The effectiveness of "Auyl Amanaty" was discussed in the Karaganda region 28.11.2024
The role of rural akims should be increased in the implementation of the Auyl Amanaty project. In addition, it is necessary to help in the marketing of products produced by rural entrepreneurs and cooperatives. This was discussed at a seminar meeting in the Karaganda regional branch of the Amanat party. Akim of the region Ermaganbet Bulekpayev and secretary of the Amanat party Eldar Zhumagaziev took part in it.– The Auyl Amanaty project is aimed at increasing the incomes of rural residents. Since the beginning of its implementation in our region, 494 micro-loans totaling 3.8 billion tenge have been issued to support animal husbandry and business initiatives of villagers. This allowed the creation of 686 jobs and more than 60 agricultural cooperatives," said Ermaganbet Bulekpayev. This year, additional funds have been received from the republican budget to further support the business initiatives of the villagers. Screening was conducted in 155 rural districts and specialization was determined for each. Based on the analysis, it is planned to create anchor cooperatives. The problems were also discussed at the seminar-meeting. One of the limiting factors is the lack of a well–established product sales system. It is proposed to organize milk processing at the level of agricultural cooperatives themselves. Eldar Zhumagaziev cited the example of selling products through mobile wagons.– The Head of State has set a clear task to increase the incomes of the population. This is a key indicator for rural and district akims," stressed the secretary of the Amanat party. – The potential is great. As the analysis showed, now most of the funds have been spent on the purchase of livestock. Starting next year, priority will be given to recycling. We want to reach a level where each rural akim will have his own development program, from which he will be able to reach the residents. This will be a vision in which direction to lead the rural economy in order to increase the tax base.Another task is to ensure that support reaches the most needy families so that they can start their own business and have a stable income. The project participants shared their successful experiences. For example, Nadezhda Yelikbayeva, a resident of the Abai district, received a loan of 4 million tenge and created her own greenhouse. This year she has a good harvest of vegetables, she was able to fully sell her products. In the future, he wants to build a vegetable storage and engage in processing. According to the entrepreneur, credit holidays for a year became a good support, which allowed us to enter production facilities. The best rural entrepreneurs were awarded certificates. And the exhibition showed not only products that are already being produced, but also existing projects. For example, Nurtilek Bektursynov from the Shet district wants to open his own shoe shop. He is a technologist by profession, with work experience. In his village of Kyzylkoi, he equipped a shoe repair shop with a grant from the akim of the district. There are other business ideas. Aliya Begetayeva, a teacher from the Aktogay district, presented a project for the production of mummies from local raw materials obtained in the sacred area of Begaza. The first meeting of the regional level, which is being held for the first time, was attended by official delegations from these regions of the two countries.During the meeting, issues of further development of bilateral trade and economic cooperation were discussed. The official representatives of the Zhetysu delegation dwelled in detail on the development of one of the points of economic growth – the Khorgos direction, located at the intersection of important directions from China to the CIS countries, Europe and Asia. In particular, the Nur Zholy checkpoint, the Khorgos – Eastern Gate Special economic zone and the Khorgos ICBC are of great importance. An industrial park with the participation of Chinese investors is currently planned to be built on the territory of the Khorgos – Eastern Gate SEZ, where the KTZE-Khorgos Gateway dry port project has been implemented. It is also planned to implement a joint Kazakh-German project on the construction of a cargo and passenger airport worth 250.0 billion tenge on the territory of the FEZ.In addition, work is actively underway at the Nur Zholy checkpoint to increase its capacity. A 24-hour operation mode and an electronic queue system have been introduced. As a result, the capacity has been doubled, that is, from 800 to 1600 vehicles per day in both directions.Work has also been carried out at ICBC Khorgos to automate baggage collection points and an X-ray inspection system. At the same time, the number of baggage collection points has been increased from 6 to 9, thereby increasing the flow of cargo by 40%. Due to this, if earlier the ICBC was visited by 2500 people per day, now the number of visitors reaches 6000-8000 people. At the same time, according to Deputy akim of the region Asset Kanagatov, the improvement of the center's infrastructure is being gradually implemented. Thus, design and estimate documentation is being developed for the overhaul of intra-block roads and a sewage pumping station of the first stage. Work has also begun on the construction of a gas pipeline.Speaking about the further improvement of economic ties between Kazakhstan and China, representatives of the delegation of the Zhetisu region raised issues such as the construction of a joint laboratory in the cooperation center for trade facilitation, joint work on law enforcement in the border area, bilateral exchange of information on the work of ICBC Khorgos. In this regard, on behalf of the Chinese side, Chairman of the People's Government of the Xinjiang Uygur Autonomous Region Erkin Tuniyaz expressed readiness to jointly consider proposals. Within the framework of the memorandum, the parties intend to cooperate in the promotion of tourism projects in the territory of the cooperation zone, determine the tasks of each party in the development of tourist destinations, as well as organize exhibitions, tourist festivals, forums, event events to attract tourists. Then, at the cooperation center, the Zhetysu official delegation visited the car exhibition center. This center sells cars manufactured in China and various necessary auto parts. The Chinese side noted that a service center for the maintenance of such vehicles can be opened in the Zhetisu region, if necessary.Next, the delegation got acquainted with the construction of a quarantine laboratory for the inspection of agricultural products. As it became known, this facility will contribute to the functioning of a common technical standard between the two countries, that is, the verification and export of Kazakh agricultural products. Based on the principle of "one product, one certificate", the certificate issued by this laboratory will be valid for both countries. This facility will be put into operation in 2025.The place where the second special crossing will be built on the territory of the cooperation center