В ходе заседания обсуждались меры по дальнейшему совершенствованию механизмагосударственно-частного партнерства в Казахстане.Как сообщил заместитель директора Департамента инвестиционной политики и развития финансового сектора МНЭ РК Алишер Шаяхметов, впоследние годы в законодательство о ГЧП были внесены поправки, направленные на сбалансированное распределение рисков и выгод между государством и инвестором, а также на усиление прозрачного отбора частного партнера.По его словам, в рамках разработки проекта нового Бюджетного кодекса в Сенате рассматриваются поправки, которые объединяют законы «О ГЧП» и «О концессиях».«Проект закона о ГЧП устанавливает единый и понятный порядок для всех видов ГЧП, включая концессию», - сказал А. Шаяхметов.Директор департамента государственной поддержки и защиты предпринимательства МНЭ РК Дарын Абдуали рассказал о результатах государственной поддержки предпринимательства.За 11 месяцев текущего года мерами льготного финансирования через субсидирование кредитов охвачено более 14 тыс. проектов на сумму кредитов порядка 840 млрд тенге, гарантирование предоставлено по 7,2 тыс. проектам на сумму свыше 241 млрд тенге.В рамках нефинансовой поддержки предоставлено 135 тыс. консультаций по различным вопросам предпринимательства.Айгерим Шорова, и.о. директора Департамента политики развития предпринимательства, проинформировала о запуске с 1 января 2024 года автоматизированной системы управления рисками в 66 из 94 сфер государственного контроля. Это позволяет назначать проверки без участия человека через информационные платформы.Также она сообщила о развитии института саморегулирования. На 1 января 2024 года в Казахстане действуют 96 саморегулируемых организаций (СРО) в 21 сфере предпринимательской и профессиональной деятельности. Из них 52 СРО работают на обязательной основе, 44 – на добровольной.Один из механизмов стимулирования саморегулирования – Соглашения о признании результатов работы СРО на добровольном членстве. Бауыржан Омарбеков осмотрел несколько многоквартирных домов, требующих реконструкции, а также побывал на насосной и фильтровальной станциях. На месте были обсуждены планы по их обновлению и необходимое финансирование для выполнения работ.В частности, вице-министр ознакомился с успешным опытом Рудного по реконструкции пустующих зданий под многоквартирные жилые дома для очередников. Эти проекты были реализованы за счет инвесторов и местного бюджета.Так, в 2023 году в Рудном было реконструировано 4 пустующих здания, в результате чего было получено 228 квартир. The initiatives and measures implemented within the framework of the strategic plans of the megacity have contributed to the improvement of the main socio-economic indicators of the city.Economic growth rates: In 2023, Almaty saw an increase in the gross regional product to 24.8 trillion tenge, which was a record figure for the past 10 years. In 2024, the city maintains high rates of economic development at the level of 9.7%. Following the results of 11 months of 2024, the short-term economic indicator of Almaty accelerated to 6.6%.
