London hosts discussion on the outcomes of the Regional Ecological Summit held in Astana 05.05.2026
An event dedicated to reviewing the outcomes of the Regional Ecological Summit (RES-2026), recently held in Astana, took place in London. The discussion brought together representatives of the UK Foreign, Commonwealth & Development Office, business and expert communities, British journalists, as well as participants of the Summit who attended from the United Kingdom. Participants exchanged views on the results achieved in Astana and shared perspectives on future cooperation with Kazakhstan in the areas of green economy, water security, and sustainable development.Opening the event, the Chairman of the British-Kazakh Society, Rupert Goodman, noted: “The Summit was a landmark event, bringing together the leaders of 11 states, international organisations, financial institutions, business, academia, and civil society. One of its key outcomes was the adoption of the Joint Declaration of the Heads of State of Central Asia, ‘Environmental Solidarity of Central Asia’, which reaffirmed a shared commitment to strengthening regional cooperation.”He also highlighted the strong interest in the Summit in the UK: “His Grace the Duke of Richmond addressed a written message to the President of Kazakhstan, Kassym-Jomart Tokayev, and to the participants of the Summit, underlining the importance of the regional environmental agenda and international engagement around it. The message particularly emphasised that water is one of our most precious resources, and its responsible management will be key to ensuring sustainability and prosperity for future generations. In this context, the strong attention given in Astana to the initiative of establishing an International Water Organisation is highly encouraging.”Welcoming the guests, Chargé d’Affaires of the Republic of Kazakhstan to the United Kingdom, Ruslan Karabulov, noted the significant scale and level of engagement at the Summit. Over three days, 58 sessions were held, including 21 high-level panels, with more than 8,000 participants in total. Senior representatives of the UN and leading international organisations took part in the discussions, including the OSCE, the European Union, the Asian Development Bank, the EBRDS, and the World Bank.A substantial package of initiatives and investment agreements was also announced, including more than 30 regional environmental projects with total funding exceeding USD 2 billion, as well as additional agreements worth over USD 2.3 billion in areas such as renewable energy, waste management, and sustainable industrial development.Sharing her impressions of the Summit, Dr. Undala Alam, Regional Climate Adviser at the UK Foreign Office, welcomed Kazakhstan’s initiatives and highlighted key areas for strengthening bilateral cooperation. Books Unite: International Meeting of Students from Kazakhstan and North Macedonia 05.05.2026
Skopje, April 30, 2026 – An international online meeting took place between students of Nova International School (North Macedonia) and the young authors of the book “Harold and Larabelle. The Kingdom of Books” – Arlan and Aslan Aitkaliyev, who study at the Waldorf-oriented School-Gymnasium (Uralsk, Kazakhstan).The event was held with the support of the Embassy of the Republic of Kazakhstan in North Macedonia and formed part of a series of international meetings aimed at fostering cultural dialogue among children from different countries.From the very first minutes, the meeting evolved into a lively and sincere conversation. The children communicated in English, shared jokes, asked questions, and learned about each other with great interest. The atmosphere was light, friendly, and remarkably warm.Of particular interest was the fact that the school in North Macedonia educates children from various countries. This made the conversation truly international – encompassing diverse perspectives, cultures, and backgrounds, yet united by shared values.The participants expressed particular admiration for the fact that the book also has an audio version in all four languages. The students noted that this makes the book accessible to a wide range of children and wholeheartedly supported the idea.The young authors also spoke about their participation in the IX International Book Fair “ASTANA Eurasian Book Fair” (April 22–26, 2026), where their book won first place in the nomination “Best Children’s Book.”The children talked about their love of reading, shared favorite literary works, and discussed why books remain important even in the digital age.During the meeting, it became clear that the students share many common interests: a love of books, a desire to learn, grow, and discover new things. Despite the distance and different countries, they easily found common ground – as if they had known each other for a long time.The meeting left a warm impression of genuine, live communication. Explanations of the Department of State Revenue for the Mangystau region In recent years, mobile transfers have become a convenient and popular payment method. However, citizens often have questions about when information about such transfers gets to the tax authorities, whether