has also been designated. This transition, which will be built by the Chinese side, will have a positive impact on increasing trade turnover between the two countries. In general, due to the improvement of infrastructure in the ICBC "Khorgos", the total volume of investments on the Kazakh side of the center increased by 87% compared to 2023 and amounted to 256 billion tenge. To date, the average price for a dozen eggs of this category on retail shelves is 540 tenge. Egg prices vary depending on the region. In the capital, the average cost of a dozen eggs of category C1 was 609 tenge, while the minimum price was fixed in Petropavlovsk – 462 tenge. In other regions, prices fluctuate as follows:Almaty — 600 tengeShymkent — 530 tengeAktau — 569 tengeUst-Kamenogorsk — 584 tengeTaraz — 483 tengeKyzylorda — 479 tenge Kostanay — 497 tengeAktobe — 493 tengeAtyrau — 498 tengeTurkestan — 498 tengeZhezkazgan — 547 tengeKokshetau — 500 tengeKaraganda and Uralsk — 518 tenge Konaev — 574 tengePavlodar — 520 tengeFamilies — 516 tengeTaldykorgan — 552 tengeThe Bureau of National Statistics evaluates the cost of eggs of the first category in regional centers and cities of national importance, in markets, shops and retail chains. The survey includes commercially available eggs, and the cost is tracked throughout the year.To prevent an unjustified increase in egg prices in 2024, a Memorandum was signed with the Association of Egg Producers and the Union of Poultry Farmers, which sets the maximum selling price of eggs from producers at 51.5 tenge per piece from the factory warehouse. This is the maximum price for eggs of the first category, both in trays and in loose form. It is important to note that C1 eggs packed in a box are sold more expensive due to the cost of packaging and other costs of poultry farms. The terms of the Memorandum do not apply to eggs packed in a box.According to operational monitoring data, eggs in the markets and shops of the country are sold at a price from 435 tenge per dozen (in Ulytau region, tray 30 pcs.) to 540-600 tenge (East Kazakhstan region, 2225 tenge per tray 30 pcs.), taking into account the trade margin. For example, in the Magnum store in Astana, eggs of category C1 from the manufacturer "Chicken Ryaba" are sold at a price of 1,590 tenge for a tray of 30 pcs. (at 530 tenge per dozen), and eggs under the brand "Meadow Field" – at a price of 1,619 tenge for a tray of 30 pcs. (540 tenge per dozen). In the Small network, eggs are sold at a price of 510 tenge per dozen. The price of products depends on many factors, such as deliveries from small wholesalers to convenience stores and large wholesale deliveries from poultry farms to markets. Large retail chains sign long-term contracts with manufacturers. The Trade Committee of the Ministry of Trade and Integration of the Republic of Kazakhstan monitors compliance with trade legislation. Since the beginning of 2024, 4,398 violations have been identified, including 197 cases of unjustified price increases for eggs. In response, 3,636 traders were issued warnings, and 762 were fined.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/891347

Kazakhstan on the way to the development of franchising: new rules of the game 27.11.2024
The Ministry of Trade and Integration of the Republic of Kazakhstan held a workshop on the development of franchising in the country. The meeting brought together representatives of government agencies, entrepreneurs and experts to discuss current amendments to the legislation on franchising initiated by the Central Asian Franchise Association (CAAF), as well as to develop support measures for this important industry.First Vice Minister of Trade and Integration of the Republic of Kazakhstan, Aizhan Bizhanova, opening the meeting, stressed the importance of franchising for the economy of Kazakhstan."The field of franchising in Kazakhstan is very large and important from the point of view of trade turnover. We need to resolve the current issues of regulation of this sphere in order to ensure its stable development. This area is one of the key areas for the development of small and medium-sized businesses. We must create conditions that will allow entrepreneurs to effectively develop their franchises and attract investments," she said.During the discussion, the meeting participants focused on the need to modernize existing legislation, which, as noted, is of a framework nature and does not reflect modern realities. Gulbanu Maigarina, Chairman of the Central Asian Franchise Association, added:"Today we are facing serious problems in the field of protecting the rights of franchisors and franchisees. It is necessary to create clear rules of the game that will ensure the protection of the interests of all market participants." Discussing the existing problems faced by franchisors and franchisees in Kazakhstan, the participants also noted the need to introduce self-regulation mechanisms in the field of franchising."Business is a dynamically developing sphere, and the state may not always be competent enough in this matter. We must create conditions for self—regulation so that the market can develop according to its own rules," said Beksultan Mukatov, Deputy Director of the Department of Economic Integration of the National Chamber of Entrepreneurs "Atameken".The meeting participants also discussed the importance of creating a licensing system for franchise packers."There are many packers on the market today, but not all of them act in good faith. We must establish requirements for their competence and responsibility," Mukatov stressed. He also suggested considering the introduction of the institution of licensed brokers for franchise registration and the development of mandatory regulations that disclose the financial model of the franchise."We are witnessing how franchising is becoming the engine of the economy in the world. In the USA, for example, it occupies 3% of GDP. We need to create conditions for franchising to become as important for Kazakhstan," Mukatov added. An important aspect of the discussion was the involvement of international experience in the development of franchising in Kazakhstan. The meeting participants noted that successful practices applied in countries such as the USA and European countries can become the basis for the formation of an effective franchise system in Kazakhstan.Following the meeting, it was decided to create a working group with the participation of representatives of government agencies, business and public organizations. This will make it possible to comprehensively work out and discuss detailed amendments to legislation, as well as the preparation of measures to support successful franchises, including the export of their models abroad. "Franchising should become one of the drivers of the Kazakh economy. We see its potential not only as a tool for SMEs, but also as a platform for bringing ready-made projects to foreign markets. It is important to create conditions under which every business can grow sustainably and safely," the First Vice Minister of Trade summed up.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/891275
