Agro-industrial projects aimed at processing agricultural products are actively developing in the region. The project is designed to maintain 816 heads of cattle. Works on the supply of engineering networks, installation of electricity and sewerage have already been completed. An important feature of this project was the introduction of advanced technologies: a manure removal system was built at its own expense. A biocomplex for recycling and recycling of waste has been installed on the farm, which ensures the environmentally friendly operation of the enterprise.In the summer, the first batch of cattle was brought to the farm – 272 heads of Holstein black-and-white breed from Denmark. These cows are known for their high milk yields, which will significantly increase the volume of dairy production. The second batch of cattle is expected to be delivered in the fourth quarter of this year. High-tech German-made equipment has also been purchased to ensure the efficient operation of the farm."The dairy farm construction project is being implemented with the support of the Auyl Amanaty program, under which the company received a loan. These funds will be used to purchase the necessary equipment and further increase the livestock to 816 heads. The construction of a new branch of the water pipeline is being completed in the Shortandinsky district of the Akmola region. For many years, residents of the village received drinking water from four underground wells, which have been in operation since 1971. However, due to long-term exploitation and an increase in population, groundwater reserves have significantly decreased, which has led to an acute shortage of water. To eliminate the problem, it was decided to build a water pipeline from an underground water deposit located near the village of Egemen in the Shortandinsky district.During a working trip to the Shortandinsky district, Akim of the Akmola region Marat Akhmetzhanov visited the facility.Construction work began in July of this year, the contractor is Universalstroyservice LLP. The share of SMEs in the gross regional product has increased to 30.8%, which underlines the importance of small and medium-sized businesses in the region's economy," said Yerbol Ospanov, head of the Regional Department of Entrepreneurship and Industry.Social entrepreneurship is also developing in the region. Thus, 50 subjects have already been included in the Register of Social Entrepreneurship and receive additional benefits. Tax breaks, grants, assistance in finding partners and other support measures are available for such companies. For example, one of the entrepreneurs received subsidies and guarantees in the amount of 56 million tenge, and another was given preferential terms for renting premises.It was not without difficulties – in the spring of this year, floods caused damage to 28 SMEs. A special commission has been created to help the affected companies, which has already made decisions on compensation totaling 127.5 million tenge. Most of the applications have been approved, and payments have already been received by entrepreneurs.Among other things, the region has also seen an increase in domestic trade since the beginning of the year. Nevertheless, the inflation rate remains an important issue."To curb price increases, more than a thousand contracts have been concluded with manufacturers and shops, and 323 fairs with goods at discounted prices have been organized. Instructions were given to modernize enterprises, provide additional financing for projects in mechanical engineering and increase supplies to foreign markets.At a Government meeting chaired by Prime Minister Olzhas Bektenov, issues of the development of mechanical engineering were considered. Minister of Industry and Construction Kanat Sharlapayev reported on the situation in the industry, representatives of industry associations – Unions of Machine Builders Meiram Pshembayev and industrial investors Kairat Elamanov, Kazakhstan Automobile Union Anar Makasheva made presentations.By the end of 2023, the share of mechanical engineering in the GDP structure reached 1.9%. There is an increase in production volume and a positive trend in attracting investments. For 9 months of this year, about 108.2 billion tenge was invested in Kazakhstani projects, which exceeds the volume for the same period last year by 2.2 times. One of the key issues of the sector is the modernization of equipment. The Prime Minister noted that in mechanical engineering, the wear of machinery reaches 40%. In the railway industry alone, more than 800 worn-out passenger cars are expected to be decommissioned by 2030. According to the Union of Industrial Investors of Kazakhstan, about 76% of agricultural machinery needs to be updated. The Head of Government stressed that in order to achieve the goals set by the President on economic diversification, it is necessary to actively use the potential of domestic engineering and introduce new technologies."The Head of State emphasizes that it is industrialization that should become the main driver of economic diversification. The accelerated development of the manufacturing sector, and above all mechanical engineering, should be a locomotive in ensuring the economic self-sufficiency of Kazakhstan. The state actively supports domestic producers. We are facing important tasks to create a production cycle with a high degree of localization. In addition, in order to increase the efficiency of enterprises, it is necessary to carry out timely modernization of production," Olzhas Bektenov stressed. The necessity of introducing digital technologies at enterprises in accordance with global trends in robotization and automation of production cycles was noted.Today, the automotive industry is working on the formation of cluster production. This approach stimulates the development of related industries, opens up new opportunities and prospects for the entire sector. There are about 50 enterprises operating in the oil and gas engineering industry. The volume of production reaches $160 million, while the volume of imports exceeds $1.6 billion. The Prime Minister drew attention to the tenfold difference and the need to reduce the gap. To assist in the creation of new domestic industries, the International Center for Oil and Gas Engineering was established. Projects on localization of products of such international companies as Honeywell, PetrolValves, Wika have already been successfully implemented. The Head of Government noted the need to expand the powers of the Center to guarantee the conclusion of long-term contracts between international operators and Kazakhstani enterprises.The Head of Government instructed the Ministries of Industry, Finance, National Economy and Baiterek Holding to provide additional financing for projects in mechanical engineering within the framework of already approved financial and economic justifications. During his speech, he stressed the key aspects for increasing the competitiveness of Kazakh products on the world market, the importance of innovation and digitalization, as well as the need to attract foreign investors and localize production.The main directions of the industry developmentInstitutional support: The development of the machine-building industry is carried out in accordance with the Law "On Industrial Policy" (2021) and the Comprehensive Plan for 2024-2028. The main objectives are to increase competitiveness, access to finance, technology introduction, personnel development, increase local content and export support. The goal is to double production by 2028.Industry status: Mechanical engineering occupies 20% of the manufacturing industry and has a significant multiplier effect: one workplace in the industry creates up to 7-8 jobs in related industries. In 9 months of 2024, investments amounted to 124 billion tenge, the growth doubled.The main sectors of mechanical engineeringAutomotive industry: Major projects are underway with the CHANGAN, HAVAL, KIA and Geely brands. By 2025, it is planned to produce up to 90 thousand cars per year. The emphasis is on deepening the localization of production, in particular, the production of car seats and multimedia systems.Railway engineering: Production of locomotives, freight and passenger cars has been established. In 2025, the production of passenger cars "Stadler Kazakhstan" with a capacity of 100 units per year will be launched. The plans include the modernization of the carriage fleet, reducing the wear and tear of which reaches 55%.Agricultural engineering: In the last 5 years, production has increased 4 times. Large investors (Amazone, Zoomlion) have been attracted, and the production of components is developing. The localization center in Kostanay contributes to the development of infrastructure.Electrical engineering: Exports of products (transformers, batteries) continue to grow. Measures have been introduced to support the sector, including the priority of public procurement and access to raw materials. Work is underway to produce energy-efficient transformers and industrial batteries.Oil and gas and mining and metallurgical engineering: Production growth is 35% and 15%, respectively. Work is underway to amend legislation to support long-term contracts in the industry, and international investors are being attracted to introduce promising technologies.Cluster developmentThe clusters in Ekibastuz and Saran demonstrate the success of economic diversification and job creation.
