Lists of infrastructure needed for investment projects in regions to be created in the Government 05.04.2025
At a meeting of the headquarters for ensuring economic growth chaired by Vice-Prime Minister – minister of national economy Serik Zhumangarin, issues of development of east Kazakhstan and Pavlodar regions, as well as the agricultural sector, were considered.The share of agriculture in Kazakhstan's GDP is 3,9%. The task of economic growth of the industry for this year is to ensure +2% to last year's figure. For two months of this year, the volume of gross agricultural output increased by 3,2% and amounted to 434,1 billion tenge. It is planned to achieve the planned indicator through the implementation of approaches of long-term state support for subjects of the agro-industrial complex.According to Vice-Minister of Agriculture Azat Sultanov, an important factor in the availability of concessional lending for spring field work was the ability to receive loans through SEC (Social and entrepreneurial corporations) in 2024. Now farmers can receive concessional loans for SFW through six channels: Agrarian Credit Corporation, SEC, second-tier banks, credit partnerships, regional investment centers and MFOs. To date, about 5 thousand applications have been received for a total amount of 367,3 billion tenge. And SEC are leading in terms of the volume of loans issued (39% of the total volume of funds issued).Along with this, the implementation of the guarantee program in the amount of 85% of the loan amount for spring field work for farmers with insufficient collateral base continues. For this year, 502 guarantees have already been issued for a total guarantee amount of 85,9 billion tenge, the amount of loans amounted to 101,1 billion tenge. For the entire last year, 401 applications were guaranteed for a guarantee amount of 80 billion tenge, the loan amount amounted to 94,2 billion tenge.In the field of food production, for two months of this year, there is an increase in the production of sugar (from 15,2 thousand tons to 65,6 thousand tons), vegetable oil by 26,7%, sausages by 12%, butter by 11,2%, flour by 6,8% and fermented milk products by 3,5%. For the further development of food production, a Comprehensive plan for the development of agricultural products processing is being implemented.Within the framework of the plan, 37 investment projects worth more than 30 billion tenge have already been commissioned in 2024. These are enterprises for the production of cheeses, meat products, vegetable oil, cereals, etc. In the next three years, it is planned to implement 58 investment projects worth over 176 billion tenge.«By analogy with lending for sowing work, it is planned to allocate 48,5 billion tenge at 5% per annum to processing enterprises to replenish working capital», — Azat Sultanov noted.Following the hearing of the ministry of agriculture, the Vice-Prime Minister set a task for the regions to continue diversifying sown areas, taking into account the recommendations of the ministry of agriculture.«It is necessary to switch to growing more demanded and highly profitable crops, this is almost the only way to achieve the fulfillment of the set indicator for ensuring economic growth in agriculture. Among them are 5 large metallurgical projects that will allow to increase the volume of production of the metallurgical industry in the region by 29,4% by 2028. This is the construction of two ferroalloy plants with a capacity of 160 thousand tons and 240 thousand tons, the Aksu Ferroalloy Plant with a capacity of 89,6 thousand tons, a plant for the production of technical silicon with a volume of 35 thousand tons, and the organization of ferroalloy production in Ekibastuz for 60 thousand tons.A significant share in the cost structure of metallurgical enterprises is occupied by electricity. At the headquarters meeting, Deputy Akim of the Pavlodar region Dauren Zhambaybek noted that the unified electricity tariff currently in place, regardless of territorial remoteness and connection point, leads to a significant increase in the cost of production and an increase in the production costs of these projects. He raised the issue of the possibility of introducing a single preferential investment tariff for the duration of the investment contract for particularly large projects. In addition, the Deputy Akim indicated the need for financing the connection of engineering and communication infrastructure (ECI) for the implementation of the PC «Kazferro Limited» project, to the industrial zone of Ekibastuz and the SEZ «Pavlodar». The Vice-Prime Minister instructed the Committee for Regulation of Natural Monopolies to consider the issue of electricity tariffs, and to include the application for ECI connection in the general list of regional needs.In the NKR, economic growth rates for the past two months have already amounted to 11,1%. For 2024-2028, a pool of 51 investment projects has been formed with the creation of more than 7,1 thousand jobs. Of these, 15 