CORRUPTION AS A CHALLENGE FOR SOCIETY AND THE STATE 15.01.2025
Corruption is a challenge that humanity has faced for centuries. Today, in the context of globalization, its consequences are becoming especially noticeable, as corruption slows down the development of society, reduces trust in government institutions and threatens economic stability. The State is systematically working to eradicate this phenomenon, focusing on prevention, improving legislation and forming an anti-corruption culture.Digital technologies are actively used in the prevention of corruption to minimize the human factor, which reduces corruption risks. Today, more than 93% of public services in Kazakhstan are available in electronic format, and remote monitoring mechanisms make it possible to quickly identify violations. Administrative barriers and all kinds of red tape are perceived as extortion or abuse of official authority. Our task is to develop a convenient and transparent system for providing public services that meets modern expectations of citizens. Such comprehensive measures create conditions for eliminating direct interaction when receiving services, reducing risks, and ultimately minimizing corruption by ensuring the quality of service for citizens. The rotation of civil servants has become another tool for preventing corruption. This mechanism helps not only to reduce the risks of offenses, but also to prevent professional burnout, increasing the efficiency of the state apparatus. In addition, since 2019, political responsibility of managers for corrupt actions of subordinates has been introduced. In 2024, a change was introduced in which the appointment of employees to another political position does not exempt them from the obligation to resign for corruption by subordinates at their previous place of work.In order to strengthen control over the expenditure of public funds, a project is being implemented and scaled up to introduce a "money coloring" mechanism for budget disbursement. This mechanism is implemented on the digital tenge platform and is an important tool for ensuring transparency and minimizing corruption risks when spending funds. It allows you to track the use of budget money at all stages — from allocation to full development. Each tenge receives a unique digital tag, which eliminates the possibility of theft and promotes the rational use of the budget. The improvement of legislation remains a key element of the anti-corruption policy. In recent years, strict regulations have been introduced in Kazakhstan: a ban on gifts for civil servants, increased financial control through universal declaration, and tougher sanctions for corruption crimes. Those convicted of such crimes are prohibited from holding public office, and citizens who report corruption receive significant rewards. Among the new measures is a ban on visits to gambling establishments and participation in gambling for government employees. These measures increase trust in the state and encourage citizens to actively fight corruption.Prevention plays an important role. Corruption risk analyses are actively conducted in the region. In 2024, more than 600 legal and organizational risks were eliminated, as well as 80 cases of conflicts of interest. Due to transparency and strict control, these changes have become part of the daily work of government agencies. One of the important achievements was the strengthening of interaction between society and the state. The concept of a "Hearing State" in Kostanay region is implemented through the media, social networks, open meetings and events with citizens. A new avalanche protection system has been tested in avalanche-prone areas of the East Kazakhstan region 15.01.2025
In the East Kazakhstan region, in five avalanche-prone areas along the highway "G. Oskemen – S. Samar" (95-102 km), the new anti-avalanche system "Daisybell" was successfully tested. The event was organized using a helicopter of Kazaviaspas JSC of the Ministry of Emergency Situations. The Daisybell avalanche protection system is a metal cone that is attached to a helicopter by a cable and is used for controlled descent of snow masses in order to prevent spontaneous avalanches. The system was manufactured in France and is designed to operate in hard-to-reach mountainous areas where other methods of lowering snow masses may be difficult or impossible. The principle of operation of the system is the remote initiation of detonation by an oxygen-hydrogen mixture over an avalanche collector, which provokes the descent of an avalanche, minimizing the risk of serious consequences from avalanche situations. This installation has proven itself in Europe and Russia, where it has already been successfully used to prevent avalanche disasters. "There are 619 avalanche-prone areas in the mountainous regions of the Republic of Kazakhstan. Every year, specialists carry out up to 150 preventive descents of snow masses to prevent spontaneous avalanches. 26 preventive descents have already been carried out in dangerous areas of Almaty, Almaty and East Kazakhstan regions, with a total volume of more than 14 thousand m3 of snow," said Yerbolat Sadyrbayev, head of Kazselezashchita, Ministry of Emergency Situations of the Republic of Kazakhstan. Snow-retaining shields have been installed to ensure the safety of the mountainous regions of the East Kazakhstan region, as well as a network of snow-avalanche routes. Warning boards are placed in dangerous areas, regular inspections and preventive maintenance are carried out. Recommendations have been issued to local authorities and private owners living in avalanche-prone areas to reduce the risks associated with avalanches. Currently, to effectively control the avalanche-prone situation, 20 snow-and avalanche routes are operating in the East Kazakhstan region, on which 160 snow-measuring rails are installed. Specialists carry out regular preventive measures and monitoring of the snow avalanche situation. "New technologies and avalanche prevention systems, such as Daisybell, will be used in preventive maintenance on an ongoing basis, which will significantly improve safety in mountainous areas and prevent the threat of avalanche disasters," Yerbolat Sadyrbayev added. Such measures are aimed at protecting the population and infrastructure from avalanche risks, as well as reducing the possible consequences of natural disasters in the mountainous regions of Kazakhstan.
