The Minister of Finance of the Republic of Kazakhstan, Madi Takiyev, presented the draft law "On the Republican budget for 2025-2027" in the Senate of the Parliament of Kazakhstan. Additionally, expenses are provided for the provision of clean drinking water, the development of gas supply systems, heat and electricity, transport infrastructure, ICI, regional development, as well as the implementation of the Auyl - el Besigi project. The budget remains socially oriented. It is planned to allocate 9.8 trillion tenge to the social sphere in 2025, with an increase of 871 billion tenge by the current year. The share of total expenditures in 2025 will amount to 38%," Minister of Finance of the Republic of Kazakhstan Madi Takiev stressed.Thus, expenses in the amount of 6 trillion tenge are provided for social security and social assistance to citizens, taking into account the indexation of social benefits and an increase in the number of recipients of payments.In 2025, the cost of education will exceed 1 trillion tenge.Healthcare expenditures for 2025-2027 will amount to 7.6 trillion tenge, of which in 2025 – 2.5 trillion tenge with an increase of 188 billion tenge compared to the current year. The CSHI provides 675 billion tenge, of which 668 billion tenge is allocated to pay state contributions.The expenses of the republican budget for the development of tourism and sports in 2025 are planned in the amount of 141 billion tenge, for culture and information – 165 billion tenge.Next year 7.5 trillion tenge will be allocated to support the regions at the expense of the republican budget.It is planned to allocate 568 billion tenge for the development of the transport industry in 2025.139 billion tenge is provided for effective water resources management with an increase of 53 billion tenge or 61% compared to the current year.The expenses of law enforcement agencies in 2025 will amount to 2.7 trillion tenge. Thus, measures to ensure the defense and security of the state, the protection of law and order and the maintenance of internal stability will be implemented in full."The Senate adopted a set of amendments providing for additional funds in many key areas. A large amount of funds is provided for the social sphere, the uniform development of regions and business promotion. So, next year 2.1 trillion tenge is allocated to support the real sector of the economy. Of these, in accordance with the instructions of the Head of State, the development of the agro-industrial complex has been strengthened. In addition, social payments for disability and loss of breadwinner in the amount of about 66.5 billion tenge were made from the State Social Insurance Fund (hereinafter referred to as the GFSS).As of November 1, 2024, the number of recipients of GSP for disability is about 542.2 thousand people, in case of loss of breadwinner – about 177.9 thousand people.The amount of state social benefits for disability depends on the group and cause of disability, as well as on the amount of the subsistence minimum established by the law "On the Republican Budget" for the corresponding financial year.The amount of state social benefits in case of loss of a breadwinner depends on the number of dependents of the deceased (deceased) breadwinner, the cause of death and the amount of the subsistence minimum.In addition, participants in the compulsory social insurance system receive social payments from the State Social Insurance Fund in the event of social risks. So, as of November 1, 2024, 99.9 thousand people received social benefits for disability, and about 66.3 thousand families received social benefits for loss of breadwinner. The amounts of payments are individual and depend on: the average monthly income from which social contributions were made to the State Social Insurance Fund over the past 2 years, disability rates, the number of dependents, length of service in the compulsory social insurance system and income replacement. These payments are made in addition to similar benefits paid from the republican budget.Since January 1, 2024, the amount of state social benefits for disability and loss of breadwinner has been increased by 7% due to an increase in the subsistence level. In order to ensure the rights of persons with disabilities and create an accessible environment for them, 1248 social infrastructure facilities have been fully adapted in the Kyzylorda region.Currently, the National Plan to Ensure the Rights and Improve the Quality of Life of Persons with Disabilities in the Republic of Kazakhstan until 2025, the Roadmap of the Amanat Party for 2023-2027, as well as the Halykpen Birge project initiated on behalf of the Head of State are being implemented.According to the Roadmap of the Amanat party, it is planned to adapt more than 35 thousand objects included in the Interactive Accessibility Map (hereinafter referred to as the Map). 20% of the facilities are adapted annually:- in 2023 – 20%;- in 2024-40%;- in 2025 – 60%;- in 2026 – 80%;- in 2027 – 100%.To date, 20,849 facilities have been adapted across the country. It was planned to adapt 948 facilities in the Kyzylorda region in 2024, but the region exceeded the plan: accessibility was provided for 1248 facilities. Separately, I would like to note that the owners of existing facilities are also making changes to make them accessible. We also make suggestions to entrepreneurs. For example, a lifting device has been installed in the branch of Otbasy Bank JSC, which allows me to move around without assistance. The community service centers that I frequent have guide strips, signs, and staff to help. The territorial divisions of the Ministry of Emergency Situations are actively working to improve fire safety in the residential sector. In Zhambyl region, special attention is paid to socially vulnerable segments of the population, where 3,957 families belonging to this category live.Two months of fire safety were organized during the year. As part of preventive measures, rescuers visited 12,586 residential buildings, instructed 27,689 people to comply with fire safety rules during the heating season, and also held 293 meetings with the participation of 3,516 residents of the region.Since June 1, 2024, 1,722 sensors have been installed in the homes of socially vulnerable families.In the period from November 6 to November 14, in Sarysu, Talas and Zhualy districts, together with local executive bodies, work was carried out to install carbon monoxide sensors and clean heating stoves.
