Как сообщил вице-министр национальной экономики Бауыржан Омарбеков, меры по развитию местного самоуправления реализуются в рамках принятой в 2021 году Концепции развития местного самоуправления до 2025 года. «Одной из основных реформ прошлого года является проведение в пилотном режиме выборов акимов 42 районов и 3 городов областного значения. Продолжаются выборы акимов городов районного значения, сел, поселков и сельских округов. Всего было избрано 93% сельских акимов (2176 акима сел). При этом еще будут избраны 169 сельских акимов. С 2025 года все акимы районов и городов областного значения будут только избираться», - отметил вице-министр.По словам Б.Омарбекова, наиболее актуальным вопросом является расширение доходных источников сельского бюджета. С момента внедрения IV уровня бюджета (2018 год) динамика поступлений увеличилась в 2 раза. По итогам 2023 года в бюджет IV уровня при плане 308 млрд тенге фактически поступило 320 млрд тенге. Доля самодостаточности составила 21,2 %. «Но этого недостаточно для развития сел. Необходимо увеличивать самодостаточность сельских бюджетов. Работа по расширению доходных источников сельских бюджетов будет продолжена. Ожидается что собственные доходы IV уровня увеличатся в 4 раза», - добавил замглавы МНЭ.Также имеется необходимость пересмотра механизма формирования и расходования бюджета сельских акимов. Работающие с 2018 года на IV уровне бюджетные процессы требуют совершенствования. The total length of the heat supply networks is 5865 m.In 2022, 1,730 m was reconstructed, in 2023 - 2000 m and in 2024 - 2,135 m–This year, reconstruction has been completed on the segment of the TM-18 "Ainabulak" heating main along Makatayev Street (from Zhumabayev Street to Pavlodarskaya Street).The main construction and installation works were completed before the onset of the autumn-winter period 2024-2025.Currently, the landscaping of the site is underway – asphalting the roadway with a fine-grained layer, after which road markings will be applied.It should be noted that the heating main was put into operation in 1981, its service life was 43 years, while the standard service life is 25 years.The project will provide high-quality heat supply to residents of 344 apartment buildings, 11 schools, 3 health facilities and 483 other facilities.This year, on behalf of Akim of Almaty Yerbolat Dosayev, 20 km of heating networks were reconstructed, work was carried out in 6 districts of the city during the inter-heating period. The number of SMEs is growing in Almaty 16.11.2024
In the first half of this year, the output of SMEs in Almaty increased by 28.4% to 5.5 trillion tenge. In January-September, the number of active SMEs increased by 6.2% to 361.1 thousand units. This was reported by the city's economic department. According to their forecasts, the budget of Almaty for 2025 will increase by 20% to 2.1 trillion tenge."To support SMEs in 2024, 53.1 billion tenge was allocated from the state budget for subsidies, guarantees and loans. For 9 months of 2024, 1.7 thousand new SME projects worth a loan of 113.1 billion tenge were supported, and more than 2 thousand projects approved in previous years continue to receive support in the form of subsidizing part of the remuneration rate," the Department of Economics reported.This contributes to an increase in the share of SMEs in the GRP of Almaty in 2024 to 60%, in 2025 to 62%. In the first quarter of 2024, the share of SMEs amounted to 55.2%.As noted in the Department of Economy of Almaty, 87 investment projects totaling 452 billion tenge are being implemented at the sites of the Industrial and Special Economic Zones. In order to implement mechanisms to stabilize prices for socially important food products in Almaty, JSC SEC Almaty concluded a loan agreement with the poultry farm of JSC Alatau-kus. As part of the agreement, prices for chicken meat (ham and thigh) of the producer will be fixed in the city.The price of products on the shelves in the company stores of JSC "Alatau-kus" and shops at home in Almaty will be no more than 1,100 tenge per kilogram.The total volume of the contract is 1,818 tons.
