Astana Piano Passion competition for young pianists has started in Astana 09.12.2024
From December 9 to 13, 2024, Astana hosts the II Republican Contest of Young Pianists "Astana Piano Passion", organized by the Kazakh National University of Arts with the support of the Ministry of Culture and Information of the Republic of Kazakhstan.The competition is aimed at developing the national piano school and supporting gifted young musicians, as well as popularizing classical and academic music, music by Kazakhstani composers and piano performance. The organizers set themselves the tasks of improving the performance skills of the participants, promoting their professional development and preparing for international projects. The Ministry of Culture and Information of the Republic of Kazakhstan summarizes the results of its activities for 2024. We present the key achievements in the field of creative industries.The development of creative industries is under the special control of the Head of State."I am sure that the creative industry will become one of the most important points of the country's economic progress," Kassym-Jomart Tokayev said at the third meeting of the National Kurultai.The year 2024 for the creative industries of Kazakhstan was marked by a breakthrough in the Global Innovation Index-2024 world ranking – the country rose from 93rd to 65th place in terms of "Creative goods and services". This dynamic is the result of systematic work and government support. The Ministry of Culture and Information has developed a separate package of measures for the development of the creative economy.One of the first tasks of the department was to get the creators out of the shadow economy. For this purpose, 40 types of creative activities have been included in the register, which are subject to a special tax regime. The business is exempt from paying all types of taxes (CPN, IPN, VAT) and pays a single tax – 2-4% for sole proprietors, 8% for LLP.As a result, today about 135 thousand Kazakhstanis are employed in the creative industries. According to forecasts, their number will double by 2029.Creative products and services represent originality, innovation and high value of human labor. The task of the state is to ensure the security and protection of intellectual property. In this direction, there is close cooperation with the World Intellectual Property Organization (WIPO): training seminars and trainings are held. It is also planned to launch an educational platform for Kazakhstani creators from WIPO, the Ministry of Foreign Affairs and the Ministry of Justice.To support the commercialization of creative goods and services, an agreement was reached to place them on the marketplace of one of the banks in Kazakhstan.Another important point is the creation of infrastructure for creators. The final meeting of the competition commission for the award of the Tauelsizdik Urpaktary grant was held.It should be noted that the Tauelsizdik Urpaktary grant is awarded annually on behalf of the Head of State Kassym-Jomart Tokayev and is an effective tool for identifying talented youth.As a result, the commission selected 30 projects with the highest scores in 6 areas.The grant award ceremony will be held on the Independence Day of the Republic of Kazakhstan in Astana. On January 1, 2025, the Law of the Republic of Kazakhstan "On Public Procurement" comes into force. During this year, the Ministry of Finance of the Republic of Kazakhstan holds meetings with representatives of business circles, corporations, government agencies, akimats, public organizations, during which it explains the main innovations and advantages of the new law.This time in Petropavlovsk, Yerlan Seitov, Director of the Department of Legislation of Public Procurement and Procurement of the Quasi-public Sector of the Ministry of Finance of the Republic of Kazakhstan, and Kanat Duzelbayev, Deputy Akim of the North Kazakhstan Region, told businessmen and representatives of government agencies of the North Kazakhstan and Kostanay regions about reducing deadlines and procedures for public procurement.The North Kazakhstan region is one of the regions of the country with developed agriculture, whose share in the GRP structure is 27.9%. In the manufacturing sectors of the country, North Kazakhstan region is represented by food production (58.9%), mechanical engineering (23.9%), and the production of non-metallic mineral products (4.3%).The most developed industries in Kostanay region are: mining, metallurgy, mechanical engineering and the food industry. Thus, the region accounts for over 90% of the republic's iron ore production, 100% of iron ore pellets and asbestos. The products are exported to various countries of the world.Large enterprises are always interested in shortening the terms of public procurement. The new law explicitly establishes norms that reduce the duration of competitions in some cases from two months to five days. In addition, the innovations provide for purchases from a single source of goods up to 100 MCI, works and services up to 500 MCI. At the same time, rural akimats are given the opportunity to purchase goods, works, and services from one source up to 4,000 MCI.A new procurement method has already been introduced in the form of a competition using a rating-point system. This method excludes the participation of the competition commission in the process of determining the winner, thereby minimizing corruption risks. Given that the winner is determined by the portal automatically based on data from information systems of government agencies, the results of such purchases are not subject to appeal. This significantly reduces the procurement time, eliminates the risks of improper admission or rejection, as well as revision of the results.To improve the skills of procurement participants, it is proposed to carry out purchases among suppliers with the appropriate reputation. Information about the supplier will be generated using various databases, which will allow you to switch to automatic selection of suppliers with a combination of price and quality criteria for all types of purchases."As part of the execution of the instruction of the Head of State on the demonopolization of the construction market, the new law