Results of 2024: new horizons of volunteering in Kazakhstan 17.12.2024
This year, Kazakhstan has demonstrated significant success in the development of volunteerism, confirming its commitment to international standards and strengthening the role of volunteers in solving socially significant tasks. Today, 755 volunteer organizations, 2 thousand initiative groups and 275 thousand volunteers are actively working in Kazakhstan, of which 3.5 thousand are "silver volunteers".In order to stimulate volunteer activity in 2024, a new Roadmap for the development and support of volunteerism in the Republic of Kazakhstan for 2024-2026 was approved. The main emphasis in its implementation is aimed at sectoral volunteering, including social, medical, environmental, animal welfare, as well as support in the field of education, media and emergency response. The National Front Office and 20 regional volunteer front offices are successfully operating in the country, providing information, resource and advisory assistance. In 2024, with their assistance, more than 5,600 events were organized. For the convenience of interaction, a single Call center for volunteering has been created, which has processed over 2,000 requests. Through an online platform "Qazvolunteer.kz ", which unites more than 67 thousand participants, provides convenient tools for finding projects and coordinating activities.Also this year, 55 projects have been implemented by government agencies together with the volunteer community. In order to support volunteer initiatives, 240 small grants were issued, within the framework of which 42 thousand events were held. 10 thousand volunteers have been trained in industry volunteering.International volunteering is actively developing. Since 2023, an International Volunteering Center has been operating at the National Front Office. In September of this year, seven Kazakhstani volunteers were sent to work in UN structures in countries such as Turkey, Kenya and Thailand.One of the key events was the holding of a Meeting of volunteers under the auspices of the CICA Youth Council in October 2024, which brought together 450 participants from 14 Asian countries (Kazakhstan, Kyrgyzstan, Russia, Sri Lanka, China, Bahrain, Uzbekistan, Azerbaijan, Iran, Thailand, Tajikistan, Kuwait, India, Qatar).On behalf of the Head of State Kassym-Jomart Tokayev, the International Volunteer of the Year Award was established in 2020 to reward the best volunteers who have contributed to the development of Kazakhstan. For the period from 2020 to 2024, 234 Kazakhstani and foreign volunteers received the award.In addition, this year the Marathon of Good Deeds project was implemented, within the framework of which Kazakhstanis performed more than 7,000 good deeds with the participation of about 50 thousand people. Volunteers helped 7,000 animals, planted 3,200 trees and collected 240 tons of garbage. On December 5, 20 winners of the project in 10 nominations were awarded.In 2025, it is planned to improve the current legislation in the field of volunteerism, create a National Organizing Committee and develop an action plan for 2026 – the International Year of Volunteers. On the eve of Independence Day, the 11th creative hub in the country, ÖzgeEpic, opened its doors in Turkestan. The creative space was created on behalf of the Head of State. Kassym-Jomart Tokayev pays special attention to the development of creative industries and has set the task of opening hubs in all major cities of Kazakhstan.The solemn event was attended by deputies of the Parliament of the Republic of Kazakhstan, representatives of the Ministry of Culture and Information of the Republic of Kazakhstan, Kazpost JSC, local executive bodies and creators of the region.The creative hub in Turkestan was opened under an agreement between the Ministry of Culture and Information and Kazpost JSC. The center is located in the building of one of the branches of the joint-stock company. More than 300 thousand students and schoolchildren of Astana took part in the dictation on the dangers of drugs.More than 300 thousand students took part in a dictation on the dangers of drugs in Astana. This event is organized in the capital for the first time. Its purpose is to prevent and suppress the spread of drug addiction among young people, as well as legal explanatory work on the inevitable consequences associated with drug crimes.The drug problem is well-known and requires constant attention from society, especially with regard to the younger generation.As part of the campaign "Astana is a drug—free city", employees of the Department for combating Drug crime conducted a city dictation on the dangers of drug use in educational institutions of the capital. This event is attended by high school students, students of 1-2 courses of colleges and higher educational institutions of the city. More than 300 thousand schoolchildren and students of Astana took part in this large-scale event.In addition to the written work, police officers organized preventive conversations with students. On the eve of the Independence Day of the Republic of Kazakhstan, the long-awaited opening of a new fire station took place in Aktobe, which became a significant step in improving the safety of the city and the region. The building area is 1,612 square meters, and the garage accommodates 7 units of fire equipment. The administrative building includes a control room, offices for employees, rest and catering rooms. The country's electric power companies provide a stable supply of electric energy and heat for the needs of industry and the domestic sector of the country.The Ministry of Energy has developed and approved a plan for the development of the industry until 2035, providing for the introduction of at least26 GW of new capacity.In accordance with the instructions of the Head of State and the Government, large-scale modernization and reconstruction of existing energy facilities, as well as the construction of new energy facilities, are being carried out.In the field of renewable energyTo date, 148 renewable energy facilities (over 100 kW) with an installed capacity of 2,903.7 MW have been commissioned and are in operation:- 59 wind power plant facilities with a capacity of 1,409.55 MW;- 46 solar power plant facilities with a capacity of 1,222.61 MW;- 40 hydroelectric power plants with a capacity of 269.785 MW;- 3 facilities of biogas power plants with a capacity of 1.77 MW.Based on the results of the auctions and contracts concluded with RFC for Renewable Energy LLP, 66 renewable energy projects with a total capacity of 1,682.4 MW are planned to be commissioned. The amount of attracted investments will amount to about 720 billion tenge:- 34 hydroelectric power plants with a capacity of 311.11 MW:- 20 wind power plant facilities with a capacity of 1,110 MW;- 9 facilities of 250 MW solar power plants;- 3 facilities of biogas power plants with a capacity of 11.35 MW.By the end of this year, it