Head of State: “Competence in working with artificial intelligence must be developed from school onwards” 09.09.2025
“Comprehensive modernization of the economy imposes new tasks related to the development of human capital. In this regard, the field of education plays a particularly important role.Within the framework of the national project ‘Future Schools’, 150 out of the planned 217 schools are already in operation. The construction of the remaining schools must be completed within the next three months.Digital technologies are rapidly transforming the global labor market. Every year, the demand for specialists who understand the intricacies of working with artificial intelligence is increasing. It is clear that a significant part of work processes will be automated through the introduction of digital technologies. That is why, on my instructions, the Al-Sana program has been launched, which aims to involve about 100,000 students in technological projects. However, competence in working with artificial intelligence must be developed much earlier — namely, from school. In this regard, several initiatives should be implemented. First of all, it is necessary to develop a program and teaching materials on the basics of artificial intelligence for schoolchildren. It is also necessary to form teachers’ skills in mastering AI technologies.Based on distance learning methods and artificial intelligence technologies, we must develop a model of a small-scale school called ‘Qazaq Digital Mektebi’. Such a platform will make it possible to provide rural students with access to quality learning methods. In the capital, there is already experience in building child development centers through private investment. This practice should be extended to all regions. Many entrepreneurs have expressed their willingness to assist in this matter. Akims must actively engage entrepreneurs in the implementation of such projects.”Source : https://www.gov.kz/memleket/entities/beskaragay-roo/press/news/details/1067009?lang=kk

By decision of the Specialized Interdistrict Administrative Court of Konaev, an administrative fine in the amount of 1,533,480 tenge was imposed on LLP "PLANK." In addition, the court suspended the laboratory’s accreditation certificate for a period of six months. The basis for administrative liability was the results of unscheduled inspections regarding vehicle testing conducted in violation of the requirements of the Customs Union Technical Regulation “On the Safety of Wheeled Vehicles” (TR CU 018/2011).Specifically, violations in testing procedures were identified. In particular, the laboratory failed to conduct actual testing of emergency call systems and was proven to have used an inapplicable brake stand for testing a specific vehicle. The laboratory is required to operate within the legislation of the Republic of Kazakhstan and comply with the requirements of regulatory documents for which it has been accredited. Its activities must be strictly limited to the established scope of accreditation.Based on the identified violations, the Department of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan initiated administrative proceedings and issued orders to eliminate the violations. As of today, the laboratory has fully complied with the orders: the unlawfully issued vehicle safety certificates have been revoked, and technical training for staff on compliance with legislation has been conducted.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1064486?lang=kk

Seminar for taxpayers on the new Tax Code 09.09.2025
An explanatory seminar for taxpayers dedicated to key changes in the new Tax Code was held today at the site of the Atameken Chamber of Commerce and Industry in Kostanay region. The speaker, Zhumabai Shynar, Head of the Department of Non–production Payments of the DGD in Kostanay region, spoke in detail about the innovations.Taxation of expensive property ("luxury tax")The new Code does not introduce a separate luxury tax. However, within the framework of the property tax and the transport tax, additional rates are provided for high-value objects.:residential buildings, apartments and other real estate objects, the cadastral value of which exceeds a certain threshold;passenger cars with an engine capacity exceeding certain parameters and a cost above the established level. Thus, the "luxury tax" refers to additional elements in existing taxes aimed at a more equitable distribution of the tax burden.Property taxUpdated the rates based on the cadastral value. The more expensive the property is, the higher the bid will be. Benefits are provided for socially vulnerable categories of citizens.Land taxThe role of cadastral valuation of land has been strengthened. The rates will depend on the purpose and actual use of the site. For unused lands, there are increasing coefficients that stimulate their involvement in economic turnover.Transport taxThe changes affected the rates for cars with a large engine capacity and high cost. At the same time, benefits are provided for environmentally friendly transport (electric vehicles and hybrids). The seminar was held in the format of an open dialogue: taxpayers received explanations and practical advice on preparing for the changes. The Department of State Revenue for Kostanay region will continue its systematic work to inform citizens and businesses about the new provisions of the Tax Code.Source : https://www.gov.kz/memleket/entities/kgd-kostanay/press/news/details/1064444?lang=kk

Man Gets Two Years of Restricted Freedom After Attacking Police Officer 09.09.2025
Man Gets Two Years of Restricted Freedom After Attacking Police OfficerAn East Kazakhstan man who attacked a police officer has been sentenced to two years of restricted freedom instead of a prison term. He will now be supervised by a probation service. The incident occurred during a routine document check. Police officers stopped a car with two men inside. One of the men, who was under the influence of drugs, refused to show his documents and became aggressive. The situation quickly escalated into a conflict. The man inflicted bodily harm on one of the officers and then began throwing stones, aiming at the officer's head and hands. The court found the man guilty of two charges: drug use and violence against a government official. However, the court took the circumstances of the case into account and imposed a sentence that does not involve imprisonment. The offender is now required to regularly check in with the probation service. His rights and responsibilities, including a ban on drug use and committing offenses, were explained to him. Any violation of these rules could result in his restricted freedom being replaced with a real prison sentence."Our goal is not to lock a person up but to help them become a useful member of society. We will monitor his every move to prevent recidivism.
