In 2024, an average repair of roads was carried out on 72 streets of the district with a total length of 53.7 km. A pit repair was also carried out on an area of 30 thousand square meters. In addition, the construction of new roads with a total length of 0.55 km and average repairs on 10 streets with a total length of 3.9 km has been completed this year. Oshurbayev met with representatives of the Organization for Economic Cooperation and Development (hereinafter – the OECD) Pelin Atamer and Matthew Griffiths. The meeting was attended by representatives of the Federal Ministry of Environment, Nature Protection, Nuclear Safety and Consumer Protection of the Federal Republic of Germany for Central Asia, Jurgen Kainhorst and Yvonne Lindenlaub, and Deputy Ambassador Extraordinary Plenipotentiary of the Federal Republic of Germany to the Republic of Kazakhstan.During the meeting, issues of Kazakhstan's commitment to the implementation of updated Nationally Determined contributions (hereinafter referred to as ONUV) were discussed in accordance with the draft Roadmap of the Strategy for Achieving Carbon Neutrality of the Republic of Kazakhstan until 2060, the participation of the Ministry of Economic Development of the Republic of Kazakhstan in the annual regional events of the Sustainable Infrastructure Program in Central Asia (hereinafter – SIPA) and measures to create an effective mechanism for assessing environmental risks.As the Vice Minister noted, a Roadmap to the Strategy is currently being developed, within the framework of which SIPA proposals allow integrating quantitative and qualitative indicators that will ensure the fulfillment of commitments at the national, regional and sectoral levels.At the same time, the Vice Minister expressed interest in the issue of compensation schemes and carbon emission reductions for international aviation.In this regard, the Vice Minister asked the OECD to provide support in conducting an analysis to assess the potential risks and benefits associated with this scheme and the application of CORSIA certificates.M. On December 12, 2024, the fourth meeting of the Kazakh-Russian Commission for the Conservation of the Ecosystem of the Transboundary Zhaiyk River Basin (Ural) (hereinafter referred to as the Commission), established in accordance with the Agreement between the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Conservation of the Ecosystem of the Transboundary Zhaiyk River Basin (Ural) dated October 4, 2016, took place in a videoconference format.The Kazakh side was headed by J.S. Aliyev, Vice Minister of Ecology and Natural Resources of the Republic of Kazakhstan.The Russian side was headed by S.M. The parties stressed that water quality monitoring activities are carried out by each party in accordance with the Program for Monitoring Transboundary Water Bodies of the Zhaiyk River Basin (Ural) for 2021-2025 in full.The parties informed each other about the work done on the conservation and restoration of floodplain forests in the basin of the Zhaiyk River (Ural) and the conservation and reproduction of sturgeon in the Zhaiyk River (Ural).The parties highly appreciated the work done on the formation of social and environmental awareness and a culture of respect for the basin of the transboundary Zhaiyk River (Ural) and agreed to continue cooperation with the involvement of young specialists and students to increase attention to the problem of preserving the ecosystem of the basin of the transboundary Zhaiyk River (Ural).The Russian side proposed to hold a joint environmental event in 2025 within the framework of the Kazakh-Russian campaign "To the basin of the Zhaiyk (Urals) – clean shores and good neighborliness". At the meeting, the key measures taken to improve the environmental situation in the region were announced. Also about the current achievements and plans aimed at sustainable development and improvement of the environmental situation in Almaty.As part of the implementation of the message of the President of Kazakhstan, the installation of automated emission control systems continues in Almaty. At the moment, four large enterprises of the city (AlES CHP-1 JSC, CHP-2, ZTK, Almatyteplokommunenergo LLP) must connect to the system. Two of them are already transmitting data, CHP-2 will complete the installation by the end of the year. The problem with the connection of Almatyteplokommunenergo LLP is due to the lack of financing.Another important initiative is the greening of the city. In accordance with the instructions of the President, 970.8 million seedlings were planted throughout the country in 2023, including 224 thousand trees in Almaty. Almaty continues to struggle with high levels of air pollution, in particular from large energy enterprises.One of the urgent issues is waste management in the city. There are 21 garbage collection organizations actively operating in Almaty. In 2024, 445 thousand tons of solid household waste were generated, 11% were recycled. 