Strengthening the protection of water resources without harm to the economy: how does the new Water Code differ from the current one 16.11.2024
The draft new Water Code, developed by the Ministry of Water Resources and Irrigation, more carefully regulates the powers of the Government, the Ministry, other state and local executive bodies, as well as local representative bodies. This should improve coordination in water resources management. One of the key innovations has become the National Water Resources Information System, which will provide monitoring and recording of data on the state of water bodies. The system allows you to monitor water use and provide access to up-to-date information for decision-making.In addition, there is a requirement to draw up General and basin plans for the protection and use of water resources, which allows taking into account the peculiarities of each region. The conclusions and recommendations of the Master Plan will be taken into account in State planning. This is an international standard that is designed to ensure a more rational allocation of resources at the level of water management basins. The new Water Code also introduces standards for the protection of water bodies. In particular, small reservoirs, wetlands and glaciers. For the first time, measures to protect small bodies of water are described in detail, which is important for maintaining ecosystems and biodiversity. The concept of "ecological runoff" is introduced – the minimum allowable water level for maintaining ecosystems of water bodies, which protects them from drying out and other negative consequences. The updated draft of the Water Code pays special attention to water supply and sanitation in settlements, as well as the safety of hydraulic structures, establishes strict standards for the use of water for agriculture and industry. The document significantly expands measures for the protection of water bodies and improves the regulation of water use."The main goal of the draft new Water Code is to achieve and maintain a safe level of water use, which allows for sustainable economic development, improve the living conditions of citizens and preserve the environment. The document focuses on adaptation to climate change and the introduction of water conservation principles. For the first time, the principle of integrated use of groundwater and surface waters has been introduced, which makes it possible to consider Kazakhstan's water bodies as a single system," said Serikzhan Beketayev, Director of the Department of Water Policy of the Ministry of Water Resources and Irrigation.Source : https://www.gov.kz/memleket/entities/water/press/news/details/883194

Atyrau enterprise was reimbursed half of the cost of obtaining a safety certificate 16.11.2024
Functional safety at production sites is becoming a priority condition. This is especially true for the engineering and oil and gas sectors. This is necessary to ensure the safe operation of all systems, processes and devices, even in the event of failures, failures and other undesirable cases.Atyrau company KMG Automation, which was the first in Kazakhstan to start producing pressure transducers, last year received the international certificate of functional safety SIL2. It cost the company almost 3.5 million tenge. Half of the cost of the service for confirming compliance with this level of security was reimbursed by QazIndustry."Security is very important to us. Having an international SIL2 certificate minimizes risks to employees and the environment. We were pleasantly surprised when we learned that the Kazakhstan Center for Industry and Export reimburses this type of cost, and in the amount of 50 percent. This is an excellent example of how the state supports companies that strive to improve their production processes and increase safety," said Bakhytkyz Tilesova, an engineer for certification and metrology. The SIL class safety certificate is mandatory for industrial enterprises where system failures or equipment failures can lead to catastrophic consequences for the environment, loss of life and significant damage. There are four levels of security completeness: SIL1, SIL2, SIL3, SIL4, where SIL1 is the lowest level and SIL4, respectively, the highest.SIL2 is issued for a specific equipment model. The use of SIL2 equipment reduces the risk of fire-related emergencies and increases the fire safety of the facility by at least 100 times.KMG Automation was established in 2015 on the basis of the Invensys industrial brand by the national company KazMunayGas together with Schneider Electric in order to develop local content in the domestic oil and gas segment. KMGA develops projects on automation and digitalization of technological processes for this sector. In December 2018, the company launched a workshop for the production of pressure transducers using the technology of the American Foxboro plant. This is the country's first site for the production of such sensors. They allow measurements of pressure, level and flow of any medium in various industrial and climatic conditions. The technology used at KMGA belongs to the well-known global company Schneider Electric, and the Kazakhstan assembly line is the fourth joint production of Schneider Electric in the world.Kazakhstani converters are fully certified and included in the national register of approved types of measuring instruments."In six years, we have produced and sold more than four thousand converters, for which we have not received a single complaint (claim of the buyer or customer regarding the quality of the product. - Approx.). In 2023, they received the international certificate of functional safety SIL2.
