YEAR OF WORKING PROFESSIONS: SENATORS HELD A ROUNDTABLE ON LABOR RESOURCES 25.01.2025
Speaker of the Senate Maulen Ashimbayev met with labor collectives of the North Kazakhstan region, deputies of the maslikhat, members of the Assembly of the People of Kazakhstan, representatives of public and religious associations. During the visit to the region, issues related to the implementation of the instructions of the Head of State within the framework of the Year of Working Professions and the development of new production facilities that pave the way for the growth and prosperity of the regions were also discussed. According to Maulen Ashimbayev, the shortage of labor resources, the labor disparity between different regions, urban and rural areas and specialties, unbalanced urbanization, and the demographic crisis are the most pressing issues of our time. To solve them, it is necessary to mobilize the efforts of all stakeholders towards a common goal.“Ensuring the balance of labor resources between regions is an important task. There are regions with an excess of labor resources, such as Turkestan and Zhambyl regions, and regions with a shortage of labor. For example, the North Kazakhstan region. The process of natural population decline in this region also has its consequences. Today, the birth rate in the North Kazakhstan region is low, and the mortality rate is high. Big changes in Altynsarin district: how new projects are changing the lives of villagers 25.01.2025
On January 24, 2025, the akim of Kostanay region Kumar Aksakalov paid a working visit to Altynsarin district. The purpose of the visit was to assess the implementation of projects that contribute to the socio-economic development of rural areas. During the visit, the akim got acquainted with a number of facilities: a dairy farm under construction, a new House of Culture, and new residential buildings. These projects are aimed at directly fulfilling the instructions of the Head of State and are bringing great benefits to the residents of the region.
Farm in Basbek village: a confident step towards food security
The construction of a dairy farm for 660 heads of cattle has begun in Basbek village, Altynsarin district, Kostanay region. The cost of the project is 3.5 billion tenge, of which 500 million tenge were the enterprise's own funds, and 3 billion tenge were allocated as a loan at a rate of 2.5% within the framework of state support measures.
Akim of Kostanay region Kumar Aksakalov noted that this project is aimed at fulfilling the task of the Head of State to increase the share of processed products in the agro-industrial complex to 70% by 2026. The farm will produce 4.5 thousand tons of milk per year.
“This project is aimed at ensuring food security, reducing dependence on imports, and creating new opportunities for the development of the agricultural economy. "We are implementing the strategy of the Head of State aimed at the sustainable growth of the agro-industrial complex and improving the quality of life in rural areas," the head of the region said.
It should be noted that this is not the only project aimed at implementing the instructions of the Head of State in the region.In the Kostanay region, 6 more modern industrial dairy farms are being built in the Fedorov, Karabalyk, Mendikara and Altynsarin districts for high-quality milk production.The launch of these farms will increase milk production by 43 thousand tons, and the load on milk processing enterprises in the region will increase from 80% to 95%.
The farm director Talgat Tapaev also noted the importance of the project for the region:
"Prioritizing only crop production is a path that leads to risks and potential bankruptcy. Market fluctuations and climate change make such a farm unstable. Diversification is not just a choice, it is a necessity for survival and growth. Developing dairy farming is a real way to strengthen your own economy, reduce dependence on one direction, and ensure long-term sustainability.Understanding this, of course, thanks to state support, we have undertaken the construction of a dairy farm for 600 cows. It produces 4.5 thousand tons of milk per year and employs more than 30 local residents. Those who are not ready for change will be left behind. Our example shows that changes are possible and that they bring profit not only to the farm, but also to the entire region. Our task is to complete the project on time and put the farm into operation at full capacity," he said.
The implementation of such projects contributes not only to the economic development of the region, but also to the improvement of social infrastructure, creating conditions for raising the standard of living of rural residents.
House of Culture: a center of creativity and unity
The next object of the working trip of the regional akim Kumar Aksakalov was the grand opening of the new House of Culture in the village of Bolshaya Churakovka. This project, implemented within the framework of the “Village – Cradle of the Nation” program, has become an important event for the villagers. 404 million tenge was allocated for the construction of the facility.The House of Culture can accommodate up to 100 people daily, which will allow for creative development, effective leisure activities and preservation of traditions.

