State youth policy of the East Kazakhstan region: development directions and achievements 04.03.2025
East Kazakhstan region actively implements the state youth policy, creating conditions for young people to get education, employment, social activity and personal development. Since young people aged 14 to 35 make up 24% of the region's population, these initiatives are of great importance. Let's consider the main directions and achievements in this area.One of the priorities of the state youth policy is to provide quality education to young people. There are 3 higher educational institutions and 36 colleges in the region, where 31,581 students study. These educational institutions offer a wide choice of humanitarian and technical specialties.Special attention is paid to foreign students. 275 students from 17 countries, including Russia, Mongolia, China and India, are studying at higher educational institutions in the region. This international exchange contributes to strengthening intercultural understanding and friendship.- Education is the basis of the future of the region. We understand that it is important not only to provide young people with education, but also to create opportunities for its application in life. In this context, our universities and colleges play an important role in training personnel who will contribute to the development of East Kazakhstan and the entire country, - noted the Deputy Akim of East Kazakhstan Region Yerbol Nurgaliyev.The "Serpin" project is one of the important initiatives aimed at training specialists needed in the region. Currently, 588 students are studying at three higher education institutions within the framework of this program. In the future, it is planned to revive the project, which will allow improving the quality of education and strengthening the labor mobility of young people.The unemployment rate among youth in East Kazakhstan Region is 3.7%, which is lower than the average for the republic. In 2024, more than 10,000 new jobs were created within the framework of the Regional Employment Map, 2,935 of which were opened by order of the Head of State. This will significantly contribute to improving the social situation of young people.In addition, 6,495 young people were employed within the framework of national projects aimed at youth employment, 4,130 of which were permanently employed. 2,345 young professionals were able to enter the workforce through subsidized jobs.The vocational training program also plays an important role. 326 people completed short-term courses and acquired in-demand skills.To support young people's business initiatives, 71 grants worth more than 100 million tenge were awarded. More than 2,000 young people were awarded educational grants within the framework of the "Qualified Professional" project, which has been implemented since 2017. 14 successful projects aimed at developing youth entrepreneurship were implemented within the framework of the "Zhas Project" program.Grants are provided for the development of their own business for young people from socially vulnerable groups. It is planned to allocate 216 grants for the total amount of 1,572,800 tenge.- The potential of the youth of East Kazakhstan is high. Canteens, libraries and classrooms have been renovated in 50 schools. All schools are connected to the Internet, and 109 schools will be included in the "Social Wallet" system. At first, drugs can give a person a false sense of alertness. But soon serious consequences such as lethargy, depression, muscle cramps, insomnia, and complete weakening of the body appear. To get rid of these symptoms, a person uses drugs again, thus falling into the trap of addiction. Children of drug addicts are often born with physical and mental defects. Currently, more than 1,300 drug addicts are registered in the region. Of these, 900 people are in Ust-Kamenogorsk. In addition to medical treatment, drug addicts are provided with psychological assistance. This helps them return to a normal life, - noted Zoya Vladimirovna, a narcologist at the Mental Health Center.According to world statistics, only one in 10 drug addicts successfully undergoes rehabilitation. According to experts, synthetic drugs are dozens of times more dangerous than heroin. The concept of the development of the "Bozzhyra" visitor center was presented in Zhanaozen city 24.02.2025
On February 21, a preliminary public hearing was held in the city of Zhanaozen on the construction of tourist facilities in Bozzhyra. The event was attended by veterans, civil society representatives, members of the public council, maslikhat deputies, nature lovers and experts. At an expanded meeting of the Government, Head of State Kassym-Jomart Tokayev instructed to turn such attractions of the country as Bozzhyra into a center of tourism by attracting private investors. In this regard, domestic investors intend to build a visitor center and tourist facilities in Bozzhyra at their own expense, which will be able to receive 30-40 thousand tourists a year. The new project was developed by a domestic company with world-class experience in the construction of visitor centers in tourist areas such as Charyn, Kolsai, and Ayusai. According to the authors of the project, the center will be built taking into account all environmental requirements and the principles of sustainable tourism. The construction of the center is planned to be completed by the end of 2026. The center will be built from lightweight prefabricated structures that do not require a deep foundation. The building will be located at a height of 400 to 1000 mm, depending on the terrain of the site. The issues of water, electricity supply, and waste treatment have been resolved in a way that will cause the least harm to the environment. Bio-purification systems for wastewater treatment, separate collection of garbage, and solar power are provided. The project will include glamping sites decorated in Kazakh style in the upper part of the gorge, a museum, viewing platforms, and a teahouse. The modern visitor center will become a point of interest for tourists, contribute to the development of ecological tourism and ensure the preservation of natural heritage. According to the authors of the project, the goal of the visitor center is to lead travelers to the world of nomadic civilization, while preserving the natural landscape and cultural heritage, and to promote the history and traditions of the Kazakh people. Similar tourist facilities will also be built below Bozhyra. An ethno-village-style tourist town, eco-glamping and other tourist facilities are planned to be built here. A road will be built to the tourist facility and electricity will be installed. If this project is successfully implemented, 70 new permanent jobs will be created. An opportunity will be created for residents of nearby settlements to sell agricultural products and handicrafts. The participants who came to the public hearing expressed their support for the President's initiative to develop tourism. - I am an oilman. It is not known how long the oil future will last. Therefore, we need to develop other sectors of the economy, tourism, as much as possible. There is a great opportunity for this in Mangystau. The President also talks about it a lot. Of course, we fully support the direction of the Head of State, - said D. Izimov.
