Kazakh Room Reopened at the Palais des Nations in Geneva 09.12.2025
On the eve of the 34th anniversary of Kazakhstan’s Independence, a solemn ceremony was held at the United Nations Office at Geneva to mark the reopening of the renovated Kazakh Room (Room XIV).Opening remarks were delivered by Kazakhstan’s Permanent Representative to the World Trade Organization and international economic organizations Mr. Kairat Torebayev; Director-General of the UN Office at Geneva Ms. Tatiana Valovaya; and Deputy Director General of the International Organization for Migration (IOM) Ms. Ugochi Daniels. The honored guest was the renowned Kazakh singer, Kazakhstan’s Goodwill Ambassador, and IOM Global Goodwill Ambassador, Dimash Qudaibergen.The event was attended by heads of diplomatic missions, representatives of international organizations, and members of the Kazakh diaspora.Kazakh Room is a unique gift from Kazakhstan to the United Nations. Special tax regime (STR) for the self-employed: what is changing 09.12.2025

Kazakhstan and Azerbaijan strengthen cooperation and partnership in the field of pension provision 09.12.2025
From November 25 to 28, 2025, an official meeting between delegations from the Unified Accumulative Pension Fund of the Republic of Kazakhstan (UAPF) and the State Social Protection Fund under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan (SSPF) was held in Baku as part of an experience exchange program. The program included presentations of the two countries' social protection and pension systems, and a discussion of digital services and administration mechanisms. The UAPF presented an overview of Kazakhstan's funded pension system, the demographic situation, the digitalization of pension services, and Kazakhstan's position in international pension ratings. The UAPF also provided information on the "National Fund for Children" project, a socially significant project for the country, in which the UAPF acts as the operator for recording target requirements, assets, savings, and implementing targeted savings payments. The Azerbaijani side was particularly interested in Kazakhstan's experience in digitalizing pension services, which allows citizens to access virtually all services remotely. UAPF's digital services provided the basis for exchanging experience on modern solutions, automation, and improving service levels for pension fund depositors in the two countries. The delegations also visited the SSPF's central branch for social benefits, as well as the Agency for Sustainable and Operational Social Security (DOST) and the DOST Inclusive Development Center, where they learned about Azerbaijan's innovative solutions for providing state social services and supporting various categories of citizens. Following the meeting, the parties also signed a Memorandum of Understanding aimed at strengthening cooperation and expanding professional collaboration in the field of pension provision across a wide range of areas, including the exchange of information on changes to pension legislation and ongoing reforms, the sharing of experiences in digital technologies in the pension system, and joint expert research.  UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. The visit of the Special Representative of the President of the Republic of Kazakhstan for Afghanistan, Ambassador–at-Large of the Ministry of Foreign Affairs Y.Tukumov to Afghanistan 09.12.2025
Kabul, December 8, 2025 – Yerkin Tukumov, Special Representative of the President of the Republic of Kazakhstan for Afghanistan, Ambassador–at-Large of the Ministry of Foreign Affairs, carried out a working trip to Afghanistan on behalf of the Minister of Foreign Affairs of the Republic of Kazakhstan, aimed at implementing the instructions of President Kassym-Jomart Tokayev, who attaches special priority to the development of constructive cooperation with Afghanistan and its involvement in regional processes.During the trip, Y.Tukumov held a number of meaningful meetings with the Afghan leadership, including Minister of Foreign Affairs A. Muttaki, Governor of Balkh Province M.Y.Wafa, Deputy Minister of Public Works M.Sahibzada, as well as representatives of other key departments. The main focus of the talks was on expanding cooperation in trade and economic, transport and logistics, industrial, infrastructural, agricultural, humanitarian, educational and medical fields, as well as security and counter-terrorism issues.The Afghan side paid sincere attention to Kazakhstan's humanitarian initiative, the mission of a team of Kazakhstani doctors who worked in Afghanistan at the end of November this year. According to the Afghan representatives, the doctors' mission has become not only a practical manifestation of friendship and partnership, but also a concrete contribution of Kazakhstan to strengthening the social stability of Afghan society, reducing tensions related to the shortage of medical personnel and resources.During the talks with the head of the Afghan Foreign Ministry and other relevant departments, the construction of the Turgundi–Herat–Kandahar–Spin-Boldak railway, which is of strategic importance for the transport integration of Afghanistan and the expansion of regional trade flows, was discussed. Entrepreneurs in Akmola region fined for selling products of dubious origin 09.12.2025
In the Akmola region, during regular inspections of the food market, instances of exceeding the permissible markup on socially important products were discovered. The inspections were carried out by the Department of Trade and Consumer Protection of the Ministry of Trade and Industry of the Republic of Kazakhstan for the Akmola region.For example, individual entrepreneur Yuldashev sold carrots with a 33.3% markup, significantly exceeding the legally permitted level. Similar violations were found at individual entrepreneur Gulyaeva T.M. at the Khutorok store for selling buckwheat with a 27% markup, at individual entrepreneur Zhanalinova at the Produkty store for selling cabbage with a 72.7% markup, and at individual entrepreneur Mirmakhmud for selling onions with a 60% markup.In each of these cases, the entrepreneurs were held administratively liable under Article 204-4 of the Code of the Republic of Kazakhstan on Administrative Offenses, with fines imposed. These measures are aimed at preventing unfair practices, ensuring trade transparency, and protecting the interests of citizens.Furthermore, in the Shortandy District, a case was discovered where prices were listed in foreign currency—products in the store were listed in rubles, which violates the law requiring prices to be listed exclusively in tenge. The entrepreneur was also fined for this violation.During the 2025 period analyzed, 216 entrepreneurs were held administratively liable in the Akmola Region, 99 of whom received warnings and 117 were fined a total of over 2.2 million tenge. The violations identified included exceeding the trade markup at the SZPT, selling goods in foreign currency, the absence of a consumer corner, and failure to respond to consumer complaints within the prescribed timeframe."We also conducted 21 purchases of products of questionable origin, and found labeling violations in 17 cases. Entrepreneurs received fines totaling over 1 million tenge. A 70-year-old resident of the Akmola region received a refund for a non-working phone from Wildberries 09.12.2025
