On Cooperation in the Field of Tourism 04.12.2025
On December 1, 2025, a working meeting was held in Jerusalem between the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan and Mr. Michael Itzhakov, Director General of the Ministry of Tourism of the State of Israel, during which key areas of bilateral cooperation in the field of tourism were discussed.The main focus was placed on the restoration of direct flights between Kazakhstan and Israel, the development of tourist exchanges, and the creation of joint tourism products. The Kazakh side expressed its readiness to assist air carriers in assessing demand and jointly promoting routes, as well as proposed organizing press tours and familiarization trips for media representatives.The parties reviewed prospects for cooperation in pilgrimage, wellness, and eco-tourism, as well as opportunities for exchanging experience in infrastructure development, digital solutions, and tourist flow management. Geneva, 3 December 2025 – Permanent Mission of the Republic of Kazakhstan to the World Trade Organization participated in the opening of the two-day Trade in Services for Development Conference, which commenced today at the WTO headquarters in Geneva.The event was officially opened by WTO Director-General Dr. Ngozi Okonjo-Iweala, who emphasized that trade in services is one of the key drivers of global economic growth and requires special attention to enhance the participation of developing countries.The Trade in Services for Development initiative, launched at the WTO Public Forum in September 2024, is a joint programme of the WTO and the World Bank aimed at building capacity and providing technical assistance to developing economies to strengthen their ability to benefit from trade in services.Trade in services is currently one of the most dynamically growing segments of the global economy. Kazakh Film Ray of Hope Screened at UNESCO Short Film Festival on International Day of Persons with Disabilities 04.12.2025
Paris, December 3, 2025 – Screening of Kazakh short film Ray of Hope was held at the UNESCO headquarters in Paris as part of the 2nd UNESCO Festival of Short Films on Disability Inclusion.The event, organized on the occasion of the International Day of Persons with Disabilities, celebrated annually on December 3, is designed to support films that raise awareness about the inalienable rights, testing life stories and impressive achievements of people with disabilities.The plot of the film presented at the festival by the Ministry of Culture and Information of the Republic of Kazakhstan, the State Centre for Support of National Film of Kazakhstan and the Permanent Delegation of the Republic of Kazakhstan to UNESCO, was based on the twists of the fate of Kazakh judoka Yergali Shamey. The most important struggle for the protagonist in this film takes place not on a tatami, but in his mind, in which, despite all doubts and trials, he learns overcoming his fears and moving forward. The film, shot by Dala Cinema studios, was directed by Duman Yerkimbek, produced by Zhalyn Tleubergenov, and starred Nazar Sherkhan.It should be noted that well after the film production was completed, Yergali Shamey performed brilliantly at the Paralympic Games in Paris in September 2024, where he won a silver medal in para judo in the weight category up to 73 kg.As part of the UNESCO event, 25 short films from all continents were screened, revealing the everyday reality of people with disabilities, the challenges they face, and how they consistently overcome them. Students discussed environmental initiatives in Shymkent 03.12.2025
Special events were organized in secondary specialized educational institutions of Shymkent within the framework of the "Clean Kazakhstan" environmental project. One of them was an environmental campaign held at the Polytechnic College of Shymkent. The main goal of this event was to increase the responsibility of young people for environmental issues and form a culture of environmental protection. As part of the event, students discussed environmental issues and considered whether environmental responsibility falls on the individual or the state. During the eco-debate on the topic "Are environmental issues the personal responsibility of each citizen or the duty of the state?", students discussed responsibilities and obligations in the field of ecology with concrete arguments. During the debate, the "Support" group expressed the opinion that the state should play a leading role in ensuring environmental safety. They raised the issues of adopting environmental laws, strengthening industrial control, and developing waste management systems, noting that these issues are the responsibility of the state. In November of this year, the Head of State signed the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts on Intellectual Property Issues.”The Law is aimed at strengthening protection in the field of intellectual property.Key amendments introduced to the legislative acts of the Republic of Kazakhstan on intellectual property issues:The main innovation in the protection of intellectual property rights is the Unified Digital Platform (UDP) for collective rights management. It will allow the use of works and the calculation of remuneration to be recorded in a single system, ensuring transparency and convenience for both authors and users. Changes in the VAT registration procedure from 2026 03.12.2025
Starting from January 1, 2026, in accordance with the new Tax Code, a new procedure for registration for value added tax (VAT) comes into force. The changes are aimed at simplifying tax administration, increasing transparency of tax procedures and creating favorable business conditions. VAT registration will be carried out in three forms: - voluntary – at the request of the taxpayer, until the threshold turnover is reached; - mandatory – if the annual turnover exceeds 10,000 MCI (about 43 million tenge); - conditional – for foreign companies providing electronic services or online sales to Kazakhstani consumers. Who is not subject to VAT registration Since 2026, they are not subject to VAT registration: - government agencies; - branches; - persons engaged in private practice (lawyers, notaries, mediators, bailiffs); - individuals who are not individual entrepreneurs; - taxpayers who apply special tax regimes (SSR). Threshold values The maximum annual turnover for the application of the Tax Code under the simplified declaration is 600,000 MCI (2.6 billion tenge). Small businesses operating under the simplified system will be able to continue their activities without VAT registration. Mandatory VAT registration is provided only for taxpayers working under the generally established taxation regime. Transition to a general taxation regime Starting in 2026, taxpayers applying special tax regimes will not be able to pay VAT. In order to maintain the status of a VAT payer, it is necessary to switch to the general taxation procedure from January 1, 2026. Notification of the selected mode must be submitted by March 1, 2026. For those who decide to stay on the simplified mode, it is recommended: - to be de-registered for VAT by the end of 2025; - submit a declaration in the form of 300.00 for the fourth quarter of 2025 no later than February 16, 2026. Registration monitoring and new control measures Monitoring of compliance with tax registration is being introduced. If violations are detected, the taxpayer will be notified of the elimination of the violation within 30 business days. From 2026, compulsory VAT de-registration will not be applied. Instead, if there are violations (for example, absence from the location), the issuance of electronic invoices (EFS) will be temporarily suspended until the violations are eliminated.
