The XXV session of the regional maslikhat was held with the participation of Nurlybek Nalibayev, the akim of the region. The meeting was attended by heads of law enforcement agencies, regional administrations and departments, city and district akims, and maslikhat deputies. The past eight months have seen growth in key macroeconomic indicators.This year, the regional budget amounted to 829 billion 200 million tenge, an increase of 228 percent compared to 2022. Of this, 477 billion 600 million tenge (58%) is allocated to the social sphere.The development budget increased from 62 billion tenge in 2022 to 214 billion tenge (3.5 times). These funds are aimed at addressing the region's most pressing issues, improving the quality of life, and implementing large-scale infrastructure projects.Today, the region has a favorable investment climate, and major projects are underway. While this year's planned investment target was over 631 billion 400 million tenge, the launch of new projects will exceed this target to 716 billion tenge. Currently, 408 billion 200 million tenge of investment has been attracted. This year, 27 projects worth 302 billion 500 million tenge will be launched. Ninety-six projects worth 166 billion 800 million tenge are under construction in the region.Over the past three years, 2.5 million square meters of housing have been commissioned using all funding sources. 623 apartment buildings in the city are provided with hot water. By the end of the year, the gasification rate will reach 83 percent.This year, the area under agricultural crops amounted to 189,600 hectares, of which 80,900 hectares were under rice. In accordance with the President's instructions, comprehensive measures are being taken to implement water-saving technologies and increase the area under crops requiring minimal irrigation», - said N. On September 17, 2025, in the city of Taldykorgan, in preparation for the entry into force of the new Tax Code of the Republic of Kazakhstan, an on-site explanatory seminar for entrepreneurs and residents of the Zhetisu region was held with the participation of Deputy Chairman of the State Revenue Committee Nurzhanov Zhanybek and representatives of the National Chamber of Entrepreneurs Atameken.The new code, signed by President Kassym-Jomart Tokayev on July 18, 2025, is aimed at radically transforming the tax system, introducing transparency principles and adapting to modern economic realities. Its main goals are to reduce the shadow economy, simplify work with tax authorities and increase the efficiency of tax administration.Major changes:Differentiation of the tax burden. Socially significant industries such as medicine and education will pay a reduced corporate tax of 5% in 2026. A progressive scale of individual income tax is being introduced, which is aimed at a fair distribution of the tax burden, 10% for incomes up to 8,500 MCI (about 33.5 million tenge) and 15% for higher incomes.Simplification of tax regimes. There are three main modes left. Reducing the number of special tax regimes to three will simplify the system for local entrepreneurs. Regimes for the self-employed, based on a simplified declaration, and for peasant (farm) farms (KFH) will become the basis for doing business, especially in the agricultural sector, which is dominant in the economy of Zhetisu.Fight against business fragmentation. The VAT rate is increased to 16%, and the registration threshold is lowered. This will help bring large enterprises out of the shadows and create fair competition.The luxury tax. Currently, the entire public procurement process (from planning to payment) is carried out electronically on the web portal www.goszakup.gov.kz . This ensured full automation of all business processes.The electronic format covers all procedures: procurement, conclusion and registration of contracts, use of electronic bank guarantees, registration of acts of delivery of goods, performance of works and provision of services, electronic invoices and invoices for payment.The wide integration of the web portal with the information systems of government agencies makes it possible to automatically check potential suppliers for compliance with qualification requirements, the presence or absence of tax and court debts, as well as participation in the register of unscrupulous suppliers. Emergency Meeting on Child Road Safety 13.10.2025
Today, Kyzylorda Region Akim Nurlybek Nalibayev held an emergency meeting on child road safety. Representatives of law enforcement agencies, heads of regional departments and agencies, and city and district akims participated.The regional Akim sharply criticized the accident involving a private kindergarten vehicle due to inadequate coordination between the heads of the responsible departments and ordered appropriate action.«I have previously issued multiple instructions to city and district akims, the police department, and the education department regarding transportation at private and public kindergartens and schools, as well as child road safety. However, this work has still not been properly organized.The violations that occur during transportation at private kindergartens indicate insufficient police oversight.We must strengthen the work of the Operational Control Centers, especially the patrol police, opened in Kyzylorda and all districts, and keep the child safety situation under strict control!We urgently need to conduct a comprehensive inspection of the state of transportation at all educational institutions in our region, identify any non-compliant conditions, and take action.Strictly monitor road safety, including on the grounds of educational institutions, and conduct regular raids», - said N. Nalibayev.Head of the regional police department, Serik Ergeshov, noted that, according to an order approved by the Ministry of Internal Affairs, vehicles transporting children must have two doors, a restraint system, and a yellow flashing light with the inscription «Children Transported».During the investigation into the implementation of this order, administrative protocols were drawn up under Article 474 of the Criminal Procedure Code of the Republic of Kazakhstan against 29 legal entities, 75 vehicles were fined, and state registration plates were confiscated from 58 vehicles. Since the beginning of the year, approximately 800 administrative violations have been identified. Appropriate measures have been taken against drivers who violated transportation regulations. How the new Tax Code simplifies the life of SMEs 15.09.2025