7 out of 9 unauthorized landfills have been eliminated in the city, and work continues to improve waste management infrastructure. In addition, KZ Recycling LLP plans to implement a waste paper recycling project with a capacity of 150 thousand tons per year, which can significantly affect the solution of the waste problem.Also, in order to reduce pollution from motor vehicles, a phased ban on the use of diesel fuel in urban transport has been introduced in Almaty. By the end of 2025, a complete transition to environmentally friendly modes of transport is planned. In 2024, 346 new gas buses, 62 trolleybuses and 69 electric buses were purchased.The chatbot "Taza Kazakhstan" has become an important tool for increasing the involvement of citizens in solving environmental issues. Through it, residents of the republic can submit applications on environmental issues. At the moment, 2,386 applications have been registered, of which 2009 have already been executed. The main complaints relate to cleaning of the territory, street lighting and landscaping.The Ministry of Ecology continues to actively work to improve the environmental situation in the regions. SDGs: Kazakhstan presented interim results for 10 years 13.12.2024
At the enlarged meeting of the parliamentary commission for monitoring the implementation of national goals and objectives in the field of Sustainable Development, Deputy Prime Minister-Minister of national economy Nurlan Baibazarov presented the interim results of Kazakhstan's efforts to achieve the SDGs over the past 10 years.According to the SDG Index Global Sustainable Development rating, over the past five years, the Kazakhstan index has reached about 71 points. According to the results of 2024, Kazakhstan took 66th place out of 167 countries in the ranking.Deputy prime minister noted that Kazakhstan has created a solid institutional framework for the effective implementation of the SDGs. There is a Coordinating Council for the SDGs and a committee for monitoring the achievement of Sustainable Development Goals.The government has taken measures to integrate, taking into account the definition of goals in the main strategic documents of the country, including regional development documents. Thanks to this, systematic work is underway to develop priority areas of health care, education, science, ecology, entrepreneurship, etc.Kazakhstan continues to implement measures to decarbonize the economy within the framework of the Paris Agreement. In 2023, the strategy for achieving carbon neutrality until 2060 was approved. The 5th meeting of the Kazakh-Jordanian intergovernmental commission on trade, economic, cultural and humanitarian cooperation was held in Amman under the joint chairmanship of Deputy Prime Minister - Minister of National Economy of the Republic of Kazakhstan Nurlan Baybazarov and Minister of Industry, Trade and Supply of the Hashemite Kingdom of Jordan Yaruba Al-Kuda.Representatives of the Kazakh and Jordanian delegations discussed issues of cooperation in the field of trade and investment, agriculture, energy, transport, tourism, healthcare, culture and education, as well as the exchange of experience in the field of digitalization. By the end of 2023, the trade turnover between Kazakhstan and Jordan increased 4.2 times and amounted to $6 million. At the same time, the chairmen of the joint commission noted the potential for further growth.In order to expand the range of exports, Kazakhstan is ready to increase the supply of non-primary goods to the Jordanian market in 15 commodity items, including wheat and other types of agricultural products. Today, Vice Minister of Ecology and Natural Resources Mansur Oshurbayev held a meeting with local residents and representatives of non-profit organizations in Zhambyl region. The meeting discussed issues of the ecological state of the region and measures taken to improve it. One of the key topics was the introduction of an automated monitoring system at industrial enterprises. In the region, such systems have already been installed at 5 large facilities (Zhambyl GRES, Taraz branch of Kazphosphate LLP, NDFZ Phosphorous Plant LLP, Taraz Metallurgical Plant LLP and Zhambyl Cement Production Company LLP). Two of them (JSC Zhambyl GRES named after T.I. Baturov, LLP Kazphosphate Mineral Fertilizers Taraz branch) have already started transmitting data to the Ministry of Ecology, and the rest are at the stage of commissioning. Special attention was paid to reforestation projects. As part of the implementation of the President's instructions on the creation of forest crops, 25.9 million seedlings were planted in Zhambyl region, which is part of a large-scale program to plant 2 billion trees throughout the country. The Vice Minister also noted the importance of the transition of industrial enterprises to the best available technologies (BAT). Starting from January 1, 2025, enterprises of the first hazard category will be required to implement BAT within the framework of a comprehensive environmental