Housing for large families: new houses in the village of Ubagan

A total of 298.2 million tenge was spent on the construction. The average area of each apartment is 85 square meters. The houses are built with neat finishing, equipped with all necessary communications and are fully ready for occupancy. At the solemn ceremony, the akim of Kostanay region Kumar Aksakalov noted:
«We are increasing housing construction every year. According to the results of 2024, about 500 thousand square meters of housing were put into operation, and more than 5 thousand families were provided with apartments. Last year, funds were allocated for the purchase of rental housing on the instructions of the Head of State. 940 apartments were purchased in the region for more than 18 billion tenge, which is 5.7 times more than in 2023. This year, it is planned to purchase 1,000 apartments for citizens on the waiting list."
According to the akim, providing citizens with affordable housing is one of the important directions for implementing the tasks of the country's leadership. Specialists of the Language Development Department organized an online competition for the knowledge of the Kazakh language within the framework of the TilQazynaKaragandy regional project. Anastasia Abramovich, a student at the Saran Language Development Center and a participant in the “Mamile” conversation club, became the winner.She studied Kazakh at the center for only half a year. During this time, she managed to master the state language at the A2 level.As soon as Anastasia heard about the competition, she decided to participate in it. The participants of the competition had to read the story “Gauhar tas” by Dulat Isabekov in the original and answer 25 questions on its content.- Of course, sometimes I had to read with a dictionary, but I think it only gave positive results. This experience expanded my vocabulary and understanding of the Kazakh language in general. I really liked the story itself. Airport infrastructure modernization continues in Balkhash 25.01.2025
The airport is undergoing renovation in Balkhash. The modernization of the airport infrastructure is expected to provide new opportunities for the development of the city and tourism. According to the plan, passenger traffic should triple from 13 thousand to 40 thousand per year.The project consists of two main stages: the reconstruction of taxiways and aprons, as well as the overhaul of the airport terminal building and the construction of a facility for special vehicle services. Work on the first stage was completed at the end of December last year.The builders laid two layers of concrete pavement, i.e. about 114 thousand square meters, modern lighting and signaling equipment was installed, safety strips, drainage systems and treatment facilities were installed. Since September, the renovation of the airport terminal and the construction of the special vehicle service building have been ongoing. All repair and construction work is scheduled to be completed this year.As explained by the Department of Passenger Transport and Highways, the implementation of the project will allow increasing the airport's throughput from 60 to 80 passengers per hour, creating comfortable conditions for them and ensuring accessibility for citizens with disabilities, as well as bringing the characteristics and parameters of airport facilities in line with the practice recommended by the International Civil Aviation Organization.In addition, the issue of the phased purchase of specialized airport equipment at the expense of budget funds to provide a full range of ground services is being worked out. First of all, it is planned to purchase the necessary special equipment: an airport fire truck, a truck tractor, a fuel tanker and a self-propelled ladder.After all the work is completed, it is planned to expand the geography of flights from Balkhash to the cities of Shymkent, Zhezkazgan and Turkestan. Yermaganbet Bolekpayev told what is being done to improve the heat supply of Shakhtinsk. Last year, funding for the repair of the CHP was increased several times. Today, the station is operating stably. To keep houses warm, 4 kilometers of heating networks have been replaced and thermal insulation has begun to be restored. In addition, preparations are underway to gasify the city of Shakhtinsk. The reconstruction of water supply networks continues. Transport infrastructure is also being improved: over the past two years, 30 km of roads between the city and neighboring villages have been repaired.
The meeting participants raised the issue of housing. Under the preferential mortgage program launched by the regional akimat together with Otbasy Bank, 116 miners and 113 metallurgists purchased apartments in the cities of Karaganda, Saran, Temirtau, Shakhtinsk, and Abay. 2 billion tenge was allocated from the regional budget for this program.

At the plenary session, the deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan decided to approve in the first reading the draft law "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on the Issues of Determining the Country of Origin of Goods".Within the framework of this draft law, a register of Kazakhstani producers will be introduced, which will replace the existing ST-KZ and Industrial Certificates, as well as integrate all existing electronic systems.The Register under development is aimed at improving the system for confirming the production of goods. New opportunities for citizens: simplification of requirements for privatization of housing from the state housing stock 25.01.2025
On January 21, 2025, the Prime Minister of the Republic of Kazakhstan signed the Resolution of the Government of the Republic of Kazakhstan “On Amendments to the Rules for the Privatization of Housing from the State Housing Fund”.The Resolution provides for the granting to citizens the right to privatize rental housing previously provided without the right to purchase and housing where the only dwelling is recognized as dilapidated.In accordance with the existing privatization mechanisms, citizens can purchase housing in full at the residual value or arrange installment payments without overpayment.In accordance with the introduced changes, the down payment when choosing the “installment payment” mechanism was reduced from 30% to 10%, and the installment payment period was extended to 15 years for housing with a residual value exceeding 15 million tenge. The rule will come into effect 10 calendar days after the date of its first official publication.Examples of calculations for the installment payment mechanism:The residual value of the housing is 9 million tenge, the initial payment is 900 thousand tenge.