is planned to implement eight new renewable energy projects with a total capacity of 163.35 MW. In accordance with this agreement, it is possible to include additional renewable energy projects in the outline of an intergovernmental agreement.On thermal generationThis year, the first power unit with a capacity of 500 MW of new generation at Ekibastuz GRES-1 is included in the network, it is expected to introduce another 65 MW at Atyrau CHP by the end of the year, as well as 130 MW at Topar GRES in 2025.Due to the reconstruction and expansion of existing power plants, an additional 5.6 GW will be commissioned, of which in 2024 the Ministry concluded 13 investment agreements with energy producing organizations with a total capacity of 1.4 GW. Among such projects are the construction of unit No. 7 at the Aksu GRES with a capacity of 325 MW, the construction of a boiler unit and the replacement of a turbine at the Karaganda CHP-3 and the expansion of the combined cycle plant of Karabatan Utility Solution LLP from 310 MW to 620 MW.In the past year, plans have been identified for the construction of a new generation with a total capacity of about 9 GW. Currently, these projects are at different stages of implementation.As part of the auction for the selection of maneuverable generation, it is planned to introduce 2.5 GW of new capacity.Currently, construction work is underway on four large combined cycle gas plant projects with a total capacity of about 1.8 GW, implemented in Turkestan, Kyzylorda regions, Ulytau region and Almaty, with planned completion dates in 2026.Additionally, in August 2024, regular auctions with a total capacity of 700 MW were held in Kazakhstan, following which four winners were determined for the right to sell combined-cycle gas installations in Zhambyl, Aktobe and Atyrau regions. Currently, the implementation of projects has begun, the completion dates of which are scheduled for 2028.The expected volume of investments by 2029 will amount to more than 8 trillion tenge.Within the framework of the intergovernmental agreement (IPU), large-scale projects with a capacity of 2 GW are being worked out with the participation of strategic investors.For example, within the framework of the signed intergovernmental agreement with Qatar, it is planned to build a combined cycle gas plant (CCGT) with a capacity of 1100 MW in the Kyzylorda region, with a completion date in 2029.Another intergovernmental agreement – with Russia – is aimed at the construction of new thermal power plants (CHP) based on coal generation in the cities of Kokshetau, Semey and Ust-Kamenogorsk (CHP Kokshetau — 240 MW, Semey — 360 MW, Ust-Kamenogorsk — 360 MW), the planned dates of commissioning 2028-2030 These projects will be implemented using "clean" coal technologies, they are aimed at replacing the existing coal fleet in the northern regions of Kazakhstan, which are characterized by a long heating period and lack of gas transportation infrastructure.Preparation and passage of the heating season.Major repairs of 10 power units, 55 boilers and 45 turbines are planned at the country's electric power plants in 2024. Repairs have been completed on 9 power units, 53 boilers, and 39 turbines. In the final stages, repair work is underway on 1 power unit, 2 boilers and 6 turbines.20.7 km of power transmission lines, 422 substations and 4 thousand transformer substations have been repaired on the electric networks of the RECs.The heating supply networks have been fully repaired and reconstructed 542 km planned for the current year.Thanks to the timely work carried out, it was possible to start the heating period in an organized manner and carry it out without major technological disruptions.The development of the national electric grid of Kazakhstan continuesIn November 2023, the project "Strengthening the electric grid of the Western zone of the UES of Kazakhstan" was successfully implemented, within the framework of which a 220 kV transmission line (transmission line) with a length of 780 km along the route "West Kazakhstan Power Plant - Atyrau – Mangystau" was built. This step is aimed at increasing the capacity and reliability of power supply.As a next step, by the end of 2028, a project will be implemented to combine the electric networks of the Western Zone with a Single electric power system, for which a 500 kV transmission line with a length of 604 km will be built connecting Aktobe and Atyrau regions. This will ensure the use of maneuverable gas energy sources in the Western Zone to compensate for power and capacity imbalances in the Northern and Southern Zones.Design and estimate documentation is currently being developed, construction and installation work will begin in 2025.Improving the reliability of energy supply to consumers in the southern regions and reducing the risks of emergency disruptions associated with the operating modes of the energy systems of the Central Asian countries requires strengthening the electric networks of the Southern zone (Shu-Zhambyl-Shymkent). At the moment, KEGOC JSC has started the implementation of this project, the 1st stage of which will be completed in 2027, within the framework of which a 500 kV overhead line with a length of 475 km along the Shu-Zhambyl-Shymkent route will be built. At the moment, the PSD is being developed.In order to further strengthen the connection between the Northern and Southern regions of the country, as well as increase the transit potential, it is planned to build North-South direct current lines with a voltage of +/- 500 kV. The capacity will increase by 2,000 MW.The feasibility of building a direct current line connecting the western and southern zones of the country, which will allow looping the entire Unified Electric Power System of Kazakhstan, is being studied.The implementation of these projects will ensure stable and reliable electricity supply, as well as contribute to the development of Kazakhstan's energy infrastructure, ensuring long-term energy security.Nuclear power plantsIn the context of the implementation of plans to create nuclear generation and the task of achieving carbon neutrality by 2060, a republican referendum was held on October 6, 2024, at which the majority of citizens supported the idea of building a nuclear power plant. Currently, the construction of a nuclear power plant from 2 to 2.8 GW in the Zhambyl district of the Almaty region near the village of Ulken is being considered, negotiations are underway with potential suppliers of nuclear technology, an intergovernmental commission has been established that considers proposals from all vendors on a competitive basis.The introduction of renewable, alternative energy sources and gas generation will significantly reduce the share of coal generation in the volume of electricity consumption. Thus, by 2035, it is planned to achieve a carbon offset of 44 million tons of CO2 per year.Energy sources are operating normally, the heating season is stable.
