Bakbergen Dosmanbetov, who made a significant contribution to the development of the region, celebrated his 80th birthday.Bakbergen Sarsenovich was born in 1945 in the Karmakshy District. He received his education at the Faculty of Construction and Urban Economy of the Moscow Institute of Management.He began his career as a simple railroad worker, and over the years held positions such as secretary of the Komsomol organization, senior lecturer, department head, vice-rector, and rector of the N.V. Gogol Kyzylorda Pedagogical Institute (now Korkyt Ata University), as well as akim of Kyzylorda.He studied economics and wrote nine monographs and 60 scientific articles.As mayor, he breathed new life into our region and created opportunities for job creation.As a member of the Senate of the second, third, and fourth convocations of Parliament, he advanced initiatives aimed at improving the well-being of the people and made a significant contribution to the adoption of laws serving the country.During the years of independence, unemployment was rampant, and wages and pensions went unpaid for months and years. Electricity shortages plagued the country, and natural gas was a distant dream, and we still remember how firewood was transported by cart. Today, a government meeting chaired by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov was held to discuss the progress of the harvest campaign. Regional Akim Nurlybek Nalibayev participated via videoconference.At the meeting following the government meeting, the regional governor gave instructions to responsible industry leaders.«As you know, this year's growing season in our region took place under very difficult conditions.Thanks to the support of the Head of State and the Government, productive negotiations were held with neighboring countries regarding the supply of the required volume of water, and specific measures were taken.In our region, the harvest must be completed no later than October 15, according to plan. City and district akimats must make efforts to complete the work on time. To this end, it is important to fully supply farms with the necessary diesel fuel.To date, 5,500 tons of the 10,400 tons of discounted diesel fuel allocated for the fall harvest have been delivered. However, farms' diesel fuel purchase rates are still low. City and district akimats, please take strict control of this issue and ensure full payment of farms for the winter. The allocated diesel fuel must be utilized.In accordance with the Head of State's directive, we must gradually optimize rice crops and increase the production of other crops that require less water. Diversification of crop production and the widespread adoption of water-saving technologies are imperative.In accordance with the President's directive, 9 billion tenge has been allocated to our region for state support of water-saving technologies through 2026. This is unprecedented support. This will enable us to diversify our cropping patterns, including increasing the use of water-saving technologies. Cascade training on "Experience and Organizational Aspects in Conducting the Electoral Process" 14.10.2025
On September 22, 2025, a cascade training session for permanently employed members of the regional territorial election commissions was held in the Atyrau Regional Territorial Election Commission building. The training was conducted by the chairpersons of the Zhylyoi, Inder, Isatay, and Makat territorial election commissions, Z. Kalmukhanova, B. Saparov, K. Gubashev, and R. Maksotov, who participated in the seminar on "Experience and Organizational Aspects in Conducting the Electoral Process" in Astana on September 11-12 of this year.The seminar was opened by A. Kystaubayeva, Chairperson of the Atyrau Regional Territorial Election Commission. The speakers then addressed topics such as amendments and current issues in the electoral legislation of the Republic of Kazakhstan, certain aspects of election observation, campaigning, and information support during the election process, the basics of working with the National Artificial Intelligence Platform, organizing election campaign financing, and litigation in electoral processes in the first half of 2025. The regional akim, Nurlybek Nalibayev, met with Mr. Cai Guo, CEO of one of the region's largest industrial enterprises, the «Orda Glass Ltd» sheet glass factory. The meeting discussed the plant's current operations, production capacity, and future investment projects.It is worth noting that the «Orda Glass Ltd» factory was launched in 2022 as part of the industrialization program and the Kazakh-Chinese cooperation project «Bir Beldeu – Bir Zhol». It is the only innovative enterprise in the republic producing sheet glass, with an annual capacity of 197,100 tons. 42 billion tenge in foreign investment was attracted for the project.Since its launch, 70% of the factory's output has been sold domestically, while 30% is exported to Uzbekistan, Kyrgyzstan, Tajikistan, and Georgia. Following a working visit by the regional akim to the People's Republic of China in 2023, a new energy-saving glass production line with an annual capacity of 5 million square meters was launched. The project's investment value is $15 million.The regional akim's office is taking comprehensive measures to ensure the plant's stable operation and provide infrastructure support. In turn, the Chinese investor plans to implement a new two-phase investment project worth $55 million.The glass factory's operations have spurred the development of related industries in the region. Future plans include the opening of factories producing mirrors, bottles, and tempered glass. These projects will diversify the region's economy, develop a glass cluster, create new jobs, and replace imports, supplying the domestic market with high-quality domestic products. Visitors to today's exhibition paid particular attention to these artifacts.A collection of gold items found during archaeological expeditions was also on display. The Kyzylorda Region Culture Days «Sulu Syrdan – uli Abai eline» dedicated to the 180th anniversary of Abai, took place in Semey. Terracotta items, glazed coatings, and pottery found in Zhankent, Asanas, Kyshkalа, and Syganak, as well as a replica of a two-stringed dombra