Kazakhstan and Switzerland: opportunities for cooperation in the field of white hydrogen exploration 22.11.2024
In Astana, Minister of Industry and Construction of the Republic of Kazakhstan Kanat Sharlapayev met with representatives of the Swiss company TERRA-A AG. The parties discussed the possibilities of using innovative technologies to search for underground resources in Kazakhstan.TERRA-A AG specializes in remote exploration of the subsurface using electromagnetic exploration and satellite imagery. Their technologies are used to detect sources of fresh water, precious metals like gold and diamonds, rare materials like lithium and copper, as well as to assess the environmental situation and monitor climate change.During the meeting, the participants expressed their willingness to work together on the search for white hydrogen. This type of hydrogen occurs naturally as a gas that can be found in underground deposits. Unlike synthetic hydrogen, which is produced through chemical processes, white hydrogen is extracted from natural sources, making it a potential environmentally friendly energy source in the future.Next, TERRA-A AG presented its platform for geophysical spectral analysis, which allows exploring underground resources. During the discussion, the prospects of using these technologies to search for new energy sources were also considered. The Minister expressed interest in using advanced technologies for effective prospecting and exploration of mineral resources and stressed the importance of research in the field of hydrogen energy, which can become an important element in ensuring Kazakhstan's energy security in the future.Source : https://www.gov.kz/memleket/entities/mps/press/news/details/887566
The state ensures transparency of auctions for the right of subsurface use 22.11.2024
The Ministry of Industry and Construction of the Republic of Kazakhstan previously published an announcement on holding an electronic auction for 26 deposits. They contain reserves of such solid minerals as gold, silver, lead, zinc, etc.Recall that applications for participation in the auction will be accepted until January 15, 2025 through the EPN "minerals.e-qazyna.kz ".The electronic auction will be held on January 29, 2025 on the web portal of the state Property register e-qazyna.kz .The availability of information in the field of subsoil use is regulated by Article 7 of the Code of the Republic of Kazakhstan "On Subsoil and Subsoil Use", according to which the state provides open access to information about auctions for granting the right to subsoil use, their conditions and results. As a result, after the auctions, minutes of the auction results for each deposit are published on the official website of the Ministry on an ongoing basis, which contain the names of the winning companies, as well as the final amounts of subscription bonuses. Moreover, in the case of auctioning deposits with rare earth metals, additional obligations are put up to potential investors in the form of processing and production of metallurgical products at their own facilities or the construction of a plant on the territory of Kazakhstan. These additional obligations are a guarantee for the processing of rare earth metals in the country, and not just the extraction and export of ore abroad. It should be noted that in case of non-payment of the final amount of the subscription bonus by the auction winner, priority goes to the next participant.According to Tax legislation, non-payment of the final amount of the subscription bonus does not release the winner from payment obligations, moreover, the deposited guarantee obligation is also not returned to the winner who has not fulfilled his obligations and these amounts are collected into state revenue. In Kazakhstan, a legal framework is being created to identify bona fide land users 22.11.2024
At a meeting of the Land Resources Commission chaired by Deputy Prime Minister Serik Zhumangarin, the Government considered a number of issues related to the seizure of land plots from farmers. The main issue is the creation of a legal framework for identifying bona fide and unscrupulous land users, which will enable authorized bodies to act within the legal framework when making these decisions. To do this, a working group chaired by the Vice Minister of Agriculture, which includes deputy akims of the regions, representatives of the Prosecutor General's Office, Judicial Administration, Anti-Corruption Agency, Ministry of National Economy and NCE "Atameken", has developed a proposal to create special commissions in the regions. They will deal with the issue of the continuation of land use rights based on a number of criteria. These include the use of land in accordance with its intended purpose, payment of taxes, attraction of investments, development of rural areas and others. In order to comply with all legal procedures, amendments are being made to the regulation of the Ministry of Agriculture in terms of giving the state agency competence to develop and approve a model provision and an algorithm for the actions of this special regional commission. After that, the Ministry of Agriculture will develop a regulation and an algorithm of actions of the regional commission to resolve the issue of continuing land use rights for existing agricultural producers. The meeting also considered the issue of owners of agricultural land in the Karaganda and Pavlodar regions, who had duplication in ownership due to the imposition of borders. Following the discussion, Serik Zhumangarin instructed to carefully study all archival documents and cartographic data to clarify the true boundaries of the disputed lands and resolve the issue that arose. Recall that since the beginning of 2024, more than 2 million hectares of agricultural land have been returned to state ownership. The Ministry of Agriculture's Land Management Committee conducted about 1,750 unscheduled inspections of land users on a total area of 2.8 million hectares. According to their results, 1,342 prescriptions were made to eliminate violations of land legislation on an area of 2.2 million hectares.According to the regulations issued earlier this year, the development of agricultural land on an area of 311.3 thousand hectares has begun. Legal proceedings are underway for the compulsory seizure of 200.4 thousand hectares of agricultural land. In addition, within the framework of state control over the use and protection of land, in particular, over the legality of decisions taken by local executive bodies in the field of land legislation of Kazakhstan, 875 illegal decisions of akimats on the provision of agricultural land plots with an area of 368.5 thousand hectares were revealed. Of these, 84 decisions were canceled. All inspections were carried out on the basis of appeals from citizens and representations from the prosecutor's office. The main nature of the violations is the provision of land outside of tenders, violations of the procedure for holding tenders for the provision of agricultural land, the provision of common pasture lands for separate land use, and others.Source : https://www.gov.kz/memleket/entities/moa/press/news/details/887816
Central Asia joins forces to combat drought: COP29 panel session 22.11.2024
Within the framework of the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29), a round table was held in Baku, organized by the Bureau of Relations and Partnerships of the Food and Agriculture Organization of the United Nations (FAO) in the Republic of Kazakhstan and the Ministry of Agriculture of the Republic of Kazakhstan. The theme of the round table was "Combating drought in water-scarce Central Asia to ensure the crucial role of agriculture in achieving a sustainable future in the region."Climate change is increasing the negative impact on the agricultural sector in Central Asia, which is facing water shortages and increasing droughts. According to FAO, drought has already become one of the key causes of losses in agriculture, threatening industries such as irrigated agriculture, animal husbandry and energy. The panel session was devoted to the discussion of adaptive strategies to increase drought resistance. Representatives of Central Asian ministries and international organizations shared their experience in using sustainable agricultural practices that help reduce the risks associated with climate disasters. Among the topics discussed are examples of adaptation, the application of local knowledge and scientific research aimed at supporting farmers and creating sustainable agroecosystems."Climate change threatens the main agricultural sectors of Kazakhstan, especially wheat cultivation, the yield of which may decrease by up to 50% by the 2050s. Drought has serious socio-economic consequences, so today's discussion will help to find effective solutions to these problems," said Vice Minister of Agriculture of the Republic of Kazakhstan Yermek Kenzhehanuly."The increase in the frequency and intensity of droughts in the region reduces the efficiency of water use, vegetation productivity and carbon absorption potential. FAO continues to support research and strengthen cooperation to improve drought resilience in Central Asia," said Jeremy Schlikenrieder, FAO Natural Resources Expert. This panel session highlights the importance of joint action to address the drought problem in Central Asia. Developing effective strategies and sharing best practices will help the region adapt to climate challenges and preserve the key role of agriculture for sustainable development.Source : https://www.gov.kz/memleket/entities/moa/press/news/details/887835
