About two hundred investment projects are being implemented in the Akmola region 16.11.2024
Akmola region is one of the leading industrial and agricultural regions of the country. Today, industry accounts for a third of the total gross regional product here, which makes it a key sector of the economy. According to the results of nine months, the volume of production in the region has achieved impressive results. This was told at a briefing by the head of the regional Department of Entrepreneurship and Industry Yerbol Ospanov, the Regional Communications Service reports.The main branches of the region are metallurgy, mechanical engineering and the food industry. For example, almost half of all tractors in the country and most of the combine harvesters, bearings and bricks are produced here. The production of butter, milk and flour has increased in the food industry, which also supports the food security of the region."Akmola region also attracts the attention of investors. Over the past nine months, a large amount of investment has been attracted to the region. These funds are used for the implementation of 198 projects that cover key areas – the agro-industrial complex, industry and tourism. At the moment, 64 projects have already been completed in the region, including the construction of a complex for processing grain crops in Kokshetau and a large dairy farm in the Tselinograd district. Promising projects in the field of renewable energy are also underway – wind power plants in the Arshaly district," said the head of the regional department of entrepreneurship and industry.By the end of the year, 134 new projects are planned to be completed, including a cereal production plant, production of electrolytic manganese, modernization of metal products and expansion of enterprises for the production of agricultural machinery. All this will create additional jobs and strengthen the region's position.In addition, special attention is paid to the creation of the infrastructure of the Aqmola industrial zone in the Arshaly district, where it is planned to place investment projects with high competitiveness and export potential."To attract investments, the Aqmola Invest Investment Development Center operates in the Akmola region, where investors receive full support on the principle of "one window". Since the beginning of the year, the center has held talks with 35 companies from Kazakhstan and abroad, including Hungary, China, Russia, Jordan and Turkey. A number of agreements have already been signed, including projects for the construction of a locomotive construction plant, biogas plants and a drone production plant," the speaker added.In the coming years, Akmola region will continue to implement major projects aimed at attracting investment and creating new jobs. The share of SMEs in the gross regional product has increased to 30.8%, which underlines the importance of small and medium-sized businesses in the region's economy," said Yerbol Ospanov, head of the Regional Department of Entrepreneurship and Industry.Social entrepreneurship is also developing in the region. Thus, 50 subjects have already been included in the Register of Social Entrepreneurship and receive additional benefits. Tax breaks, grants, assistance in finding partners and other support measures are available for such companies. For example, one of the entrepreneurs received subsidies and guarantees in the amount of 56 million tenge, and another was given preferential terms for renting premises.It was not without difficulties – in the spring of this year, floods caused damage to 28 SMEs. A special commission has been created to help the affected companies, which has already made decisions on compensation totaling 127.5 million tenge. Most of the applications have been approved, and payments have already been received by entrepreneurs.Among other things, the region has also seen an increase in domestic trade since the beginning of the year. Nevertheless, the inflation rate remains an important issue."To curb price increases, more than a thousand contracts have been concluded with manufacturers and shops, and 323 fairs with goods at discounted prices have been organized. Since the beginning of the year, the Ministry of Water Resources and Irrigation has conducted a multifactorial survey of 63 hydraulic structures. At the staff meeting of the Ministry, Nurzhan Nurzhigitov spoke about how the work on preparing for floods is going on.Multifactorial inspection of facilities is carried out to ensure their safe operation and prevent emergencies. On the preparation of reservoirs for the flood season 16.11.2024
Reservoirs in the southern regions of Kazakhstan are 55% full. This is a 23% increase compared to the same period last year. Currently, reservoirs in the south of the country are operating in the mode of water accumulation for the next irrigation season. At the same time, water is discharged from reservoirs in the northern, western and eastern regions. This is done in order to provide free volumes for receiving meltwater during the spring flood. As of today, reservoirs in the north are 79% full. The average volume of water accumulation in reservoirs in the western regions is 44%. Reservoirs in the east are 89% full, and in the central part of the country the filling level is 85%."Today, all reservoirs are operating according to the established schedule. However, the work schedule will be adjusted depending on flood forecasts. Minister of Industry and Construction Kanat Sharlapayev reported on the situation in the industry, representatives of industry associations – Unions of Machine Builders Meiram Pshembayev and industrial investors Kairat Elamanov, Kazakhstan Automobile Union Anar Makasheva made presentations.By the end of 2023, the share of mechanical engineering in the GDP structure reached 1.9%. There is an increase in production volume and a positive trend in attracting investments. For 9 months of this year, about 108.2 billion tenge was invested in Kazakhstani projects, which exceeds the volume for the same period last year by 2.2 times. One of the key issues of the sector is the modernization of equipment. The Prime Minister noted that in mechanical engineering, the wear of machinery reaches 40%. In the railway industry alone, more than 800 worn-out passenger cars are expected to be decommissioned by 2030. According to the Union of Industrial Investors of Kazakhstan, about 76% of agricultural machinery needs to be updated. The Head of Government stressed that in order to achieve the goals set by the President on economic diversification, it is necessary to actively use the potential of domestic engineering and introduce new technologies."The Head of State emphasizes that it is industrialization that should become the main driver of