they are taxed, and what to do if a notification is received. The Department of State Revenue for the Mangystau region has prepared detailed explanations. In what cases do banks transfer information about mobile transfers of individuals to the tax authorities? According to subparagraph 24) of paragraph 2 of Article 55 of the Tax Code of the Republic of Kazakhstan, banking organizations provide information on the amount of money received into the bank account of an individual from other individuals, if there are signs of income from entrepreneurial activities.The transfer of information is carried out only upon simultaneous fulfillment of the established criteria approved by the Order of the Minister of Finance of the Republic of Kazakhstan dated November 12, 2025 No. 698.In particular, if an individual receives money from 100 or more different persons to a bank account that is not intended for business activities during each of three consecutive calendar months, and the total amount of income exceeds 12 times the minimum wage, such information is sent by second-tier banks to the state revenue authorities. Is information transmitted to the tax authorities if an individual is registered as an individual entrepreneur? Information is transmitted to the state revenue authorities for all individuals who meet the established criteria, regardless of whether they are registered as an individual entrepreneur.This is due to the fact that the control takes into account the funds received into a bank account that is not intended for business activities. What actions do the state revenue authorities take after receiving information from banks? After receiving information from the second-tier banks, the state revenue authorities carry out activities in two stages.The first stage is informing the taxpayer.In accordance with Article 93 of the Tax Code of the Republic of Kazakhstan, the tax authorities inform the taxpayer about the signs of income generation.For these purposes, a notification is sent to the taxpayer, which is of a notification nature and does not require a response.The second stage is control measures.In the future, if there are grounds, the state revenue authorities carry out desk control in accordance with the procedure provided for by the Tax Code of the Republic of Kazakhstan.According to the results of desk control, in case of discrepancies, in accordance with Article 137 of the Tax Code of the Republic of Kazakhstan, a notification is sent to the taxpayer.The notification is executed by the taxpayer within 30 working days from the day following the day of its delivery. What actions should a taxpayer take when receiving a notification based on the results of the desk inspection? In accordance with article 93 of the Tax Code of the Republic, a notification is sent to the taxpayer, which is of a notification nature and does not require a response.An individual independently decides on the need to fulfill tax obligations.In case of sending a notification, in accordance with Article 137 of the Tax Code of the Republic of Kazakhstan, the taxpayer is obligedto eliminate violations by submitting tax reports within the prescribed period:;in case of disagreement, provide written explanations indicating the reasons for the discrepancies, if necessary, with supporting documents attached.In case of failure to provide explanations or the need to confirm the accuracy of the information provided, the tax authority has the right to conduct a tax audit. Are mobile transfers taxed? The transfers themselves are not subject to taxation. According to the norms of the Tax Code of the Republic of Kazakhstan, the income of an individual is subject to taxation.If the transfer is income (for example, payment for a product or service), it is subject to taxation. In what cases can the activity of receiving transfers be recognized as entrepreneurial? According to paragraph 1 of Article 2 of the Entrepreneurial Code of the Republic of Kazakhstan, entrepreneurship is an independent, initiative activity of citizens aimed at generating net income from the sale of goods, performance of works or provision of services.If mobile transfers are systematic and involve payment for goods, works, or services, such receipts may be recognized as income from entrepreneurial activity. What is the responsibility for conducting business without registration? According to article 463 of the Code of the Republic of Kazakhstan "On Administrative Offenses", engaging in entrepreneurial activity without registration, if these actions do not contain signs of a criminal offense, entails a fine on individuals in the amount of fifteen monthly calculation indices. For repeated commission within a year after the imposition of an administrative penalty, a fine of thirty monthly calculation indices is provided for individuals. How do the tax authorities select transfers for analysis? The selection and determination of compliance with the established criteria approved by the Order of the Minister of Finance of the Republic of Kazakhstan dated November 12, 2025 No. 698 is carried out by second-tier banks.In case of simultaneous fulfillment of the criteria (receipt of funds from 100 or