were implemented in 2024, and it is planned to commission another 11 for 87 billion tenge this year, with the creation of more than 1,1 thousand jobs.Deputy Akim of NKR Rustem Kurmanov raised a number of issues that arose during the implementation of investment projects.First of all, the connection of the necessary engineering infrastructure to subzones and the expansion of the list of priority activities of the special economic zone «Qyzyljar», where 21 participants are registered. Another is the construction of a landfill for solid household waste in Petropavlovsk. This year, the service life of the existing landfill expires, and therefore it is necessary to build a new one. The Government hosted a meeting of the Headquarters for Ensuring Economic Growth, chaired by Serik Zhumangarin, Deputy Prime Minister of the Republic of Kazakhstan – Minister of National Economy. Issues concerning the economic development of the East Kazakhstan and Abai regions, as well as the growth potential of the IT sector, were addressed.Akim of Abai Region, Berik Uali, provided information on the main indicators of the region's economic growth. Over the first 2 months of this year, growth was recorded in agriculture (102,3%), construction (112,7%), domestic trade (109,5%), transport (107,1%), and communications (108,9%). The volume of attracted investments since the beginning of the year amounted to 31 billion tenge, of which 83,8% were non-budgetary funds.A pool of 27 investment projects totaling 2,7 trillion tenge, creating 8,4 thousand jobs, has been formed in the region. Eight projects worth 30 billion tenge, creating 747 new jobs, are planned for implementation this year. These include the sunflower oil refining, bottling, and packaging plant of «Qazaq Astyq Group» LLP (7,1 billion tenge), the production expansion of «Semaz» LLP (10 billion tenge), the production of paper and cardboard products by «Kazpoligraph» LLP (6 billion tenge), two irrigation projects involving the installation of 18 sprinkler machines, the construction of a gold recovery plant for the development of the «Rodnikovoye» deposit by Eastern Gold LLP, and others.At the Headquarters meeting, the Akim of the region highlighted an issue with the project to construct the Eurasia Agro Semey LLP meat processing plant, specifically regarding the financing required to connect high-voltage power lines to the facility. Following the Headquarters meeting, this issue was included in the task list for the implementation of investment projects in other regions with similar requests.In the East Kazakhstan Region (EKR), where industry accounts for 40% of the gross regional product (GRP), efforts are actively underway to diversify the economy. The most promising areas, ensuring maximum productive employment, population income, and tax revenues from Small and Medium-sized Businesses (SMBs), include tourism, processing of industrial and agricultural products, digitalization, and infrastructure. For 2025, the region's Key Performance Indicator (KPI) for investment in fixed assets is set at over 1,65 trillion tenge (2024 – 768,2 billion tenge). Over the first two months, 81,7 billion tenge in investments have already been attracted to the region. The region's investment portfolio consists of 111 projects worth 1,4 trillion tenge, creating over 7 thousand jobs. This year, the completion of 9 projects totaling 101,7 billion tenge (688 jobs) is planned. Among them are the modernization of foundry production at «VOSTOKMASHZAVOD» JSC (33,8 billion tenge), the construction of a gold recovery plant by «Kaskad-N» LLP (9 billion tenge), the second phase of oil production by «AltynShyghys» LLP (8 billion tenge), and others.The region's Akim, Nurymbet Saktaganov, voiced a number of barriers hindering the development of investment projects in the region. For example, «Bukhtarma Cement Company» LLP saw its cement production decrease by 22,8% over the year due to increased costs for railway tariffs and electricity. The company is requesting a temporary reduction in electricity tariffs and railway transportation charges during the period of equipment modernization. The Deputy Prime Minister instructed the Committee for Regulation of Natural Monopolies to explore all possible solutions to the issue.Also underway in the region is a project for the reconstruction and modernization of a particleboard production plant. The project will create over 500 jobs and contribute to the development of the woodworking industry, as the region's current demand for laminated particleboard is fully met by imports. The enterprise is already facing challenges with raw material supply. The Akim of the region raised the possibility of allocating raw materials directly from the State Forest Fund to the domestic producer. The Deputy Prime Minister instructed the Ministry of Ecology and Natural Resources to address this issue promptly.The Akim also raised several other issues concerning projects in tourism, the construction of a cascade of small hydropower