By the Resolution of the Government of the Republic of Kazakhstan, Asan Kobentaevich Darbayev was appointed to the post of Vice Minister of National Economy. Kazakhstan to start holding two-stage competitions for PPP projects 11.04.2025
On March 15 of this year, the Head of State signed the Law on improving budget legislation, within the framework of which amendments were made, among other things, concerning public-private partnerships. At the site of the Central Communications Service, the Chairman of the Board of JSC «Kazakhstan Center for Public-Private Partnership» Aslan Kaligazin spoke about how the procedure for implementing PPP projects will be improved.According to the speaker, an important amendment concerns a change in the approaches to the use of two-stage and one-stage competitions. Until now, two-stage competitions have practically not been held in Kazakhstan, with the rare exception of some PPP projects at the national level.«At the same time, international financial organizations, on the contrary, point to the need for a two-stage selection. This type of selection is considered the best practice for determining a private partner by choosing the best technological and financial solutions at the first and second stages of the competition. Thus, within the framework of these amendments, it is envisaged to transfer all PPP projects, including the design and construction of a PPP facility, to two-stage procedures», said the head of the Kazakhstan Center for Public-Private Partnership.In addition, the amendments provide for a reduction in the requirements for potential private partners to invest in the project of their own capital from 20% to 10%. According to the speaker, this amendment reduces barriers to participation in competitions, simplifies entry into the market for those companies that cannot allocate a large amount of their own funds, but at the same time have the competence and capabilities to implement the planned PPP projects.Also, the need for a potential private partner to «freeze» these funds in their accounts to pass the qualification selection at the stage of competitive procedures has been eliminated. That is, confirmation of these funds is necessary only after the conclusion of the PPP agreement.«In order to improve the quality of project development, accreditation of organizations providing consulting and expert services in the field of PPP is being introduced. Accreditation will be carried out by the Ministry of National Economy in accordance with the requirements approved by it, excluding the evaluative nature of the procedure. I would like to dwell separately on the amendments to the implementation of the «software PPP» mechanism, which allows for a reduction in project planning time and state budget expenditures on their development and examination by optimizing procedures and using standard documentation. Thus, with the help of software PPP, industry central government agencies can determine the basic parameters of PPP projects. They will be able to independently approve the rules for determining a private partner and concluding a PPP agreement, as well as ready-made standard packages of documents for holding a competition for replicated PPP projects, taking into account industry specifics,» – noted Aslan Kaligazin.At the moment, such industry rules and standard documents have been approved for the implementation of replicated projects for the construction and operation of schools, dormitories and clinics. It is planned to introduce a rating of PPP project implementation in the regions of Kazakhstan 11.04.2025
At the site of the Central Communications Service, the Chairman of the Board of JSC «Kazakhstan Center for Public-Private Partnership» Aslan Kaligazin spoke about the implemented PPP projects. In particular, over the entire period of application of this mechanism, more than 1200 contracts have been signed for a total of 3,4 trillion tenge.According to the speaker, most contracts were concluded in the field of education, healthcare, energy and housing and communal services. These industries account for about 90%. At the same time, in value terms, about 33% falls on the transport and infrastructure sector, since this is where the most capital-intensive projects are, such as highways and airports.«As for the statistics of PPP projects for the past year, 54 contracts were concluded, more than half of which are projects to modernize school canteens in the Atyrau and Turkestan regions. The largest of them are two projects in the Almaty region for the construction and operation of sewage treatment facilities in the city of Konayev, the implementation and operation of a road and public safety system, as well as two projects for the construction and operation of two schools for 4 thousand students in the city of Atyrau. International selection of PPP projects is underway 11.04.2025
Last year, the Head of State in his Address to the People of Kazakhstan noted the need to pay attention to better preparation of public-private partnership projects with the participation of international financial institutions. In order to fulfill this instruction, work is currently underway with international financial institutions to form this pool. Chairman of the Board of JSC «Kazakhstan Center for Public-Private Partnership» Aslan Kaligazin spoke about it in more detail during a press conference in the CCS.According to him, projects are selected from among proposals from local and central government agencies. Then they are agreed with international financial institutions and included in the relevant list, which is approved by the Government of Kazakhstan. The development of these projects is carried out by international consultants selected by international financial institutions with the participation of interested government agencies and the PPP Center.The head of the Center cited the example of the university hospital project in Karaganda, which was included in the list. Consultants from the Asian Development Bank (ADB) developed tender documentation and announced an international competition to select a private partner. Also, currently, ADB consultants are developing documentation for the project for the construction and operation of a student dormitory in Almaty.