The advent of the internet has opened up many new possibilities: e-mail (e-mail), online stores, search engines, social media, etc.have appeared. The massive introduction of mobile technologies in the 2000s was one of the most important steps in the development of the IT industry. In 2007, Apple introduced the first Iphone, which opened the era of smartphones and tablets.At the same time, during these years, the cloud computing infrastructure began to develop. Companies such as Amazon Web Services, Google Cloud, and Microsoft Azure have started offering cloud solutions.Mobile devices and cloud technologies have allowed people to easily and easily access documents, emails, work tasks, and video conferencing without being tied to the office or home from anywhere.In recent decades, the IT industry has been experiencing a new wave of revolutionary changes thanks to advances in artificial intelligence, machine learning and Big Data Analysis.These technologies are used in various fields, up to medicine, finance and education.Thus, I would divide the development of the IT industry into 4 main stages.In September this year, our Minister zh. Madiyev said in the media that "our country has strengthened its position in the field of digital governance around the world, that is, this year we rose to 24th place in the global ranking of e-government according to the United Nations UN E-Government Survey Report 2024", whether this is a good indicator, what can you say about it (what big projects have been implemented, Corporation, creation of centers..., digital transformation)?I believe that taking the 24th position in the global e-government rating is a good indicator for our country. I would also like to note that according to the indicator" quality index of online services " we occupy the 10th place among 193 countries of the world.Currently, the country has achieved great success in the field of digitalization. What initiatives are being taken to promote it, what changes and innovations are there in relation to the industry?As for the field of digital transformation policy, our department is currently working intensively on the development of a draft Digital Code. The digital code is a set of rules and norms governing the use of digital technologies aimed at organizing interaction in the digital space.As you know, any legislative process consists of successive stages, the observance of which is mandatory. The draft digital code was developed with the participation of the expert community, business and government agencies, is currently under consideration by the government apparatus and the deadline for adoption is scheduled for the end of 2025.At the same time, the norms that allow the transition to a platform model of digitalization were adopted within the framework of the law "on amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of state control and statistics, protection of the population, registration of legal entities and Prevention of excessive legislative regulation" (the law was signed on July 5, 2024).In October 2024, amendments and additions were made and adopted to more than 20 by-laws aimed at implementing the above law.The adopted norms promoted the transition to a platform model of digitalization, as well as the integration of services and processes into a single ecosystem.It turns out that your work experience in the civil service is almost 9 years, what should be your opinion as a specialist in your field, the new identity of a civil servant? What do you mean by" honest man – honest work – honest income"?I consider a civil servant of a new nature to be an educated, professional person who adheres to spiritual and moral values, who is able to put his personal development in the foreground, who is able to show its results in practice.I understand that" an honest person – honest work – honest income " is the three main qualities that are found in a person who, with professional knowledge and pure labor, selflessly provides quality, conscientious services to the people, who have achieved success with hard work for the benefit of the country.You are a professional in your field who has been promoted from an expert to a deputy director of the department in our ministry on the principle of meritocracy, and in general, do you think that this promotion will be carried out on time or earlier?What recommendation would you make in connection with work experience at the stage of promotion to a senior position?My parents constantly say that everything has its time, everything happens in its time. We are a people who love gratitude. Therefore, I cannot say that my promotion to the civil service was carried out early or late. I believe that the will of God was fulfilled in due time.As for work experience at the stage of promotion to a managerial position, I believe that at the moment the requirements for moving to a managerial position in central government bodies are complex.As an example, the qualification requirements for a candidate for the position of head of the department in a central state body must have at least five years of work experience. Thus, thanks to grant support in the amount of 5 million tenge, one of the residents of Taldykorgan purchased equipment for a rehabilitation center, and the other – for the opening of a correctional center for children with special educational needs, the press service of the akim of the Zhetisu region reports.- Two years ago, I received a grant in the amount of 5 million tenge within the framework of the National Entrepreneurship Development Project for 2021-2025. Thanks to this, I purchased special equipment, including various simulators and medical equipment, for the opening of a children's correctional center. In general, when I thought about starting my own business, I first of all wanted to benefit people. The poet decided to create a children's correctional center. As a result, our center for correction, development and additional education has been operating in Taldykorgan since September of this year. The purpose of our activity is to provide comprehensive psychological and pedagogical assistance to children with disabilities in psychophysical development. We help to change the actual intellectual, speech, and emotional status of the child, strive to teach how to communicate with peers, serve ourselves, that is, we prepare the child for independent life, creating equal conditions for all children," says Laura Darkenbayeva, director of the Balazhan private correctional center.According to her, the correctional and developmental work with children at the center is carried out by certified qualified specialists: a teacher-psychologist, a teacher-defectologist, a speech therapist, an art teacher, an instructor of therapeutic physical education, a music director. The duration of correctional work is determined individually for each child and is regulated by an individual curriculum. In total, 15 people are employed in the center.Equally important assistance to those in need of specialized medical care is provided by a private rehabilitation center, also opened thanks to a state grant. And if about 500 people were rehabilitated here last year, then 700 have already been since the beginning of this year. Moreover, there are many patients coming from East Kazakhstan and the Almaty region. And the number of employees has increased by 2 times, that is, from 16 to 32.- At the end of 2022, I completed training through Bastau Business, then, within the framework of the National Project for the Development of Entrepreneurship, I presented my project and won a grant in the amount of 5 million tenge. With this money, special Russian-made Levitas equipment and a walking simulator from Poland were purchased. Now in our center, people who have suffered a stroke, heart attack, as well as those injured in an accident are undergoing a full course of rehabilitation through CSHI. There is the latest diagnostic equipment. Along with free rehabilitation within the framework of the CSHI, we provide services on a commercial basis. At the same time, our rehabilitation center is the only one in Taldykorgan that provides services around the clock," said Yerasyl Edilhanuly, director of the Meirim rehabilitation center.In the medical center, depending on the state of health, patients are treated in a hospital for 10-14 days. The center can accommodate up to 60 people daily.As one of the patients of the center Tolegen Yessimbekov noted, he has been visiting the center almost since the opening.- After suffering a stroke last year, the limbs stopped working. Then I turned to this rehabilitation center. I feel much better now. You can say that I was lifted to my feet. Every 3 months I go through a full course, including massage, medication treatment. Everything is free, as it is within the framework of the OSMS. Five meals a day at the center. The staff is qualified, everyone is very polite and attentive, they treat everyone with a soul," says a pensioner from the Aksu district.Speaking about the future development of the center, the entrepreneur notes that there are plans to purchase palliative beds for seriously ill patients who need care 24 hours a day. By the way, there are 7 different kinds of rehabilitation centers in the region, 5 of them are public and 2 are private, including the medical rehabilitation center "Meirim".It is worth noting that in 2022-2023, 142 projects totaling about 680 million tenge were approved as part of state support for business in the field of Housing and communal services. In the same year, it is planned to provide a state grant for social entrepreneurs and finalists of "One village – one product". 170 million tenge has been allocated from the local budget for these purposes.