from the Bidayykasar site, attracted great interest from residents of the Abay region.The jewelry collection on display has a rich history. Many were eager to learn about the value of the silver jewelry worn by Kazakh women in our region, such as «onirzhiek», «zhyrga», and «alqa», as well as wooden furniture, tableware, leather goods, and warrior weapons—swords, battle axes, sabres, maces, spears, shields, and arrows.Also on display at the exhibition were the Dresden version of the book «Dede Korkyt», nar-kobyz, a UNESCO certificate, souvenirs, the blue cane of Maral Ishan, the original saddle of Kerey, which belonged to Tazhi, the protector of Maral Baba, and copies of seals used by Kalkai Ishan, Serdali Bekshorin, Er Seitpenbet, and Bukarbai Batyr. A seminar on explaining the norms of the new Tax Code of the Republic of Kazakhstan was held in Almaty today, organized by the Ministry of Finance of the Republic of Kazakhstan and the State Revenue Committee, together with the National Chamber of Entrepreneurs of the Republic of Kazakhstan "Atameken". The event brought together more than 800 participants – representatives of business, government agencies and NCE "Atameken".Vice Minister of Finance Yerzhan Birzhanov and Deputy Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan Zhanybek Nurzhanov presented the main amendments to the new Tax Code aimed at simplifying tax administration and creating favorable conditions for entrepreneurs, including reducing the volume of tax reporting by 30%, transferring desk inspections to a preventive format, eliminating automatic account blocking, simplifying procedures for granting deferrals and installments on tax obligations, reducing the number of special tax regimes to three, etc.Special attention was paid at the meeting to the taxation of the self-employed and small businesses. 150 tons of waste collected in Atyrau region as part of World Clean Up Day 14.10.2025
A large-scale environmental cleanup event was held in Atyrau region in honor of World Clean Up Day, the Regional Communications Service reports.Regional executive bodies, businesses, volunteers, youth organizations, environmental activists, and local residents participated in the event. More than 10,000 people participated, including from districts and rural areas.The cleanup covered the area from the Samal to Saryozek microdistricts in Atyrau city, the area near the ring bridge in the Atyrau microdistrict, and all districts of the region. Approximately 150 tons of waste were collected and transported to specialized landfills.World Clean Up Day is an international environmental movement that takes place annually in more than 180 countries. Over 18 million volunteers participate in the event, clearing natural areas of waste. The Ministry of Finance of the Republic of Kazakhstan, following the President's Message "Kazakhstan in the era of artificial Intelligence: current challenges and their solutions through digital transformation," implements digital technologies, forms a unified ecosystem and develops smart platforms. A demonstration of digital projects was held at the Electronic Finance Center. The event was attended by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, First Vice Minister of National Economy Azamat Amrin, Vice Ministers of Finance Asset Turysov and Yerzhan Birzhanov, as well as Chairman of the State Revenue Committee Zhandos Duisembiev.One of the projects presented was the Smart Data Finance system, which combines data from more than 70 sources and databases. The solution has been certified for information security and put into commercial operation, providing a reliable basis for analytics and management.Currently, a digital taxpayer profile is being formed, including information about property, business, taxes, participation in public procurement, support measures and personnel indicators. For tax purposes, dossiers have been created for 1.9 million individual entrepreneurs, 584 thousand legal entities and 20.4 million individuals. Based on the collected data, automated calculation of taxes and control over the timeliness of their payment are carried out. Budget revenue models are predicted, and the tax potential of industries and regions is determined.The staff of the Center for Electronic Finance has also developed a digital map of state finances, which reflects the flow of cash online. It is complemented by a National Product Catalog covering more than 15 million items. From January 2026, its use will become mandatory, which will provide a single reference book for accounting, statistics, public procurement and customs, reduce shadow turnover and create fair competition conditions.The Ministry is already implementing new tax and customs administration tools. The e-Tamga system is aimed at preventing the issuance of fictitious invoices and identifying "one-day" firms. The integrated tax administration system has combined seven outdated solutions into a single platform, providing full tax support to entrepreneurs. The Keden system automates customs processes, introduces remote interaction between participants in foreign economic activity and uses elements of artificial intelligence.A single entrepreneur's personal account has been created for businesses – a portal and a mobile application that combines all the services of the Ministry of Finance in a user-friendly interface. Within the framework of budget planning, unique identifiers of projects and expenses have been introduced, according to forecasts, this innovation will save budget funds. A digital profile of the government agency has been launched with online reflection of receipts, expenses and financial discipline. Work on the remaining 441,000 hectares will continue until the end of the year.Large-scale efforts are underway to improve the environmental situation in the Aral Sea region and protect the environment, with the support of foreign countries and international organizations.To stop sandstorms on the dry seabed, with the support of Germany, South Korea, the United States, and major international organizations and foundations, over 73,000 hectares of saksaul were planted.Furthermore, this year, a 33.5-hectare forest seed nursery, funded by the World Bank and worth 441 million tenge, was commissioned.