economic diversification. The accelerated development of the manufacturing sector, and above all mechanical engineering, should be a locomotive in ensuring the economic self-sufficiency of Kazakhstan. The Prime Minister drew attention to the tenfold difference and the need to reduce the gap. To assist in the creation of new domestic industries, the International Center for Oil and Gas Engineering was established. Projects on localization of products of such international companies as Honeywell, PetrolValves, Wika have already been successfully implemented. The Head of Government noted the need to expand the powers of the Center to guarantee the conclusion of long-term contracts between international operators and Kazakhstani enterprises.The Head of Government instructed the Ministries of Industry, Finance, National Economy and Baiterek Holding to provide additional financing for projects in mechanical engineering within the framework of already approved financial and economic justifications. On October 29, 2024, Kanat Sharlapayev spoke at a meeting of the Government of Kazakhstan, who presented a strategy for the development of the country's engineering industry. During his speech, he stressed the key aspects for increasing the competitiveness of Kazakh products on the world market, the importance of innovation and digitalization, as well as the need to attract foreign investors and localize production.The main directions of the industry developmentInstitutional support: The development of the machine-building industry is carried out in accordance with the Law "On Industrial Policy" (2021) and the Comprehensive Plan for 2024-2028. The main objectives are to increase competitiveness, access to finance, technology introduction, personnel development, increase local content and export support. The goal is to double production by 2028.Industry status: Mechanical engineering occupies 20% of the manufacturing industry and has a significant multiplier effect: one workplace in the industry creates up to 7-8 jobs in related industries. In 9 months of 2024, investments amounted to 124 billion tenge, the growth doubled.The main sectors of mechanical engineeringAutomotive industry: Major projects are underway with the CHANGAN, HAVAL, KIA and Geely brands. By 2025, it is planned to produce up to 90 thousand cars per year. The emphasis is on deepening the localization of production, in particular, the production of car seats and multimedia systems.Railway engineering: Production of locomotives, freight and passenger cars has been established. In 2025, the production of passenger cars "Stadler Kazakhstan" with a capacity of 100 units per year will be launched. The plans include the modernization of the carriage fleet, reducing the wear and tear of which reaches 55%.Agricultural engineering: In the last 5 years, production has increased 4 times. Large investors (Amazone, Zoomlion) have been attracted, and the production of components is developing. The localization center in Kostanay contributes to the development of infrastructure.Electrical engineering: Exports of products (transformers, batteries) continue to grow. Measures have been introduced to support the sector, including the priority of public procurement and access to raw materials. Work is underway to produce energy-efficient transformers and industrial batteries.Oil and gas and mining and metallurgical engineering: Production growth is 35% and 15%, respectively. Work is underway to amend legislation to support long-term contracts in the industry, and international investors are being attracted to introduce promising technologies.Cluster developmentThe clusters in Ekibastuz and Saran demonstrate the success of economic diversification and job creation. Deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan are working on a draft law, the purpose of which is to prevent illegal attraction of funds from shareholdersIn order to improve conditions for participants in shared-equity construction and protect the rights of shareholders in Kazakhstan, work continues on the draft law "On Amendments and Additions to some legislative acts of the Republic of Kazakhstan on improving the sphere of construction and equity participation in housing construction." The initiative was put forward by deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan on September 26, 2022 and is aimed at increasing transparency and legality of shared-equity construction processes.The bill includes measures aimed at preventing illegal fundraising of shareholders. As part of these changes, it is assumed:Prohibition on concluding pre-booking and advertising contracts without obtaining permission to raise funds from shareholders;The inclusion of the concepts of "low-rise construction" in the scope of regulation of the law "On Equity participation in housing construction";Reduction of the maximum extension of the construction period to 5 months from the deadline set by the project documentation;The functioning of the Center for the support of shareholders, where participants will be able to get advice on equity legislation;A ban on issuing mortgages without permission to raise funds from shareholders or guarantees from a Single operator.The implementation of these amendments is aimed at protecting the rights and interests of shareholders, ensuring equality of all participants in the construction market and strengthening state control in the field of equity participation. KazNIISA JSC specialists visited Azerbaijan to participate in a number of bilateral meetings aimed at exchanging experience and developing a pricing and cost rationing system in the construction industry. The reception of the Kazakh delegation was held at the State Agency for Supervision of Safety in Construction of the Ministry of Emergency Situations of Azerbaijan, where they were welcomed by the head of the Agency Jabrail Khanlarov.The official part of the meeting took place at the Main Non-Departmental Department of State Expertise of the GANBS, where Deputy Head of the Department of Science, Construction and Estimate Standards of the Agency Elbrus Aliyev opened the meeting, introduced the delegations and told about the main objectives of the program.During the visit, a conference was organized on a systematic approach to estimated pricing and rationing in both countries. Kazakhstani specialists visited the estimate department of the Main Non-Departmental Department of State Expertise, where professional discussions took place with management and specialists on the mechanisms for conducting an examination of project documentation.The delegation also visited the Head State Design Institute "Azergosproekt" ("Azerdolayikhe"), where they got acquainted with the work of the estimate department and held a meeting with its employees.