more different persons within three consecutive months and an amount exceeding 1,020,000 tenge), banks transmit the relevant information to the state revenue authorities. Are transfers between relatives taxed? No, they are not taxable. In accordance with Article 405 of the Tax Code of the Republic of Kazakhstan (as amended from January 1, 2026), such income is not included in the list of income subject to taxation by an individual independently. What if the money is being transferred for a birthday, wedding, or gift? Such transfers are gifts and are personal in nature.According to Article 405 of the Tax Code of the Republic of Kazakhstan (as amended from January 1, 2026), they do not relate to income subject to taxation. What if parents are raising money for a school or kindergarten? Such receipts are not recognized as income.In accordance with Article 405 of the Tax Code of the Republic of Kazakhstan (as amended from January 1, 2026), these amounts do not relate to income subject to taxation by an individual. Do I need to declare personal transfers? According to Article 405 of the Tax Code of the Republic of Kazakhstan, personal transfers do not relate to income subject to taxation by an individual independently. Will taxes be automatically charged? No. The tax authorities conduct an analysis and, if there are grounds, send a notification within the framework of desk control in accordance with Article 137 of the Tax Code of the Republic of Kazakhstan. Is it possible to use a personal account for business? No. Article 27 of the Entrepreneurial Code of the Republic of Kazakhstan establishes the obligation of individual entrepreneurs to open settlement accounts in banks for conducting business.In addition, Article 110 of the Tax Code of the Republic of Kazakhstan stipulates that any monetary payments for goods and services (in cash, by card or by mobile transfer) must be carried out with the mandatory use of cash registers or a special mobile application.In case of non-application of the KKM, Article 284 of the Code of Administrative Offences of the Republic of Kazakhstan provides for administrative liability from a warning to 15 MCI in case of repeated violation. Do I need to contact the tax authorities personally when I receive a notification? No, a personal visit is not required. The functionality for offsetting VAT in the IS EI 05.05.2026
The State Revenue Department of East Kazakhstan region has announced the implementation of the "VAT Offset" functionality within the “Electronic Invoices” information system (IS EI), which is designed to streamline tax accounting for businesses while increasing the transparency of VAT transactions.In accordance with paragraph 8 of Article 480 of the Tax Code, if a taxpayer intends to recognize the VAT amount as an offset from an electronic invoice, they must record this recognition in the IS EI system before submitting the VAT declaration, that includes the corresponding offset amount.The new mechanism enables the generation of notifications based on received electronic invoices and records the VAT amounts accepted for offset. Министерство национальной экономики РК подготовило проект консультативного документа регуляторной политики, предусматривающий пересмотр процедуры передачи функций центральных и местных исполнительных органов в конкурентную среду. Также документом предлагается перераспределение отдельных полномочий между уровнями государственного управления. Проект документа учитывает дебюрократизацию процессов и повышение оперативности работы государственного аппарата.Действующий механизм передачи государственных функций в конкурентную среду характеризуется избыточными процедурами и многоступенчатым согласованием. В этой связи предлагается сократить количество этапов. В частности, если решение уже одобрено Межведомственной комиссией по вопросам регулирования предпринимательской деятельности, его повторное рассмотрение на других уровнях не потребуется.Кроме того, усиливается взаимодействие с НПП «Атамекен»: Палата будет предоставлять данные о функциях, предлагаемых к передаче в конкурентную среду.Проект также предусматривает передачу ряда функций Правительства отраслевым министерствам. Deputy Minister of Internal Affairs of the Republic of Kazakhstan — Commander-in-Chief of the National Guard, Major General Ansagan Baltabekov, conducted a working visit to military units of Regional Command “Batys” located in the cities of Aktobe, Uralsk, and Atyrau. During the visit, special attention was paid to the development of military infrastructure and the condition of ongoing construction projects.In Aktobe, the Commander-in-Chief visited military unit 6655, where he reviewed the construction of a cultural center currently at its final stage. Finishing and installation works are underway at the site. He also examined the project for a new maintenance and repair facility, noting its importance for enhancing the unit’s technical capabilities.In military unit 5517 in Uralsk, the Commander-in-Chief inspected the construction of a new 300-bed barracks. Major construction works are progressing at an active pace, with commissioning scheduled for December this year.Additionally, Ansagan Baltabekov visited