The draft of the new Water Code also provides for measures to counter droughts, including monitoring of precipitation and soil moisture, collection and storage of flood waters for dry periods, the introduction of water-saving technologies and adaptation of agriculture through the use of drought-resistant crops. "The document clearly delineates the powers of state bodies in the issue of countering floods and droughts.
