Today, Deputy Governor of the Kyzylorda Region Bakyt Zhahanov paid a working visit to the Karmakshy District, where he inspected a number of social facilities.During the visit, he monitored the progress of construction works at the railway stations in the settlements of Zhosaly and Toretam, and also visited a sports complex in the city of Baikonur.Renovation works are currently underway at the railway station in Zhosaly. 23 апреля в рамках Регионального экологического саммита (RES 2026) - 2026 в Астане пройдет тематическая дискуссия «Устойчивое финансирование водного сектора в Центральной Азии: вызовы, возможности и пути сотрудничества», в ходе которой эксперты обсудят ключевые механизмы привлечения инвестиций и развития финансовых инструментов для модернизации водохозяйственной инфраструктуры региона.Водный сектор играет стратегическую роль в обеспечении устойчивого социально-экономического и экологического развития стран Центральной Азии. В условиях изменения климата, роста населения и износа инфраструктуры вопросы эффективного управления водными ресурсами и мобилизации финансовых ресурсов становятся особенно актуальными.Инициатором панельной сессии выступает Министерство национальной экономики Республики Казахстан, курирующее вопросы стратегического планирования, бюджетной политики и координации реализации Целей устойчивого развития. Вино, ЭСФ по НДС за нерезидентов, госзакупки и рынок электроэнергии 17.03.2026
На 9-м заседании Проектного офиса внедрения Налогового кодекса под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина рассмотрели очередной пул вопросов, связанных с применением новых налоговых норм и предстоящими изменениями законодательства в рамках ЕАЭС.Один из существенных вопросов связан с обсуждением на площадке ЕАЭС проекта нового техрегламента ЕАЭС о безопасности алкогольной продукции, в рамках которого плодовые вина, произведенные не из винограда, а, например, из яблок или груш, перестанут относиться к категории вин. В случае принятия регламента плодовые вина переходят в категорию продукции, которая облагается более высокими акцизами.Условия техрегламента обсуждаются отраслевыми экспертами стран-участниц ЕАЭС не первый год. На заседании Проектного офиса участники рассмотрели возможности поддержки отечественных производителей в случае, если новый технический регламент будет принят. Предварительно принято решение установить акциз на уровне вин не только для продукции из винограда, но и для вин из других плодов, производимых в стране путем естественного брожения без добавления спирта.При этом, для исключения возможных серых схем, будет усилен контроль со стороны контролирующих органов за производством плодовых вин. Реализация решения потребует внесения изменений в Налоговый кодекс, но только после принятия Казахстаном техрегламента. Поэтому данный вопрос включен в перечень системных и будет учтен в пакете будущих поправок.ЭСФ при уплате НДС за нерезидентаТакже на заседании Проектного офиса рассмотрели вопрос применения новой нормы Налогового кодекса по срокам выписки электронных счетов-фактур (ЭСФ) при уплате НДС за нерезидента.Действующая норма предусматривает выписку ЭСФ по НДС за нерезидента не позднее 5 календарных дней после уплаты НДС. Однако на практике у бизнеса возникли сложности с администрированием, в том числе в случаях, когда на лицевом счете уже имеется переплата по НДС за нерезидента.После обсуждения с бизнесом и НПП «Атамекен» принято решение упростить механизм. Выписка ЭСФ по НДС за нерезидента будет производится получателем услуг (плательщиком НДС) не позднее 15 календарных дней со дня совершения оборота по приобретению услуг от нерезидента. Отнесение же в зачет сумм НДС будет производиться по дате уплаты НДС за нерезидента. Как отметил заместитель председателя Комитета государственных доходов Жаныбек Нуржанов, данная логика может быть реализована в налоговых информационных системах и поддерживается представителями бизнеса.В ответ на вопрос представителя НПП «Атамекен» о применении административных взысканий за несвоевременную выписку ЭСФ за нерезидента по итогам I квартала 2026 года было отмечено, что взыскания со стороны налоговых органов применяться не будут. Кроме того, требование по выписке ЭСФ за нерезидента не будет распространяться на обороты по приобретению за IV квартал 2025 года.Соответствующие изменения планируется внести в Налоговый кодекс ретроспективно – с датой применения с 1 января 2026 года. Со стороны КГД будут представлены подробные разъяснения применения данной нормы НК.Налоговый кодекс и госзакупкиТакже на заседании Проектного офиса прояснили предстоящие изменения, связанные с проведение государственных закупок и закупок квазигосударственного сектора. Положения Налогового кодекса остаются прежними. Изменения будут вноситься в правила проведения закупок уполномоченными органами, которые будут приведены в соответствие с Налоговым кодексом в части ограничения вычетов налогоплательщиков, работающих в общеустановленном порядке, по приобретению товаров, работ, услуг от налогоплательщиков, применяющих специальный налоговый режим на основе упрощенной декларации.