military unit 5546 in Atyrau, where particular attention was given to the condition of barracks, the canteen, and the provision of clothing and equipment for servicemen.Overall, during the working trip, special focus in all units was placed on living and service conditions for personnel. The Commander-in-Chief reviewed operational and service activities and assessed the readiness level of the units.Canteens of the military units were also inspected. The leadership was instructed to maintain strict control over the quality of food provided to servicemen.It should be recalled that earlier the Commander-in-Chief also visited Regional Command “Oñtüstik,” where he inspected the construction of several facilities.It is worth noting that today more than 7,000 National Guard servicemen ensure public order in 21 cities across the country. Al-Kuwait City, May 4, 2026 – Ambassador of the Republic of Kazakhstan to the State of Kuwait Yerzhan Yelekeyev held a meeting with Mr. Isam Al-Sager, Vice Chairman of the Board of Directors and Group Chief Executive Officer of the National Bank of Kuwait.During the meeting, the parties discussed the current state and prospects for the development of investment, trade and economic cooperation between Kazakhstan and Kuwait.The Ambassador briefed the Kuwaiti side on Kazakhstan’s current economic performance, noting the country’s steady economic growth. The Ministry of Foreign Affairs of the Republic of Kazakhstan informs that, as of April 30, 2026, new regulations concerning Alternative Smoking Products have entered into force in Hong Kong (SAR).In accordance with these regulations, the use, possession, and carrying of all electronic cigarettes (including IQOS/Glo), vapes, and other alternative smoking devices, sticks, and related liquids are strictly prohibited (with the exception of conventional cigarettes, tobacco, and shisha mixtures).Violation of this law entails a fine of up to HKD 2,000,000 (approximately USD 255,000) and imprisonment for up to seven years. Systematic work continues in the Kostanay region to ensure social protection for veterans and persons equated to them in accordance with the Law of the Republic of Kazakhstan "On Veterans". As of today, 4 participants of the Great Patriotic War, as well as 3040 veterans and other categories of citizens covered by the relevant legislation, reside in the region.Throughout the year, veterans and home front workers are provided with a range of social, economic, and cultural measures aimed at improving their quality of life and strengthening social support.As part of the celebration of May 9 - Victory Day, by decisions of local representative bodies, participants of the Great Patriotic War were provided with a one-time social assistance payment of 5,000,000 tenge.Additionally, payments are provided for other categories of citizens, including: underage prisoners of concentration camps, ghettos, and other places of forced detention created by the Nazis and their allies during the Second World War; citizens who worked during the siege in the city of Leningrad at enterprises, institutions, and organizations of the city and were awarded the medal "For the Defense of Leningrad" or the badge "Resident of Besieged Leningrad"; persons awarded orders and medals of the former USSR for selfless labor and impeccable military service in the rear during the Great Patriotic War, as well as persons who worked (served) for at least six months from June 22, 1941, to May 9, 1945, and were not awarded orders and medals of the former USSR for selfless labor and impeccable military service in the rear during the Great Patriotic War; widows of soldiers who died in the Great Patriotic War and wives of deceased veterans of the Great Patriotic War, recognized as persons with disabilities.The amounts of payments for these categories are determined by decisions of the maslikhats of cities and districts.In addition to one-time payments, monthly social assistance is provided on a permanent basis to veterans, home front workers, as well as persons equated to veterans, and members of their families.In accordance with the decisions of local representative bodies, these categories of citizens are also provided with social support measures in the field of health improvement.According to the decision of the regional maslikhat, veterans are provided with free vouchers for sanatorium-resort treatment. In 2026, health improvement for 360 people is planned at the expense of the regional budget.Additionally, starting from 2024, an alternative support mechanism has been introduced - reimbursement of costs for sanatorium-resort treatment. On April 29–30, 2026, in the city of Tashkent, a delegation of the Republic of Kazakhstan led by Deputy Chairman of the State Revenue Committee Seilzhan Akhmetov took part in the 18th Annual «Silk Road» Tax Forum, organized by the International Tax and Investment Center jointly with the Tax Committee of the Republic of Uzbekistan. The forum traditionally serves as one of the key international platforms for discussing modern approaches to tax policy, the digital transformation of tax administration, and the exchange of best practices among countries in the region.