The Akmola Region continues to demonstrate the effectiveness of its consumer protection agencies. In 2025, the Department of Trade and Consumer Protection of the Akmola Region reviewed 983 citizen complaints, over 80% of which were satisfied, and refunds exceeded 82 million tenge.The department's specialists actively resolve disputes out of court, allowing citizens to promptly protect their rights and receive refunds. For example, a resident of the region was able to get 8.1 million tenge back for a used car thanks to a complaint prepared by the Department against the dealership. In another case, a buyer refused a new car due to discovered damage, after which the seller returned 28.3 million tenge.Disputes over household goods and electronics also involve the Department's intervention. A resident of the region experienced delays and defects in delivery of furniture worth 1,000,200 tenge under a contract. Specialists provided explanatory information, and the entrepreneur rectified the violations.A 70-year-old resident of the region received a refund of 34,840 tenge for a phone purchased on Wildberries. He ordered a phone advertised as a Redmi 14 for his daughter, but the product he received was not what he expected. The phone failed IMEI verification, making it unusable in Kazakhstan. Attempts to return the money directly to the seller were unsuccessful, and only a timely appeal to the Department yielded results.In another case, a consumer who was wronged when booking a resort where a deposit refund was denied was able to reach a settlement with the Department's assistance: the money was returned and an additional day of stay was provided at a discount. The Ministry of Trade and Integration of the Republic of Kazakhstan announces the adoption of a joint order of the Minister of Trade and Integration of the Republic of Kazakhstan dated November 17, 2025, No. 325-НҚ, the Minister of Industry and Construction of the Republic of Kazakhstan dated November 20, 2025, No. 494, the Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan dated November 20, 2025, No. 586/НҚ, the Acting Minister of Finance of the Republic of Kazakhstan dated November 20, 2025, No. 717, and the Minister of Transport of the Republic of Kazakhstan dated November 20, 2025, No. 391 "On the implementation of the pilot project 'On certain issues of regulating the export of certain types of goods.'" This order comes into force on December 5, 2025.This joint order introduces a permit-based procedure for the export of certain types of goods, which applies exclusively to goods exported to CIS member states. Puppies Ready to Serve the Country: Number of Pedigree Service Dogs Growing in the National Guard 09.12.2025
The number of pedigree service dogs in the National Guard is steadily increasing. This year alone, the canine center of military unit 6654 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan welcomed 42 pedigree puppies, including Belgian, Dutch, and German Shepherds. In the future, they will be trained for combat and guard duties, helping to ensure public safety and security.Since the beginning of the year, 12 pedigree puppies have already been distributed to reinforce other military units. Currently, the canine center houses around 30 young dogs.“During the first 45 days, the puppies are fed with their mother’s milk, after which they are gradually transitioned to dry food. Then the adaptation stage begins. At three months, they are introduced to the obstacle course. At this age, it is important to develop auditory skills, so each puppy is given a name. Later, they are taught basic commands such as sit, stand, and lie down. After that, the tasks become more complex as we move on to scent detection training,” said Major Zhantore Mendiorazov, head of the canine center.Today, around one thousand service dogs serve in the ranks of the National Guard. In just the first 10 months of this year, they helped detect more than 120 offenses. Military Instructors of the National Guard Test a Unique Mobile Application 09.12.2025
The mobile application “Tärbıeshi PRO”, developed specifically for military instructors, is currently undergoing testing at military unit 5513 of the “Ońtústik” Regional Command of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan. The digital product is designed to significantly save time and resources, as well as ensure a systematic approach to the implementation of the directives of the Commander-in-Chief of the National Guard, Major General Ansagan Baltabekov, regarding the development and integration of digital technologies into the operational and service activities of the troops.To facilitate the practical introduction of this innovation, deputy company commanders for educational and socio-legal work were ceremonially presented with tablets. These servicemembers traditionally spend a considerable amount of time preparing lesson plans, outlines, and searching for materials necessary for conducting classes.The mobile application streamlines educational and instructional processes by providing fast and convenient access to all materials in a unified digital format. All content is presented in a standardized form prepared by subject-matter specialists, ensuring high quality and consistent approaches to the training of conscripted servicemembers. Additionally, the application reduces paper workload by nearly 70 percent.Deputy commanders responsible for educational and socio-legal support have already begun actively using the innovation during state and legal training sessions with various categories of servicemembers — officers, contract personnel, and conscripts.For other categories of guardsmen, the application offers the ability to study and take notes on state and legal training topics outside of duty hours, receive prompt legal consultations online, and independently familiarize themselves with regulatory documents governing service in the National Guard.The user-friendly bilingual interface is adapted for both tablets and smartphones. Built-in notification functions, as well as the ability to display notes, slides, and video materials on portable projectors and Smart TVs, make the learning process more visual and modern.It is worth noting that the “Tärbıeshi PRO” mobile application represents a major step toward the formation of a modern system of educational work — one in which convenience, efficiency, and oversight are combined in a single digital format.
