Tokayev Outlines Foreign Policy, Reform Agenda for 2026 14.01.2026
In an interview with the national newspaper Turkistan, Kazakh President Kassym-Jomart Tokayev summed up the results of 2025 for Kazakhstan's foreign policy and outlined priorities for 2026. According to him, in the second half of 2025, Kazakhstan’s foreign policy gained particular momentum, marked by President Kassym-Jomart Tokayev’s intensive schedule of high-level international engagements across Asia, Europe, the Middle East, and the United States. Tokayev said the pace and geography of these contacts reflect Kazakhstan’s growing international standing and demand as a responsible actor in global affairs.“I have no desire whatsoever to act as a mediator in international disputes, nor do I have any aspiration to return to work at the UN, despite approaches from several countries. However, I do take part in closed consultations and discussions, especially since heads of a number of states are interested in my opinion. I do not need media coverage of this important work, I am far from populism. It seems that for participants in behind-the-scenes consultations, this point is also important,” President Tokayev said.Tokayev stressed that Kazakhstan’s geographic position obliges the country to pursue a balanced, independent, and principled foreign policy, including active participation in shaping global discussions.Transit and logistics as a strategic priorityTokayev described transit and logistics as a cornerstone of Kazakhstan’s long-term strategy, emphasizing the country’s unique position at the crossroads of major continental routes.“For our country, strengthening its transit and logistics potential is a task of strategic importance. Despite having no direct access to the sea, Kazakhstan is located at the center of the Eurasian continent at the intersection of most transit corridors. This is a major advantage that we must skillfully use for the benefit of the country,” he said.According to him, Kazakhstan aims to transform itself into a major transport hub of Eurasia, supported by large-scale rail and road infrastructure projects, including new railway lines and the Center–West highway, which will significantly shorten travel distances between regions.Kazakhstan has also developed a transport system that extends beyond its borders, forming a network of cargo terminals stretching from the Yellow Sea to the Black Sea. Tokayev also emphasized that 12 international transport corridors pass through the country, handling the majority of land freight between China and Europe.“Of course, all this does not mean that we can count on easy revenues. Competition in this sector is intensifying, since transport and logistics have become an integral part of geopolitics,” he said.Tokayev highlighted that Kazakhstan remains actively engaged in developing the Belt and Road Initiative, the North–South corridor, and the Trans-Caspian International Transport Route, while welcoming China’s participation in the Middle Corridor.Political continuity and reformsTokayev rejected claims that parliamentary reform is designed to elevate the speaker’s role for personal political purposes, calling such assertions unfounded.“The discussion of all reforms most important for the country is put to a nationwide referendum. There are no hidden meanings here. My position is well known – political reforms will continue. Some long-term plans, as always, will be announced soon,” he said.Looking forward, Tokayev described the coming year as decisive, with major political developments expected to shape Kazakhstan’s trajectory for decades. He confirmed that a constitutional reform referendum has already been announced and that work is underway on extensive amendments on a scale comparable to adopting a new constitution.Reflecting on Kazakhstan’s 35 years of independence, Tokayev said the country has overcome skepticism and external doubts through sustained state-building and reform.“Reality has refuted those forecasts. Online submission of documents for admission to NIS is now available on eGov.kz portal and in eGov Mobile app 14.01.2026
Applications for participation in the competition for educational grants of Nazarbayev Intellectual Schools are accepted on the eGov.kz portal and via the eGov Mobile application. Applications for participation in the competition may be submitted by the parents or legal guardians of children who are studying in grade 6 at the time of application.For the first time, the submission of applications for admission and participation in the competitive selection for enrollment in NIS under an educational grant has been automated through the eGov.kz portal and the eGov Mobile application. The application submission period started on January 5 and will end on February 9, 2026. Applications may also be submitted offline through the admissions committees of NIS branches (for more details, please visit the NIS website).The competition is held for admission to grade 7. Participation is open exclusively to students who are enrolled in grade 6 at general education institutions. Re-enrollment in the same grade is not allowed. Manufacturing industry will be the driver of GDP growth in 2026 14.01.2026
The first meeting of the Economic growth headquarters this year was held in the Government under the chairmanship of Deputy Prime Minister - Minister of National Economy Serik Zhumangarin. The main topic of discussion was the tools for maintaining high rates of economic development in 2026.The key focus of 2026 is the development of the manufacturing industry as one of the sources of GDP growth. On behalf of the Deputy Prime Minister, the Ministry of Industry and Construction has developed a roadmap for the development of the manufacturing industry with detailed measures for each sector.Taking into account the systemic role of the industry in the economy, it was decided to consider each sub–sector separately at the meetings of the economic headquarters - with an analysis of weaknesses, limitations and barriers to growth. Industry associations and major market participants will be involved in the work of the economic headquarters to comprehensively discuss the problems and development potential.Metallurgy, which forms about 40% of the manufacturing industry, remains under special attention. In 2026, the physical volume index in metallurgy is projected at 103% due to the development of both non-ferrous and ferrous metallurgy. A significant share