«In general, practice shows that the presence of such a pool of PPP projects is assessed by international investors as transparency and consistency of the state's investment policy, which increases its investment attractiveness. The Government held a meeting of the Interdepartmental Commission on Regulation of Entrepreneurial Activity chaired by Deputy Prime Minister – Minister of National Economy Serik Zhumangarin.The meeting was attended by representatives of government agencies and the National Chamber of Entrepreneurs "Atameken". Key issues related to the current state of the regulatory environment and business problems were discussed.During the meeting, the results of the regulatory impact analysis in several important areas were reviewed. One of the main issues was the introduction of labeling and traceability of light industry goods, as well as the establishment of minimum safety requirements for high-voltage equipment. Issues of control over the use of intellectual property rights, as well as mandatory confirmation of compliance of high-voltage equipment with established standards were also discussed.An important point of the discussion was the recommendations of the working group on ensuring compliance with human rights in entrepreneurial activity.Taking into account the conclusions presented by regulatory government agencies and commission members, the results of the regulatory impact analysis were reviewed and approved.Serik Zhumangarin emphasized that in order to raise awareness among the business community, regulatory state bodies have been instructed to conduct explanatory work on the regulatory instruments being introduced. In addition, the meeting proposed the creation of a working group on problematic business issues, which will operate under the chairmanship of the Vice Minister of National Economy, as well as co-chairmanship of the Atameken National Chamber of Entrepreneurs. On May 17, 2018, in Astana, the Agreement on trade and economic cooperation between the Eurasian Economic Union and its member states, on the one hand, and the People’s Republic of China, on the other hand, which was intended to become a powerful driver in the Astana Economic Forum in terms of cooperation between our countries.From the Republic of Kazakhstan the Agreement was signed by the First Deputy Prime Minister of the Republic of Kazakhstan, Askar Mamin,Negotiations on the conclusion of the Agreement were held within two years.The agreement is aimed at creating conditions for improving mutual trade between the EEU member states and China, but does not provide for the abolition of duties or automatic reduction of non-tariff barriers.This agreement covers a wide range of areas of trade regulation and cooperation, such as: measures to protect the domestic market, technical barriers to trade, sanitary and phytosanitary measures, customs cooperation, intellectual property, competition, cooperation in public procurement, industry cooperation, electronic commerce.In accordance with the Agreement, the parties secured guarantees and the right to demand compliance with the trade regime at the WTO level in mutual trade in goods.Also, the Agreement provides for a mechanism of transparency, which ensures the transparency of legal regulation systems, the processes of adopting measures of general application and administrative acts, the processes of state bodies, etc. In addition, this transparency mechanism will allow the parties to exchange notifications on subsidies and trade measures, information on internal regulation in the field of trade.Equally important are the agreements reached in the field of electronic commerce. The agreement will increase the level of protection of the rights and interests of consumers and their personal data, and provide the basis for the development of paperless trade in innovative areas.In general, the Agreement should serve as the basis for the onward movement towards closer trade and economic partnership with the PRC. The term of hiring flat is for 20 years.“Last year more than 3000 socially weak families of the society took the new flats. In 2017 years 3200Almaty families will take their own flats. The doors of that flats have been opened for the champions of the World’s Universiade. According to the Head’s commission, in the frame of the project “The Universiade heritage” more than 140000 furnitures, clerical aids, special equipments from Athletic country have been given to 500 social institutions. More than 700 thousands special sport and professional equipments will be given for sport schools and the social structures of the city” mentioned B.Baibek.The complex of the Athletic country is about 23 hectares. It consists of 14 living apartments . The territory of the complex is equipped with the new modern systems of video- observing, the control of access and fire fighting. There will be the center of national service(SON), the policlinics, supermarkets, the bank’s departments, the post –offices, the police station. During the building of it there have been used the materials of Kazakhstan’s production, i.e. concrete, cement, rolled metal products, and the dry building mixtures.500 national producers have been participated in the project. The people who have been standing for a queue have taken “Nurly zher” flats in a clear form. There used the modern , ecologically clean materials.It should be mentioned that the last 8 years for the development of Alatau region was shared 300 milliards tenge. There was formed a complete infrastructure of a new administrative center. The kinder gardens were built ,the schools, the medical centers, the administrative buildings. There have opened a traditional art theatre, a multimedia center of the traditional music, an ice palace ”Almaty Arena” and a new center of the crafts where the citizens and the quests could have an opportunity to get introduced with the standard of living and the traditions of Kazakh nation. In the reunited Nauryzbay region there will be built a school for 1200 pupils, two policlinics for 500 and 200 visitors a day. Under the chairmanship of the Vice-Minister of National Economy of the Republic of Kazakhstan S. Zhumangarin, a regular meeting was held with the leadership of the Committee on Regulation of Natural Monopolies, Protection of Competition and Consumer Rights and its Territorial Subdivisions.This meeting was held in the framework of the execution of instructions given by the Prime Minister of the Republic of Kazakhstan at a meeting of the Government of the Republic of Kazakhstan on November 13 of this year regarding the joint work of the Ministry of National Economy with the ministries of energy, investment and development, information and communications, regional akimats, Astana, Almaty and Shymkent to reduce tariffs for water, gas, wastewater, telephone, Internet and KSK services.The Vice-Minister heard the reports of the management of the Committee and its territorial divisions on the measures taken and ongoing to reduce the tariffs of natural monopolies.In general, 74 public receptions were held throughout the country, with 2 334 people taking part.The territorial divisions of the Committee initiated 48 unscheduled inspections of the activities of natural monopolies and socially significant markets for compliance with the law.According to the results of unscheduled inspections, the Committee and its territorial divisions will take appropriate response measures.The Vice Minister noted the importance of fulfilling the instructions of the Head of State and the Prime Minister of the Republic of Kazakhstan to reduce utility tariffs and instructed to continue work in this direction.  Source : https://www.gov.kz/memleket/entities/economy/press/news/details/16584?lang=kk
