Kazakhstan continues to work on returning illegally withdrawn assets. 1) What work does UAPF do on unclaimed pension savings?UAPF constantly carries out information and explanatory work on the need for timely application for pension benefits by both beneficiaries and heirs of deceased contributors/beneficiaries.Every year, UAPF carries out a reconciliation with the State Corporation "Government for Citizens" on persons who have reached retirement age, who have pension savings at the expense of compulsory pension contributions, compulsory occupational pension contributions to UAPF and who have not applied to UAPF for their payment, for the presence of pension benefits by age and state basic pension benefit assigned at the expense of budgetary funds for these persons in the information system of the authorized body in the sphere of social protection of the population. 2) What further steps is UAPF taking to pay out unclaimed pension savings?Based on the results of the annual reconciliation, UAPF makes pension benefit payments to beneficiaries in a proactive format through the State Corporation. That is, pensioners receiving a pension from the state budget begin to receive payments from UAPF if they have pension savings. 3) Does UAPF keep records of unclaimed pension savings?As of 01.06.2025, the total amount of unclaimed pension savings of persons who have reached the generally established retirement age is about KZT37.3 bln in 264,695 individual pension savings accounts (IPSA), of which, according to information received by UAPF from the information systems of government agencies:- 148,335 people are deceased and their pension savings can be claimed by heirs;- 59,800 people have left for permanent residence outside of Kazakhstan;- 56,560 people have not yet applied to the State Corporation (Public Service Center at their place of residence) to apply for their old-age pensions. 4) What happens to unclaimed pension savings?Pension savings are subject to UAPF accounting, continue to be invested and are held in the IPSA of the contributors until demanded by the beneficiaries or their heirs (in the event of the contributor's death). Astana, 17 June 2025 – The 22nd meeting of the Kazakhstan – European Union Cooperation Committee in Political Configuration (CCPC) took place at the Ministry of Foreign Affairs of the Republic of Kazakhstan.The parties held in-depth discussions on the current state and prospects of bilateral relations, with a focus on the practical implementation of the Enhanced Partnership and Cooperation Agreement (EPCA) between Kazakhstan and the EU and its member states, as well as the outcomes of the EU – Central Asia Summit held in Samarkand on April 4, 2025.The meeting took place in a hybrid format with the participation of representatives from key ministries and agencies of Kazakhstan, the European External Action Service (EEAS), and the EU Delegation in Astana. Deputy Foreign Minister Roman Vassilenko led the Kazakh delegation, while Acting EEAS Managing Director for Europe and Central Asia Luc Devigne led the European.In his opening remarks, Deputy Minister Vassilenko emphasized the steady progress of the Kazakhstan – EU partnership: “Over the past year, the Enhanced Partnership and Cooperation Agreement between Kazakhstan and the European Union has clearly demonstrated its practical relevance. We are witnessing the expansion of dialogue and the growing cooperation at all levels. The EU is our largest trade and investment partner, and our bilateral trade reached a record-high of nearly 50 billion US dollars in 2024.”Particular attention during the meeting was paid to issues of trade, investment, transport connectivity, energy, climate, the rule of law, and visa liberalization.The Kazakh side highlighted the expectations of its citizens regarding the reduction of mobility barriers and stressed the importance of launching negotiations on visa facilitation and readmission agreements without delay. Astana reaffirmed its readiness to provide the necessary legal and technical frameworks for such talks.The parties also reviewed the implementation of agreements reached between President Kassym-Jomart Tokayev and the Presidents of the European Council and Commission on the margins of the EU – Central Asia Summit in Samarkand, including on sustainable trade, digitalization, and expanding educational exchanges.Both sides underscored the strategic importance of strengthening transport connectivity, in particular, through the further development of the Trans-Caspian International Transport Route (Middle Corridor). The need to transition to concrete steps in modernizing infrastructure along the route was noted, with the EU signaling its readiness to allocate 10 billion euros for this purpose.In this context, the sides positively assessed cooperation within the framework of the Global Gateway initiative, including the announcement by European Commission President Ursula von der Leyen last April regarding the allocation of a 12 billion euros investment package aimed at improving infrastructure, energy, and digital interconnectivity between Europe