On April 29–30, 2026, in the city of Tashkent, a delegation of the Republic of Kazakhstan led by Deputy Chairman of the State Revenue Committee Seilzhan Akhmetov took part in the 18th Annual «Silk Road» Tax Forum, organized by the International Tax and Investment Center jointly with the Tax Committee of the Republic of Uzbekistan. The forum traditionally serves as one of the key international platforms for discussing modern approaches to tax policy, the digital transformation of tax administration, and the exchange of best practices among countries in the region. As part of the third session, dedicated to the policy and administration of indirect taxes, Acting Director of the Tax Administration Department Bektas Adilgaliev presented Kazakhstan’s experience in administering VAT and excise taxes. Information for the population on the prevention of foot-and-mouth disease 05.05.2026
Foot-and-mouth disease is an acute viral disease of domestic and wild cloven-hoofed animals, characterized by fever and aphthous lesions of the oral mucosa, udder, and extremities. Cattle and pigs are most often affected; sheep, goats, and wild cloven-hoofed animals are less susceptible. Young animals are more susceptible and experience a more severe illness than adults. People can also contract foot-and-mouth disease.The causative agent of foot-and-mouth disease is a virus that is not resistant to high temperatures and quickly dies when heated to 60 degrees Celsius, exposed to UV rays, and common disinfectants. Low temperatures, high humidity, and neutral environments are particularly favorable conditions for virus preservation in the environment. Animals that have recovered from one type of virus may become ill if infected with another type of virus.SOURCE OF DISEASE – sick animals, including those in the incubation (latent) period of the disease, which usually lasts from 1 to 7 days, and sometimes up to 21 days. Such animals release the virus into the environment with the contents and walls of aphthae, milk, saliva, exhaled air, urine, and feces, resulting in contamination of pastures, buildings, equipment, water sources, feed, and vehicles. Infection occurs through the mucous membranes of the oral cavity, when eating food and drinking, or by licking various infected objects.Individual animals that have recovered from foot-and-mouth disease, as well as those immunized against it and kept together with sick animals, may remain carriers of the virus for a long time and be a potential source of infection.Transmission of the disease to healthy animals can occur through unsterilized food and raw materials obtained from animals infected with foot-and-mouth disease, as well as feed, water, bedding, care items, clothing and footwear of people contaminated with the excreta of sick animals, and vehicles, where the foot-and-mouth disease virus can persist for a long time.There are no specific treatments for foot-and-mouth disease. To boost immunity in animals, you can use multivitamin preparations, immunomodulators, and broad-spectrum antibiotics to suppress opportunistic microflora.IMPORTANT!!!The primary route of infection for humans is through raw milk from sick animals and its processed products, and less commonly through meat. Persons in direct contact with sick animals can be infected directly (during milking, care, treatment, or slaughter), through airborne droplets (during breathing or coughing), and through objects contaminated with their excrement. The community leaders are Dmitry Kaptyol and Anna Blyum.Plogging is a modern environmental initiative that combines running and cleaning up the environment. The event took place on the section from the restaurant "Ak Shanyrak" to the Gagarin Dam along the Tobol River. The main goal of the event is to develop environmental culture and promote a healthy lifestyle.Armed with gloves and bags, the participants ran along the route while simultaneously collecting household waste along the shore. Astana IT University has joined the MIT Institute for Data, Systems, and Society (IDSS) to support world-class education in artificial intelligence and data science accessible to professionals in Kazakhstan, Central Asia, and across the broader Eurasian space. VAT notifications, what is important for taxpayers to know 04.05.2026
In March-April 2026, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan sent taxpayers notices of desk control on value-added tax declarations (Form 300.00) "On underestimation of sales amounts and overestimation of purchases of goods, works and services for VAT."The basis was the revealed discrepancies, including:- underestimation of the amount of VAT on goods, works and services sold;- overestimation of the amount of VAT included in the offset.Notifications are generated automatically based on a comparison of electronic invoices, cash registers, and tax reports.The notice execution period is 30 business days (about 45 calendar days).Depending on the situation, the taxpayer needs to:- submit additional tax reports in agreement with the discrepancies.;- in case of disagreement, send a written explanation justifying the absence of violations.Please note that the presentation of an explanation or an adjustment of the financial statements is the basis for completing the desk control.If the notification is not executed within the prescribed period, measures are applied to ensure the fulfillment of the tax obligation. Kazakhstan and Mongolia establish cooperation in the pension sector 04.05.2026
