Заместитель Премьер-министра – министр национальной экономики Серик Жумангарин провел заседание штаба по обеспечению экономического роста, посвященное потенциалу нефтегазовой отрасли в текущем году и инвестиционно-экономическому развитию Мангистауской области.При реальном росте ВВП в 2024 году в размере 4,8% таргет на 2025 – 7%. Это очень высокий, но достижимый при своевременной реализации инвестиционных проектов реального сектора экономики показатель. Как озвучил вице-министр энергетики Ерлан Аккенженов, нефтепереработка по итогам января составила 1,53 млн тонн, или 104% в сравнении с январем прошлого года. Этот показатель опережает и план на первый месяц 2025 года на 0,6%.В целом доля нефтепереработки в структуре ВВП Казахстана составляет менее 1% (за 2023 год – 0,8%, за 9 месяцев 2024 г. – 0,6%). В то же время сфера нефтепереработки – это производство продуктов с высокой добавленной стоимостью. Отмечено, что после завершения реализации проекта расширения ТОО СП «CaspiBitum», которое ожидается в конце мая 2025 года, его мощность переработки увеличится с 1 млн тонн до 1,5 млн тонн. Итого совокупный объем перерабатывающих мощностей в 2026 году вырастет с 18 млн до 18,5 млн тонн в Казахстане.Вице-премьер выслушал проблемные вопросы с загрузкой крупных перерабатывающих заводов и мини НПЗ.«При отсутствии каких-либо серьезных внешних факторов у нефперерабатывающей отрасли есть хорошие шансы увеличить свою долю вклада в ВВП Казахстана в этом году», — отметил Серик Жумангарин.Отдельно были рассмотрены составляющие индекса таргетируемого физического роста Мангистауской области. При задаче роста на этот год в 7% по итогам января отмечается низкое выполнение показателей по сельскому и рыбному хозяйству (87,5% при плане в 101%) и торговле (102% вместо целевых 105,4%). Вице-премьер поручил обеспечить выполнение поставленных планов в ближайшие месяцы. С учетом весомой доли торговли в ВВП страны (19% в 2024 г.) одно из ближайших заседаний штаба будет посвящено торговле и транспорту со складированием.Также на заседании штаба рассмотрели и разобрали причины низкого освоения средств на бюджетно-инвестиционные проекты региона. Министерство национальной экономики внедряет новые правила и критерии отбора независимых директоров (независимых членов) для советов директоров и наблюдательных советов акционерных обществ и товариществ с ограниченной ответственностью с 100%-м участием государства, за исключением Фонда национального благосостояния.Эти изменения направлены на повышение качества корпоративного управления и обеспечение независимости в принятии решений на уровне государственных компаний. Отбор кандидатов, включенных в реестр, будет осуществляться через конкурсы, организуемые уполномоченным органом. Все кандидаты должны пройти строгую квалификационную оценку и собеседование с комиссией.Для обеспечения беспристрастности и профессионализма в процессе отбора кандидатов состав комиссии будет включать представителей государственных органов, а также экспертов и представителей общественных организаций, занимающихся вопросами корпоративного управления.Важной рекомендацией в рамках новых правил является обеспечение доли женщин не менее 30% в составах советов директоров и наблюдательных советов. On the instructions of the Head of State on diversifying the economy and attracting investments to the economy, the Government, through financial development institutions, will launch a large-scale campaign to support investment projects in the processing industry and large businesses of SMEs, including light industry, chemical industry, production of food products and building materials, mechanical engineering, freight transportation, key projects, infrastructure and cluster projects that create an eco-environment for the development of SMEs.In 2025, Baiterek National Management Holding JSC will allocate 8 trillion tenge to support entrepreneurship, the development of housing construction and the implementation of key national and investment projects, with a further increase in the volume of financing to 10 trillion tenge by 2027. As part of the large-scale financing, new support mechanisms aimed at developing business and export opportunities will be launched, and financing and social initiative tools will be expanded. Among them:Two guarantee funds will be created to support SMEs and large businessesThe Damu guarantee fund will be created in 2025 to support SMEs. The guarantee will be provided for an amount of up to 30% of the project cost, resolving the issues of sufficient collateral.The amount of financing for Baiterek is 7.3 trillion tenge, of which 3.7 trillion tenge is provided for 2025. The holding company's guarantee may reach 2.2 trillion tenge or 30%, of which up to 1.1 trillion tenge is provided for 2025. At the same time, 50% is the guarantee of a future business partner. Baiterek may enter the capital of the project, and then the entrepreneur's personal participation may be less than 20%. Thus, the problem of lack of collateral in large projects is being solved.Guarantees will be provided for projects worth 7 billion tenge to finance large business entities.For second-tier banks, this will allow to ensure an increase in lending volumes and a reduction in lending risks when the collateral volume is insufficient.The provision of guarantees is planned for the manufacturing industry sectors. The irrevocability of guarantees is designed to increase the interest of banks, and the payment of guarantees for business entities is designed to strengthen the responsibility of entrepreneurs.Corporate/project financing - Development Bank of Kazakhstan JSC (DBK) will be reoriented exclusively to the development of large industrial and infrastructure projects. The holding's subsidiary, Qazaqstan Investment Corporation JSC (QIC), focuses on developing private equity as a full-fledged partner in the implementation of projects, offering entrepreneurs equity financing opportunities and taking into account the requirements of state policy and investment obligations of business.Expanding exports - as part of the strategy for developing foreign markets, it is planned to develop a trade fund and special tools to support exports.
