Since January 1, 2025, Kazakhstan has introduced licensing of special social services (hereinafter – SSS) in the field of social protection of the population. This will create conditions for improving the quality of their provision and reducing the number of violations in this area. According to the results of a pre–licensing analysis conducted by the Committee for Regulation and Control in the Field of Social Protection (hereinafter referred to as the Committee), it was found that 72.3% of 1007 organizations providing SSU meet the requirements.The introduction of licensing is one of the stages of modernization of the system of providing special social services and is aimed at: improving the quality of services provided; guaranteeing the safety and protection of the rights of service recipients; establishing uniform standards for organizations providing SSAS."It has long been necessary to ensure the proper quality of the SSU, regardless of the form of ownership of the organizations providing these services. It is enough to recall the tragic case that occurred last year in one of the centers for the provision of special social services, where children with disabilities were poisoned, even with a fatal outcome. According to the results of the comprehensive audit, it was found that the rights of children with disabilities were grossly violated in the organization: household services were not provided in full; minimum standards for the issuance of bed linen, clothing and shoes were not observed; screening examinations were not carried out; nutrition standards were violated.For 11 months of this year, as a result of 167 inspections, 148 subjects were issued orders to eliminate the identified violations, 15 fines totaling 1.75 million tenge were imposed," Chairman of the Committee Tolegen Ospankulov said.He stressed that the quality of the SSU directly depends on two main factors: the level of professional qualifications of employees and the compliance of organizations providing services with established requirements."Today there are 12.7 thousand social workers in the republic in the field of social protection of the population. Of these, only 12% have specialized education and 88% have medical, pedagogical, economic, etc.To improve the quality of personnel, a professional standard has been developed this year, which sets requirements for social workers. From 10 to 12 December 2024, Astana hosts the International Atomic Energy Agency (IAEA) national seminar on introduction to management systems for a Nuclear Power Program. This seminar was organized by the Ministry of energy of the Republic of Kazakhstan together with "Kazakhstan nuclear power plants" LLP with the involvement of international experts in the field of nuclear energy as speakers.During the seminar, the main approaches to the creation and implementation of management systems for the safe and effective development of nuclear energy were presented. International experts shared their experience in implementing modern IAEA standards and noted the importance of integrating the principles of safety, quality and sustainability into the management process. Particular attention was paid to the formation of a safety culture based on the best World practices, taking into account Kazakhstan's plans for the construction of the country's first nuclear power plant and the transition to low-carbon energy.Kazakhstani specialists had a valuable opportunity to study the best international approaches and discuss their adaptation to national conditions. Corruption remains one of the most acute problems threatening the sustainable development of society. This phenomenon destroys the foundations of democracy, undermines citizens' trust in the state, slows down economic development and increases social inequality. Effective anti-corruption requires a systematic approach, consolidation of efforts of all sectors of society and the introduction of comprehensive preventive measures.Projects and programs aimed at the formation of an anti-corruption culture are being actively implemented in the Abai region. Special attention is paid to work with young people, which is the foundation of the future society. Thus, within the framework of the Sanaly Urpak forum, training programs are organized that educate the younger generation in a conscious rejection of corruption. Additionally, explanatory work is carried out among government officials, students and business representatives aimed at increasing legal literacy and awareness.Modern technologies have become an important tool in the fight against corruption. For example, digital platforms such as e-Otinish are being actively introduced in Kazakhstan, which ensure transparency and eliminate the need for personal interaction with government agencies. These initiatives are supported by the implementation of the "Listening State" policy aimed at strengthening trust between the government and citizens through open dialogue and accessibility of information.Public organizations and interagency cooperation play a key role in preventing corruption. An interdepartmental Anti-Corruption Commission has been established in the region, including representatives of government authorities, the non-governmental sector, the media and the public council. So, in September 2024, meetings of members of the Mobile Group with the population were held in the city of Kurchatov, as well as in Beskaragai, Ayagoz and Urzhar districts. The group included representatives of the Department of the Anti-Corruption Agency of the Republic of Kazakhstan in the Abai region, the regional Chamber of Entrepreneurs, the departments of police, education and health, as well as business representatives. As part of the events, citizens could receive consultations and ask questions directly.On October 18, 2024, an intellectual game was held among students, organized by the public association "Center for Independent Studies" with the support of the Department of Internal Policy of the Abai region. The forum was attended by teams from 9 universities of the country. The participants took an educational route from the city of Semey to the Memorial Complex "Abai Shakarim", where they performed tasks related to Abai's work and the basics of anti-corruption behavior. This year, the acreage in Borodulikha district reached 356,716 hectares, which is 400 hectares more than a year earlier. Over the past three years, the acreage has increased by 34 thousand hectares, of which 20.7 thousand hectares are spring sowing.Since the beginning of 2024, the volume of gross agricultural output has amounted to 44.6 billion tenge. The main contribution was provided by crop production — 32.1 billion tenge (65%), while livestock production brought 12.4 billion tenge (35%).A noticeable increase is also observed in the number of livestock.
