DEAR CITIZENS OF KAZAKHSTAN!On July 1, 2026, the Constitution of the Republic of Kazakhstan, adopted by the national referendum held on March 15, 2026, entered into force.Through the expression of the will of the people of Kazakhstan, the foundations have been laid for a new stage in the country’s constitutional development.The 1995 Constitution of the Republic of Kazakhstan has ceased to have legal force.The entry into force of the new Basic Law marks a historic milestone in the development of the state and establishes an updated constitutional model based on the supremacy of the Constitution, stronger guarantees of human rights and freedoms, greater legal certainty, increased accountability of public authorities, and broader public participation in the governance of the state.The Constitution has substantially revised and expanded the fundamental principles governing the Republic of Kazakhstan. For the first time, these principles include the protection of Sovereignty and Independence; respect for human rights and freedoms; ensuring the rule of law and public order; strengthening national unity; improving the well-being of the people; promoting the ideals of responsible and constructive patriotism; fostering public dialogue; affirming the values of diligence, progress, and knowledge; cultivating a high level of environmental awareness; preserving historical and cultural heritage; and supporting national culture.The Sovereignty, Independence, unitary nature, territorial integrity, and form of government of the Republic of Kazakhstan remain unchanged.For the first time at the constitutional level, the strategic priorities for the country’s development have been defined, including the development of human capital, education, science, and innovation as the foundation for the long-term development of the Republic of Kazakhstan.The Constitution establishes the supremacy of the Constitution as the Basic Law of the state, affirming its highest legal authority and direct applicability throughout the territory of the Republic of Kazakhstan. All laws and other normative legal acts shall be adopted solely on the basis of and in implementation of the Constitution and may not contradict it.The provisions governing the temporal application of laws, which were previously enshrined among the principles of justice, have now been elevated to constitutional status as one of the foundations of the constitutional order. The prohibition on giving retroactive effect to laws that impose new obligations, worsen the legal position of citizens, or establish or increase liability has become universally binding on all state bodies and public officials.The range of matters subject to regulation by constitutional laws has been expanded to include the legal status and activities of the Halyq Kenesi, the legal status of the capital, the organization of the highest state authorities, the Constitutional Court, the judicial system, special legal regimes, and other matters relating to the structure of the state. This ensures greater stability in their legal regulation.The Halyq Kenesi has been established as the supreme representative body of the people and has been granted the right of legislative initiative, thereby strengthening public participation in the formation of state policy. A new model of legislative authority has been established, and powers have been redistributed among state institutions.The constitutional model for the protection of human rights has been substantially updated. The Constitution now enshrines the key guarantees of criminal proceedings not as principles governing the courts, but as inalienable rights of every individual, binding on all state authorities from the moment a person's liberty is actually restricted. LITERARY EVENT HELD AT THE EMBASSY OF KAZAKHSTAN IN FINLAND AS PART OF THE NATIONWIDE «READING NATION» INITIATIVE 01.07.2026
Helsinki, June 10, 2026 – A literary event dedicated to the novel «Akbilek» by Zh.Aimauytov was held at the Embassy of Kazakhstan in Finland. The event was jointly organized by the Embassy of Kazakhstan in Finland and the «Saule» Cultural Society as part of the implementation of the Decree of the President K.Tokayev «On measures to promote a reading culture and foster a reading nation».During the event, participants learned about the life and literary legacy of Zh.Aimauytov, an outstanding Kazakh writer, public figure and one of the founders of modern Kazakh prose. Special attention was given to his novel «Akbilek», which is widely regarded as one of the first psychological novels in Kazakh literature and holds a significant place in the nation’s cultural heritage.As part of the literary evening, participants took part in a collective reading and discussion of the novel. Akmola Region Expects to Welcome 2 Million Tourists This Year 01.07.2026
