"A clean country is a strong region: Taza Kazakhstan in Kostanay region" 13.01.2025
Kostanay residents continue to support the Taza Kazakhstan program, initiated by the President of the country K.-Zh. Tokayev in early April 2024. The purpose of this initiative is to increase environmental awareness of the population and improve the state of the environment in various regions of the region. As part of the program, the region continues to hold creative, large-scale events: educational campaigns, round tables, seminars, etc., aimed at raising environmental awareness of citizens.Cooperation with local enterprises and public organizations plays an important role in the implementation of the program. Thus, representatives of the business community, youth, athletes and ethno-cultural associations actively participate in the events. On January 13 of this year, within the framework of the national program "Taza Kazakhstan", the challenge "Let's remove the snow together" was launched in Kostanay region. The Head of State has repeatedly stressed the importance of caring for nature, noting that environmental responsibility is not only the task of every citizen, but also one of the key factors for the sustainable development of the country. Taza Kazakhstan is an important part of the state environmental policy aimed at improving the state of the environment and increasing the level of ecological culture in society. So, in order to provide useful and necessary snow removal assistance in winter, volunteers and activists of the Youth Resource Center went to the Balbobek kindergarten in the city of Tobyl.Armed with wide shovels and brushes, the eco-activists cleared the snow from the playgrounds, and also put the kindergarten territory in order. This initiative is planned to be distributed throughout the district, passing the baton to youth and public organizations, government agencies and enterprises. Thus, the action not only helps to maintain cleanliness, but also strengthens the unity of the nation, educates the youth with a sense of patriotism. After all, cleanliness and order are the responsibility of every citizen," the organizers emphasized.Residents of the city of Rudny, within the framework of the republican environmental program "Taza Kazakhstan" at the Rudn Territorial Center for Social Services, held an event with the participation of recipients of special services in a hospital for people with neuropsychiatric diseases. The lesson began with an instructor's conversation about the need to preserve the purity of nature in his native land. As part of the occupational therapy, the children made feeders for wintering birds. During the event, a musical warm-up was held for the participants, contests and games were played. The children were very happy to hang their own hand-made feeders on the territory of the center. Now, when attending classes, the wards will have the opportunity to take care of the conservation of the number of birds."The importance of holding the national action "Taza Kazakhstan" is felt by every citizen of the Republic of Kazakhstan. And this event showed that fostering a sense of responsibility, patriotism and hard work in children will bear fruit in the future," the occupational therapy instructor emphasized."Thanks to such initiatives, a new culture and a new social ethic are taking root in the country. We can say that this is true patriotism and caring for the Motherland. Through such deeds, a new quality of our nation is being formed," the President said in his Message to the people of Kazakhstan.A master class "creation of products from recycled materials" was organized in the city of Gitikara. The beginning of the master class was a conversation with the younger generation about the problem of increasing the amount of plastic garbage and landfills of household waste. The children were told about the most important environmental topics: about the human attitude to nature, about the possibilities of plastic recycling in the modern world, and also introduced the children to the fractions of packaging and the rules of their sorting. For accessibility, the children were shown examples in pictures and videos. The completion of the master class was a practical lesson with day care students on making bird feeders from recycled materials."Each participant of the event made a significant contribution to improving the environmental situation of our city. After all, the main task of a modern person is to find the most rational and environmentally safe ways to deal with plastic waste, as well as learn how to apply them in life," the organizers of the event noted.Such an unusual method of recycling has become an interesting and useful game for children, as well as an example of how important it is to protect and appreciate nature, promote and support environmental campaigns, drawing people's attention to the problems of environmental pollution. It should be noted that in 2024, more than 11 billion tenge was allocated for landscaping and improvement of settlements.According to the results of all the work carried out, the provision of street lighting amounted to 90%, the installation of fences in 90 villages, with a total length of 67.8 km.Over the past period of 2024, government agencies and private organizations, peasant farms, youth, volunteer and non-governmental organizations, deputies of maslikhats, representatives of the KSK, AXIS were involved. It is necessary to give the regions maximum autonomy in financing projects, including taking into account their focus on achieving the final result. "It is also necessary to encourage regions for over-fulfilling tax revenues," said Kanat Bozumbayev. In addition, the participants of the meeting discussed measures to prevent disparities in the development of regions, the development of new strategic documents, as well as the lack of autonomy of district and village akims in making decisions in local areas. To develop local self-government, deputies of the Amanat party, together with the State Service Agency, proposed launching the “School of Akims” project.