In Almaty, during an extraordinary session of the Maslikhat, deputies approved new Rules for the development of the city, developed by the akimat in order to prevent spot construction, development of foothills, green areas and courtyards. Previously, the document was widely discussed with experts and the public. Speaking to the deputies of the Maslikhat, head of the Department of Urban Planning and Urban Studies Nurlan Buranbayev noted that the new rules imply stricter restrictions on construction and increased control by government agencies regarding the acceptance of multi-apartment residential complexes, as well as expand the functions of architectural and construction control bodies. What restrictions do the new rules provide? The number of floors for construction between Abai and al-Farabi Avenues has been fixed: buildings of all types must not exceed 9 floors and 35 meters. The exception is unique facilities, the construction of which will be allowed only if there is an architectural and urban justification for their social significance, ensuring the sustainability and environmental friendliness of design solutions, including the use of energy-efficient and resource-saving technologies. The rules also regulate the construction procedure in earthquake-prone areas and in the foothills (mountain "counters") south of VOAD, al-Farabi Avenue, Sain and Zhandosova Streets.- it is prohibited to build buildings in the strip of mountain counters, including on sites with a slope of 15 degrees or more;- the previously adopted decision on the height of buildings no higher than 12 meters and 3 floors, except for public and cultural facilities, is consolidated;- re-equipment of terraces and technical floors during reconstruction is prohibited.In addition, the requirement for the construction of housing of at least class III is fixed throughout the city with at least 1 parking space per apartment. Measures to prevent spot construction and preserve recreational areas The issue of spot placement of buildings in existing residential areas and courtyards is relevant for Almaty. During the session, the issues of updating the tariff policy, which has not been reviewed for more than 14 years, were discussed.The minimum tariff for the maintenance of common property in Almaty was approved in 2010 by a resolution of the Akimat and amounted to 25 tenge per square meter, while its validity period was limited to one year. However, economic conditions have changed significantly since then, including rising prices for building materials, higher wages for workers, and improved requirements for the quality of housing services.As the head of the Municipal Infrastructure Development Department of Almaty, Dulat Ashkenov, noted at the session, this year the working group calculated the tariff for the management of the condominium facility and the maintenance of common property in accordance with the Methodology for calculating the minimum amount of expenses.Due to the increase in the minimum tariff for housing maintenance to support socially vulnerable segments of the population, the Department of Employment and Social Programs of Almaty city has developed a draft decision of the Maslikhat. Zhasyl Damu JSC has implemented a project to introduce separate collection of solid household waste (hereinafter referred to as MSW) on the territory of the State National Nature Parks "Kolsai Kolderi" and "Sharyn" (hereinafter referred to as GNPP).The main goal of the project is to increase the level of ecological culture and environmental awareness, as well as create conditions for the formation of a positive pattern of behavior in relations with the environment through the formation, implementation and promotion of a new concept of visitors' attitude to natural parks – "clean tourism".JSC "Zhasyl Damu", within the framework of the concept of information and image support, organized training for the staff of the National Chamber of Entrepreneurs, in order to form the correct behavior among the visitors of the National Chamber of Entrepreneurs regarding the collection and sorting of solid waste. The purpose of the training was to enable the staff of the GNPP to communicate the basic principles of the waste management program in an accessible and effective manner to visitors.In this regard, containers for separate collection of solid waste in the amount of 34 units and fandomates in the amount of 3 units were installed in the GNPP.Additionally, in order to improve the environmental culture, campaigning was carried out on separate waste collection, informational banners were posted, relevant animated videos were released, and the GNPP was provided with biodegradable packages in the amount of 200 thousand pieces for further distribution to visitors.The concept of the project is that containers for separate waste collection are located only at the entrance/exit of the GNPP. Upon entering the park, the visitor receives a biodegradable bag in which he collects the generated waste during the visit and throws it into specially installed containers at the exit, dividing it into fractions. For the convenience of visitors, fandomates for receiving plastic bottles are installed in the parks, which allow not only to properly sort waste, but also to receive bonuses in the form of discounts on services in most stores. A New Year's holiday for special children was held in Semey 27.12.2024
A New Year's performance for 100 children with special educational needs took place in the Abai region. The children, accompanied by their parents from schools and special boarding schools in the Abai region, were invited to the celebration. The event also brought together gifted special children who have achieved success in sports and creativity. Today, on December 25, 2024, at 11:00 local time, the Department of emergency situations of the Mangistau region received information about the emergency situation of the Embraer 190ar aircraft of Azerbaijan Airlines, flying on the Baku-Grozny route, declaring an emergency situation and creating conditions for landing at Aktau airport. The landing time was set at approximately 11: 25. According to preliminary information, there were 69 people on board, including 5 crews. Forces and equipment of the emergency department of Mangystau region were immediately sent to the scene. At 11: 30, information was received about a plane crash 3 kilometers from the airport. In this regard, the forces and means of emergency situations of the highest rank were additionally sent. On the basis of the command center of the Ministry of emergency situations, the Republican headquarters was created, which included representatives of the Ministries of Internal Affairs, health, transport, the National Guard, the Ministry of Foreign Affairs and other departments. In general, 701 people and 82 units of equipment from the personnel of the Civil Protection Service are involved in the operation. As of 11:45, the fire was isolated and extinguished at 12: 05. This year, 7.7 billion tenge has been allocated for the construction, overhaul and maintenance of roads in Taldykorgan. This was announced today by Akim of the region Beibit Isabayev during a meeting with residents of Taldykorgan, the press service of Akim of the region Zhetisu reports.In his speech, the head of the region focused on major projects related to road infrastructure. So, in the North-Western residential area, residential districts 8, 9 and Zhastar-1, it is planned to build roads on 107 streets. If 10 streets were completed in previous years, this year another 30 streets will be paved anew. The remaining 67 streets will be fully completed in 2025-2026.- Major repairs are also being carried out on 89 streets in the residential districts of Vostochny, Yugo-Vostochny, Koktal and the 3rd department, of which 14 streets were repaired this year. The work will be fully completed at the end of 2026. In addition, 7 streets in the Otenai rural district have been completely renovated this year.