of metallurgy remains in the structure of trade – about 5%, which provides an additional contribution to the growth of trade turnover by increasing physical production volumes.Steady growth is expected in the mechanical engineering industry – 13.4% in 2026. It will be provided, in particular, by an increase in the production of passenger cars, trucks and special equipment, self-propelled agricultural machinery, gondola trucks, railway platforms and household appliances. The chemical industry is expected to grow by 7% due to the implementation of existing and new investment projects.In the production of building materials, growth of 6% is planned to be achieved by increasing the production of Portland cement, ceramic slabs, reinforced concrete products and ready-mixed concrete. By the end of 2025, the construction industry reached record levels – 20.1 million m2 of housing were commissioned. The Deputy Prime Minister set the task for the Ministry of Internal Affairs and the regions to maintain the set pace in 2026.In trade, the goal for the current year is to ensure an increase in physical volume of at least +6.5%. To achieve this goal, the focus is shifting to the structural factors of expanding turnover and exports. This is an increase in wholesale supplies of agricultural products to foreign markets, including grain, and an increase in the production of food and non-food products within the country. The key driver of IFO growth in trade will be the development of an organized wholesale link. Since this year, wholesale B2B electronic trading platforms have been fully launched, providing direct supplies between manufacturers and domestic trade entities. Sales markets for domestic goods are expanding. This year, wholesale procurement standards will be introduced, aimed at increasing pricing transparency, reducing excessive intermediaries and creating predictable business conditions.An additional incentive for domestic producers was the updated rules of domestic trade, which provide for the mandatory allocation of at least 30% of the retail space for Kazakhstani products. Licensing and streamlining of markets as a key source of shadow trade, digitalization and traceability of supply chains will also make a significant contribution.High growth rates will continue in the field of transport and warehousing. Growth of 6.1% is forecast in the first quarter, while a comparable contribution will be provided by freight transportation – 305.3 million tons (+13.3%) and passenger transportation – 496.6 million people (+12.2%). By the end of the year, growth in the industry is projected at +9.6%. The achievement of the indicators is planned due to the repair of 11 thousand. km of highways, the completion of the construction of the Kyzylzhar–Moynty and Darbaza–Maktaaral railway lines, the commissioning of Zaisan, Katon-Karagai and Kenderli airports, the modernization of railway and airport terminals, as well as the renovation of the transport fleet.Following the meeting, Serik Zhumangarin instructed the regions not to slow down the growth rates in key sectors of the economy in the context of tight budget consolidation. The Ministry of Energy of the Republic of Kazakhstan confirms the information regarding the incidents that occurred on 13 January 2026 in the waters of the Black Sea near the CPC marine terminal involving two vessels engaged in the transportation of Kazakhstan’s export crude oil.The tanker “Matilda”, flying the flag of Malta and chartered by a subsidiary of the national company KazMunayGas, was attacked by an unmanned aerial vehicle (UAV). An explosion was recorded on board without any subsequent fire. There were no casualties or injuries among the crew. According to a preliminary assessment by technical services, the tanker remains seaworthy and no signs of critical hull damage have been identified at this stage.The tanker “Delta Harmony”, flying the flag of Liberia, was also attacked by a UAV while waiting to load. As a result of the incident, a fire broke out, which was promptly extinguished. No crew members were injured. Housing construction in Konai and Bereke neighborhoods 13.01.2026
An off-site meeting was held today on the construction of multi-family residential buildings in the Konai and Bereke neighborhoods.In 2025, 51.2 thousand square meters of housing, including 9 multi-apartment and 124 individual residential buildings, were commissioned in Kostanay at the expense of budgetary funds. 7 apartment buildings have been built in Bereke microdistrict, and 2 in Konai microdistrict.This year, it is planned to complete the construction of 11 more apartment buildings: 8 in the Konai microdistrict and 3 in the Bereke microdistrict. Taking into account the commissioning of these facilities, the construction of multi-family housing in the Konai microdistrict will be fully completed. Senior officers of regional commands and military units joined the meeting via videoconference.The agenda focused on the results of the National Guard’s service and combat activities in 2025, as well as on determining priority tasks for the upcoming period.Opening the meeting, the Minister noted that the National Guard holds a key position within the Ministry of Internal Affairs system and plays an important role in ensuring public security and law and order in the country.Reports were presented by the First Deputy Commander-in-Chief and Chief of the General Staff of the National Guard, Lieutenant General Kairat Aktanov, as well as by commanders of regional commands and the Head of the National Guard Academy. On January 10, the Republic of Kazakhstan marks the Day of the National Guard of the Ministry of Internal Affairs. In honor of this significant date, a festive concert by the Song and Dance Ensemble and the Orchestra of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan was held at the concert hall of the Ministry of Internal Affairs. The event was also dedicated to the 30th anniversary of the Special Purpose Unit “Sunkar” of the Ministry of Internal Affairs.The concert program titled “Ulttyq Ulan – El Aibyny!” was held in an atmosphere of high patriotic spirit and became a symbol of respect for the servicemen of the National Guard, who carry out daily tasks to ensure the rule of law, public order, public security, and stability in the country.The ceremonial event was opened by the Minister of Internal Affairs of the Republic of Kazakhstan, Police Lieutenant General Yerzhаn Sadenov.