A new Tax Code will come into force in Kazakhstan in January 2026. To clarify the provisions of the law, the Ministry of Finance, together with the State Revenue Committee, is conducting information events throughout the country. As part of this project, a seminar was held in Atyrau, the purpose of which was to inform taxpayers about innovations and changes in the field of business taxation, which will allow entrepreneurs to better prepare for work in the new conditions of tax regulation.Atyrau region plays an important role in the economy of Kazakhstan, thanks to the development of the oil and gas industry, transport infrastructure and processing industries. The largest oil fields in Kazakhstan, Tengiz and Kashagan, are located here. To work effectively, mining companies rely heavily on small and medium-sized businesses that supply equipment, services, and perform contract work. That is why the seminar paid special attention to the issues of SME taxation.According to the new Tax Code, a simplified special tax regime (SSR) is being introduced based on the declaration. The SNR is intended for SMEs with incomes of up to 600,000 MCI (about 2.4 billion tenge) and is aimed at reducing the administrative burden: reporting is simplified, and access to the regime becomes possible without mandatory registration as an individual entrepreneur.In addition, the threshold for mandatory VAT registration has been lowered to 10,000 MCI (approximately 40 million tenge), which expands the range of taxpayers. The reform also provides for a 30% reduction in reporting and a 20% reduction in taxes.The new Tax Code provides for a more flexible and lenient procedure for collecting debts from entrepreneurs. If the amount of debt is insignificant, the company's accounts will no longer be automatically blocked, which allows the business to continue its activities without the risk of stopping operations. Instead of harsh measures, a step-by-step recovery mechanism is being introduced, where warnings and notifications are applied first, and more stringent tools are applied only in case of systematic violations. This approach reduces the pressure on small and medium-sized businesses and creates conditions for more stable operation of enterprises.The tax reform not only updates the tax system, but also makes it more fair and business-oriented. In Kazakhstan, work continues on the introduction of a special digital service "Baqylauda", which will show the full picture of state support online, the Ministry of Finance reports. The agency has combined all state support measures, and there are more than a hundred of them today, in order to quickly monitor: what exactly are state funds used for and is there any sense in this? The tool will increase the efficiency of government spending, the agency is confident.The Baqylauda service is hosted by the Ministry of Finance of the Republic of Kazakhstan on a digital platform "Qoldau.kz " (https://baqylauda.qoldau.kz). Today, data on government support measures over the past 10 years is uploaded to the system. When this work is completed, the analysis will show which of the state support tools were effective, and which were a dubious waste of government tenge. In the system, it will be possible to check and evaluate the effectiveness of benefits, subsidies, or other tools, "scaling" them to the level of individual areas, individual industries, operators, and even a specific recipient company.Despite the fact that the data for the last two years has not yet been uploaded, interesting analytical data is already available in the service. So, for 9 years (from 2015 to 2023), the volume of state support amounted to 9.94 trillion tenge. At the same time, state support measures for the "Employment Roadmap" in the "covid" period became the most ambitious budget costs – the costs amounted to about 973 billion tenge. In second place in terms of cost is the cost of preferential leasing of agricultural machinery and equipment – 920 billion tenge, in third place again is the sphere of agriculture – more than 675 billion tenge was spent on the development of livestock breeding. This was followed by the agricultural sector again – the financing of the Ken Dala program, for which 650 billion tenge was spent."It is obvious that many companies, especially in the agricultural sector, receive and use state support measures from different government programs or receive support through different operators, through different ministries. Until today, there was no single database. Therefore, it was difficult to assess the effectiveness of these expenses. Now the state will clearly see whether it makes sense to support a company that receives tens of millions of tenge from year to year, but at the same time its indicators for taxes, productivity, technology, employment and other indicators are not growing," explained A.N. Turysov, Vice Minister of Finance.According to the speaker, the Baqylauda electronic service is a first–level system. She checks the entrepreneur and evaluates his compliance with the established criteria. Currently, there are four key stop factors in it: the absence of persons related to the financing of terrorism on the lists, the absence of signs of false entrepreneurship, bankruptcy facts, as well as unfulfilled obligations under previously received state support measures. If such factors are present, the system will display this information to the service provider, i.e. the government agency or operator. For example, for the Ministry of Agriculture or a Food