The emergency services of the capital are preparing for the winter period 22.11.2024
Republican command and staff exercises of emergency response services for winter emergencies took place in the capital. The special services staff also showed their skills.As part of the staff training, the city operational headquarters was deployed, which included the civil protection services of the city to work out the introductory and decisions of the republican headquarters.According to the tactical plan, the forces and means of the urban subsystem of the state civil protection system of the capital carried out emergency recovery work, where there was a leak of hot water in the section of the underground heating main, as well as restoration work of an accident at an electrical substation with a fire and closure of underground wires, firefighters worked to eliminate this fire.Further, emergency rescue operations were carried out from the Astana-Kokshetau passenger bus. Medical workers provided first aid to passengers who became ill due to hypothermia. Later, rescuers rushed to help carry out search and rescue operations for the driver and one of the passengers, who went out to seek help and got lost in a snow drift. To search for missing citizens, a cynological calculation of the operational rescue squad was involved."All practical actions were worked out according to the plan of the RCSHU. These exercises showed how the services will practice their actions during a real emergency. The exercises took place almost in real conditions. World Children's Day brought together children's ombudsmen to discuss key issues of child safety 22.11.2024
Today, a meeting was held with children's ombudsmen on the topical topic "Balalardyn kauipsizdigin kamtamasyz etudegi zamanaui son-katerler". This event is dedicated to the 30th anniversary of Kazakhstan's ratification of the UN Convention on the Rights of the Child and World Children's Day. It was attended by more than 50 children's representatives, as well as regional commissioners for children's rights. The organizers of this event are the Ministry of Education of the Republic of Kazakhstan, the Commissioner for Children's Rights of the Republic of Kazakhstan and the United Nations Children's Fund UNICEF.The event consisted of three thematic blocks where children could express opinions on key issues and propose solutions to problems. Topics of discussion included the rights of the child, protection in the digital world and the environmental footprint.The First Vice-Minister of Education of the Republic of Kazakhstan Natalia Zhumadildaeva made a welcoming speech. The Minister of Education met with teaching staff, heads and representatives of private school associations at the site of the First Republican Conference of Private Secondary Education Organizations.Addressing the participants of the conference, Gani Beisembayev noted that the state actively supports the development of educational organizations, regardless of their forms of ownership. For example, this year alone, 161 billion tenge has been allocated from the budget to private schools with more than 250 thousand children."Another important step will be a new bill initiated by the Government in the Mazhilis on providing social assistance to children from socially vulnerable families studying in private schools as part of a state educational order. Children from private schools will also be able to receive assistance for the purchase of necessary school supplies at the expense of the Universal Education fund and will be provided with free hot meals. This highlights the government's support for the private sector. The main task of educational organizations, regardless of their forms of ownership, is the formation of high—quality human capital of the country. Every child should receive a high—quality education and develop in safe and comfortable conditions," the minister said.Today, there are more than 8 thousand schools in the country with a contingent of 3.9 million children. 58 schools were fined for lack of a license for educational activities 22.11.2024
Violations were identified by the Committee for Quality Assurance in the Field of Education and its territorial departments during the monitoring of educational organizations.As the audit showed since the beginning of 2024, 58 schools did not have a license for educational activities. To date, 17 of them have brought the requirements for educational activities into line. In relation to schools conducting unlicensed activities, court orders have been issued to award a fine under Article 463 of the Administrative Code of the Republic of Kazakhstan. They are mainly located in Astana and Almaty, Atyrau, Almaty, West Kazakhstan, Turkestan, Mangistau and Zhambyl regions."All schools, according to the Law of the Republic of Kazakhstan "On Education", must obtain a permit before starting educational activities. The lack of a license means that the school has not passed the compliance check or has not applied for a permit. The right to engage in educational activities arises for educational organizations from the moment they receive a license. If the school has not received a license within six months from the date of state registration, then it is subject to closure in court," Chairman of the committee Ernur Dauenov stressed.The main requirements for obtaining a license include the availability of an appropriate material and technical base, qualified teaching staff, compliance with sanitary, epidemiological and fire safety standards, as well as the organization of medical care for students. Non-compliance with these requirements is the basis for administrative punishment and, in case of repeated violations, for suspension of the activities of an educational institution.Recall that schools are under the jurisdiction of local executive bodies. On November 20, 2024 within the framework of the Prime Minister's order "On certain issues of holding meetings of heads of