According to the results of 11 months, positive dynamics was observed in the main sectors of the manufacturing industry, with an increase of 5.3%. This was announced during a Government meeting by Vice Minister of Industry and Construction of the Republic of Kazakhstan Olzhas Saparbekov. In the sectors supervised by the Ministry, the volume of production increased by 6.1%.The growth was achieved due to an increase in the metallurgical industry by 7.2%, mechanical engineering by 6.9%, chemistry by 8.4%, finished metal products by 29.5%, furniture by 12.8%.For the first time since 2016, the metallurgical industry showed an increase of 7.2%, which was achieved by increasing the production volumes of a number of large enterprises, such as Kazchrome, Evrazkaspianstal, and Kazferstal. In particular, it is necessary to note the ongoing work to restore the full functioning of the Qarm.Also, the indicators of the ferrous metallurgy industry, where the growth was 10.8%, were positively influenced by the measures taken to load domestic producers with the necessary volume of scrap. The output of cast iron increased by 14.4%, steel by 6.3%, and flat rolled products by 20.4%.Non-ferrous metallurgy showed an increase of 104.8% due to an increase in copper production by 13.3%, zinc by 0.8% and aluminum by 1.5%.Mechanical engineering shows growth at the level of 6.9% due to an increase in the output of agricultural machinery by 15.4%, railway transport by 1.6 times, electrical equipment by 8.1%, electronic and optical equipment and computers by 1.7 times.The production of household appliances increased 4.4 times due to the launch of new production facilities, in 2023 it was 52 thousand, in 11 months of 2024 – 231.1 thousand units.In the chemical industry, production increased by 8.4%, due to an increase in the production of sulfuric acid by 20%, yellow phosphorus by 13.2%, as well as a planned increase in the design capacity of polypropylene production by 49%.Also, positive dynamics is observed in the production of finished metal products by 29.5%, furniture by 12.8% and paper by 10.2%.The combined growth of these industries covers the decline in the production of building materials, rubber and plastic products, and light industry.In general, in order to maintain and increase the growth dynamics of the manufacturing industry, the Ministry continues to work on providing affordable raw materials to domestic enterprises through the conclusion of agreements with producers of raw materials. One of the main tasks of our state, along with the development of the economy and improving the standard of living of citizens, is the fight against corruption. This social evil not only causes great harm to the constitutional rights and freedoms of people, but also hinders the socio-economic development of the country, posing a serious threat to national security. That is why President Kassym-Jomart Tokayev considers the principled fight against corruption in all its manifestations a priority for the further development of the state.Today, Kazakhstan's anti-corruption policy is constantly being improved based on the demands of society, taking into account domestic practice and best practices of foreign countries. A new consistent and integrated approach to this work is reflected in the main strategic document on combating corruption — the Concept of Anti-Corruption Policy for 2022-2026.To implement this concept, the state bodies of our region are working proactively, eliminating the systemic prerequisites for corruption, taking measures to radically change public consciousness. All this should make it possible to solve the main task facing the state apparatus — to ensure the well-being and quality of life of our citizens.Meetings of the interdepartmental Commission on anti-corruption issues are held quarterly under my chairmanship.For example, in October last year, at a meeting of the Commission, together with the Chairman of the Anti-Corruption Service, Askhat Zhumagali, a joint decision was made to implement a pilot project on unified digital accounting in educational institutions. The main task of the pilot is to eliminate corruption risks in the planning and disbursement of budget funds.Given that the region is agricultural, a pilot project "Digital Tenge" is also being implemented in socially significant areas of acquisition of agricultural machinery, targeted use of SEC funds. It is associated with the coloring of money allocated to business entities within the framework of lending to the rural population of "Auyl Amanaty". "Coloring money" ensures the real purchase of animals, the individual numbers of which are recorded in the information system, excluding the misuse of borrowed funds.The second project is tracking the funds allocated by the Ministry of Agriculture for investment subsidies to entrepreneurs. The digital tenge ensures transparency in the distribution of subsidies in accordance with the actual value of the leased item, eliminates the risks of spending money during the period when they are in the accounts of financial organizations. The implementation of the Digital Tenge pilot is planned by the end of this year.The meetings of the Interdepartmental Commission on Combating Corruption under the Akimat of the region regularly consider topical issues related to the problems of the region included in the map of corruption risks, including in the field of land legislation, public procurement, and protection of the rights of entrepreneurs. As a result of the meetings, 45 recommendations were developed with specific deadlines for their implementation.Among the issues discussed this year are problems in the most sensitive areas - in education, sports, healthcare, road construction and repair, subsidizing agricultural entities, and stabilizing food prices. Issues of compensation for flood victims, support for "long-term construction", business protection, public procurement and budget spending, anti-corruption measures in government agencies and the quasi-public sector were also discussed.Now, as part of the project approach, regional administrations and akimats of districts and cities of the region are implementing basic direction No. 4 "Prevention and combating corruption". More than 90 civil servants are involved in this work. The direction includes several blocks of projects, one of which is an internal analysis of corruption risks. In total, according to the results of this year, M&E and quasi-public sector organizations independently identified about 257 corruption risks. This figure indicates that with the introduction of project management, government agencies have stepped up preventive work and are interested in identifying and then eliminating gaps and violations in their activities. For example, as part of an internal risk analysis, a violation of the law on public procurement by the head of the akim's office of one of the districts was established. Thanks to the project approach, it is possible to personalize the responsibility of managers, streamline anti-corruption measures and combine the efforts of government agencies in preventing corruption.The Institute of Ethics Commissioners, which provides extensive explanatory work, makes a significant contribution to the development and strengthening of an anti-corruption culture among civil servants. Over the current year, 345 explanatory events aimed at compliance with anti-corruption restrictions have been conducted.Constructive interaction not only between government agencies, but also all sectors of society plays an important role in the effective fight against corruption.The Head of State in his Message notes that "political and economic reforms alone are not enough to build a Just Kazakhstan. First of all, a change in public consciousness and aspirations of citizens is required, without this all other work will be in vain."Since August last year, the project "Anti-Corruption Volunteering" has been implemented in our region, in which more than 120 residents of Akmola who are not indifferent to the problems of corruption take part.Citizens and organizations of the region monitor social facilities, study public procurement, provide free legal assistance, and help improve the anti-corruption culture of society.The active civil position of anti-corruption volunteers is bearing fruit - government agencies respond to the identified comments, eliminating them and bringing the perpetrators to justice, the population receives qualified legal assistance, and more and more citizens are involved in combating corruption.Anti-corruption measures in all regions of the region are also implemented through state social orders. In particular, contests on anti-corruption topics have been held this year, video clips have been developed, and printed information products explaining anti-corruption legislation have been distributed.Special attention in the region is paid to strengthening the anti-corruption immunity of young people. After all, the education of the younger generation, whose principles of life do not allow corruption, plays a fundamental role in the formation of zero tolerance for any offenses.I would like to emphasize once again that without the direct participation of government agencies, organizations, business representatives, the media and the public, there will be no proper effect from the anti-corruption measures carried out in the region.