Corporation. And the service provider will independently decide whether to approve or refuse government support to the business."Yes, we understand that, for example, in agriculture, a lot depends on the weather, on the volatility in the market for products. However, the assessment will be conducted not for one year, but for several years. Thus, the volume of industrial production in January–July 2025 amounted to 852,050.6 million tenge at current prices, which is 12.3% more than in the same period last year. The volume of the gross regional product in January–March 2025 reached 1,053,912.6 million tenge, while the real growth was 9.1%. The share of goods production in the GRP structure was 37.1%, and services – 57.7%.Of particular importance to entrepreneurs are changes related to the improvement of VAT administration and the transition to differentiated corporate income tax and VAT rates. The improvement of VAT administration is aimed at simplifying procedures, reducing the administrative burden and minimizing disputes between business and the state. This will allow companies to save time and resources by focusing on developing their own businesses."The introduction of differentiated corporate income tax and VAT rates implies a more flexible approach that takes into account the specifics of industries and the level of profitability of enterprises. Issues of road quality were discussed 22.08.2025
Today, under the chairmanship of the Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, a Government meeting was held to consider the quality of roads. The new Tax Code introduces a number of significant changes that directly affect both businesses and citizens. Since January 2025, a new Law "On Public Procurement" has entered into force, aimed at improving the quality of purchased goods, works, and services, simplifying procurement procedures and further automating them.One of the important tools for implementing the provisions of the Law is the web portal of public procurement, which provides a single point of access to electronic public procurement services for all participants in the procurement process.Due to the complete digitalization of procedures (from planning to the fulfillment of contractual obligations, procedures are automated), the web portal has become a guarantee of openness, accountability and accessibility of information for all stakeholders.So, taking into account the new Law in 2025 on the web portal:- the terms of the competition have been shortened (discussion of the tender documentation from 5 to 2 working days; acceptance of applications from 15 to 5 working days; consideration of applications from 10 to 3 working days);- a new procedure for appealing the results of purchases has been implemented. In order to conduct the procurement promptly and avoid delaying the procedure, complaints are considered by the procurement organizers themselves;- work continues on the priority purchase of domestically produced goods on the web portal by establishing exemptions from the national regime in order to support the domestic market;in order to support small and medium-sized businesses, priority procurement of goods, works and services has been established, the cost of which does not exceed 50,000 MCI from this category of entities;- in order to promote competition and protect business, applications from suppliers who are government agencies and quasi-public sector entities are automatically rejected by the web portal if there are at least two applications from suppliers who are private business entities. In addition, a Single procurement platform has been launched on the basis of a Single Operator, through integration with existing procurement sites (goszakup.gov.kz , zakup.sk.kz , mitwork.kz), which provides a single access point for participation in public procurement, procurement of national companies and procurement of the Samruk-Kazyna Fund.Based on the results of the measures taken on the web portal:- the number of registered users amounted to more than 18 thousand customers and 102 thousand suppliers;- the amount of concluded contracts doubled from 3.4 trillion tenge (2024) to 7.2 trillion tenge (2025);- the number of concluded contracts increased by 23% from 870 thousand (2024) to 1,072 thousand (2025);- the number of complaints filed was reduced by 25% from 22 thousand (2024) to 16 thousand (2025);- the amount of contracts concluded with domestic producers increased by 137% from 150.8 billion tenge (2024) to 357.0 billion tenge (2025).Thanks to full digitalization, every step in the procurement process is recorded in the electronic system and automatically saved on the portal. This structure contributes to the formation of a competitive environment where all suppliers have equal conditions for participation. Shymkent on the move: how the city is rebuilding its transport system Shymkent is one of the fastest growing cities in Kazakhstan, and the transport infrastructure here has long required adaptation to new realities. Population growth, an increase in the number of cars and the expansion of the urban area pose the task for the authorities - to transform disparate road sections into a single and sustainable system. A comprehensive program to upgrade the transport infrastructure was launched in the metropolis in 2024. It covers not only the construction of roads and interchanges, but also the modernization of stops, safety systems and lighting. Scale: from streets to highways According to official data, by the end of 2024, 75% of city roads were already in good or satisfactory condition. In 2025, it is planned to increase this figure to 90%. The main efforts are aimed at developing connectivity and reducing the load on central streets. Among the major projects is the construction of railway crossings on Momynova and Tlenshina streets in the Yenbekshinsky district. They will connect the eastern part of the city with the center, which will redistribute traffic flows and reduce congestion on existing highways. Construction on Momynova started in