RESULTS OF THE YEAR: Formation of a sustainable transport framework in Almaty 24.12.2024
This year, large-scale work is underway in Almaty to create a convenient and environmentally friendly transport system for residents and visitors of the city. During the year, the city implemented a number of important projects aimed at improving transport infrastructure, greening passenger transport and increasing road capacity. In particular, 25 km of new roads were built, the Kuldzhinsky tract was expanded to 6 lanes, 250 km of roads on 255 streets were repaired on average, 770 gas buses and 115 electric buses were purchased. Expansion of the Kuldzhinsky tract from four to six lanes: This project has doubled the capacity of the section from 40,000 cars per day to 80,000. In addition, barrier fences were installed along the edges of the road, lighting and drainage poles were moved from the roadway. Modernization of highways: In 2024, work traffic was opened at the Saina–Monke bi interchange and the radial punching of Abai Ave. A cloverleaf interchange at the intersection of Saina and Monke Bee streets is being organized in order to reduce the traffic load on two major highways at the exit from BAKAD.In addition, work continues on punching Sain Street from Ryskulov Avenue in the direction of the 3.2 km long interchange under construction. The punching should reduce the traffic load from Momyshuly Street by a third. The akimat plans to build a road with three lanes in each direction, with sidewalks and bike paths.Next year, 35 km of new roads will be built, and an average repair of 300 km of roads is planned. Transport connectivity will be ensured by the introduction of the Seifullin–Zhansugurov interchange, the punching of 2 radial and 2 main streets.The construction of a transport interchange at the intersection of Seifullin Avenue and Zhansugurova Street will increase the capacity along Seifullin Avenue by 15-20%, along Zhansugurova Street – by 15%.These works will increase the share of high-quality roads from 92% in 2024 to 95% in 2025. Efficient public transport: Improving the state of atmospheric air remains one of the most important issues on the agenda of the Akimat. Today, 60% of polluting emissions come from road transport.The work carried out by the akimat is aimed at encouraging citizens to switch to public transport, ensuring its efficiency. As a result of these measures, in 2024, the number of trips by public transport reached a record high – an increase of 33%, to 1.6 million trips per day.In 2024, 770 gas buses and 115 electric buses were purchased for environmental protection. Due to this, the average service life of buses has been reduced from 6 years to 2.5 years. The purchase of 112 trolleybuses made it possible to upgrade the trolleybus fleet by 100%.In total, passenger traffic increased by 33% to 1.6 million transactions per day in 2024.Next year, 800 gas buses and 260 electric buses will be purchased, which will reduce the average service life to 2 years. Increasing suburban routes: Almaty, as the center of the Almaty agglomeration, is extremely interested in ensuring close transport connectivity. This year, 20 new suburban routes have been organized.In 2025, it is planned to introduce a new tariff menu for public transport and new Subsidy Rules with the transition to the "Bus/km" principle. В ходе заседания обсуждались меры по дальнейшему совершенствованию механизмагосударственно-частного партнерства в Казахстане.Как сообщил заместитель директора Департамента инвестиционной политики и развития финансового сектора МНЭ РК Алишер Шаяхметов, впоследние годы в законодательство о ГЧП были внесены поправки, направленные на сбалансированное распределение рисков и выгод между государством и инвестором, а также на усиление прозрачного отбора частного партнера.По его словам, в рамках разработки проекта нового Бюджетного кодекса в Сенате рассматриваются поправки, которые объединяют законы «О ГЧП» и «О концессиях».«Проект закона о ГЧП устанавливает единый и понятный порядок для всех видов ГЧП, включая концессию», - сказал А. Шаяхметов.Директор департамента государственной поддержки и защиты предпринимательства МНЭ РК Дарын Абдуали рассказал о результатах государственной поддержки предпринимательства.За 11 месяцев текущего года мерами льготного финансирования через субсидирование кредитов охвачено более 14 тыс. проектов на сумму кредитов порядка 840 млрд тенге, гарантирование предоставлено по 7,2 тыс. проектам на сумму свыше 241 млрд тенге.В рамках нефинансовой поддержки предоставлено 135 тыс. консультаций по различным вопросам предпринимательства.Айгерим Шорова, и.о. директора Департамента политики развития предпринимательства, проинформировала о запуске с 1 января 2024 года автоматизированной системы управления рисками в 66 из 94 сфер государственного контроля. Это позволяет назначать проверки без участия человека через информационные платформы.Также она сообщила о развитии института саморегулирования. На 1 января 2024 года в Казахстане действуют 96 саморегулируемых организаций (СРО) в 21 сфере предпринимательской и профессиональной деятельности. Из них 52 СРО работают на обязательной основе, 44 – на добровольной.Один из механизмов стимулирования саморегулирования – Соглашения о признании результатов работы СРО на добровольном членстве. Бауыржан Омарбеков осмотрел несколько многоквартирных домов, требующих реконструкции, а также побывал на насосной и фильтровальной станциях. На месте были обсуждены планы по их обновлению и необходимое финансирование для выполнения работ.В частности, вице-министр ознакомился с успешным опытом Рудного по реконструкции пустующих зданий под многоквартирные жилые дома для очередников. Эти проекты были реализованы за счет инвесторов и местного бюджета.Так, в 2023 году в Рудном было реконструировано 4 пустующих здания, в результате чего было получено 228 квартир. Среди них — спортивный комплекс и крытый манеж, предназначенные для реабилитации и лечения детей с ограниченными физическими возможностями. Эти проекты, реализованные на сумму 1,16 млрд тенге, стали важным вкладом в развитие социальной инфраструктуры региона.В целом в текущем году на строительство, капитальный и средний ремонт транспортной, инженерной и социальной инфраструктуры в рамках программы «Ауыл – Ел бесігі» в Костанайскую область было выделено 9,8 млрд тенге.Затем вице-министр национальной экономики Бауыржан Омарбеков ознакомился с деятельностью швейного цеха, который был реализован в рамках проекта «Ауыл аманаты». Minister of Ecology and Natural Resources of the Republic of Kazakhstan Ye. Nysanbayev held a meeting with the Head of the International Migration Mission (IOM) in Kazakhstan and the country office with coordination functions for Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan Serkhan Aktoprak.The main topics of discussion were issues of assessing the relationship between migration, the environment and climate change, taking into account population mobility in national adaptation plans and further cooperation between the MENR RK and the IOM.During the meeting, Ye. Bostandyk district: new horizons of landscaping — pedestrian zones, playgrounds, technical sidewalks and green alleys 24.12.2024

In addition, such sidewalks help to solve the problem of drainage, preventing their flooding in case of heavy rains, which is especially important for Almaty with its changeable climatic conditions.The final location of the productive press tour was the facility where large-scale landscaping works were carried out on the dividing green zone along Abai Ave. (between Turgut Ozala and Mukanova Streets).The area of the facility is 5.2 hectares, we note the fact that the last landscaping was carried out more than 15 years ago.In the dividing green zone, work was carried out on the modernization of the outdoor lighting line in 120 poles, the replacement of benches and urns in total - 110 pieces, the dismantling of asphalt pavement (7020 m) and the installation of paving stones (8000 m2), the construction of a 10 km irrigation system, sanitary pruning of green spaces and landscaping (1000 p. m. biryuchiny, 2,500 flowering shrubs, 41,000 m2 of lawn).Akim of Bostandyk district Sanjar Alin noted: "These projects became possible thanks to the active participation of residents who expressed their wishes and ideas.