central executive bodies with the population" Vice-Minister of National Economy Bauyrzhan Omarbekov made a business trip to the city of Shymkent, where he held a meeting with the population of Kursai microdistrict.During the visit, the Vice-Minister familiarized with the activities of the Communal State Institution "Turan", as well as with the progress of construction of engineering infrastructure systems of the Kursai microdistrict, which is implemented within the framework of the outskirts of large cities infrastructure development program.At the meeting with the population they discussed topical issues on providing residents with necessary infrastructure and raised concerns regarding social issues.In addition, during the business trip a meeting on the development of local self-government was held with the participation of local representative and executive bodies of Shymkent. The meeting was held as part of the implementation of measures provided by the Concept of Local Self-Government Development in the Republic of Kazakhstan until 2025.The participants proposed approaches to decentralize public administration in large cities of Kazakhstan based on international experience. Премьер-министр Олжас Бектенов и члены Правительства приняли участие в пленарном заседании Сената Парламента РК.Законопроекты о республиканском бюджете и о гарантированном трансферте из Национального фонда на 2025-2027 годы депутатам представили заместитель Премьер-министра – министр национальной экономики Нурлан Байбазаров и министр финансов Мади Такиев. В ходе заседания сенаторами был рассмотрен и одобрен Закон «О гарантированном трансферте из Национального фонда Республики Казахстан на 2025 – 2027 годы». В соответствии с нормами документа размер гарантированного трансферта из Национального фонда в республиканский бюджет для обеспечения расходов по выполнению государственных обязательств составляет по 2 трлн тенге на 2025, 2026 и 2027 годы. Принятие закона позволит обеспечить сбалансированность бюджета и реализовать стабилизационную функцию Национального фонда.Депутатами также рассмотрен Закон «О республиканском бюджете на 2025 – 2027 годы». Приоритетной задачей бюджета остается исполнение социальных обязательств государства и реализация поручений Президента страны. Так, параметры республиканского бюджета на предстоящие три года определены с учетом соблюдения бюджетных правил и концентрации бюджетных расходов на приоритетных направлениях социально-экономического развития. Первоочередными направлениями бюджетных расходов остаются выполнение в полном объеме государственных социальных обязательств, развитие человеческого капитала через усиление поддержки науки, образования, медицины. В частности, общий объем расходов республиканского бюджета планируется в сумме: 25 750 млрд тенге в 2025 году, 23 168 млрд тенге в 2026 году и 24 566 млрд тенге в 2027 году. Средства направляются на улучшение благосостояния граждан через выстраивание экономической модели с адаптацией к текущим реалиям, а также создание условий для обеспечения стабильности государственных финансов и повышения доходов населения.Концептуально сенаторы республиканский бюджет поддержали, но в ходе его рассмотрения инициировали внесение ряда изменений. В частности, депутаты предложили на следующий год дополнительно выделить 60 млрд тенге, в том числе на региональное развитие, решение проблем водоснабжения и водоотведения, реализацию программы «Ауыл – ел бесігі» и другие направления. Заместитель Премьер-Министра – министр национальной экономики Нурлан Байбазаров в кулуарах Сената Парламента ответил на вопросы журналистов касательно объема государственного долга.Вице-премьер рассказал, что Международныйвалютный фонд, Всемирный банк, международные рейтинговые агентства ежегодно оценивают уровень развития экономики, уровень финансовой устойчивости Казахстана и отмечают стабильно низкий размер государственного долга:«Последние изменения, которые произошли в международных кредитных рейтингах,свидетельствуют о фискальной, финансовой устойчивости нашей страны. У нас имеются значительные валютные резервы в виде Национального фонда, золотовалютных резервов, размер которых превысил уже больше 100 млрд долларов и это та финансовая подушка безопасности, которая позволяет нам активно привлекать инвестиции.Мы приняли Концепцию управления государственными финансами. В ней прописаны ограничения - госдолг, в целом, не должен превышать 32% от ВВП страны. Сейчас данный показатель составляет порядка 23%, то есть мы находимся на достаточно безопасном и комфортном уровне по объему государственного долга».Также Нуралан Байбазаров отметил, что этот долг нужно рассматривать как инвестиции, благодаря привлечению которых создаются активы, позволяющие развивать казахстанскую экономику:«Мы строим дороги, инвестируем в инфраструктуру, запускаем новые производства. On the eve of the key INC-5 negotiations (Busan, Korea) on the development of an international legal treaty on plastics, a side event "Plastic Product Design: Challenges and opportunities for sustainable development in the context of climate change" was held in the QAZAQSTAN pavilion at COP29. On November 20, 2024, a seminar on the topic "Formation of an anti-corruption culture: the role of a civil servant" was held at the Ministry of Justice of the Republic of Kazakhstan under the chairmanship of Chief of Staff S.A. Yerseitova.Zh.Zh. Zhylkyshieva, an officer for particularly important cases of the Anti-Corruption Agency's Prevention Service, acted as an invited speaker at the event. A large-scale championship in three types of wrestling took place in Taraz. The Karaganda region was represented by 29 athletes.10 girls from our region competed in women's wrestling. Three of them won medals.Guldana Bekesh was awarded gold in the 59 kg weight category. Two bronze medals were won by Zulfiya Yakhyarova and Elmira Syzdykova in the weight categories of 59 and 75 kg, respectively.11 athletes represented the region in Greco-Roman wrestling.