During the summer tourist season, the Akmola Region is expecting a significant influx of visitors. According to forecasts, the region will welcome around 2 million tourists throughout the year. The Burabay resort area will traditionally remain the main tourist attraction, where extensive preparations of infrastructure and tourism facilities have been completed to receive visitors.Particular attention is being paid to the development of tourist routes. Improvement works are underway on ten existing routes, while two new routes are being created in the areas of Lake Zhukey and the village of Akylbay. The resort’s internal infrastructure continues to develop as well. In Burabay, eight observation decks have been constructed, a new park area has been opened, 45 picnic sites have been equipped, the existing 30-kilometer cycling path has been extended by an additional 10 kilometers, and 55 sanitary facilities have been installed.Important improvements are also taking place in transport accessibility. A modernized railway station in the city of Shchuchinsk is scheduled to open later this month. To ensure convenient transportation for passengers arriving by train, new bus routes will be launched from the station.The resort’s hospitality infrastructure is also expanding rapidly. In July, the Mövenpick hotel complex is expected to open, followed by the five-star Radisson Blu Burabay in December. Construction of the five-star Dolce by Wyndham hotel is ongoing, while the Holiday Inn Resort Burabay project is set to begin in July.Another promising development is the construction of a modern congress center, which is expected to become a new landmark and symbol of Burabay. The project documentation is currently undergoing state expert review.The safety of visitors will be ensured by 40 police officers and a modern intelligent video surveillance system consisting of 123 smart cameras. Prime Minister of the Republic of Kazakhstan Olzhas Bektenov held a meeting with the Minister of Industry and Mineral Resources of the Kingdom of Saudi Arabia Bandar Al-Khorayef, who arrived to participate in the Astana Mining & Metallurgy 2026 congress.Saudi Arabia is among Kazakhstan’s key trade and economic partners in the Middle East. It was noted that thanks to the mutual support of the leaders of Kazakhstan and Saudi Arabia, trusting and friendly relations have been established.In 2025, the volume of mutual trade between the two countries increased by 17% and reached $11.7 million. In January–April of this year, trade turnover grew 2.9 times, exceeding $6.1 million. Over the past 20 years, the volume of direct foreign investments from the Kingdom of Saudi Arabia into the Republic of Kazakhstan amounted to $115.3 million. The Agreement on the Establishment of the Kazakhstan-Saudi Coordination Council and the Agreement on Mutual Encouragement and Protection of Investments signed in February this year open additional opportunities for the implementation of new joint initiatives.Attention was paid to issues of further cooperation in the mining and metallurgical complex, as well as prospects for implementing joint projects in the field of critical minerals. The Republic of Kazakhstan has officially been granted observer status in the Committee of the Council of Europe Convention 108 on the Protection of Individuals with regard to Automatic Processing of Personal Data.The decision was adopted following the Committee’s 50th plenary session held in Strasbourg, which was attended by Doszhan Mussaliyev, Vice Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan. The Committee serves as a key international platform shaping global approaches to personal data protection and privacy in the era of digital transformation.“Obtaining observer status is an important milestone for Kazakhstan. It will enable us to exchange experience with international partners and further strengthen our national personal data protection system based on international best practices,” said Doszhan Mussaliyev.On the sidelines of the session, the Vice Minister of Artificial Intelligence and Digital Development held meetings with Beatrice de Anchorena, Chair of the Convention 108 Committee, and Alain Berset, Secretary General of the Council of Europe. Work Continues to Ensure Reliable Heat Supply for the City 01.07.2026
The city is actively preparing for the upcoming heating season. During a working visit, heat energy facilities were inspected and the progress of the ongoing repair campaign was reviewed.This year, KZT 5.7 billion has been allocated for the development of the city's heating system, significantly exceeding last year's funding level. These investments are being directed toward the reconstruction of main heating pipelines, modernization of CHP plant equipment, boiler house repairs, and the implementation of the enterprise’s investment program.Reconstruction of heating mains on Doshanov, Tauelsizdik, and Shakshak Zhanibek Batyr streets is currently underway. In addition, preparation works are being carried out at CHP Plant No. 1, CHP Plant No. 2, and Boiler House No. 3. The reconstruction of the main steam pipeline at the CHP plant is nearing completion. All works are being performed in accordance with the approved schedule and quality standards.At the same time, the management of the heating system is being modernized to meet current requirements. Advanced digital solutions are being introduced into the upgraded dispatch service to simplify the monitoring and management of heat energy facilities. This enables automated oversight of the city's utility infrastructure.Thanks to effective preventive maintenance carried out during last summer, the previous heating season passed smoothly without any emergencies at heat supply facilities.
