Madrid, May 6–7, 2026 – During his visit to Spain, the Vice Minister of AI and Digital Development of the Republic of Kazakhstan, Dmitry Moon, participated in the international congress GovTech4Impact 2026.At the event, the Kazakh side presented the country’s experience in digital government transformation, development of GovTech infrastructure, implementation of AI technologies, and data-driven public administration. Particular attention was given to solutions in eGov, Smart Data Ukimet (SDU), proactive public services, and AI assistants for citizens and government agencies.One of the central events of the congress was a joint panel discussion between Vice Minister D. Moon and the Regional Minister for Digitalization of the Community of Madrid, Miguel López-Valverde. The discussion focused on the evolution of the digital state, the use of AI in the public sector, digital sovereignty, and the development of international GovTech cooperation.In his remarks, D. Moon noted that Kazakhstan has built one of the most advanced digital public ecosystems in the region, including more than 1,300 digital public services, over 400 government information systems, a national AI platform, and a unified government Data Lake. The Department of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan for the Kyzylorda Region conducted an unscheduled inspection at JSC "Krystal Management". The basis was an appeal regarding possible violations in the gas flow measurement system at the "Akshabulak" field.During the inspection, it was established that the gas flow measurement system (metering unit) used by the company did not undergo mandatory metrological certification and was not entered into the state register of the system for ensuring the uniformity of measurements.According to legislation, such systems are subject to mandatory verification and registration. Their use without the appropriate procedures may cast doubt on the accuracy of measuring commercial gas volumes and lead to uncontrolled losses."The operation of a gas metering system without undergoing mandatory conformity assessment procedures casts doubt on the accuracy of measurements and may lead to discrepancies in data on the actual volume of gas supplied," noted Deputy Chairman Bauyrzhan Kasymov.Based on the results of the inspection, JSC "Krystal Management" was found to have violated the requirements of the Law "On Ensuring the Uniformity of Measurements".The company has been held administratively liable: a fine of 670,375 tenge has been imposed. Sežana, 7 May 2026 - On the occasion of the Defender of the Fatherland Day of the Republic of Kazakhstan, a solemn wreath‑laying ceremony was held in the Slovenian town of Sežana at the grave of a Kazakh soldier who fought in the ranks of the Yugoslav partisans. The event was attended by the Ambassador of Kazakhstan Altai Abibullayev, Mayor of Sežana Andrej Sila, Honorary Consul of Kazakhstan Dimitrij Piciga, Kazakh diplomats, as well as citizens of Kazakhstan and Slovenia.It was symbolic that the commemoration of the hero took place on Kazakhstan’s national holiday. As President Kassym‑Jomart Tokayev noted in his address: “The courage and heroism of our soldiers, demonstrated during the years of the Second World War, remain an eternal example of service to the Motherland and to humanity.”In this context, the figure of Kasym Zhakypov (known in Slovenia as Kasse Sebero) represents a collective image of all Kazakh soldiers who fought shoulder to shoulder with the Slovenian people in the liberation of this land and gave their lives in the struggle against Nazi‑fascist occupiers.The hero’s story is an example of personal bravery and a complex historical path. According to archival records, the name “Kasse Sebero” is associated with Kasym Zhakypov, a native of the North Kazakhstan region, although some research also links this identity to Zhienshe Yesimseitov. The life of this soldier, which still requires further study, has already been immortalized by renowned director Sergey Azimov in a documentary film that deeply moved audiences. The public association Atamnyn Amanaty continues to play an active role in coordinating research efforts and fostering cooperation with Slovenia.A notable outcome of the meeting was the discussion of an initiative to establish sister‑city relations between the town of Sežana and the North Kazakhstan region. Mayor Andrej Sila and Kazakh diplomats agreed to transform historical memory into a foundation for modern interregional cooperation, strengthening cultural and humanitarian ties.The Ambassador of Kazakhstan expressed sincere gratitude to the residents of Sežana for their longstanding respect and care for the soldier’s grave. The fact that the name of a Kazakh fighter is honored by Slovenians as their own, even eight decades later, stands as a profound testament to human solidarity.Concluding the ceremony, participants emphasized that heroes live as long as their names are spoken with gratitude. In recent years, several landscaping and infrastructure development projects worth approximately 5 billion tenge have been implemented in Triathlon Park.Sports and playground areas have been built, while lighting, video surveillance, audio broadcasting, and irrigation systems have been installed. Rock gardens were created, around 17,000 square meters of lawn were laid, and more than 2,000 trees were planted.During today’s field meeting, participants discussed the completion of the entrance complex, which includes commercial and service facilities, as well as the finalization of the irrigation system works.In addition, several tasks were assigned to ensure order and safety in the park. Running and cycling paths need to be improved, marked properly, and equipped with warning signs. Currently, these paths are used simultaneously by athletes and families with small children, which in some cases creates a risk of injuries. It was also instructed to prevent the placement of car rentals and other attractions that interfere with visitors’ recreation.Last year, 10,000 tulip bulbs were planted here, and they are now in bloom. A special photo zone has been organized for residents. Harmony of Service and Art: First Correctional System Choir Established in PavlodarAt the initiative of the Head of the Department of the Penal Correction System for Pavlodar Region, a unique creative project has been launched in the region — for the first time, a departmental choir has been established within the correctional system.The new ensemble has brought together 50 employees from various divisions. Despite their demanding service duties, they have found time for art and self-expression. Rehearsals are held twice a week and have already become an important part of the team’s internal culture, promoting unity, emotional well-being, and the development of creative potential.A special role in the choir’s formation is played by its artistic director, Gulzhan Magauyanovna Anisheva — a professional choirmaster and head of the choir of the Performing Arts Department at Toraighyrov University. Under her guidance, participants are mastering vocal skills, working on repertoire, and developing stage performance culture.The choir’s first performance is scheduled for May 7 in honor of Defender of the Fatherland Day and Victory Day. Депутаты на совместном заседании палат Парламента РК 8 мая 2026 года одобрили в первом чтении проект Конституционного закона «О внесении изменений и дополнений в Конституционный закон Республики Казахстан “О выборах в Республике Казахстан»».Проект поправок представил заместитель Премьер-министра – министр национальной экономики РК Серик Жумангарин. По его словам, документ разработан для совершенствования избирательного законодательства с учетом вопросов, выявленных в ходе избирательных кампаний.Поправками предлагается урегулировать вопросы повторного голосования на выборах акимов, уточнить порядок выдвижения кандидатов, а также исключить возможность одновременного участия одного лица в нескольких избирательных кампаниях.Кроме того, предусмотрены нормы по проведению предвыборной агитации в онлайн-пространстве, использованию партийных интернет-ресурсов и социальных сетей. Department of criminally-executive system in the North Kazakhstan region held a ceremonial event dedicated to Defender of the Fatherland Day.During the official ceremony, more than 20 individuals — including veterans, active employees, their parents, and invited guests — were recognized for their merits. They were awarded departmental honors, including medals for contribution to the development of criminally-executive system, “Excellent Officer of criminally-executive system” badges, awards for contribution to the veterans’ community, certificates of honor, letters of appreciation, and early special rank promotions.Special attention was given to young employees.
