On Saturday, November 30, Astana hosted the second meeting of the Working Group on the development of a set of measures to protect the historical and cultural heritage of Kazakhstan, which is under the protection of UNESCO, chaired by the Minister of Culture and Information Aida Balayeva.Comprehensive measures are designed to coordinate and unite the efforts of central and local executive authorities, members of the National Commission for UNESCO and ISESCO (Organization of the Islamic World of Education, Science and Culture), as well as historians, archaeologists, ethnographers and representatives of public associations for the protection and preservation of the cultural heritage of Kazakhstan.This strategic initiative is aimed at preserving already included and potential sites (significant historical and architectural monuments) Kazakhstan is included in the UNESCO World Heritage List, as well as for the protection of elements of the intangible cultural heritage (bearers of traditions, rituals, language, music and crafts, etc.).In this regard, Minister Aida Balayeva emphasized the need for systematic and coordinated work of all stakeholders for the successful implementation of the tasks set and the implementation of the provisions of the Conventions on the Protection of the World Cultural and Natural Heritage.During the meeting of the Working Group, plans of three working subgroups were presented, each of which focuses on specific aspects of the protection and popularization of the cultural heritage of Kazakhstan.The first subgroup is on intangible cultural heritage (hereinafter referred to as ICH), the primary task of which is to improve the skills of employees of museums, reserves, libraries, etc., as well as the introduction of interdisciplinary educational programs in universities. This will allow Kazakhstan to train certified experts in the field of traditional crafts, numismatics and bonistics, traditional games, restorers of decorative and applied products, etc.In addition, the issue of supplementing the general education program "Physical culture" with classes on Kazakh traditional games is being worked out.In terms of the working subgroup on ICH, it is also the organization and conduct of extensive research work (inventory of ICH, documentation of manufacturing technology and decoration of the Kazakh yurt, Kazakh carpet weaving, which is endangered).The second subgroup works directly with the sites of Kazakhstan that are under the protection of UNESCO (within the framework of the Convention on the Protection of the World Cultural and Natural Heritage). The main tasks are solving management, security and infrastructure issues.In addition, the experts' attention is focused on serial transnational nominations "Silk Road. The Fergana-Syrdarya Corridor", "Silk Road: the Caspian-Volga Corridor". In this direction, joint work is underway with local executive bodies of Atyrau, West Kazakhstan, Kyzylorda and Mangystau regions.The third subgroup is designed to carry out work on the preservation and promotion of the documentary heritage of Kazakhstan within the framework of the UNESCO Memory of the World program. In Kazakhstan, the protection of cultural heritage is one of the priorities, especially given its unique and cultural wealth.Thanks to participation in UNESCO Conventions, our country manages to include its cultural sites in the UNESCO lists, thereby declaring its heritage to the world community. But this circumstance requires us to fulfill certain obligations to protect and preserve this heritage.To this end, in August of this year, a working group was established under the chairmanship of Minister of Culture and Information Aida Balayeva, designed to coordinate the efforts of central and local executive authorities, members of the National Commission of the Republic of Kazakhstan for UNESCO and ISESCO, as well as scientists, archaeologists, ethnographers and representatives of public associations.This strategic initiative is aimed not only at preserving the world heritage, which includes significant historical and architectural monuments, but also at protecting elements of the intangible cultural heritage, bearers of tradition, rituals, language, music and crafts, as well as documentary heritage. All this plays a fundamental role in shaping cultural identity, strengthening national identity and passing on our values to the next generations.Aida Balayeva emphasized the need for systematic and coordinated work of all interested structures, emphasizing the importance of coordinating efforts for the successful implementation of the tasks set and the implementation of the provisions of the Conventions that effectively preserve the national cultural heritage.To date, two meetings of the working group have already been held, during which the participants have developed and proposed key areas of work necessary for the effective implementation of the protection of cultural heritage.During the meeting held on November 30 in Almaty, the participants presented the work plans of three subgroups, each of which focuses on specific aspects of the protection and popularization of cultural heritage.Thus, among the presented work plans, three key areas are highlighted: the protection and popularization of tangible and intangible cultural heritage, as well as documentary heritage within the framework of the UNESCO Memory of the World program.The plans provide for measures to improve the skills of specialists, develop and implement training modules on methods for identifying and developing intangible cultural heritage. The Minister emphasized that the training should be meaningful and useful, with a focus on practical skills.Among other important areas of work, the members of the working group noted inventory and comprehensive research work. The need to carry out an inventory of tangible and intangible heritage sites, the need to digitize existing data, develop a strategy for popularizing cultural heritage at the international and local levels, nominate new objects and elements to UNESCO Lists.A special aspect is the development of methods for the effective management and protection of UNESCO-protected sites through the active involvement of local authorities and public associations to participate in the protection and promotion of heritage sites, as well as the organization of regular events and awareness-raising campaigns among the local population on the importance of cultural heritage.In general, the work plans presented by the heads of the working groups include a wide range of measures aimed at preserving and popularizing the intangible, tangible and written heritage of our country. The second meeting of the working group on the protection of the historical and cultural heritage of Kazakhstan, which is under the protection of UNESCO, was held at KazNPU named after Abai.The meeting was chaired by the Minister of Culture and Information of the Republic of Kazakhstan Aida Balayeva.The event was attended by deputy akims of the regions, representatives of central government agencies, members of the National Commission of the Republic of Kazakhstan for UNESCO and ISESCO, as well as scientists, archaeologists and representatives of public associations.The participants discussed draft action plans aimed at improving measures for the protection of intangible cultural and world heritage, as well as the implementation of the UNESCO international program "Memory of the World".Aida Balayeva noted the importance of fulfilling the obligations stipulated by UNESCO Conventions. She stressed the need for coordinated work at all levels and the importance of attracting qualified experts to train personnel in the skills of identifying and developing intangible cultural heritage."We need to strengthen our work, first of all, to improve the skills of specialists. It is important that the training is meaningful and useful. Today, akim of the region nurlybek Nalibayev introduced Sharipbekov Bekbolat Zhunusalievich, who was appointed head of the Department of the committee for regulation and control in the field of social protection of the population in Kyzylorda region by order of the Ministry of Labor and social protection of the population of the Republic of Kazakhstan.Bekbolat Zhunusalievich was born in 1973 in Kyzylorda region. He graduated from the Kyzylorda Institute of Engineers of agro-industrial production with a degree in management of agro-industrial industries and its economics. He started his career in 1990 at the rice State Farm "Kelintobe" in Zhanakorgan district. In 1998-1999, he was an accountant of the Akniet branch of the Kumiyan enterprise. In 1999-2010, he held various positions in the Office of the Akim of Kelintobe rural district, tax committees of Zhanakorgan district and Turkestan. In 2010-2018, he worked as the head of the department-state auditor of the inspection and Audit Commission of financial control in the Kyzylorda region, in 2018-2020-akim of the rural district "Karaultobe" in Kyzylorda. In 2020-2022, he worked as the head of the Department of internal state audit in the Kyzylorda region, in 2022-2024-deputy akim of Zhanakorgan district.
