a working visit to Altynsarin district. The purpose of the visit was to assess the implementation of projects that contribute to the socio-economic development of rural areas. During the visit, the akim got acquainted with a number of facilities: a dairy farm under construction, a new House of Culture, and new residential buildings. These projects are aimed at directly fulfilling the instructions of the Head of State and are bringing great benefits to the residents of the region. Farm in Basbek village: a confident step towards food security The construction of a dairy farm for 660 heads of cattle has begun in Basbek village, Altynsarin district, Kostanay region. The cost of the project is 3.5 billion tenge, of which 500 million tenge were the enterprise's own funds, and 3 billion tenge were allocated as a loan at a rate of 2.5% within the framework of state support measures. Akim of Kostanay region Kumar Aksakalov noted that this project is aimed at fulfilling the task of the Head of State to increase the share of processed products in the agro-industrial complex to 70% by 2026. The farm will produce 4.5 thousand tons of milk per year. “This project is aimed at ensuring food security, reducing dependence on imports, and creating new opportunities for the development of the agricultural economy. The farm director Talgat Tapaev also noted the importance of the project for the region:   "Prioritizing only crop production is a path that leads to risks and potential bankruptcy. Developing dairy farming is a real way to strengthen your own economy, reduce dependence on one direction, and ensure long-term sustainability.Understanding this, of course, thanks to state support, we have undertaken the construction of a dairy farm for 600 cows. It produces 4.5 thousand tons of milk per year and employs more than 30 local residents. Those who are not ready for change will be left behind. Our example shows that changes are possible and that they bring profit not only to the farm, but also to the entire region. Our task is to complete the project on time and put the farm into operation at full capacity," he said. The implementation of such projects contributes not only to the economic development of the region, but also to the improvement of social infrastructure, creating conditions for raising the standard of living of rural residents.   House of Culture: a center of creativity and unity The next object of the working trip of the regional akim Kumar Aksakalov was the grand opening of the new House of Culture in the village of Bolshaya Churakovka. This project, implemented within the framework of the “Village – Cradle of the Nation” program, has become an important event for the villagers. 404 million tenge was allocated for the construction of the facility.The House of Culture can accommodate up to 100 people daily, which will allow for creative development, effective leisure activities and preservation of traditions. At the grand opening ceremony, Kumar Aksakalov noted the importance of such projects: “The new House of Culture is not just a building. It is a center of life, creativity and inspiration. These are not just words, but real actions to create favorable conditions for living, working and being creative.   Housing for large families: new houses in the village of Ubagan The last destination of the regional akim's working trip was the village of Ubagan, Altynsarin district. Here, the keys to eight new two-apartment houses were ceremonially handed over. This project was implemented within the framework of the state program to provide affordable housing, which is being implemented in order to fulfill the instructions of the Head of State. A total of 298.2 million tenge was spent on the construction. The average area of ​​​​each apartment is 85 square meters. The houses are built with neat finishing, equipped with all necessary communications and are fully ready for occupancy. Among the owners of the new houses are large families, orphans and representatives of socially vulnerable groups. At the solemn ceremony, the akim of Kostanay region Kumar Aksakalov noted: «We are increasing housing construction every year. According to the results of 2024, about 500 thousand square meters of housing were put into operation, and more than 5 thousand families were provided with apartments. Last year, funds were allocated for the purchase of rental housing on the instructions of the Head of State. 940 apartments were purchased in the region for more than 18 billion tenge, which is 5.7 times more than in 2023. UN HRC commends human rights situation in Kazakhstan 25.01.2025
Geneva, January 23, 2025 - The Fourth Report of Kazakhstan on the fulfilment of human rights obligations and recommendations of the previous review was considered during the 48th session of the Working Group of the United Nations Human Rights Council’s Universal Periodic Review.The delegation of the Republic of Kazakhstan consisted of senior officials of nine main state bodies that directly implement state policy and monitor the fulfillment of state’s human rights obligations, as well as members of the Majilis of the Parliament of the Republic of Kazakhstan.More than 100 UN Member States delegations participated in the review. It demonstrated a genuine interest to an open and constructive dialogue with our country. The event was held in the format of an interactive discussion, during which UN Member States raised questions, made comments and recommendations for further improvement of our country's human rights system.The Kazakhstan’s official delegation, led by Minister of Justice Yerlan Sarsembayev, addressed the UN Human Rights Council on a wide range of issues, focusing on the comprehensive reforms undertaken by President of the Republic of Kazakhstan Kassym-Jomart Tokayev, in the field of human rights and the rule of law, key legal initiatives on the elimination of torture and ill-treatment, peaceful assembly and freedom of association, ensuring the work of mass media and expanding the rights of journalists, combating human trafficking and domestic violence. In addition, the members of the delegation provided comprehensive information to questions raised by UN Member States, enriching the dialogue and sharing the good practices on human rights issues.In his address to the Council, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Roman Vassilenko shared the country's experience in cooperating with the Office of the UN High Commissioner for Human Rights, Special Procedures of the Human Rights Council and UN treaty bodies. In particular, attention was drawn to the inter-agency mechanism established by the Decree of the President of the Republic of Kazakhstan to consider inquiries from UN special rapporteurs and treaty bodies on individual communications. The Kazakh diplomat also briefed on ongoing technical cooperation with the Office of the UN High Commissioner for Human Rights. According to human rights experts, this level of interaction underlines Kazakhstan's priorities in advancing the country’s human rights protection system and democratic processes.Responding to the question on strengthening the dialogue between the Government and civil society, Mr. Vassilenko referred to the role of the consultative and advisory body "Human Dimension Dialogue Platform", which takes place regularly at the Ministry of Foreign Affairs of the Republic of Kazakhstan. He underlined the constructive nature of this platform, which contributed to the adoption of three human rights action plans and several legal acts related to wide range of political and social issues of the country.During the dialogue with the Kazakhstan’s delegation, UN Member States expressed their support to the ambitious reforms and welcomed the concrete actions to strengthen fundamental human rights and freedoms.