“For the effective implementation and high-quality selection of villages where projects will be implemented, regional akimats, together with the sub-group for the development of local self-government, should conduct screening, identifying the specialization of each village, developing specific plans for the construction of the necessary infrastructure and assistance in the sale of products,” Kanat Bozumbayev instructed. The Vice Prime Minister gave instructions on improving the legislation in the field of local self-government.“Inter-sectoral coordination between state bodies is weak. This practice must be eliminated. It is necessary to carry out coordinated implementation of regional and sectoral policies. "The implementation of budget programs and investment plans should be carried out synchronously," Kanat Bozumbayev noted.State bodies were instructed to conduct an audit of departmental regulatory legal acts on all proposed measures for the implementation of the developed measures to improve regional policy within a month.Source : https://www.gov.kz/memleket/entities/kyzylorda/press/news/details/915725

Amendments on exchange trading and entrepreneurship have been signed 13.01.2025
The Head of State signed the Law of the Republic of Kazakhstan "On Amendments and additions to certain Legislative Acts of the Republic of Kazakhstan on exchange trading and entrepreneurship".As part of the development of the exchange trading sector, amendments are being made to:- forming a List of socially significant exchange-traded goods;- expansion of state control over commodity exchanges;- exclusion of commodity exchanges from the category of small and microbusiness entities;- exceptions to the standard auction and non-standardized goods;- establishment of uniform maximum contribution amounts for entering the commodity exchange;- updating the financial stability of commodity exchanges;- prohibition on the use of bot technology;- formation of a register of unscrupulous participants in exchange trading;- licensing brokers and clearing centers, as well as their inclusion in the category of financial monitoring entities.By law:- the conceptual definitions of "guarantee" have been replaced by "reserve" (formed by the exchange), "insurance" by "guarantee" (formed by the clearing center);- the form of entrepreneurship of a broker (formerly an individual entrepreneur) and a clearing center (formerly an individual entrepreneur or LLP) is defined only as a legal entity;- MIT's competence to analyze and monitor the activities of commodity exchanges has been expanded;- there is a judicial procedure for revoking the license of the gas station;- the exact size of the commodity exchange's Management Code has been established – at least two billion tenge. At the same time, at least 1 billion tenge is deposited in cash.;- the reserve fund of the commodity exchange, which organizes trades in socially significant exchange-traded goods, is determined to be at least 100 thousand MCI. For other commodity exchanges - 20 thousand MCI.;- a ban has been imposed on membership in the exchange of persons who directly or indirectly own more than 10% of the voting shares of such a commodity exchange.;- a ban on the organization of commodity trading has been introduced, not included in the lists of exchange-traded goods and socially significant exchange-traded goods;- the retention period for information on transactions concluded on the commodity exchange, as well as the results of exchange trading on its own Internet resource (for the entire period of the license) has been established. Information about transactions concluded on the commodity exchange is publicly available.;- the procedure for the activities of clearing centers is regulated (clearing centers have the right to provide clearing services to one or more commodity exchanges, the clearing center must have automated access control for participants in exchange trading). The money of the participants of the exchange trades is subject to storage in a separate bank account of the clearing center of the commodity exchange. A ban has been imposed on the clearing services of the commodity exchange by several clearing centers.;- a ban on the trading of liquefied petroleum gas through commodity exchanges has been introduced until 2030.Also, one of the innovations of the Law is the monitoring of trading in exchange-traded goods that are subject to mandatory sale through commodity exchanges by government agencies responsible for the relevant branches (spheres) of public administration.Bodies such as the Ministry of Agriculture, the Ministry of Agriculture, the Ministry of Energy and other departments, depending on the field, take on the task of tracking exactly how and to what extent exchange-traded goods are sold through commodity exchanges, which should ensure greater transparency and control.Currently, the relevant by-laws are being developed to implement the Law.It should also be noted that market participants occupying a dominant or monopolistic position in the relevant commodity market are allowed to participate in exchange trading only as dealers. In order to comply with the legislation of the Republic of Kazakhstan, we ask major participants in the wholesale commodity exchange market of the Republic of Kazakhstan to take these legislative amendments into account when forming corporate business plans for 2025.The Law comes into force sixty days after the date of its official publication.Recall that in the Address of the Head of State to the People of Kazakhstan dated September 1, 2023, "The Economic Course of Fair Kazakhstan", the Head of State instructed to tighten regulatory requirements for commodity exchanges and completely eliminate these shortcomings.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/915777
