On behalf of the Prime Minister, the Ministries of Agriculture, Trade and Integration are constantly monitoring the situation on the country's potato market.Due to increased demand from neighboring countries, especially Uzbekistan, and high export prices, potato exports have increased 1.5 times this year, from 411,000 tons to 605,000 tons. It is noted that the high demand has had an impact on the domestic market. So, over the past week, there has been a sharp increase in prices among export-oriented producers (from 170 to 270 tenge).In this regard, in order to stabilize potato prices in the domestic market, at a meeting of the Interdepartmental Commission on Trade held on January 18, 2025, it was decided to limit the export of potatoes to third countries for a period of 6 months. This measure does not apply to the EAEU countries, but exports in this direction will be monitored.However, taking into account the current situation, on January 16 this year, the issuance of phytosanitary certificates for export was completely suspended.The measures taken are aimed at ensuring the stability of potato prices, preventing unjustified price increases and prohibiting speculative actions on the part of market participants.In addition, the territorial bodies of the Ministry of Trade and Integration, together with the territorial divisions of the antimonopoly authority, are intensively monitoring the situation and, in case of violation of the current legislation on trade, they will take immediate measures to influence market participants.According to the Ministry of Agriculture of the Republic of Kazakhstan, today the available reserves are sufficient to fully cover the domestic demand until the early harvest of 2025. Stocks, as of January 19, amount to over 850 thousand tons, excluding stocks in retail chains (600 thousand tons at the potato growers association, 68 thousand tons in stabilization funds, over 200 thousand tons in cellars in private farms and small farms). For reference: The gross potato harvest in 2024 amounted to 2.9 million tons (including an early harvest of 300 thousand tons). Imports in 2024 amounted to 56 thousand tons.The volume of potatoes for distribution to the market from August 2024 is 2.6 million tons, while the needs of the entire population are -1.5 million tons (including 954,000 urban tons) before the early harvest (January-April). From August to December 2024, 844 thousand tons were consumed, 620 thousand tons were exported (from January to December 2024). The XXI international Zhautykov Olympiad of schoolchildren in mathematics, physics and computer science (IZhO 2025) has come to an end in Astana. About 700 students and 150 leaders from 15 countries took part in the Olympiad. In accordance with the Prime Minister's instruction to develop new approaches to reforming the budget and tax policy, Deputy Prime Minister - Minister of National Economy Serik Zhumangarin held the first meeting of the Expert Council under the Ministry of National Economy.  The meeting was attended by Minister of Finance Madi Takiev, Deputy Chairman of the National Bank Akylzhan Baimagambetov, Vice Minister of National Economy Azamat Amrin, and more than 20 experts, including heads of large financial, investment, analytical and consulting organizations, the Council of the Association of Financiers of Kazakhstan, and the National Economic and Social Enterprise "Atameken". The participants of the meeting discussed measures to increase budget profitability, in particular, a set of new and already proposed measures proposed within the framework of the development of the new Tax Code. The majority of participants agreed with the measures proposed in the new version of the code to eliminate a number of existing tax breaks, increase the corporate income tax (CIT) rate for banks and financial organizations, postpone the introduction of taxation of remuneration on government securities from 2030 to 2026, and revise the taxation of the gaming business. These measures, taken together, are designed to increase the profitability of budget revenues by more than 1 trillion tenge. However, these measures are not enough to close the gap between expenditures and budget revenues. As noted at the meeting, the burden on the budget is increasing every year, social spending is growing, and the development of the real sector of the economy accounts for less than 10% of budget expenditures. It is impossible to correct the situation without reforms in the tax and budgetary spheres. The participants of the meeting shared their opinions and proposals on balancing the imbalance between monetary and fiscal policy and increasing the efficiency of the taxation system. “2025 will not be easy for Kazakhstan. We will have to adopt long-standing reforms that have been postponed in previous years. This is to bring prices to market conditions so that the state can continue to fulfill its social obligations. Unfortunately, now we have to adopt a number of unpopular reforms to correct the situation with taxes, improve their administration, and even revise rates in some cases. Most importantly, we need to do this not to save the National Fund, but to transform the economy into a market economy. The new Tax Code, some of the proposals that we discussed today, will soon become a public good.
