The convicts registered their marriage at the minimum security facility in the Abai region. 05.07.2026
The marriage registration between the convicts, a 37-year—old convict and a 39-year-old convict, took place at the minimum security facility of the Department of the Penal Enforcement System in the Abai region. The future spouses met while serving their sentences. The woman was convicted of fraud, the man for robbery. Both were previously married and raised children, but life circumstances led to the destruction of their families. According to the convict, he made serious mistakes in the past: alcohol abuse led to the loss of his job, family, and subsequently his freedom. The convict's family relations ended after her conviction — her husband filed for divorce. Despite the difficult life circumstances, they developed a relationship based on mutual support and understanding at the institution. Over time, they decided to legitimize their relationship and appealed to the administration of the institution with a corresponding statement. The staff of the institution supported the couple's intention and assisted in preparing the necessary documents for marriage registration. — To be honest, I no longer believed that something bright could appear in my life. It seemed that everything was in the past — love, warmth, and simple human happiness. I would never have thought that I would find him right here, behind the barbed wire. For me, he became the person who restored my faith in myself and in the future. Next to him, I felt support, sincere care, and the very feeling for which I want to live and change. Today, for me, this marriage is not just a formality, it is a chance to start a new life and not repeat the same mistakes," the convict shared. — I realize that I have made many mistakes in the past and ruined my own life. I lost my family, the trust of my loved ones, and ended up here. But meeting her gave me a chance to rethink everything and change my attitude to life. She has become a pillar of support for me and a person for whom I want to become a better person. I am grateful to fate for this meeting and intend to do everything so that after our release we can build a strong and decent family," the convict shared. — One of the important tasks of the penal enforcement system is to promote the social rehabilitation of convicts and preserve their social ties. Creating a family based on mutual respect and support plays a significant role in the correction process. The administration of the institution always provides the necessary assistance in the realization of the legal rights of convicts, including during the registration of marriage. We hope that this event will be the beginning of a new, law-abiding life for them," said Rustem Berlibekova, deputy head of the institution.: Holding such events helps to strengthen the institution of the family and form responsibility for their future among convicts.Source : https://www.gov.kz/memleket/entities/duisabai/press/news/details/1244254?lang=ru

A project is being implemented in the Abai region to restore the parental rights of convicted women and preserve family ties 05.07.2026
In the field of Abai, the Department of the Penal Correction System is expanding cooperation with civil society institutions, implementing socially significant projects aimed at supporting convicted women and protecting children's rights. One of these initiatives was a partnership with the regional representative office of the Dom Mamy Public Foundation. Dom Mamy and the Department of the Penitentiary Service for the Abai region are joining forces to restore parental rights and re-socialize women in prison. The project is aimed at preserving the family ties of convicted women and preventing social orphanhood. Special attention in the framework of cooperation is paid to the protection of children's rights and their upbringing in a family environment. During meetings and visits with convicted women, awareness-raising activities are carried out aimed at ensuring the child's right to grow up in a family. The possibilities of placing children in boarding schools in blood families — with close relatives — with the consent of their mothers and strictly within the framework of the current legislation of the Republic of Kazakhstan are being considered. This initiative is a continuation of the policy of humanizing and strengthening family values, announced by the President of the Republic of Kazakhstan. At a meeting of the National Kurultai on March 14, 2025, the Head of State emphasized the need to respect human rights in the penitentiary system, including improving the conditions of detention of women and their further successful integration into society. The Head of State's policy sets a clear vector: punishment should not mean a final break with society and family. Our goal is to create conditions in which a woman does not lose touch with her children when she stumbles. By combining the resources of the state and the civil sector, we give women not only hope, but also real tools to return to a full-fledged maternal role," said Galymzhan Baltabayev, Head of the Department of the Penitentiary Service for the region of Abai. Our task is not just to provide one—time assistance, but to create conditions under which a woman can rebuild her family, gain self-confidence and return to a fulfilling life. The restoration of parental rights, the preservation of family ties and comprehensive support are key steps towards the well—being of children. We accompany women at every stage, from the preparation of documents to psychological rehabilitation, helping them to consciously approach motherhood and successfully adapt after their release," said Nurtaztina Aynagul, regional representative of the Dom Mamy Public Foundation in the Abai region. The cooperation of the Ministry of Education and Science in the field of Abai and the Dom Mamy Foundation will be an important step in the implementation of state policy to strengthen the institution of the family and protect the rights of children to be raised in their own family.Source : https://www.gov.kz/memleket/entities/duisabai/press/news/details/1244240?lang=ru

Mobile Transfers and Tax Control: What Taxpayers Need to Know 05.07.2026
In general, mobile transfers between individuals are not subject to taxation.Only income derived from entrepreneurial activity is subject to taxation.Transfers received from relatives, gifts, financial assistance, or collections for personal needs are not considered income and are therefore not subject to taxation or declaration. At the same time, if funds are received on a regular basis as payment for goods, works, or services, such transactions may be recognized as entrepreneurial activity. In such cases, the activity must be conducted in accordance with the established legal requirements — by registering as an individual entrepreneur, using a separate business bank account, and applying a cash register or a mobile application for payment registration.Second-tier banks provide information on mobile transfers only when the established criteria are simultaneously met: the receipt of 100 or more transfers from different individuals to the account of a natural person over three consecutive months, and a total amount exceeding 12 times the minimum wage (MW), which is KZT 1,020,000.Information provided by second-tier banks is used by the tax authorities for desk audits aimed at monitoring taxpayers' compliance with their tax obligations. If discrepancies are identified as a result of desk monitoring, a notification is issued, which must be complied with within 30 working days.A response to the notification may be submitted remotely through the taxpayer’s personal account without the need to visit the state revenue authorities in person.Carrying out entrepreneurial activity without state registration entails administrative liability in accordance with the legislation of the Republic of Kazakhstan. The State Revenue Department for Almaty urges taxpayers to conduct entrepreneurial activities in compliance with tax legislation.Source : https://www.gov.kz/memleket/entities/kgd-almaty/press/news/details/1244191?lang=ru