plants (HPPs), and the agro-industrial complex (AIC), which will now be handled by the relevant government departments.The share of information and communication services in Kazakhstan's Gross Domestic Product (GDP) at the end of last year was 2,2%, and the physical volume index of the sector grew by 12,9%. Over the first 2 months of this year, strong growth was observed in the provision of Internet access services – up 13,1% compared to the same period last year. The number of mobile and fixed internet subscribers is growing, and the volume of consumed internet traffic is increasing by an average of 15-20% per year. To achieve the sector's economic growth target of 11% in 2025, the Ministry of Digital Development, Innovations and Aerospace Industry (MDDIAI) plans to sign several investment agreements this year. Furthermore, a series of projects in the telecommunications sector are envisioned, which will enable the achievement of the planned growth rate for the industry.As noted by Malik Olzhabekov, Vice-Minister of Digital Development, Innovations and Aerospace Industry, the country's IT sector is currently developing dynamically. The number of IT companies increased from over 17,9 thousand in 2023 to over 18,6 thousand in 2024. The number of trained IT specialists has exceeded 100 thousand people in recent years. The export of IT services surpassed the half-billion-dollar mark in 2023. According to preliminary data, this figure will reach $700 million in 2024. The volume of IT services provided grew from 946 billion tenge in 2022 to approximately 1,5 trillion tenge in 2024. Small industrial zones planned for creation in Kazakhstan's villages 30.03.2025
In 2023-2024, about 2 trillion tenge from various funding sources was directed towards rural development. The funds were implemented for projects related to social, engineering, and transport infrastructure, as well as ensuring public safety. Currently, the Ministry of National Economy is working on consolidating state support programs for rural areas, including «Auyl Amanaty» and «Auyl – El Besigi», into a single mechanism. This was announced by the Vice-Minister of National Economy of the Republic of Kazakhstan, Bauyrzhan Omarbekov, at a press conference at the CCS.According to him, the implementation of these programs is proposed on a priority basis for promising villages.«Within the framework of the «Auyl – El Besigi» project, since 2019, 701 billion tenge has been allocated for the development of rural infrastructure. Including in 2,2 thousand villages, about 6,6 thousand projects have been implemented. As a result, 5,3 thousand km of engineering networks have been modernized, 7,9 thousand km of intra-settlement roads have been repaired, and social facilities have been built and reconstructed. This year, in about 500 rural settlements, more than 900 projects will be implemented; 176,4 billion tenge has been allocated for these purposes,» said the speaker.«Auyl Amanaty» is also an important initiative. New state support measures are being introduced, such as providing infrastructure, training entrepreneurs, creating capacities for storage, processing, packaging, and marketing of products. Currently, the issue of creating small industrial zones in the future is being discussed.To address the problem of personnel shortages, the «With a Diploma to the Village» program is being implemented. It is planned to expand the list of in-demand specialties in rural areas.For effective synchronization of projects and determination of specialization, a screening of rural areas has been conducted. Based on this, priority areas for the implementation of «Auyl Amanaty» projects and infrastructure needs have been identified.When considering the budget requests of akimats, all these factors will be taken into account. Priority will be given to projects aimed at creating cooperatives, developing the processing of agricultural products, supporting non-agricultural activities, and implementing a full production cycle – from cultivation to marketing. Investment in fixed capital in rural areas amounted to 7,9 trillion tenge over the year 30.03.2025
The Government has taken a number of measures to develop rural areas in the country. According to data for 2025, there are 6 179 settlements in the republic, in which 7,5 million people live. Last year, the volume of investments in fixed assets in rural areas amounted to 7,9 trillion tenge. In the agricultural sector, labor productivity per worker has doubled over the past five years and reached 4,2 million tenge. This was reported by Vice Minister of National Economy of the Republic of Kazakhstan Bauyrzhan Omarbekov at a press conference in the CCS.According to him, since 2019, a system of regional standards has been implemented in order to develop the infrastructure of various settlements. This system reflects real indicators of the availability of social benefits and public services, the level of coverage of the population by transport, cultural and sports, business, production, digital services.«Based on the results of this System, the average level of provision in 2024 was 65,8%, which is 3,6% more than in 2022. Also, as a result of the work carried out, the number of villages with high and medium levels of provision increased. The number of villages with a high share of provision was 1 435, which increased by 119 villages compared to 2023. Правительство Казахстана и Всемирный банк укрепляют стратегическое партнерство 29.03.2025