reflects measures to demonopolize economic sectors. In particular, when calculating conditional discounts, the application of price criteria in the form of a territorial feature continued. This will make it possible to evenly and fairly distribute the volume of public procurement and eliminate the monopoly position of individual large companies," concluded Yerlan Seitov, Director of the Department of Legislation of Public Procurement and Procurement of the Quasi-public Sector of the Ministry of Finance of the Republic of Kazakhstan.The new Law "On Public Procurement" will improve the quality of purchased goods, works, services, strengthen the responsibility of potential suppliers and provide support to domestic producers.After the meeting with the business, Yerlan Seitov, Director of the Department of the Ministry of Finance of the Republic of Kazakhstan, visited two large enterprises in the region: Raduga LLP (a leader in recycling of secondary raw materials) and Green North LLP (the only fourth-generation production greenhouse in North Kazakhstan region).Raduga KDR company is a large trading and manufacturing company known not only in the Republic of Kazakhstan, but also abroad. The company's production package includes more than 600 assortment units of goods of various profiles: from food to household goods. Raduga LLP has created a full cycle for the processing of secondary polymers and waste paper.Paper and cardboard waste paper is waste collected and purchased from the population, industries and trading houses, enterprises and educational institutions. The factory also produces office paper and plans to expand and increase production and processing capacities.Green North LLP is the only greenhouse of the fourth generation in the region. The area of the greenhouse complex is 3.7 hectares. The greenhouse can provide the region with 2.7 thousand tons of vegetables, which covers up to 30% of the region's needs.Currently, the cucumber harvest is 4.5 tons per day, after the opening of the second production it is planned to increase to 12 tons per day.For the normal growth of plants in the greenhouse, the necessary microclimate has been created, which is maintained automatically. These funds will be directed to the main areas of the economy that contribute to the stable development of the country.The Governor of the region met with Fabrizio Fabbri, head of the Ansaldo Energe company, and discussed projects for the development of the region's energy infrastructure. In this direction, as you know, the Turkish company Aksa Energy is building a new 240 MW thermal power plant in Kyzylorda. The international conference "The Role of Women in Ensuring Peace and Security" was held in Astana as part of the campaign "16 active days against gender-based violence". In honor of the 85th anniversary of the Kyzylorda Regional Museum of Local Lore, the National Museum of the Republic of Kazakhstan opened an exhibition "The Land of Cheese - the cradle of Turkic civilization".The exposition includes the Korkyt Ata heritage, included in the UNESCO list of intangible cultural heritage, as well as ethnographic objects of the XIX–XX centuries.The exhibition presents the results of archaeological excavations at ancient settlements in the region, such as Chirik-Rabat, Syganak, Tugisken, Zhetiasar, Zhankent, Kyshkala, Asanas. There are also dombra collections and paintings stored in the S. Aitbayev Art Gallery.The opening of the exhibition was attended by deputies of the Senate and the Mazhilis, poets, writers and representatives of the creative intelligentsia.The exhibition will be open to visitors until December 19, 2024. The International Year of Volunteers was discussed in Astana with representatives of the UN Volunteer Program 05.12.2024
A meeting with representatives of the Headquarters of the United Nations Volunteers Program was held in Astana, dedicated to the preparation for the International Year of Volunteers.The event was attended by Vice-Minister of Culture and Information of the Republic of Kazakhstan Aizada Kurmanova and Head of the International Secretariat of the UN Volunteer Program Sandra Ingrid Koch.The meeting participants discussed the goals and objectives facing the International Secretariat and the National Organizing Committee of Kazakhstan. Proposals aimed at opening up new opportunities to enhance the contribution of volunteerism to achieving global sustainable Development Goals were also considered.Recall that at the initiative of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, the UN General Assembly declared 2026 the International Year of Volunteer Mobilization for Sustainable Development.Kazakhstan demonstrates an example of a successful institutional partnership between the state and the volunteer community. To date, more than 740 volunteer organizations and over a thousand initiative groups are active in the country. The total number of active volunteers is more than 240 thousand people. Betashar is included in the Representative List of the Intangible Cultural Heritage of Mankind 05.12.2024
At the 19th session of the UNESCO Committee for the Protection of the Intangible Cultural Heritage, held in Asuncion, the capital of Paraguay, one of the ancient Kazakh rituals "Betashar" was included in the Representative List of the Intangible Cultural Heritage of Mankind.45 nominations from 58 countries of the world were considered during the session. Betashar entered the list under the 43rd serial number, confirming its cultural significance at the international level.To date, the UNESCO Representative List includes 13 elements, 5 of which belong to the national Kazakh cultural heritage: the tradition of performing kuis on dombra ("Kazaktyn dasturli dombirada kui oryndau dasturi"), "Kazak kuresi", the national game "Asyk atu", the spring rites of Kazakh horse breeders ("Kazak zhylky osirushilerin koktemgi merekelik salt-dasturleri") and the national dance "Orteke".In addition, 8 elements are part of the common Turkic heritage: skills and techniques of making a yurt", "Aitys", "Nauryz", the tradition of baking "Katyrma", the legacy of Korkyt ata, the game "Togyzkumalak", the art of falconry ("Kusbegilik"), humorous stories of Khoja Nasreddin ("Kozhanasyrdyn azil mangimeli").
