As part of the state visit of the President of the Republic of Kazakhstan to the Republic of Korea, a meeting of the "Kazakhstan – Republic of Korea" Business Council was held on September 15 in Seoul, during which a number of agreements were signed aimed at developing trade and economic cooperation and expanding the export of Kazakhstani products to the Korean market.  JSC "Trade Policy Development Center "QazTrade" and the Korea SMEs and Startups Agency (KOSME) signed a memorandum of cooperation aimed at expanding opportunities for small and medium-sized businesses and developing the innovative component of Kazakhstani exports. The document provides for the implementation of joint projects, exchange of experience and expertise, development of educational and acceleration initiatives, as well as active promotion of e-commerce as one of the promising tools for domestic companies to enter international markets.  The cooperation between QazTrade and KOSME is a continuation of the systematic work of the two organizations. In 2025, the parties implemented joint educational programs for Kazakhstani IT companies, within which entrepreneurs had the opportunity to familiarize themselves with Korean approaches to digital transformation, scaling technology businesses, and implementing artificial intelligence-based solutions.  Following the interaction, the parties also agreed on the further development of expert support, the creation of a joint working group, and the integration of Kazakhstani companies into relevant Korean acceleration programs.On the same day, a number of commercial agreements were signed with the participation of Kazakhstani companies. In particular, Kusto Logistics Management and Seojoong Logistics agreed on the development of trade and logistics cooperation and the expansion of business ties between the companies of the two countries. LLP "Merke-Et" and Jung Ho Park - Highland Innovation concluded agreements providing for the supply of Kazakhstani meat products, including canned meat, to the market of the Republic of Korea in a volume of up to 1,000 tons per year. In addition, Samsar Investment and JSC "Coupaju" concluded an agreement for the supply of Kazakhstani sunflower oil with a total value of 3 million US dollars. A separate area was the expansion of supplies of metallurgical industry products.  LLP "Ekibastuz FerroAlloys" and Uni Metal Co., LTD signed a Memorandum of Understanding and Cooperation, providing for the creation of a basis for long-term interaction and the organization of regular supplies of ferrosilicon produced by LLP "Ekibastuz FerroAlloys" to Uni Metal Co., LTD on terms agreed upon by the parties. The potential supply volume under the agreement is estimated at 50 million US dollars. Thus, the documents signed on September 15 cover several key areas of Kazakhstani-Korean trade interaction - logistics, food exports, and supplies of metallurgical industry products, creating additional opportunities for domestic producers to enter the market of the Republic of Korea. On September 16 in Seoul, as part of the "Central Asia – Republic of Korea" Summit (C5+5), the signing of a Trade Cooperation Agreement between the Korea Trade-Investment Promotion Agency (KOTRA) and QazTrade took place. Also, the President of the Republic of Kazakhstan noted the need to double bilateral trade turnover with the Republic of Korea. In 2025, the trade volume between the two countries amounted to 3.17 billion US dollars, which is 1.3% more than the 2024 figure. For January-July 2026, according to current data, trade turnover reached 1.57 billion US dollars. "Given the current volume of mutual trade, the potential of Kazakhstan and the Republic of Korea is significantly higher. Одним из драйверов роста экономики также станет сельское хозяйство (не менее 5%).С основными положениями проекта закона «О республиканском бюджете на 2027-2029 годы» депутатов ознакомил вице-министр финансов Абзал Бейсенбекұлы. По его информации, поступления на                2027 год прогнозируются на уровне 25,4 трлн тенге, 19,9 трлн тенге из которых – доходы без учета трансфертов. Расходная часть увеличится до 30,2 трлн тенге. Таким образом, дефицит составит 4,6 трлн тенге, или 2,3% к ВВП. При этом к 2029 году прогнозируется снижение бюджетного дефицита до 0,4%, а собственные доходы увеличатся до 23,4 трлн тенге.– Первое и самое приоритетное направление в структуре расходов – инвестиции в человека. В 2027 году на человеческий капитал предусмотрено 10,5 трлн тенге, или 35% общего объема бюджета. Очень важно понимать, что за этими цифрами стоят конкретные люди. Бюджет социальной сферы ориентирован на человека – то есть направлен на обеспечение его социальной защищенности, здоровья, образования и возможностей для развития. Основная часть средств приходится на социальное обеспечение и здравоохранение, – рассказал вице-министр финансов.