Заместитель Премьер-министра – министр национальной экономики Республики Казахстан Серик Жумангарин провел встречу с представителями Группы Всемирного банка. В обсуждении приняли участие региональный директор по Центральной Азии Татьяна Проскурякова, региональный директор по инфраструктуре для Восточной Европы и Центральной Азии Чарльз Кормье, постоянный представитель ВБ в Казахстане Андрей Михнев, а также региональный менеджер МФК по Казахстану, Кыргызстану и Таджикистану Зафар Хашимов. В центре обсуждения – новая Стратегия партнерства с Казахстаном на 2026-2030 годы, ратификация Рамочного соглашения о партнерстве (РСП), расширение аналитической поддержки и реализация совместных проектов. Серик Жумангарин отметил, что Казахстан высоко ценит стратегический характер сотрудничества со Всемирным банком, подчеркнув важность партнерства в реализации структурных реформ и обеспечении инклюзивного экономического роста. В рамках действующей стратегии партнерства на 2020–2025 годы были достигнуты значимые результаты, и Казахстан готов к разработке нового документа на 2026-2030 г. «Приоритетами Казахстана остаются диверсификация экономики, привлечение инвестиций, развитие инфраструктуры и модернизация ключевых отраслей. Ожидаемый рост ВВП в 2025 г. – выше 5,6%. Совместные инициативы с банком помогут достичь устойчивого экономического развития», — отметил вице-премьер. В ходе встречи обсуждались текущие и перспективные проекты с Всемирным банком, включая: строительство Камбаратинской ГЭС-1, модернизацию автодорог, включая проект «Жезказган – Караганда», стимулирование продуктивных инноваций и развитие науки и технологий, проект Северного Аральского моря, поддержку модернизации энергетического и коммунального секторов и др. Региональный директор Всемирного банка по Центральной Азии Татьяна Проскурякова отметила, что организация является крупнейшей международной структурой в сфере развития и работает с десятками стран. Она добавила, что портфель проектов в Казахстане составляет $2,5 млрд, и Всемирный банк видит значительный потенциал для расширения сотрудничества, предлагая широкий спектр инструментов финансирования – от инвестиционных займов до программ, основанных на результатах. Татьяна Проскурякова подчеркнула важность устойчивого развития, выделив среди приоритетов экологические инициативы, включая проекты по восстановлению Аральского моря. «Мы предлагаем завершить процесс ратификации Рамочного соглашения о партнерстве – аналогичные договоренности уже действуют с другими международными институтами. Это создаст новые возможности для реализации совместных проектов. Мы открыты к диалогу и готовы поддерживать Казахстан в достижении его стратегических целей», – заключила она. Всемирный банк остается одним из ключевых международных партнеров Казахстана. Пятую часть структуры ВВП в Казахстане занимает торговля 29.03.2025
На очередном заседании штаба по обеспечению экономического роста под председательством заместителя Премьер-министра РК – министра национальной экономики Серика Жумангарина рассмотрели возможности увеличения объемов торговли, показатели экономического развития Шымкента и Жамбылской области и затрудняющие реализацию инвестпроектов вопросы. Торговля занимает второе место в экономике Казахстана, ее доля в структуре ВВП составляет 19,1%. За первые два месяца 2025 года индекс физического объема торговли составил 6% при плане 4,7%. Наибольший вклад в ИФО торговли обеспечили пять регионов, на долю которых приходится 73,6% всего объема товарооборота (за январь-февраль т.г – 3,5 трлн тенге). Это Алматы, Астана, Актюбинская, Атырауская и Карагандинская области.Оптовая торговля выросла на 6,6% (6,1 трлн тенге) за счет нефтепродуктов, автотехники, фармпродукции, зерна, сахара и напитков, розничная – на 4,7% (2,8 трлн тенге) за счет роста нефтепродуктов, строительных материалов, машин и оборудования, кондитерской, мясной и рыбной продукции. Как сообщила первый вице-министр торговли и интеграции Айжан Бижанова, в торговле преимущественно занят микро и малый бизнес (99 %), на долю которых приходится 66% всего товарооборота. Для обеспечения роста индекса физического объема торговли на уровне 113% в 2025 году необходимо достичь товарооборота в 87 трлн тенге (в 2024 году — 70 трлн тенге). Преимущественно за счет оптовой торговли, которая составляет 67,5% отрасли. Это будет обеспечено за счет увеличения добычи сырой нефти и ее переработки, газа, развития обрабатывающей промышленности и АПК, расширения линейки бытовой техники, роста производства фармпродукции. В целях роста несырьевого экспорта ведется работа по расширению географии экспортных поставок в Китай, Россию, Узбекистан, ОАЭ, Афганистан, Иран, Таджикистан и Пакистан. Для устойчивого присутствия на этих рынках планируется дополнительно открыть 10 торговых домов и партнерских офисов. Ведется интеграция в международную электронную торговлю через международные маркетплейсы. Розничная торговля составляет 32,5% товарооборота. В 2025 году объем розничных продаж прогнозируется на уровне 28 трлн тенге (+5,5 трлн тенге к 2024 году). Для стимулирования розничного рынка внедряются проекты «Digital Bazar» совместно с Халык Банком, расширяется перечень маркируемых товаров, развивается потребительское кредитование.