On April 1, 2026, the Agreement between the Governments of Kazakhstan and Mongolia on Cooperation in the Pension Sector (Agreement) entered into force. It aims to protect the pension rights of citizens of both countries.The Agreement applies to citizens of Kazakhstan and Mongolia who permanently reside in one of the countries and have work experience in Kazakhstan or Mongolia, which will be taken into account when assigning a pension in one of these countries under the laws of the country of residence.The following types of payments shall be provided under the Agreement:in Kazakhstan – old-age pension payments from the national budget, as well as pension payments upon reaching retirement age from compulsory pension contributions and compulsory professional pension contributions from Unified Accumulative Pension Fund (funded pensions);in Mongolia - old-age pensions from the insurance pension fund, with the exception of early pensions for individuals who worked in hazardous or difficult working conditions (in this case, they are paid from the insurance pension fund in the manner and under the conditions stipulated by Mongolian social security legislation).An application for an old-age pension from budgetary funds in Kazakhstan and an old-age pension in Mongolia, along with the required documents stipulated by the legislation of the country of residence, shall be submitted by the applicant to the competent authority of the country of residence.Citizens of Mongolia may also submit an application for a funded pension from UAPF, along with the required documents, to the competent authority of either country.The authorized bodies for the implementation of the Agreement are:- in Kazakhstan - the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan;- in Mongolia - the Ministry of Labor and Social Protection of Mongolia.The competent authorities in Kazakhstan for the implementation of the Agreement are:UAPF, which handles funded pension issues. Its functions include receiving applications and documents from citizens of Mongolia with pension savings in UAPF or their representatives, processing the information and documents, making decisions on the assignment or refusal of funded pensions, and implementing funded pension payments;the Committee for Regulation and Control of Social Protection of the Population of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan (the Committee), which verifies work experience and submits inquiries regarding work experience when assigning old-age pensions in Kazakhstan and Mongolia. If a citizen of Mongolia is assigned a pension in Kazakhstan, a request is sent, if necessary, to the competent authority in Mongolia to confirm the work experience acquired in Mongolia. In turn, upon request from the Mongolian side, the Committee provides information on the work experience of citizens of Kazakhstan if they are assigned a pension in Mongolia.Citizens of Mongolia receive their funded pension from UAPF:if the funded pension recipient, who has reached retirement age under Kazakhstan law (63 for men and 61 in 2026 for women), leaves Kazakhstan for permanent residence in Mongolia, provided that their departure for permanent residence is recorded in the State Database of Individuals (SDBI) (lump sum payments of pension savings related to departure for permanent residence are not provided);monthly to the recipient's account in the national currency of Mongolia (tugrik). The adoption of the Agreement between Kazakhstan and Mongolia is an important step in the development of international cooperation in the pension sector. It ensures the preservation of pension rights for citizens who worked in both countries and makes the pension assignment process more convenient and transparent. On the procedure for submission of transaction monitoring reporting 04.05.2026
The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (hereinafter – the Committee) hereby informs as follows. By Order No. 782 of the Minister of Finance of the Republic of Kazakhstan dated 17 December 2025, amendments were introduced to Order No. 176 of the Minister of Finance of the Republic of Kazakhstan dated 16 March 2015 “On approval of the rules for transaction monitoring” (hereinafter – the Rules). Starting from 1 January 2026, taxpayers shall be guided by the updated Rules and new requirements for completion of reporting forms, namely:Reporting form 000.10.1 – “Export of crude oil and/or gas condensate”;Reporting form 000.10.2 – “Export of goods”;Reporting form 000.10.3 – “Cross-border transactions related to income from performed works and/or rendered services”;Reporting form 000.10.4 – “Cross-border transactions related to loans granted”;Reporting form 000.20.1 – “Import of goods”;Reporting form 000.20.2 – “Cross-border transactions related to expenses from received works and/or services”;Reporting form 000.20.3 – “Cross-border transactions related to loans received”. Submission of reporting forms must be submitted exclusively in electronic format. Currently, the Committee is carrying out work to implement in IS ISNA the functionality for accepting reporting forms in electronic format. The launch of the relevant functionality is planned in the near future. In this regard, pursuant to subparagraph 7 of paragraph 4 of the Rules, in the event technical errors are identified, the Committee extends the deadline for submission of reporting forms for a period not exceeding six months from the established deadline, namely until 15 November 2026. Therefore, administrative liability measures and penalties for late submission of reporting forms caused by the technical unavailability of IS ISNA shall not be applied. The use of CRM for non-profit organizations 04.05.2026