Сроки выписки счетов-фактур на рынке электроэнергииТакже на заседании Проектного офиса рассмотрели обращение казахстанского оператора рынка электрической энергии и мощности – АО «КОРЭМ» – и единого закупщика ТОО «Расчетно-финансовый центр на рынке возобновляемых источников энергии» о пересмотре сроков выписки счетов-фактур.С учетом специфики деятельности участников рынка электроэнергии и действующих технических регламентов принято решение дополнительно проработать данный вопрос со всеми участниками рынка и вынести его на повторное обсуждение Проектного офиса.Порядок поступлений налогов в бюджетОтдельно разъяснен порядок поступлений и исчисления налогов в республиканский бюджет. Основными источниками доходов Республиканского бюджета являются корпоративный подоходный налог (КПН), налог на добавленную стоимость (НДС) и налог на добычу полезных ископаемых (НДПИ).КПН оплачивается ежемесячно плательщиками авансовых платежей по КПН до 25 числа отчетного месяца. Кроме того, в марте – апреле 2026 года ожидается поступление КПН по итогам деятельности за 2025 год. Плательщики, не уплачивающие авансовые платежи, по итогам 2026 года уплатят КПН не позднее 10 апреля 2027 года. Также ежемесячно могут поступать платежи по КПН за нерезидента. Срок уплаты НДС на произведенные товары, выполненные работы и оказанные услуги на территории Казахстана – не позднее 25 числа второго месяца, следующего за отчетным периодом. То есть 25 февраля НДС уплачивается по итогам IV квартала предыдущего года, 25 мая, 25 августа и 25 ноября – по итогам I, II, III кварталов текущего года соответственно. 25 февраля 2026 года – срок уплаты НДС по итогам IV квартала 2025 года.НДС на импорт и НДС за нерезидента уплачивается по мере возникновения обязательств, то есть или при таможенной очистке, или при приобретении услуг от нерезидента. The head of the region, Kumar Aksakalov, reviewed the work on the timely and high-quality clearing of Kostanay streets from snow ahead of the spring flood season.During the winter period, 313 thousand tons of snow were removed from the city. This is 3 times more than during the same period last year (95 thousand tons). The main load falls on 5 snow disposal sites, whose current fill level ranges from 60% to 90%.In the Kostanay-2 district, there are 44 residential buildings located in a potential flooding zone. Over 40 thousand tons of snow have already been removed from this area."Currently, our main task is to maximize the speed of snow removal from streets, courtyards, intersections, and areas where there is a risk of meltwater accumulation. To ensure the free flow of meltwater, special attention must be paid to cleaning storm drains, ditches, and drainage channels," noted Kumar Aksakalov.To handle meltwater, 110 km of stormwater system is operational, of which 4.9 km are located in the Kostanay-2 district. Furthermore, there are 5 hydraulic structures ensuring water discharge into the Tobol River."The work must be carried out systematically and in an intensified mode. It is important to utilize all necessary equipment, organize round-the-clock monitoring, and respond promptly to problematic areas. On March 1, 2026, the transition period for selecting tax regimes was concluded in East Kazakhstan region. Entrepreneurs have now finalized their operational formats within the framework of the updated tax legislation.As of March 1, more than 34,000 taxpayers in the region have opted for a special tax regime based on a simplified declaration since the beginning of the year. This regime remains the most widely adopted among representatives of small and medium-sized businesses.It is available to entrepreneurs with an annual income of up to 600,000 MCI (approximately 2.6 billion tenge). Its key advantages include:no restrictions on the number of employees, which contributes to the legalization of employment;the single CIT/IIT rate is 4% (maslikhats can adjust the rate up to 50%);exemption from VAT and social tax;filing a declaration and paying tax twice a year.These conditions make doing business easier and more predictable.Along with this, there is a special tax regime for self-employed citizens. It can be used by individuals subject to the following conditions:income up to 300 MCI per month (approximately 1.3 million tenge);no employees;no registration as an individual entrepreneur;carrying out one of the 40 permitted activities;citizens of the Republic of Kazakhstan and Kandases who previously operated under a patent or through a special mobile application.The main advantages of this regime are:IE registration is not required;exemption from individual income tax;a single social payment of 4% of income, including pension, social and medical contributions.As of February 28, 2026, 7,192 individuals in the region have opted for the special tax regime for the self-employed.