Дополнительно обсуждены меры по наращиванию темпов электронной торговли в Казахстане, которая демонстрирует уверенный рост. По предварительным данным, в 2024 году ее объем составил 3,2 трлн тенге, увеличившись на 14%. В 2025 году ожидается дальнейший рост до 4,5 трлн тенге. По оперативным данным, за январь-февраль текущего года товарооборот на крупнейших маркетплейсах, охватывающих 85% рынка, достиг 0,7 трлн тенге. Для расширения возможностей электронной коммерции прорабатывается вопрос приравнивания продаж через Instagram к e-commerce. Также совместно с Kaspi.kz и Казпочтой запущена в тестовом режиме B2B-платформа для казахстанских и китайских бизнесменов по наращиванию оптовой торговли, где основными категориями товаров станут бытовая техника, товары для дома и продукция легкой промышленности. Реализация этих инициатив позволит дополнительно увеличить товарооборот страны на 1 трлн тенге ежегодно.В Шымкенте за первые два месяца этого года фиксируется уверенный рост основных экономических показателей. Объем инвестиций составил 102,1 млрд тенге, что больше на 68 % по сравнению с аналогичным периодом прошлого года, промышленность – 195,5 млрд тенге (рост на 13,4%), сельское хозяйство (7,4 млрд тенге, рост на 2,7%). Краткосрочный экономический рост достиг 15,7%, что позволило городу войти в тройку лидеров по стране. Инвестиционный портфель региона на 2025-2029 гг. состоит из 190 инвестиционных проектов на сумму 1,9 трлн тенге с созданием 25,9 тыс. новых рабочих мест. В 2025 году планируется запуск 51 проекта на сумму 181,9 млрд тенге. Аким г. Шымкент Габит Сыздыкбеков сообщил, что в 2024 году 19 предприятий города произвели фармацевтическую продукцию на 61,1 млрд тенге, это 35,7% от общего объема производства фармотрасли в стране. Однако для выхода на рынок продукции компании Dentafill Kazakhstan требуется регистрация в Министерстве здравоохранения, процесс которой занимает до 270 дней. На пленарном заседании Мажилиса Заместитель Премьер-министра РК - министр национальной экономики Серик Жумангарин представил проект Закона «О внесении изменений и дополнений в некоторые законодательные акты РК по вопросам развития столицы и городов республиканского значения». Проект разработан в соответствии с поручением Главы государства по улучшению условий для развития города Астаны и распространению передовых подходов на другие крупные города Казахстана.Заместитель Премьер-министра РК - министр национальной экономики Серик Жумангарин отметил, что документ направлен на решение ряда актуальных проблем в таких сферах, как земельные отношения, архитектура, строительство, миграция, реклама, экология и другие. Внесение изменений затронет 1 Кодекс и 6 законов, и включает несколько ключевых направлений.Одним из основных направлений является улучшение архитектурного облика городов, что требует решения проблемы хаотичного размещения наружной рекламы и вывесок. В проекте Закона предлагается утвердить единый дизайн-код для столицы и городов республиканского значения, расширить полномочия маслихатов для утверждения правил установки рекламных объектов, запретить распространение аудиорекламы на открытом пространстве и установить ограничения на размещение рекламы на тротуарах, велодорожках и улицах.Другим важным аспектом проекта является регулирование земельных отношений. Предлагается установить порядок переоформления прав на земельные участки, которые не могут находиться в собственности определенных лиц, а также внести изменения в Земельный кодекс, чтобы предотвратить манипуляции с земельными участками через аффилированные компании и обеспечить их использование для нужд города.В условиях урбанизации и миграционных процессов в крупных городах проект Закона предлагается утверждение норматива регистрации по месту постоянного и временного проживания на территории столицы, что означает, что маслихат будет определять минимальное количество квадратных метров на одного гражданина.Для улучшения доступности объектов городской инфраструктуры проект Закона предусматривает расширение полномочий маслихатов для утверждения правил обеспечения доступной среды для людей с ограниченными возможностями, а также установление норм для размещения защитных конструкций и регулирующих элементов в жилых районах.Проект также включает меры по сохранению «зеленого пояса» столицы, что имеет важное значение для защиты экологической обстановки города.
