Film project competition begins on March 5 04.03.2025
A competition for representatives of the domestic film industry will begin on March 5. Within the framework of the competition, financial support will be provided to film projects that are candidates for recognition as national films.The goal of the competition is to create films that reflect the traditional values of the people, meet national interests, ideology, and raise topical issues.Previously, the Center announced priority themes on January 5. In particular, “Our Homeland”, “Environment”, “Law and Order”, “History and Lessons”, “Friendship”, “Women's Rights, Child Safety”, “Honest Citizen”, “Heroes of Modern Times”, “Unity and Peace”, etc. themes can be taken as a basis.This year, the competition will be held in three genres:Feature films - projects ranging from the themes of homeland, family, hard work and patriotism to films for children, animation of Kazakh fairy tales and films about space.Animation - projects promoting national values, friendship, honor and courage, and respect for parents.Documentary films - films about state anniversaries, achievements in science, ecology, IT technologies, culture and prominent figures.Let us remind you that since 2024, new rules for selecting film projects have come into effect in Kazakhstan. According to these rules, the competition process will take place in two stages.In the first stage, scripts (for feature and animated films) or script plans (for documentary and chronicle films) will be considered.After successfully passing the first stage, in the second stage, script authors must collect and submit a complete set of film project documents.If the applicant does not submit a complete set of documents, 3 working days will be given to correct and supplement the errors.On March 13, the acceptance of applications will end and the projects will be submitted to the expert council. After the competition applications are submitted to the expert council, the Center will notify all candidates who meet the selection rules. Then the pitching will take place.The pitching will be held in an open format and the Expert Council will contribute to making a fair decision in each category. Kazakhstan Begins Assessment of Government Spending and Financial Accountability, taking into Account the Climate Dimension 03.03.2025
The Republic of Kazakhstan has commenced a Public Expenditure and Financial Accountability (PEFA) assessment, and its climate dimension (PEFA Climate).The goal is to enhance financial transparency, improve the efficiency of public financial management, and increase the country's overall investment attractiveness.The PEFA assessment will provide the Government with an evaluation of the strengths and weaknesses of the national public financial management system and lay the groundwork for further reforms.The assessment is being conducted with the support of the World Bank and the Asian Development Bank.Adrian Fozzard, World Bank Institutions Practice Manager for Europe and Central Asia region, and Chekdem Akim, Director of the Public Sector Management Division of the Asian Development Bank, emphasized at the opening event the importance of the PEFA assessment. They noted the assessment demonstrates the effectiveness of the public finances management in the country and provides crucial information for international rating agencies and investors.The modern methodology includes a climate assessment (PEFA Climate), which analyzes how public finances support a "green" economy and help the country adapt to climate change. The partners also highlighted the importance of implementing the assessment's recommendations going forward.PEFA evaluates the entire public financial management system, including budgeting, expenditures, and auditing. Specifically, the assessment covers aspects such as financial reporting transparency, expenditure and revenue forecasting and planning, fiscal strategy, external control and audit, and climate expenditure assessment.Given its key role in managing the public financial system, the Ministry of Finance is coordinating the PEFA assessment process.During the kick-off seminar, Deputy Minister of Finance of the Republic of Kazakhstan, Dauren Temirbekov, stated: "In today’s world, investments come where there is the trust. Trust in economic policy, government institutions, and financial management. A delegation from Kyzylorda region, led by regional akim Nurlybek Nalibayev, has arrived in the People's Republic of China. The delegation includes heads of agricultural organizations, construction and oil companies, and business owners. The purpose of the visit is to attract investment in the agro-industrial complex, construction, and services in the Aral Sea region. China is our main trade and economic partner, the volume of mutual trade and investment is growing every year. At the end of last week, the regional akim, Nurlybek Nalibayev, reviewed the progress of several construction projects in Kyzylorda. The first site is along S. Beibarys Street, where the multifunctional complex "Kyzylorda Arena" will be built. This four-story building will include a universal sports hall, a small sports hall, a swimming pool, a gym, rooms for coaches, a conference hall, and other facilities. There will also be areas for wrestling, boxing, tennis, taekwondo, sambo, and judo."Kyzylorda Arena" is expected to serve as a specialized complex for training and various competitions.Next, the regional akim examined the reconstruction of the 25th Anniversary of Independence Avenue. Since last year, the dam along the Syrdarya river has been reinforced from S. Beibarys Street to Abulkhair Khan Street, with 6.7 kilometers of the road reconstructed. The contractor, TOO UAD, widened the roadway and laid asphalt on a 1.2-kilometer section. The protective structure along the river was cleared, a 2.6-kilometer dam was strengthened, new supports were installed over 1.4 kilometers, and shorelines were reinforced over 820 meters. As a continuation of the avenue, plans are in place to strengthen the protective dam from Abulkhair Khan Street to Salamatov Street and to build 2.9 kilometers of road.