permit, which will significantly reduce harmful emissions and approach international environmental standards. In the Zhambyl region, the Taraz branch of Mineral Fertilizers Kazphosphate LLP should install BAT within the established time frame.The problems of waste management were also discussed. At the moment, waste management programs have been approved only in 3 out of 11 cities and districts of Zhambyl region. In the first half of 2024, 31.3 thousand tons of solid household waste were generated in the region, of which 20% were recycled. There is also the problem of unauthorized landfills. This year, 319 illegal landfills were identified in the region, of which 252 were eliminated. Fines in the amount of 359.97 thousand tenge were imposed on 12 akims of districts and rural districts for the untimely liquidation of unauthorized landfills.It was also emphasized that within the framework of the Taza Kazakhstan program, a telegram chatbot was launched, allowing citizens to report environmental problems. The workshop in Incheon discussed the principles and steps needed to be taken in the development of reviews, issues of scientific validity of reviews, as well as the problems of limited evidence to reflect progress towards the implementation of the Sustainable Development Goals.During the event, Director of the Department of Social Sphere Development, Law Enforcement and Special Agencies of the Ministry of National Economy of the Republic of Kazakhstan NurgulzHannazarova presented Kazakhstan's approaches to submitting a Voluntary National Review in 2025, and also spoke about the experience of submitting reviews in 2019, 2022.According to her, Kazakhstan presented the first review on July 16, 2019 during the High-level Political Forum among other 51 UN member states. At the same time, residents of a nearby residential complex have repeatedly asked to organize a recreation area with children.As a result, an agreement was reached with the private owner on the transfer of the plot to communal ownership. The site has been landscaped, and now there is a small cozy park with gazebos, new playgrounds, benches and urns, new lighting poles. 175 coniferous trees were planted and 1,100 square meters were laid. m of lawn, an automatic irrigation system is organized for them.Kenzhegul Islamzhanova, a resident, often comes to the new square to relax with her grandchildren and meet with neighbors."It's wonderful that a new park has appeared in the place where there used to be an abandoned wasteland. There are also recreation areas for adults, you can spend time at your own pleasure and look after your grandchildren. It is very comfortable. I am so glad that our beloved neighborhood is changing for the better!", - said the resident.The next object of the visit was secondary school No. 98, the design capacity of which increased by 300 places after the liberation of one of the buildings occupied by music school No. 8. In turn, the music school moved to a neighboring building, which was purchased by the Akimat of Almaty for these purposes.The vacated premises have been renovated and primary school students have started studying here since September of this year. Raikhan Uskenbayeva, a mother with many children, whose children study at school No. 98, noted that she took an active part in the implementation of this decision."Our school is very good, my children like studying here. But, unfortunately, over the years, the school became overloaded, and there was not enough space for children. Therefore, the decision was right that the music school moved out of our school building, and an entire building with an area of 500 sq. m. was vacated. Now they have wonderful conditions. My youngest daughter goes to the first grade, and studies in a new bright classroom, with desks and an interactive whiteboard. She runs to school every day with joy!" the parent shared.At the end of the press tour, the participants visited a new water infrastructure facility - the Balkhash clean water reservoir. This large-scale project, implemented on behalf of Akim of Almaty Yerbolat Dosayev, solved a long-standing problem with water in the upper part of the district. Today, more than 20 thousand residents of Kamenskoye Plateau, Kolsai, Yubileyny and Muztau have access to uninterrupted water supply."We used to use mountain irrigation water, sometimes we took it from water carriers. About two years ago, the water pressure became weak, because the private sector is here, everyone is watering the gardens. To solve the problem, in 2023 I personally came to a meeting with the akim's population and appealed to him. He promised that he would solve our problem. In 2024, the problem was solved, we got water! On behalf of the residents of Ladushkina Street, we express our gratitude for the stable water supply," resident Laura Kurmangalieva shared.Landscaping projects are being actively implemented in Almaty, and the program "Budget of People's Participation" makes a significant contribution to this work.
