Туркестан получит особый статус: сенаторы одобрили закон 13.02.2025
Под председательством Спикера Сената Парламента РК Маулена Ашимбаева состоялось заседание Палаты, на котором сенаторы рассмотрели законы, касающиеся особого статуса города Туркестана, а также озвучили свои депутатские запросы.В ходе заседания сенаторами были рассмотрены Закон «Об особом статусе города Туркестана» и сопутствующий ему – «О внесении изменений и дополнений в некоторые законодательные акты РК по вопросам особого статуса города Туркестана и культурных центров за рубежом». Нормы законов нацелены на создание правовых условий для развития Туркестана как духовно-культурного, исторического и туристского центра Казахстана, а также защиту историко-культурного наследия и сохранение уникальности духовных объектов.«Важность присвоения особого статуса Туркестану – историческому городу и духовному центру тюркского мира была отмечена Президентом страны Касым-Жомартом Кемелевичем Токаевым на встрече с общественностью региона. Во исполнение поручения Главы государства разработан и одобрен специальный закон, в соответствии с которым предусмотрены комплексные меры по развитию города Туркестан как архитектурного, духовного, историко-культурного и туристического центра Казахстана. В этой связи были пересмотрены компетенции центральных и местных государственных органов. Наряду с этим, охвачены вопросы развития инженерной, транспортной, социальной и туристической инфраструктуры. Надеемся, что одобренные законы будут способствовать всестороннему развитию Туркестана»,– прокомментировал Маулен Ашимбаев одобренный закон.Для сохранения уникальности мавзолея Ходжи Ахмеда Яссауи будет установлен запрет на строительство объектов высотой более семи метров и несовместимых с памятниками истории и культуры по масштабу, цвету и строительным материалам на расстоянии ста метров от границы охранной зоны мавзолея.Предусмотрен и ряд поправок, направленный на обеспечение комфортных условий для лиц с инвалидностью и создание инклюзивного туризма. Речь идет, в том числе о безбарьерном доступе к инфраструктуре.Также пересмотрены компетенции для акиматов и маслихатов. Теперь осуществлять государственный контроль в сфере охраны и использования объектов историко-культурного наследия на территории города, разработку правил возмещения части затрат мастеров в сфере национального ремесленничества города за счет средств местного бюджета будет акимат. Касается это и процедуры согласования схем, и порядка движения транзитного автомобильного транспорта через территорию города Туркестана.Таким образом, как было отмечено сенаторами, законодательные нормы призваны сформировать эффективную систему управления и сохранения памятников и объектов историко-культурного значения города, в том числе расположенных в охранной зоне объекта всемирного наследия – мавзолея Ходжи Ахмеда Яссауи.Кроме того, сенаторы озвучили свои депутатские запросы.Андрей Лукин заявил, что отечественные предприниматели все чаще страдают от необоснованных отмен результатов госзакупок и предложил пакет мер по комплексному решению проблемы, включая разработку механизмов персональной ответственности аудиторов за систематические нарушения, в том числе дисциплинарные взыскания.Бибигуль Жексенбай указала на проблемы в сфере инклюзивного образования, ключевые из которых – нехватка специалистов и устаревшие нормы. Для решения проблемы сенатор предложила автоматизировать учет данных по лицам с инвалидностью, внедрить раннюю диагностику, увеличить подготовку специалистов и разработать дополнительные меры социальной поддержки семей.Айнур Аргынбекова акцентировала внимание на забюрократизированных процессах внедрения современных методов диагностики и лечения в стране, что препятствует своевременному излечению пациентов инновационными методами. Поэтому необходимо оптимизировать сроки регламентации этапов оценки технологий здравоохранения, упростить разрешительные процедуры, исключив дублирующие экспертизы новых технологий различными госорганами.Сакен Арубаев рассказал о проблемах хлопкоробов. Для модернизации отрасли сенатор предложил пересмотреть программу субсидирования, а также создать и развивать хлопковый кластер.Марат Кожаев считает, что штрафы не помогают бороться с растущим количеством нарушений ПДД. Инициатива депутата – за систематические нарушения, выявленные в автоматическом режиме, направлять водителей на повторную сдачу экзамена, а также временно лишать их водительских прав.Алишер Сатвалдиев выразил обеспокоенность нехваткой учебных заведений, аварийным состоянием школ и большим количеством переполненных классов в Туркестанской области. Исходя из нужд учащихся, сенатор призвал Правительство направить финансирование на строительство дополнительных 12 школ.Жанна Асанова подняла тему необходимости введения в школьную программу курсов по жизненным навыкам, включая домоводство, ремонт, оказание первой помощи, финансовую и правовую грамотность. 12 февраля 2025 года Министерство национальной экономики РК совместно с АО «Институт экономических исследований» и Программой развития ООН провели семинар по обсуждению проекта Добровольного национального обзора 2025 года.Основная цель мероприятия — инициировать широкое обсуждение проекта Обзора и обменяться мнениями с ключевыми участниками процесса, включая представителей государственных органов, бизнес-сообщества, неправительственных организаций, международных партнеров и независимых экспертов.В ходе своей приветственной речи Заместитель Председателя Сената Парламента РК Ольга Перепечина проинформировала участников о роли Парламента в достижении целей устойчивого развития (ЦУР), подчеркивая важность мониторинга и контроля за их реализацией, а также законодательной поддержки интеграции ЦУР.