December 2024 and is already half complete. At the same time, major repairs are underway on the emergency bridge at the intersection of Koikeldi Batyr and Aknazar Khan streets. The work will be completed by the end of 2025. One of the most ambitious projects was the extension of Kunayev Avenue. The total length of the route is 16.3 km, the work is divided into six stages. Some sections have already been completed, two more are planned to be completed by the end of the year, and the final stage - in 2026. The new avenue should become an alternative to the busy Respubliki Avenue and relieve traffic on the way out of the city. The reconstruction of the A-2 bypass road is also actively underway. This 28.2 km long transit corridor connects Shymkent with other regions of the country and plays a key role in cargo transportation. The first four stages have already been completed, and three more are planned for completion in 2025. The last stage will be completed in 2026. Part of the strategy also includes the construction of new connecting streets: the extension of Kaziyev Street (1.7 km) will provide an alternative exit from the northern microdistricts of Akzhayik and ShymCity. By 2026, the authorities intend to completely pave 850 streets with a total length of over 1,000 km. Of these, 540 streets will be paved this year. Focus on safety: from pedestrians to lighting Along with road construction, efforts to ensure road safety are being stepped up. In 2025, 32 new traffic lights will appear in the city, 10 of which have already been installed. Unregulated pedestrian crossings are another weak link in the system. Currently, more than 140 of the planned 200 points are illuminated. Work is also underway to install 6,000 road signs (half of which have already been installed), to install speed bumps near schools (1,200 meters), and to renew sidewalks — 180 km have already been put in order. Additionally, the markings on 500 km of streets have been updated, and new irrigation channels have been installed in flood zones (30 streets). It provides for joint work on the project, coordination of actions and exchange of experience in the field of digitalization of customs and logistics processes.Smart Customs includes several modern solutions that will make border crossing faster and more convenient. Instead of drivers, goods will be transported by unmanned vehicles that will be able to cross the border automatically.In addition, a single electronic declaration has been launched, which is recognized by both countries, and paperwork and cargo support will become fully digital. Cargo will be able to move around the clock, with almost no human involvement, thanks to automatic navigation and monitoring systems.Expected effect: increase in cargo traffic to 10 million tons per year; significant reduction of time for customs clearance; reduced transportation costs; increasing the transparency and security of logistics operations; unloading of automotive infrastructure and development of logistics hubs;stimulating the export of agricultural products, including grain, oilseeds, meat and processed goods.Smart customs will help to upgrade the infrastructure at the border, create new jobs and attract investments. At a joint meeting of the chambers of Parliament, the Minister of Finance of the Republic of Kazakhstan, Madi Takiev, made a report on the implementation of the republican budget for 2024, noting the key economic results and financial indicators achieved during the reporting period.According to the report, in 2024, the country's GDP grew by 4.8%, mainly due to the non-oil sector, and in the first five months of this year, growth was already 6%. At the same time, the share of non-oil revenues in the consolidated budget structure increased by 2.5 percentage points, inflation decreased from 9.8% to 8.6%, and the budget deficit amounted to 2.7% of GDP. The assets of the National Fund increased by 16% and amounted to 66.2 billion US dollars. Under the National Fund for Children program, over 7 million children have received charges of $233 per child in two years.The annual revenue plan of the republican budget has been fulfilled by 97.2% (19.6 trillion tenge). The main reasons for the shortage are a decrease in imports, postponement of the launch of major projects, and a threefold increase in VAT refunds. Nevertheless, gross VAT receipts increased by 4.8%, and due to the fight against the shadow economy, the budget received an additional 1.28 trillion tenge (+37% by 2023).Budget expenditures were executed by 97.8% and amounted to 23.6 trillion tenge. Substantial funds are allocated to the social sphere and infrastructure. 93.8 billion tenge was allocated to raise salaries for teachers, 4,557 families were provided with housing, 789 kindergartens were opened, and 100% of children from vulnerable categories were provided with free meals. 19 million m2 of housing was commissioned, more than 300 thousand people were gasified, 3.5 thousand km of water supply networks, 542 km of heating networks were modernized and new generation facilities with a capacity of more than 700 MW were built.751 billion tenge was allocated for national projects, which made it possible to build 105 schools (254 thousand places), eliminate the problem of emergency and three-shift schools, and complete the construction of 460 healthcare facilities. Additionally, in 2025, it is planned to introduce 195 medical institutions and modernize 32 multidisciplinary district hospitals.Repairs of 1.5 thousand km of the main railway network were also completed. The volume of traffic along the Trans-Caspian International Transport Route (TM) increased by 62% in 2024, to 4.5 million tons. At the same time, transit increased 4 times, and transit from China increased 28 times. Three new terminals have been commissioned at the airports of Almaty, Kyzylorda and Shymkent.The minister also reported on the efficiency of using budget funds: the amount of inefficient expenditures in 2024 decreased by 24% and amounted to 372 billion tenge.
