Today, the work of the office is focused on improving the functionality of the information system of the Human Rights Ombudsman and completing its integration with the terminals for filing complaints of convicts, completing the transition to a digital format for the work of NPM participants on preparing reports, as well as increasing NPM funding.During the consideration of the third issue, Gulnara Sarsenbayeva, Director of the Department for the Organization of Medical Care of the Ministry of Health, reported on the work being carried out on medical support for persons detained in institutions of the penal system. He shared his plans to introduce 24-hour beds in regulatory acts this year, change the list of examinations during a medical examination, revise equipment, staffing standards and the list of screening tests, as well as introduce medical and social services and digitalization.As part of the discussion of the fourth item on the agenda, Bakytzhan Sadibekov, Deputy Chairman of the Committee on the Criminal Enforcement System of the Ministry of Internal Affairs, noted that in order to prevent torture, continuous video surveillance has been introduced in all institutions, with more than 39,000 cameras operating in them, with online access for prosecutors. In this regard, the Social Code of the Republic of Kazakhstan establishes the Digital Family Card as a tool for determining medium- and long-term objectives and directions of social policy. Vice Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Askar Biakhmetov spoke about the implementation of measures to promote employment at a press conference held at the Central Communications Service under the President of the Republic of Kazakhstan. The demand for working professions in these areas is 56%,” said Askar Biakhmetov.Central government agencies and akimats have begun joint work on the implementation of the action plan within the framework of the Year of Working Professions. The sectoral plans of government agencies include key indicators for the opening of new enterprises and the creation of new jobs (permanent and temporary).Within the framework of the “Youth Practice” project, it is planned to attract at least 35 thousand mentors to train young specialists, as well as provide vocational training at the workplace with a mentor. The employer will organize vocational training for the unemployed at their workplaces for a period of no more than 6 months.This year, 100 professional standards will be developed and updated. Qualification recognition assessment has begun on the basis of 4 independent centers, and it is planned to open a 5th center, including 2 centers according to international standards."During the year, at least 500 thousand schoolchildren and vocational training students will be provided with training in job search and employment skills using the unified digital platform "Electronic Labor Exchange". In 2024, Kazakhstanis were provided with more than 1.5 million various public services in the social and labor sphere in a proactive format. The number of services provided increased by 200 thousand compared to 2023.The proactive format provides for an unsolicited procedure for providing any service when a certain life situation arises. All necessary information is collected electronically from the state database. For this, citizens do not need to go anywhere, they just need to respond to an SMS message.Part of proactive services is provided through the Digital Family Card, which automatically determines the level of well-being, as well as appropriate measures of state support. Thanks to its introduction, in 2024, more than 642 thousand people received SMS for the proactive provision of public services. At the same time, 263 thousand people used the opportunity to receive benefits or payments without an application.In February 2024, another public service, namely the service "Reimbursement of expenses for home education of children with disabilities", was transferred to a proactive format.Thus, today 28 public services in the social and labor sphere are provided in a proactive format. The most popular of them are:- registration of unemployed citizens (771 thousand);- assignment of benefits for childbirth and childcare (218 thousand);- assignment of social payments in case of loss of income due to childcare (172 thousand);- payment of the difference between the amount of actually paid mandatory pension contributions, mandatory professional pension contributions and the amount of pension savings (state guarantee), taking into account the inflation rate (177 thousand);- determination of the degree of disability and/or loss of working capacity and/or determination of the necessary social protection measures (97 thousand).At the same time, comprehensive work is being carried out to transform and simplify certain services.In particular, the implementation of a pilot project on the external format of conducting medical and social expertise to determine the disability group for 30 nosologies continues. In 2024, about 97 thousand applications were considered in this format.People with disabilities also have the opportunity to independently choose a manufacturer and supplier of technical equipment and rehabilitation services through the Social Services Portal. Astana, February 25, 2025 – Deputy Prime Minister of the Republic of Kazakhstan – Minister of Foreign Affairs Murat Nurtileu held talks with the Minister of Foreign Affairs of the Sultanate of Oman, Badr bin Hamad Al-Busaidi, who arrived in Astana on an official visit.This is the first official visit of the head of the Omani foreign ministry to Kazakhstan, which is aimed at giving impetus to the revitalization of bilateral cooperation in various fields.During the meeting, the ministers discussed a wide range of issues related to political, economic, and cultural and humanitarian cooperation. Particular attention was paid to the prospects for interaction in key areas such as energy, transport, logistics, finance and agriculture.The parties noted the importance of developing transit corridors, taking into account the strategic potential of Kazakhstan and Oman as regional logistics hubs. Rabat, February 28, 2025 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu arrived in Rabat with the first official visit in the history of bilateral relations at the invitation of Nasser Bourita, Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates of the Kingdom of Morocco.During the talks, the sides discussed the current state and prospects for the development of bilateral interaction, including the intensification of political dialogue, strengthening trade, economic and investment ties, as well as expanding contacts in the cultural and humanitarian sphere.Significant potential for deepening partnership in sectors such as energy, transportation, agriculture, digital technologies, innovations, education, and tourism was noted.