and Central Asia. Kazakhstan confirmed its commitment to active participation in relevant regional projects.The parties also emphasized the importance of signing, without a delay, the Agreement between the Government of the Republic of Kazakhstan and the European Union on Certain Aspects of Air Transport. This document is aimed at harmonizing regulatory frameworks, enhancing legal certainty, and strengthening links between Kazakh and European air carriers.Additionally, the sides highlighted the importance of promoting digital literacy, inclusive education, and academic mobility as foundations for sustainable long-term cooperation.On climate and the green agenda, the parties welcomed Kazakhstan’s implementation of its commitments under the Paris Agreement, its active involvement in the Global Methane Pledge, and the advancement of joint projects on renewable energy development and sustainable critical raw materials supply chains.In turn, Managing Director Devigne noted: “Over the past three decades, the European Union and Kazakhstan have grown closer, building a solid and mature partnership of choice based on mutual trust, respect, and solidarity. The partnership between the EU and Kazakhstan is a journey, not a destination. Astana, June 17, 2025 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu held a telephone conversation with Minister of Foreign Affairs of the Sultanate of Oman Sayyid Badr Albusaidi.The parties noted the steady development of bilateral relations in the political, trade and economic, transport and logistics, and investment spheres. Residents of a residential building submitted a complaint to the Altai District Maslikhat regarding a neighbor who fails to maintain his apartment in proper condition. 25.06.2025
In response, a commission was formed by the deputies, which included representatives from the housing inspection, the chief specialist of the city akimat’s office, the sanitary and epidemiological service, the district police officer, and the chairman of the Altai District Maslikhat.The commission conducted an inspection of the apartment and found it to be in unsatisfactory condition, posing a threat to the entire residential building. Instances of alcohol abuse by the apartment owner and unsanitary living conditions were also documented. Vice Prime Minister and Minister of National Economy Serik Zhumangarin spoke at the opening of the second meeting of the «Central Asia-China» Business Council on June 17.The Deputy Prime Minister of Kazakhstan noted that the Council has become an important platform for building sustainable economic ties between the countries of Central Asia and China. According to him, combining the potential of the region's states with the economic and technological capabilities of China opens the way to an unprecedented level of cooperation.- The focus is on the development of trade and economic ties. In 2024, the trade turnover between Central Asia and China reached $95 billion, of which almost half is accounted for by Kazakhstan, - Serik Zhumangarin said. - Trade between Kazakhstan and China has grown to a record $44 billion, while we intend to double the volume of mutual trade in the coming years.Among the key areas of cooperation is the active development of e–commerce. Kazakhstan already has positive experience in creating national pavilions on Alibaba's electronic trading platforms and JD.com. Kazakhstan also confirmed its readiness to cooperate in the implementation of the initiative of the President of the People's Republic of China to create a pilot zone of the Silk Road e-commerce.Central Asia is a key region for the development of rain—fed agriculture in the world. The scale of agricultural trade between Central Asia and China is increasing from year to year. The Vice Premier noted the wide opportunities for Chinese investors interested in setting up joint ventures for the production and processing of agricultural products, introducing innovative, water-saving technologies into the agricultural sector to improve production efficiency. The transit and logistics potential of Central Asia, which has always been a crossroads of the most important trade routes connecting East, West, North and South, opens up enormous opportunities for China.Today, over 80% of land cargo transportation from China to Europe passes through the territory of Kazakhstan. By the end of 2024, the volume of traffic along the Middle Corridor increased by 60% and reached 4,5 million tons. By 2030, it is planned to double the figure to 10 million tons, which will open up new horizons for regional trade and transit.«Central Asia is a crossroads of key trade routes, and we invite Chinese partners to jointly implement new infrastructure projects», - the Deputy Prime Minister stressed.Serik Zhumangarin proposed to make holding meetings of the Business Council an annual tradition and called on the business communities of the two sides to actively use the opportunities that open up.For reference:The Central Asia–China Business Council was established in May 2023 as part of the first Central Asia–China Summit, held in Xi'an, China.