In accordance with paragraphs 1 and 2 of Article 110 of the Tax Code, all monetary settlements within the territory of the Republic of Kazakhstan must be conducted with the mandatory use of a cash register machine (CRM) equipped with data recording and (or) transmission functions, included in the official State Register, unless otherwise specified in this article. The following are exempt from the requirement to use a cash register:1) individuals;2) private bailiffs, lawyer and professional mediator;3) persons providing services to the public for transportation in public urban transport involving the issuance of tickets. The form of public urban transport tickets is approved by the authorized state body implementing the state policy in the field of transport, in coordination with the authorized body.;4) the National Bank;5) second-tier banks;6) religious associations;7) The national postal operators, except for monetary payments made in places without public telecommunications network;8) persons making monetary settlements using a special mobile application.Thus, the law establishes an exhaustive list of specific entities and circumstances under which the use of a cash register machines is not required.Non-profit organizations, such as Property Owners' Associations (POAs), are not included in this exempt list. Pension savings of Kazakhstanis increased by 17.9% over 12 months 04.05.2026
As of April 1, 2026, Kazakhstani pension savings exceeded 26.82 trillion KZT. Over the past 12 months, they have grown by approximately 4.08 trillion KZT (or 17.9%).Pension savings from compulsory pension contributions (CPCs) as of April 1, 2026, amounted to 25.12 trillion KZT. Over the year, their volume has increased by 3.25 trillion KZT, or 14.8%.The volume of savings from compulsory professional pension contributions (CPPCs) amounted to 741.14 billion KZT, demonstrating an increase by 13.4% over the past 12 months. A significant increase was also recorded in voluntary pension contributions (VPC), which increased by 23.1% and amounted to 10.09 billion KZT as of April 1, 2026.The amount of savings from compulsory employer pension contributions (CEPC), which have been deposited into the pension accounts of contributors (recipients) since January 1, 2024, also continues to grow. As of April 1, 2026, it reached 950.57 billion KZT, a 2.9-fold increase compared to the same period last year.ReturnsThe total savings volume is provided by pension contributions and investment income. In the first three months of 2026, 869.33 billion KZT in contributions were received into individual and conditional pension accounts, which is 14.1% (or 107.12 billion KZT) more than in the same period last year.Individual pension accounts (IPAs) for the purpose of recording the CPCs have received 673.45 billion KZT as of April 1, 2026 (compared to the same period last year, the CPC volume has increased by 6.7%), the CPPCs have received 38.77 billion KZT (an increase by 9.8%), and the VPCs have received 499.00 million KZT. Contributions from the CEPCs for the year totaled 156.61 billion KZT.Since the beginning of the year, net investment income generated through the management of pension assets by National Bank of the Republic of Kazakhstan (NBRK) and investment portfolio managers (IPMs) has been credited to depositors' accounts in the amount of more than 296.55 billion KZT.Payments and transfersPayments for all types of contributions and transfers to insurance companies from UAPF for January-March 2026 reached 360.02 billion KZT.The volume of old-age payments amounted to 68.63 billion KZT. The average monthly payment scheduled from UAPF upon reaching retirement age was 35,596 KZT.Lump-sum pension payments (LPP) for housing improvements and medical treatment since the beginning of 2026 amounted to 135.24 billion KZT, inheritance payments amounted to 33.05 billion KZT, payments related to permanent residence outside the Republic of Kazakhstan amounted to 9.86 billion KZT, payments to persons with disabilities amounted to 933.26 million KZT, and funeral payments amounted to 2.37 billion KZT. A total of 109.94 billion KZT was transferred to insurance companies.Number of IPAsThe total number of pension accounts in UAPF as of April 1, 2026, was 18.53 million (an increase by 1.08 million or 6.2% over the 12 months). The number of individual pension account contributors (recipients) in UAPF as of April 1, 2026, was 12.76 million, of which 11.32 million were under the CPCs, 774.40thousand were under the CPPCs, and 473.07 thousand were under the VPCs. It should be noted that the total number of accounts for recording the compulsory pension contributions (11.32 million) also includes accounts of recipients who have permanently resided outside the country but have not applied for their savings, deceased contributors whose heirs have not formalized the inheritance of their pension savings, military personnel who transferred to full state pension provision in 2016, and other categories of contributors (recipients) whose accounts should not receive contributions under Kazakhstani law.The number of conditional pension accounts in UAPF recording information on received compulsory employer pension contributions totaled 5.76 million.