По итогам презентации состоялось обсуждение законопроекта. Депутаты подняли вопросы различий между прогнозами экономического роста Правительства и оценками международных экспертов, планируемого снижения бюджетного дефицита, отбора проектов, финансируемых за счет трансфертов из Национального фонда, и прохождения ими необходимых бюджетных процедур. Кроме того, внимание было уделено эффективности финансирования сельского хозяйства, ожидаемым результатам увеличения уставного капитала «Аграрной кредитной корпорации», а также эффективности расходов на науку, внедрению и коммерциализации научных разработок.– Когда ресурсы ограничены, мы не имеем права на неэффективные траты. Распределение бюджета должно быть точечным: только максимальная польза для экономики и граждан, полная открытость и жесткий выбор главных задач. Recovery of tax debt is made against funds held in the bank accounts of the taxpayer’s (tax agent’s) debtors if the taxpayer (tax agent) fails to repay its tax debt in an amount exceeding the threshold amount of tax debt, after a compulsory recovery measure has been taken against funds held in the taxpayer’s (tax agent’s) bank accounts.For the purposes hereof, a debtor means an individual, legal entity, structural subdivision of a legal entity, non-resident carrying out activities in the Republic of Kazakhstan through a permanent establishment, individual entrepreneur, or person engaged in private practice who has an outstanding debt to the taxpayer (tax agent).For the purpose of identifying the taxpayer’s (tax agent’s) debtors, the tax authority is entitled to:use data from the tax authority’s information system;conduct a tax audit of the taxpayer (tax agent) to determine mutual settlements between the taxpayer (tax agent) and its debtors, as well as a counter tax audit of the debtors.The tax authority sends the debtor a notification confirming the accounts receivable.The debtor shall submit to the tax authority, either in paper or electronic form, a reconciliation statement of mutual settlements prepared jointly with the taxpayer (tax agent) and/or, where it is impossible to prepare such a reconciliation statement as of the date of receipt of the notification, documents confirming the mutual settlements with the taxpayer.If the notification confirming the amount of accounts receivable is not complied with, the tax authority:conducts a tax audit of the debtors;issues an order to suspend debit transactions on bank accounts within one business day following the day on which the deadline for complying with such notification expires.The tax authority issues collection orders against the debtor’s bank accounts for the amount of the taxpayer’s (tax agent’s) tax debt, within the limits of the accounts receivable confirmed by one of the following documents:a reconciliation statement of mutual settlements;a tax audit report confirming the amount of accounts receivable;a court decision that has entered into legal force.Collection orders issued against the debtor’s bank accounts shall be withdrawn upon repayment of the tax debt by the taxpayer (tax agent) or the debtor.Source : https://www.gov.kz/memleket/entities/kgd-astana/press/news/details/1294047?lang=ru

С 31 августа социальные предприниматели могут участвовать в программе «Іскер аймақ» без отраслевых ограничений. В рамках программы можно получить субсидирование до 50% номинальной ставки вознаграждения по кредитам до 200 млн тенге сроком до трех лет, а также гранты до 5 млн тенге, льготные помещения и нефинансовую поддержку. Вместе с тем, при Министерстве национальной экономики создана рабочая группа, которая рассматривает предложения по дальнейшему совершенствованию мер поддержки.Еще один вопрос, который напрямую касается предпринимателей, связан с доступом к требованиям законодательства. На встрече представили Реестр обязательных требований в сфере предпринимательства, работающий на основе искусственного интеллекта. Он позволяет найти требования, относящиеся к конкретному виду деятельности, в одном месте.Развитие бизнеса в районе уже сопровождается конкретными проектами. В Толебийском районе работает швейная фабрика «KazPlast» стоимостью 1,5 млрд тенге. Предприятие выпускает до 90 тыс. единиц зимней специальной рабочей одежды в год.В числе крупных проектов - строительство завода по производству алюминиевых рулонов ТОО «QazCoilPro». Инвестиции в проект составят 115 млрд тенге. Предприятие планируется разместить на территории 24 га в сельском округе Киелитас, создав 120 рабочих мест.Значительная часть экономики района связана с сельским хозяйством. Объем произведенной продукции составил 17,4 млрд тенге. В 2025 году здесь запустили рыбное хозяйство ТОО «Fish House» и пункт убоя птицы ТОО «ABZAL GROUP» общей стоимостью 5,1 млрд тенге. В 2026 году планируется реализовать еще два инвестиционных проекта на такую же сумму.