Prime Minister Olzhas Bektenov held a meeting on cooperation with the People's Republic of China. The issues of realization of investment projects were discussed, taking into account the agreements reached during the talks between the President of Kazakhstan Kassym-Jomart Tokayev and President of China Xi Jinping during the last visit. According to the Ministry of Foreign Affairs, at present 224 industrial projects worth $66.4 billion are being implemented in Kazakhstan with the participation of Chinese investors with the creation of about 50 thousand jobs. China is one of the five largest investors in the economy of Kazakhstan: from 2005 to 2024, the volume of investments amounted to $26.4 billion.Prime Minister emphasized that the recent visit of the President of China to Kazakhstan gave a serious impetus to cooperation. Also noted the importance of the Forum of Industrial and Investment Cooperation “Central Asia - China” held in Astana. On the margins of the forum, Kazakhstan and China signed 58 commercial agreements totaling about $24 billion."The Head of State has set a task to attract foreign investment of at least 150 billion dollars by 2029. In this context, full-scale cooperation with China - one of the leading economic powers and our key investment partner - is the most important priority for Kazakhstan. Therefore, systematic measures are needed to increase investment and launch new joint projects, especially in the production of non-resource and export-oriented products. The recent visit of the President of the People's Republic of China to Kazakhstan at the invitation of the Head of our state once again demonstrated the high level of political and economic cooperation between the two countries. Olzhas Bektenov noted the positive dynamics in a number of regions, such as Astana city, Almaty, Kyzylorda, Turkestan regions, which signed agreements and reached preliminary agreements during the visit of the PRC Chairman. In parallel, measures are being taken to combat illegal water use and prevent water theft.Prime Minister noted that meeting the water needs of agrarians and meeting the needs of agriculture requires increased attention.-Transition to proactive water risk management with emphasis on efficiency, cost-effectiveness and interagency cooperation is necessary. Akims of the region should ensure coordination of actions of water supply organizations with farmers to provide them with irrigation water, observance of irrigation technologies, irrigation sequence and reuse of collector-drainage water. It is necessary to strengthen work on the introduction of water-saving technologies. I instruct establishing regional headquarters on water risk management for the growing season with participation of representatives of concerned government agencies and farmers' associations. He, particularly, noted that this year in the region, agricultural crops are placed on 189.4 thousand hectares. According to the Roadmap approved by the Government, this year compared to last year, the sown area under rice was reduced by 4.7 thousand hectares. The areas of less water-loving fodder and oil seed crops were increased.-The limit for irrigation of crops in the amount of 3.9 million cubic meters of water was approved. Sowing works have been completed in the region; rice has been placed on 80.9 thousand hectares, fully flooded. To effectively use irrigation water, a number of measures have been taken with relevant ministries,"- N. Nalibayev said.As of today, the area of laser leveled rice checks has grown to 60 thousand hectares, and with the application of water-saving technologies it has doubled to 8.1 thousand hectares.Special working groups have been established in all districts to carry out explanation work, and efficient water use is under special control. Over the last three years, 24 health care facilities have been overhauled. Medical institutions in rural areas are fully equipped with ambulances.At the recent international scientific-practical conference held in Kyzylorda, it was announced about the construction of a residential building for 100 apartments for medical workers, which indicates the social support of specialists, including will contribute to attracting the necessary personnel to the region. The new house will be built by the end of this year.Special attention is paid to the professional development of specialists. Construction of a bitumen plant discussed in Atyrau region 08.06.2025
Akim of Atyrau region Serik Shapkenov held a meeting with representatives of investors — the head of Serbi Technologies Yosef Bokris and the general director of Atyrau-Bitum LLP Kaiнrbek Oldagaliyev.During the negotiations, the parties discussed the prospects for creating a joint venture between Serbi Technologies and Atyrau-Bitum for the purpose of building a new bitumen plant in the region. The project is aimed at partially covering the need for bitumen used in the implementation of road construction projects.Launching our own production will significantly reduce logistics costs, stabilize prices and ensure uninterrupted supply to builders.Bitumen production is planned to be carried out from natural bitumen-containing rocks — kirov, which can be used in road construction without additional processing. This will reduce the cost of production, increase environmental sustainability and reduce dependence on petroleum bitumen.The third stage of the project implementation envisages the production of a wide range of products, including:• Ciro-mineral mixtures for road construction,• Road bitumen and mastic,• Paints and varnishes,• Roll waterproofing materials.The parties also discussed issues of further cooperation, exchanged their vision for the implementation of the project and expressed their readiness for active joint work. In 2024, the plant produced 249 thousand tons of products.• The Silleno polyethylene plant — construction work has already begun. The cost of the project is 3.6 trillion tenge, the capacity is 1.25 million tons of polyethylene, the opening is scheduled for 2029, it will create 800 jobs.• The plant for the production of butadiene and its derivatives is a joint project with Tatneft. Construction is planned to begin in the second half of 2025. The cost of the project is 408.4 billion tenge, the capacity is 388 thousand tons, the launch is in 2027, 800 jobs.• The plant for the production of terephthalic acid and polyethylene terephthalate — a strategic partner is being sought. The cost is 720 billion tenge, the capacity is 620 thousand tons, the launch is in 2028, it will also create 800 jobs. The volume of chemical industry output in the region for the first three months of the current year amounted to 47.7 billion tenge, which is 17.7% more than the same period last year (5.9 billion tenge).A number of production facilities have also been launched, creating over 400 jobs based on polypropylene processing:• extrusion geosynthetic films (Intago LLP);• medical syringes (MedStarExport LLP);• household utensils (Turan Plast West LLP);• polypropylene and polyethylene bags (Kazchem LLP, Grand Materik LLP).In addition, projects are being implemented to create about 500 jobs for the production of:• stretch hood film, staple fiber, geotextiles, geomembranes, geogrids, plastic pallets and canisters.Serik Shapkenov noted that the region annually hosts a forum of petrochemical producers, which helps establish new partnerships and expand sales markets.To support domestic polypropylene processing, the Forsazh program has been introduced, which allows entrepreneurs to purchase raw materials at reduced prices. Under this program, agreements have been concluded between KPI and 114 enterprises from 15 regions of the country.
