Systematic work continues in the Mangystau region to ensure the country's energy security and comply with time restrictions on the export of petroleum products. Employees of the Tazhen customs post of the Department of State Revenue for the Mangystau region demonstrate high vigilance, identifying attempts to illegally export diesel fuel that could damage the domestic market.According to the order of the Ministry of Energy of the Republic of Kazakhstan dated April 30, 2026 No. 175-N/K, from May 21 to November 21, 2026, a ban was imposed on the export by road of gasoline, diesel fuel and certain types of petroleum products from the territory of Kazakhstan, including to the member states of the Eurasian Economic Union. This temporary but fundamentally important measure is aimed at stabilizing the domestic market and preventing fuel shortages.Despite the ban, some drivers of international flights are trying to circumvent it by installing additional fuel tanks on trucks that are not provided for by the factory design. It is precisely such violations that are regularly detected and suppressed by inspectors of the Tazhen customs post.The results of the workThe Beineu District Court of Mangystau region considered a series of administrative cases under article 545 of the Code of Administrative Offences of the Republic of Kazakhstan. In all cases, the violators were international drivers, mostly Uzbek citizens, who tried to export diesel fuel through the Tazhen customs post.Here are some examples:- the driver of the B.U.M. (DAF car) was found to have an additional 180-liter tank completely filled with diesel fuel;- 95 liters of diesel were seized from an unofficial tank at P.A.S.;- H.F.Ya. (Isuzu car) — 120 liters;- E.F.T. has 500 liters;- R.A.Y. has 70 liters.;- A.N. has 500 liters.In all cases, the court found the drivers guilty, confiscated fuel for state revenue, and fined each person 64875 tenge (15 monthly calculation indices). The court took into account the guilty plea and remorse of the violators, but left the sanction in full, provided by law.Customs officers carry out not only a formal document check, but also a thorough inspection of vehicles, identifying artisanal additional containers that drivers often fill at the gas station for subsequent export. Why is this important?Every liter of illegally exported diesel fuel poses risks to the domestic market. Under time constraints, the work of customs officers directly protects the interests of citizens and businesses in Kazakhstan. Their vigilance is a real contribution to the stability of the region's fuel supply.The Department of State Revenue for the Mangystau region emphasizes that compliance with the ban is the responsibility of all participants in international transportation. The Agency for Protection and Development of Competition of the Republic of Kazakhstan has completed an analysis of the state of competition in the road petroleum bitumen market for 2024–2025. One of the key objectives of the analysis was to assess the extent of state participation in the market and the possibility of further reducing it, including through the transfer of certain assets into a competitive environment by means of privatization, without reducing the road sector’s supply of bitumen.State participation in the market is represented primarily by the group of companies of JSC “NC “KazMunayGas”, as well as by the participation of JSC “Karazhanbasmunay” in the production and distribution chain of products manufactured by LLP “JV “Caspi Bitum”.A significant role of the state is also evident in production. In 2025, LLP “Pavlodar Petrochemical Plant” and LLP “JV “Caspi Bitum” jointly accounted for approximately 70% of road bitumen production. Taking this structure into account, the Agency assessed opportunities for gradual denationalization, with a mandatory assessment of the impact of such decisions on competition and the stability of supplies to the domestic market.The analysis also focused on previously identified restrictions. Following the analysis for 2022–2023, the Agency noted the absence, at the legislative level, of a mechanism for administering the allocation of road bitumen volumes and transparent criteria for selecting market participants, which affected the control over the targeted use of bitumen.In 2026, this gap was addressed. At the legislative level, the authorized body responsible for roads was granted powers, jointly with the national operator, to determine the demand for road bitumen, approve rules for the formation and allocation of volumes, and directly carry out such allocation. The amendments will enter into force in September 2026.Thus, the mechanism for allocating road bitumen volumes has received a direct legal basis. Further attention in this area should focus on establishing clear and transparent conditions for the allocation of bitumen, ensuring equal access for all market participants, and monitoring the targeted use of allocated bitumen volumes.At the same time, the issue of monitoring mandatory sales of bitumen through commodity exchanges remains unresolved. Since 2021, the minimum share of petroleum bitumen subject to sale through commodity exchanges has been set at 10% of the total annual volume planned for supply to the domestic market. In practice, only some of the obligated entities conduct exchange-based sales. During the period under review, two producers did not sell bitumen through commodity exchanges.In the Agency’s view, increasing the share of exchange-based trading not only ensures market-based pricing and equal access to the resource, but also reduces the risks of shadow turnover. In this regard, ensuring effective exchange-based monitoring of compliance with the mandatory sales share by all market participants remains a key outstanding task. According to preliminary data from the BNS, in January-July 2026, GDP growth consolidated and amounted to 4.1%, which is at the level of the first half of the year.The positive dynamics, expressed in the sustainability of growth, was achieved despite an 8.9% decrease in oil production (53.2 million tons) and the volatility of global markets.Economic growth was supported by the non-resource sector, which, according to the Ministry of National Economy, grew by 5.4% in the first seven months of this year.The key segment of the economy, manufacturing, showed a high growth rate of 9.0%. At the same time, mechanical engineering (22%), food production (13.9%), chemical industry (26.9%), pharmaceuticals (38.5%), building materials (9.4%), and finished metal products (35%) became the leaders in terms of processing growth. Significant growth was also achieved in construction (15.3%), transport and warehousing (7.4%), trade (5.9%), agriculture (5%), communications (4.3%).It is worth noting that in previous years, the growth rate of the economy strongly depended on the dynamics of the commodity sector — the slowdown in oil production held back GDP growth, and the acceleration, respectively, gave a strong impetus to growth. This procedure is executed in accordance with Article 109 of the Tax Code of the Republic of Kazakhstan and is aimed at maintaining the actualization of the state register of taxpayers.The procedure for the compulsory liquidation of taxpayers is governed by Chapter 7 of the Rules for Tax Registration of Taxpayers, approved by Order No. 640 of the Minister of Finance of the Republic of Kazakhstan dated October 28, 2025.Legal entities and individual entrepreneurs that have ceased operations for an extended period and concurrently meet the statutory criteria established by law are subject to compulsory liquidation.Accordingly, a taxpayer listed in the register of inactive taxpayers that simultaneously meets the following conditions throughout the statutory limitation period shall be subject to the compulsory termination of activity, if they:1) did not submit tax reports independently;2) did not perform export-import operations;3) have not made payments and/or money transfers to bank accounts;4) were not registered as a value-added tax payer;5) are not the head and (or) founder of another legal entity, a participant in a joint venture;6) did not suspend the submission of tax reports;7) are not subject to property taxes, vehicles, or land taxes, except for objects subject to the specified taxes on individuals.;8) have no arrears on social payments;9) have no arrears in taxes and payments to the budget, customs payments and taxes in the amount of more than 6 times the monthly calculation index effective on January 1 of the relevant financial year.The taxpayer is not subject to compulsory termination of activity, if they:1) are subject to tax monitoring;2) carrying out activities in accordance with the subsurface use contract;3) have an unfulfilled or executed notification by submitting an explanation on the elimination of violations based on the results of cameral control, tax audits, if there are such violations.;4) measures (arrests, restrictions) have been applied in respect of them by bailiffs and (or) other authorized bodies;5) are or were a party to a currency agreement on export or import, under which the procedures of currency control for the purposes of repatriation of national and (or) foreign currency have not been completed.;6) made payments and/or money transfers to bank accounts during the limitation period.The procedure is executed in stages. An initial list of taxpayers is compiled by March 1, and it is published in the mass media by April 1. Then the state revenue authorities send inquiries to authorized/state bodies and banks, accept applications from creditors, after which the final list is approved by July 1. Statements of claim for compulsory liquidation are sent to the court no later than September 1.It is important to emphasize that the compulsory termination of activities is executed only on the basis of a court decision that has entered into legal force. If, prior to the conclusion of the liquidation procedure, the taxpayer resumes business operations, resumes filing tax returns, conducts banking transactions, or settles outstanding tax liabilities, they may be removed from the list of entities subject to compulsory liquidation.Taxpayers can verify whether a legal entity or an individual entrepreneur is included in the register of inactive entities subject to liquidation on the official website of the State Revenue Committee at www.kgd.gov.kz. Budapest, 10 August 2026 – The Embassy of Kazakhstan in Hungary organized a flower-laying ceremony in Budapest at the monument to the great Kazakh poet, thinker and educator Abai Qunanbaiuly, dedicated to Abai Day.The event took place at the bust of Abai, located in Városliget City Park on Astana Street. This place annually brings together Kazakhstanis to honour the poet’s memory and pay tribute to his rich spiritual legacy.The ceremony was attended by representatives of the Embassy of Kazakhstan in Hungary, Kazakh students and members of the diaspora. From 10th to 22nd August, 2025, the second phase of the joint program implemented by the Korea International Cooperation Agency (KOICA) in cooperation with the Kazakhstan Agency of International Development "KazAID" titled "Capacity Building for Digital Transformation and Cooperation in Central Asia" is taking place at the KOICA International Cooperation Center in Seongnam, South Korea.The event is attended by 14 representatives from various ministries of Kyrgyzstan, Tajikistan, Uzbekistan, Turkmenistan, and Kazakhstan.From the Korean side, experts in public administration and digital transformation - professors from Korea University and Yonsei University - serve as program speakers to share Korean experience and knowledge in this field. Budapest, 7 August 2026 – The Almaty Youth Jazz Band, led by renowned musician Tagir Zaripov, visited Hungary to present Kazakhstan’s young musical talent to Hungarian audiences.On 5 August, the ensemble performed at Budapest Jazz Club, followed by a performance on 6 August at Jazzpiknik in Paloznak, one of Hungary’s prominent summer music festivals.The Almaty Youth Jazz Band is the only children’s jazz ensemble in Kazakhstan and Central Asia. For more than three decades, Tagir Zaripov has been mentoring young musicians and introducing new generations to the world of jazz. The ensemble has performed on international stages, including the legendary Apollo Theater in New York.During its performances in Hungary, the ensemble presented songs by Abai Qunanbaiuly in jazz arrangements, original compositions by the musicians, and classics of world jazz. Understanding Abai is not only the study of the life and work of one individual, but also a spiritual path leading to self-discovery, weighing one's thoughts, and realizing one's responsibility to the people.As part of this spiritual continuity, the team led by the Head of the Department of Internal State Audit for the city of Astana, Orazbai Murat Askarovich, held an educational event dedicated to "Abai Day" on August 10 at the Mukhtar Auezov Central City Library.The honored guest who graced the meeting was Almakhan Mukhametkalikyzy, an Abai scholar, member of the Writers' Union of Kazakhstan, poetess, and writer.She focused on little-known aspects of Abai's life and work, presenting information and historical events rarely found in literary works.