Для сельхозпроизводителей важен и вопрос эффективного использования воды. Geneva, 15 September 2026. An aside event entitled “Education as a Primary Tool for the Reintegration of Children Returning from Conflict Zones” took place at the Palais des Nations in Geneva, on the margins of the 63rd session of the United Nations Human Rights Council and the 101st session of the Committee on the Rights of the Child. The discussion focused on the role of education, psychosocial support and inter-agency cooperation in helping children rebuild their lives and reintegrate into society.At the heart of the discussion was Kazakhstan’s practical experience gained through the “Zhusan” and “Rusafa” humanitarian operations. These efforts brought 572 children home from armed conflict zones and established a comprehensive system of rehabilitation and follow-up support.Opening the event, Alua Nadirkulova, Ambassador-at-Large of the Ministry of Foreign Affairs of the Republic of Kazakhstan, noted that repatriation alone does not complete a child’s return to a peaceful life. Successful reintegration requires coordinated efforts by government agencies, educators, psychologists, social services, civil society and international partners, with each child’s individual needs and best interests at the centre of decision-making.Saken-Tai Mukhamedzhanov, Director of the AQNIET Centre, shared practical experience in working with returning children and their families. Kazakhstan’s experience demonstrates that schools serve not only as places of learning, but also as vital environments for socialisation, rebuilding social ties and restoring a sense of belonging.In a video message, Vanessa Frazier, United Nations Under-Secretary-General and Special Representative of the Secretary-General for Children and Armed Conflict, highlighted education as a key tool for the protection, recovery and reintegration of children affected by armed conflict.UNICEF representative Tasha Gill stressed the need to regard returning children first and foremost as victims of armed conflict who need family support, access to education, psychosocial care and sustained assistance.Participants identified several essential conditions for successful reintegration: long-term support following a child’s return, access to quality education, engagement with families and local communities, and the prevention of stigmatisation and social exclusion.The event built on Kazakhstan’s sustained efforts to promote education as a means of advancing peace, tolerance and social inclusion. New York, 16 September 2026 – The United Nations Security Council held a meeting at UN Headquarters on the situation in Afghanistan and the activities of the United Nations Assistance Mission in Afghanistan (UNAMA). In addition to Security Council members, representatives of the United Nations, Afghanistan, Kazakhstan, India and Iran participated in the meeting.UN representatives briefed participants on the current situation in the country. Minister of Trade and Integration of the Republic of Kazakhstan Arman Shakkaliyev held a meeting with the Deputy State Secretary for Foreign Affairs and International Cooperation of the Italian Republic, who arrived in Kazakhstan on a working visit. The parties discussed the dynamics of bilateral trade, the expansion of non-commodity exports, and the prospects for industrial and technological cooperation.«Italy is one of Kazakhstan's key trade and economic partners in Europe. At the same time, we see significant potential for expanding the structure of mutual trade. During the trip, key facilities and major projects being implemented in the district were presented.At the production and logistics complex "TOBOL CENTER KZ", the implementation of a project for the storage and processing of grain and oilseed crops, vegetable storage, and the development of transport logistics was reviewed.On the territory of "Varvarinskoye" LLP, the Akim of the region inspected the construction site of a 40 MW gas piston power plant. The investment volume amounts to 14.3 billion tenge, and 35 jobs will be created. A 22.6 MW solar power plant was previously commissioned here.Issues of the harvesting campaign and support for agricultural producers were separately considered. To date, 75.1% of grain and leguminous crops have been harvested. Under the "Keń Dala" program, 2.1 billion tenge in loans have been issued to 29 agricultural producers. This year, 59 units of agricultural machinery were purchased for a total amount of more than 3 billion tenge.The Akim of the region also familiarized himself with the progress of work under the environmental program "Taza Qazaqstan".
